Just as abuse takes many forms - psychological, financial exploitation, neglect, and physical-so can abuseres, who can be from the family, an acquaintance or a stranger. Strangers are unkind, with close to half of India’s elders facing abuse in public that’s bad enough to make them avoid stepping out. Psychological abuse that undermines self-worth by name- calling or embarrassing is the most pervasive. Other abuse includes refusal to meet basic needs, such as food, housing, clothing and medical care, destroying property or preventing them from seeing friends and family. Just as abuse takes many forms - psychological,financial exploitation, neglect, and physical-so can abuseres, who can be from the family, an acquaintanceor a stranger. Strangers are unkind, with close to half of India’s elders facing abuse in public that’s badenough to make them avoid stepping out. Psychological abuse that undermines self-worth by name-calling or embarrassing is the most pervasive. Every year in June elderly issues become afavourite topic world over from Governments toUnited Nations & WHO.Events are organized torelease reports of Surveys and schemes.Printmedia too show some generosity to highlightthese surveys ,reports& schemes.This ishappening this June also. On 19thJune hon’bleMinister MOSJ & Empowerment released UNFPA“Caring for our Elders. Early response” IndiaAgeing Report-2017. But alas! WHO CARES FORELDERLY IN INDIA? Leave aside the Elderly inunorganized sector who are at the mercy of GOD.Condition of Elderly in organized sector (baringretired bureaucrats) who are on the mercy of State& Central Governments is equally miserable.Attimes Bureaucrats in chair in the name ofimplementation of Govt. Schemes & facilities playjokes with elderly.

Following few examples are being mentioned tobring ground realities to your notice with the hopethat your intervention may improve the situation:

1. For and upto F.Y.2004-2005 Sr. Citizen weregetting concession in income tax payable(under Section 80CC) to the tune of Rs 20,000/-,as compared to other citizens with similar taxableincome. In 2005-2006 this was changed. Basicexemption for other citizens was raised to Rs1,00,000/- and that for Sr Citizens it was made1,85,000/- This resulted in actual tax relief of Rsl2,000/- instead of Rs 20,000/-Thereafter it hasbeen progressively reduced and today it standsat just Rs 5,000/-i.e 10% 0f 50000/ which Srcitizens get because of general exemption of 3lacinstead of 2.5 lac for persons below 60 yrs.

2. The additional interest of 1% on Bank Fixeddeposits of Sr citizens stand reduced to 0.25%Similarly interest on senionr citizen savingscheme 2004 has been reduced from 9% to 8.4%

3. It is reliably learnt that Honourable Ministerfor Railways is actively considering withdrawal of40 % concession available in rail travel for malesenior citizens.

4. In Nov. 2014, Indian Railways launched‘Advanced Railway Pension Access Network’‘ARPAN’ which has won second place in the e-Governance award of Computer Society of Indiafor the year 2015 and has bagged the Award ofAppreciation. But for want of revised PPO Nos,Old Pensioners are unable to register on this sitewhich is supposed to be one stop widow forRailway pensioners. Pension related circularsavailable on this site have not been updated after2013.Links to documents being displayed under‘What is new’ cannot be opened and viewed.

5. Cashless treatment scheme in emergency(CTSE) in empaneled hospitals for retiredRailway employees and their dependent familymembers launched in July 2016: For joining theScheme one has to register online with a 12 digitPPO No which lakhs of old Rly pensioners do notknow for reason of revised PPOs bearing 12 digitPPO Nos have not been given to them till yet. Thus,they stand deprived of the facility.

6. Grievance redressal Portal: With muchfanfare Hon’ble Minister for Railways launched“Nivaran” an online Grievance redressal facilityfor retired & serving employees. The retiredemployees experience is that Grievancesregistered on line are closed for the sake of closingw/o resolving them. Same can be said about PGportal of Govt. of India in 60% of the cases.

