Joint monitoring framework – process and content

The process and content of the joint monitoring framework is described below

• Conceptualization phase

− WHO proposes joint core set of a minimum of 50 indicators

− The proposed core list will be reviewed and validated by a recognized body, which can be an expert group called for this purpose or the existing internal interdivisional working group on SDGs

• Consultation and adoption

− The validated list will be submitted for consultation, review and adoption by Member States

• Implementation− A circular note is prepared to inform Member States about the joint monitoring framework

based on the minimum joint core set of indicators to replace the reporting on the 3 frameworks

Options Proposed option1. Streamlining indicators Agreement on a reporting framework with only one minimum joint set of core indicators for the 3 main

frameworks (Health 2020, NCDs and SDGs). This set will replace the reporting on the individual frameworks.

2. Timing of reporting Proposal to discuss through the SPG the grouping of data collection requests from all WHO/Europe divisions and send them 2–3 times a year (i.e. March and September).  Avoid peak periods for Member States (i.e. end/beginning of year). An online survey would help WHO/Europe assess the best timing for sending the data requests.

3. Pooling/merging data collection Increased consultation and collaboration within and across divisions through the SPG/ gatekeeper function so that opportunities for pooling/merging questionnaires are explored and implemented.  This would entail 2 or 3 divisions/programmes with similar goals (or similar Member State covered) merging their questionnaires into one with significant reduction of the number of variables, indicators in the final questionnaire. 

4. Combination of the 2 first options above(considered as the most viable option)

I.Development of a minimum joint core set of indicators (this would reduce the duplication of reporting on similar indicators)II. Proposal to discuss through the SPG the grouping of data requests from all WHO/Europe divisions and

sending them to Member States only  2–3 times a year (if accepted, Member States will no longer receive questionnaires throughout the year but only in strategically selected periods).

III.Developing automated systems to increase the number of online questionnaires and data collection platforms
