This specification is and remains the property of BCMM, produced for its own purposes. It is a policy of BCMM that standardised specifications, standards and other standardised documents of a non-confidential nature, such as this, may be made available to third parties for their use, on application, under the following conditions:

1. The use, application, or interpretation of the material is entirely at the applicant’s own risk and neither the applicant nor anybody else shall have any claim against BCMM arising out of the use of the material.

2. BCMM is under no obligation to advise the applicant of and supply later versions of the material.

3. BCMM retains the right to refuse the supply of further material without incurring liability for loss or damage in the event of such refusal.

INTRODUCTION

WHAT IS LOAD SHEDDING? When there is not enough electricity available to meet the demand from all Eskom or Municipal

customers, it could be necessary to interrupt supply to certain areas. This is called load shedding. It is different from a power outage that could occur for several other reasons.

It is a last resort to balance electricity supply and demand. Load shedding will only apply when all other options have been exhausted.

It is an effective way to avoid total collapse of the electricity supply grid (a national black-out) which will have disastrous outcomes for South Africa. If unbalances on the power is not managed this could lead to the risk of collapse of the entire power network. If this occurs, it could take more than a week to restore power to the entire country. By rotating and shedding the load in a planned and controlled manner, the system remains stable.

Before load-shedding is applied, Eskom makes use of:

- Gas and hydro options- Contracted and voluntary options with certain large customers to reduce their demand.- If all these measures have been exhausted and demand still cannot be met, Eskom will

proceed with load-shedding.

THE LOAD SHEDDING PROCESS

Eskom’s National Control Centre instructs its Distribution Regional Control Centres, 126 Municipalities and Eskom’s key Industrial Customers on the Megawatts to be shed.

Eskom (Regional Distributor) and Municipalities execute these instructions by switching off individual areas for predetermined times as per published schedules

The duration of load-shedding will depend on the specific Eskom region or on the Municipality; based on local circumstances.

LOAD SHEDDING ONLY AS A LAST RESORT

Eskom must continue with the planned maintenance of our Generation plant during this winter. This will enable a sustainable Generation plant going forward.

This means that the national power system will be particularly strained during the evening peak between 5pm and 9pm in winter, and during any time of the day in the summer months

A new Government standard that has been implemented in order to organise the manner by which load shedding is implemented during periods of supply capacity problems and the handling of critical loads.

CRITICAL LOADS

Load that is as far as possible protected from the impact of load shedding or loss of supply in order to either maintain the operational integrity of the power system, or to avoid a cascading impact on public infrastructure.

LOAD SHEDDING STAGES


In order to safe guard the Electrical Network the implementation of NRS 048-09 is imperative. In order to implement this standard - stages have been introduced based on the strain on the national grid to supply capacity.

STAGE 1

This stage is initiated if the reduction is not sufficient to safeguard the National Grid, this is Scheduled Load Scheduling whereby 5% of the load profile of BCMM will be required to be shed for a period of 2 hours.

STAGE 2

This stage is initiated if the reduction is still not sufficient to safeguard the National Grid, this is Scheduled Load Scheduling whereby 10% of the load profile of BCMM will be required to be shed for a period of 2 hours.

STAGE 3

This stage is initiated if the reduction is still not sufficient to safeguard the National Grid, this is Scheduled Load Scheduling whereby 20% of the load profile of BCMM will be required to be shed for a period of 2 hours.

STAGE 4

This stage is initiated if the reduction is still not sufficient to safeguard the National Grid, this is Scheduled Load Scheduling whereby more than 20% of the load profile of BCMM will be required to be shed and this will be decided by Eskom National Control.

BLOCK SYSTEM

Load shedding within BCMM works on a rolling block timetable. The various towns, suburbs and streets have been assigned to various blocks, from blocks 1 to 14. Each block is allocated a time slot to undergo load shedding over a 7 day week period. Please refer to the Block Allocations on page 8 to determine which block your city / suburb / area / street falls under.