7. Pensioners of several Autonomous Bodieslike Coffee Board and Universities who werehitherto getting Pay commission benefits underCCS pension rules have been deprived of thebenefits of seventh pay commission & Dearnessrelief revision.

Sir, schemes look very good on paper. Deliveryon ground depends on the attitude & mindset ofconcerned Bureaucrats and their staff whoperhaps while in chair, think that they will neverretire & face similar difficulties.

Success is no accident. It is hardwork, perseverance, learning,studying, sacrifice and most of all,love of what you are doing or learningto do.

In Level-8 of the Pay Matrix for Civil Pensionerswhile the entry level of 6th CPC Pay-in-Pay Band isRs.1,8,750/- but it has been taken as Rs.1,8,150/-in Pay Matrix (Civil Pensioners) i.e with a differenceof value of Rs.600/- Progressive pay structure in thesame level-8 of Incremental value also gets affectedresulting in Drop in Pay and consequently the dropin Pension. It is, therefore, requested that the paystructure of Level-8 in the matrix may kindly berevisited so that pensioners do not suffer on thisaccount.

recommendations of the Seventh Central

Pay Commission-Revision of pension of

pre-2016 pensioners/family pensioners,

etc.

Ref: This office important circular no. C-153,

bearing no.G1/C/0199/Vol-I/Tech, dated

12th August 2016.

Attention is invited to above cited circularwherein instructions were issued for implemen-tation of GOI, DP&PW OM NO. 38/49/2016-P&PW(A) (ii), dated 04.08.2016.It was provided in theibid OM that thhe revised pension/family pensionw.e.f. 1.1.2016 of pre- 2016 pensioners/familypensioners shall be determined by multiplyingthe pension/family pension as had been fixed atthe time of implementation of the recommen-dations of the 6th CPC, by 2.57.

2. Now, GOI, Ministry of P, PG and pension,Deptt. of P&PW have issued further orders undertheir OM No. 38/49/2016-P&PW (A), dated12.05.2017, which is self – explanatoryand isenclosed for guidance and necessary action(published in June,2017,issue). The salient pointsof ibid OM are given in succeeding paras:-

3. Revised pension/ family pension in r/o allDefence Civilian pensioners/family pensionerswho retired/ died prior to 01.01.2016, may berevised by notionally fixing their pay in the paymatrix recommended by the 7th CPC in the levelcorresponding to the pay in the pay scale/pay bandand grade pay at which they retired/died. This willbe done by notional pay fixation under eachintervening Pay Commission based on theFormula for revision of pay. While fixing pay onnotional basis, the pay fixation formulae approvedby the government and other relevant instructionson the subject in force at the relevant time shallbe strictly followed. 50% of the notional pay as on01.01.2016 shall be revised pension and 30% ofthis notional pay shall be the revised familypension w.e.f. 1.1.2016.”In the case of familypensioners who were entitled to family pension

at enhanced rate, the revised family pension shallbe 50% of the notional pay as on 01.01.2016 andshall be payable till the period up to which familypension at enhanced rate is admissible as perrules. The amount of revised pension/familypension so arrived at shall be rounded off to nexthigher

4.The higher of the two Formulations i.e. thepension/family pension already revised inaccordance with this Department’s OM No. 38/37/2016-P&PW (A) (ii) dated 04.08.2016 or therevised pension/family pension as worked out inaccordance with Para 3 above, shall be grantedto pre-2016 Defence civilian pensioners asrevised pension/family pension w.e.f. 01.01.2016.In cases where pension/family pension beingpaid w.e.f. 1.1.2016 in accordance with this Depart-ment’s OM No. 38/37/2016-P&PW (A) (ii) dated04.08.2016 happens to be more than pension/family pension as worked out in accordance withPara 4 above, the pension/family pension alreadybeing paid shall be treated as revised pension/family pension w.e.f. 1.1.2016.

