In the months leading up to the 2018 midterm election, staff at the League began constructing a “wall of hope.” Featuring inspirational quotes, news clippings about positive changes, photos of our families and reminders to vote, the wall has become a focal point in our office. Hope is important. It’s what keeps us going through tough times. It gives us a reason to fight even when the odds are stacked against us.

But hope alone doesn’t make much of a difference to families that are struggling. Although last fall’s election gave Michigan a more balanced Legislature and a new governor who shares our goals for progress, many people still feel that the only way to drive our state forward is to make even deeper cuts to programs that help Michiganders thrive. And simply hoping those lawmakers see the truth about dangerous tax cuts and harmful policies isn’t enough. We need to rely on a tried and true method to get things done: Facts combined with advocacy. Last year, you helped us fight against harmful policies like changes to federal immigration rules, a $900 million shift out of the School Aid Fund and Healthy Michigan Plan work requirements. You helped us protect SNAP in the 2018 Farm Bill and promote raising the age of juvenile jurisdiction in Michigan. You lifted up the importance of racial equity by sharing reports on the barriers facing families of color, following the work of our racial equity workgroup and supporting our 2018 policy forum, which addressed post-traumatic slave syndrome. You helped us connect with communities, schools and neighbors. Our work together is keeping Michigan on solid ground and putting us on the road to making it stronger.

Because of your efforts—from making donations, emailing, calling and writing your state and federal lawmakers, and

promoting our work on social media—you helped us put facts in the hands of the people who need them and the people who are impacted by our state’s policies.

The facts bear out the truth: strong states work to keep their residents strong. Kids who have nutritious food in their stomachs perform better in school. Parents who can make the car payment each month have an easier time keeping a job. Babies whose moms have prenatal care thrive in their first years of life. Families whose water is clean, whose homes are affordable and whose voices are heard forge stronger communities.

So as we move forward, we’re filled with hope, yes. But we’re also armed with a plan for action. The Owner’s Manual for Michigan is a proactive, progressive plan to help drive Michigan forward. Because the facts show that investment in our people, not tax cuts for the wealthy and corporations, is what powers a state. Data in Action.

2018 Highlights

ᗮ The Healthy Michigan Plan, which provides health coverage to nearly 680,000 Michiganders, was protected.

ᗮ Adult education funding was expanded.

ᗮ The state’s early intervention program for kids, Early On, was funded in the state budget for the first time ever.

ᗮ Improvements were made to child care access and affordability, including the way providers are paid.

ᗮ Kids in deep poverty will have better access to clothing due to an increased clothing allowance.

ᗮ Funding was continued for the “heat and eat” policy, which helps families and seniors with low incomes get the nutrition they need.

ᗮ Support was provided for local health departments and services to combat lead and PFAS contamination

State Policy WinsThe 2019 state budget was adopted in the summer of 2018 with some big wins for children and families with low incomes. Included were many League priorites:

As we reflect on 2018, we can see that with your support, our action yielded results. We see organizational changes that have made the Leauge stronger and more people-driven. We see an election year filled with new leaders who care about lifting families and children out of poverty, and with ballot initiatives that sought to help workers get a fair wage and voters get a fair voice. Most of all, we see a future filled with more opportunities to create policies that help all Michiganders thrive.

Organizational Highlights

• Held statewide listening tours to learn what local organizations and individuals see as their greatest policy challenges. Sessions were held in Flint, Detroit, Grand Rapids, Muskegon, Petoskey and Jackson and helped drive our proactive agenda, The Owner’s Manual for Michigan.

• Annual policy forum featured Dr. Joy DeGruy, who explored the long-term effects of trauma and stress resulting from slavery and oppression. More than 400 people attended.

• Recruited hundreds of Michiganders to weigh in on the harmful Healthy Michigan Plan work requirements, dangerous changes to the “public charge” rule that could inhibit immigrants’ access to healthcare and other public services, and the Raise the Age campaign to stop Michigan from charging 17-year-old kids as adults in the justice system.

• Participated in campaigns for ballot initiatives to increase the minimum wage and tie it to inflation, implement paid sick leave for all workers, improve voter access and end gerrymandering.

• Successfully worked to protect SNAP (the Supplemental Nutrition Assistance Program) from being harmed in the 2018 federal Farm Bill.

• Expanded community engagement team by adding dedicated staff to the Detroit region.