5.Instructions were issued vide GOI, DP&PWOM No. 45/86/97- P&PW (A) (iii) dated 10.02.1998for revision of pension/family pension in respectof Government servants who retired or died before01.01.1986, by notional fixation of their pay in thescale of pay introduced with effect from01.01.1986. The notional pay so worked out ason 01.01.1986 was treated as average emolu-ments/last pay for the purpose of calculation ofnotional pension/family pension as on01.01.1986. The notional pension/family pensionso arrived at was further revised with effect from01.01.1996 and was paid in accordance with theinstructions issued for revision of pension/familypension of pre-1996 pensioners/familypensioners in implementation of therecommendations of the 5th Central PayCommission.

97-P&PW (A) dated 10.02.1998, will be treated asthe pay scale and the pay of the concernedGovernment servant as on 1.1.1986. In the caseof those Government servants who retired or diedon or after 01.01.1986 but before 1.1.2016, theactual pay and the pay scale from which they retiredor died would be taken into consideration for thepurpose of calculation of the notional pay as on1.1.2016 in accordance with Para 4 above.

7 . The minimum pension with effect from01.01.2016 will be Rs.9000/- per month (excludingthe element of additional pension to oldpensioners). The upper ceiling on pension/familypension will be 50% and 30% respectively of thehighest pay in the Government. (The highest payin the Government is Rs. 2, 50,000 with effect from01.01.2016). The maximum ceiling limit would notbe applicable in case of retiree under CCS(ExtraOrdinary Pension) Rule.

8.The pension/family pension as worked outin accordance with provisions of Para 3 and 4above shall be treated as ‘Basic Pension’ witheffect from 01.01.2016. The revised pension/family pension includes dearness reliefsanctioned from 1.1.2016 and shall qualify forgrant of Dearness Relief sanctioned thereafter.

9.The existing instructions regardingregulation of dearness relief to employed/re-employed pensioners/family pensioners, ascontained in Department of Pension &Pensioners Welfare O.M. No. 45/73/97- P&PW (G)dated 02.07.1999, as amended from time to time,shall continue to apply.

10.These orders would not be applicable forthe purpose of revision of pension of thosepensioners who were drawing compulsoryretirement pension under Rule 40 of the CCS(Pension) Rules or compassionate allowanceunder Rule 41 of the CCS (Pension) Rules. Thepensioners in these categories would continueto be entitled to revised pension in accordancewith the instructions contained in GOI,DP&PWO.M. No. OM No. 38/37/2016-P&PW (A)(ii) dated 4. 8.2016.

11.The pension of the pensioners who aredrawing monthly pension from the Government

on permanent absorption in public sectorundertakings/autonomous bodies will also berevised in accordance with these orders. However,separate orders will be issued for revision ofpension of those pensioners who had earlierdrawn one time lump sum terminal benefits onabsorption in public sector undertakings, etc. andare drawing one-third restored pension as perthe instructions issued by GOI, DP&PW from timeto time.

12. In cases where, on permanent absorptionin public sector undertakings/autonomousbodies, the terms of absorption and/or the rulespermit grant of family pension under the CCS(Pension) Rules, 1972, the family pension beingdrawn by family pensioners will be updated inaccordance with these orders.

13. Since the consolidated pension will beinclusive of commuted portion of pension, if any,the commuted portion will be deducted from thesaid amount while making monthlydisbursements.

14.The quantum of age-related pension/familypension available to the old pensioners/familypensioners shall continue to be as follows:

Basic pension=Rs.10,000 and (ii) Additionalpension=Rs.2,000pm. The pension on his/herattaining the age of 85 years will be shown as(i).Basic Pension = Rs.10,000 and (ii) additional

pension = Rs.3,000 pm. Dearness relief will beadmissible on the additional pension availableto the old pensioners also.

15. A few examples of calculation of pension/family pension in the manner prescribed aboveare given in Annexure –(I-A) to (I-D) to thiscircular.(See p-15 of June, 2017, issue of BharatPensioner).

16. No arrears on account of revision ofPension/Family pension on notional fixation of paywill be admissible for the period prior to 1.1.2016.The arrears on account of revision of pension/family pension in terms of these orders would beadmissible with effect from 01.01.2016. Forcalculation of arrears becoming due on therevision of pension/family pension on the basisof this O.M., the arrears of pension and the revisedpension/family pension already paid on revisionof pension/family pension in accordance with theinstructions contained in GOI, DP&PW OM No.38/37/2016-P&PW (A) (ii) dated 04.08.2016 shallbe adjusted.

17. It shall be the responsibility of the Head ofDepartment and Pay and Accounts Office (PAO)attached to that office from which the Governmentservant had retired or was working last before hisdeath to fix the pay on the notional basis as on01.01.2016 in respect of pre-2016 Defence Civilianpensioners/family pensioners in accordance withthese orders. In the annexed proforma of LPC-Cum-Data Sheet, the claim will be forwardedalong with all concerned documents by theH.O.O/H.O.D to PCDA (Pension) Allahabad aftergetting it vetted from PAO/LAO attached.Simultaneously, Soft copy of the filled proformaof LPC-cum-Data Sheet will also be sent to PCDA(Pension) in CD, through an utility to be providedby PCDA(Pension) for speedy issue of PPOs.PCDA (Pension), Allahabad will issue a revisedPension Payment Order i.e. CorrigendumPension Payment Order in new PPO no. seriesand the same would travel to PensionDisbursing Authority through Head of Office.

18. In order to facilitate HOO to indentify livingpensioners for issue of corrigendum PPO, thisoffice will provide a list of living pensioners/familypensioners from e-scrolls received to this end tothe Head of Department for segregating and

circulating to their respective sub officesfunctioning as Head of Office. However, such listof living pensioners will not be exhaustive. Hence,HODs/HOOs are advised to make further effortsat their end to identify all remaining pensionersand submit their notional pay fixation with requiredinformation to this office in the prescribed LPC-cum- Data Sheet duly vetted by the PAO/LAO.

19. HOOs may endeavor to mention Aadhaarno., Mobile no., PAN no., E Mail Id of pensioner/family pensioner or spouse in the prescribedLPC-cum- Data Sheet, if readily available. In casethese details are not available, efforts may bemade to obtain these details from the Pensioner/family pensioner/Spouse and subsequentlypropose amendments though use of the sameLPC-cum- Data Sheet for issue of CorrigendumPPO.

20. While preparing LPC-cum-Data Sheet forrevision, H.O.O.s shall mention an HOO code.This code can be obtained either by sendingemail to [email protected] in the prescribedproforma or by one-time registration throughlogging on website of PCDA (Pension) Allahabadat url www.pcdapension.nic.in (when the samebecome functional). H.O.O. code will be generatedafter HOD verifies the details through email.Thereafter, the code will be transmitted to HOOand HOD. All email communication will be madeon Govt. email id only. Also, all LPC-cum-DataSheet of HOO will bear a running serial number.

1. BSNL has Strategic, Social & EconomicRelevance in Telecom Sector and is renderingtelecom services in a fiercely competitive marketdominated by large Private Sector TelecomService Providers. Its main role are as follows :

(i) It addresses market imperfections intelecom sector;

(ii) It is functioning as a reference point forgetting more reliable information for the sectorregulator;

(iii) It is working as tariff balancer so as toensure availability of reliable and affordabletelecom service to the masses;

(iv) It is providing telecom services in theuneconomic, unviable, rural, far flung areas anddifficult hilly terrains;

(v) It plays vital role in providing connectivityduring emergencies, natural calamities etc.

2. BSNL has been identified by 14th FinanceCommission as ‘Priority Sector’ CPSU, due toreasons mentioned above.

3. BSNL has huge legacy manpower, asthese employees weré en-masse transferred andabsorbed in it without any functionalconsiderations and justifications. The legacymanpower in general has now been retrained andredeployed. While seeking their options forabsorption in BSNL, Government gave themassurances for better prospects.

In case they had not opted for absorption, theywould have got the benefits of 7th CPC.Unabsorbed Government officers deployed inBSNL have already been granted the benefit of7th CPC w.e.f. 01.01.2016. The pension revisionof about 2 lakh retired employees’ is directly linkedwith implementation of 3rd PRC recommen-dations. There are about 25,000 employees whoare stagnating in their pay scales and this wouldend only on implementation of 3" PRC.

4. You would appreciate that to maketurnaround of a non-profitable CPSU working instiff competition needs more motivatedemployees than an organization already runningin profit in a lesser competitive market. Apart fromabove it is also worth mentioning that to remainvibrant and add to its competitive edge, BSNL hasrecruited about 30,000 Engineering Graduates.Pay revision is imperative to retain this youngtalent.

5. I would also like to draw your attention to theRecommendations of the 3rd PRC (Para 5 of theExecutive Summary) wherein the committee hasrecommended that affordability conditions shallnot be applicable to such CPSEs which are formedto perform specific agenda of the Govt. BSNL wasformed in pursuance of specific agenda of theGovt of India to meet the objectives of the National

the 7th CPC in the Level/Index corresponding tothe pay in the pay scale/pay band and grade pay atwhich they retired/died. 50% of the notional payfixed as per the 7th CPC as on 01.01.2016 shall bethe revised pension and 30% of this notional payshall be the revised family pension w.e.f. 1.1.2016.The amount of revised pension/family pension soarrived at shall be rounded off to the next higherrupee.

2.In compliance of the above mentioned OM,all the Banks are required to ensure that the correctamount of revised pension and arrears thereto arepaid to the pensioners/ family pensioners at theearliest on receipt of Revision Authority from CPAO.Accordingly, Banks are instructed as follows:

i. The functionality of pay fixation in terms of 7thCPC which entails new fields like Level & Index inthe Pay Matrix should he incorporated in thesoftware that the Banks are using for pensionprocessing and calculation of arrears.

ii. The credit of revised pension in the bankaccounts of pensioners/family pensioners andpayment of arrears should be in a time boundmanner after receipt of Revision Authority fromCPAO (through electronic mode). It should not belater than the next due date of credit of pension inthe pensioners

iii. No arrears on account of revision of Pension/Family pension on notional fixation of pay will beadmissible for the period prior to 1.1,2016. Thearrears on account of revision of pension/familypension in terms of these orders would beadmissible with effect from 01.01.2016. Forcalculation of arrears becoming due on the revisionof pension/ family pension on the basis of this 0.M.,the arrears of pension and the revised pension/family pension already paid on revision of pension/family pension in accordance with the instructionscontained in the DP&PW OM No, 38/37/2016-P&PW (A) (ii) dated 04.08.2016 shall be adjusted.

iv. i.) Reference is invited to DP&PW OM NO.38/37/ 2O16-P&PW(A) dated, 12/05/2017*regarding revision of pension of Pre-2016 retireesunder 7th CPC. Para 4 thereof contemplates thatthe revised pension/ family pension w.e.f.1.1.2016 in respect of all Central GovernmentPensioners/family pensioners, who retired/diedprior to 01.07.2016 may be revised by notionallyfixing their pay in the pay matrix recommended bythe 7th CPC in the level corresponding to the payin the pay scale/pay band and grade pay at whichthey retired/died. This will be done by notionalpay fixation under each intervening PayCommission based on the Formula for revision

one bank/branch to another bank/branch,commencement of family pension to spouse ordependent children after the death of pensioner,etc. in the absence of ready availability of PPOnumbers.

2. Necessary instructions in this regard havealready been issued to all authorised banks bythe Central Pension Accounting Office vide theirOffice Memorandum CPAO/Tech/Clarifications/P&PW/2014-15/426-497 dated September 17,2014 and Office of Principal Controller of DefenceAccounts (Pension) vide their Circular No.185dated November 28, 2016 (copies enclosed-not received.)   

3. However, it has been noticed that a fewagency banks have not yet implemented theinstructions in all their branches. Accordingly allagency banks are advised to record the PPOnumbers on the passbook of pensioners/familypensioners.

In those cases, where 2.57 multiplicationmethod of pension fixation is beneficial underDoP&PW OM No. 38/ 37/ 2016-P&PW(A)(ii) dated4.8.2016, revised pension authority under 2.57multiplication method will also require to beissued by Pension Sanctioning Authority forupdation of records of Railways and Pensiondisbursing authorities besides pensioners.

3. Further, as per Para 18 of the said OM, thePension Sanctioning Authority would impressupon the concerned Head of Office (HoO) forfixation of pay on notional basis and issue revisedPPA authority at the earliest. The revised authoritywill be issued under the existing PPO numberand would be sent to the Pension DisbursingAuthority through the same channel through whichthe original PPO was sent.

4. Reference is also invited to Ministry ofFinance (Deptt. of Expenditure) OM No. 1(13) /EV2017 dated 23rd May, 2017* mentioningprocedural points of action to be taken byconcerned agencies including PensionAccounting Authorities & PAOs.

5. To facilitate early revision of pension andmonitoring timely progress in this regard asrequired by aforesaid OM, following course ofactions may be followed:

(i) WR may provide list of all the live casesavailable in ARPAN(whose debit scrolls are beingreceived) to the FA&CAOs of the PensionSanctioning Railway/PU, along with details of lastpay (wherever available) due for pension revisionunder 7th CPC by 20thJune,2017 and place iton the website alongwith intimation to Railways

In continuation of this HQrs Circular cited above,a copy of Resolution bearing No. 1-2/2016-IC dated16.05.2017 issued by Ministry of Finance/Department of Expenditure in continuation ofGazetted of India, notification dated 25.07.2016 isforwarded herewith.

2. Ministry of Finance(Department ofExpenditure) vide their resolution dated 16.05.2017has conveyed the acceptance of the Government tomake the following changes in therecommendations of the 7th CPC in respect of thesome categories of employees wherein point (4)and (5) is applicable to DAD establishment also-

Point (4):- the IOR of Level -13 of. civil pay matrixshall be enhanced from 2.57 to 2.67. Accordingly,the Civil Pay Matrix as contained in Annexure-Imentioned in para 6 of the aforesaid resolutiondated 25th July 2016 shall be revised. The revised

The FA&CAOs shall provide the details to theconcerned Pension Sanctioning Authorities in HQ/Divisions/ workshops etc, within 3 days andcoordinate with them for getting the revisedpension cases at the earliest.

(ii) The Pension Sanctioning Authorities maycheck their records to verify number of cases.Since all the service records/details of thepensioners are available with the respectivePension Sanctioning Authorities from where theyretired/died, they may check their records and startrevising the pension in terms of Para 4 of theaforementioned OM of the DoP&PW forthwith.

(iii) For the expeditious revisions of thesepension cases, each Pension SanctioningAuthority may form special Pension RevisionCells comprising staff and supervisors ofPersonnel Branch, Accounts Establishment (nongazetted and gazetted) Branch and PensionBranch by drawing people as deemed necessaryfrom the existing man power. The staff strength ofthese cells may be decided by HOD inconsultation with head of associate AccountsOffice based on the work involved. The specialcells may function as a team wherein the staff ofPersonnel branch will revise the pay and Pension/family pension as per the Rules, staff ofEstablishment Branch shall vet the same andrevised PPA may be issued by staff of Pensionbranch.

(iv) As mentioned in Board’s letter no.2015/AC-II dated 19.07.16, the revised PPOs forpensioners shall be issued through ARPAN.Accordingly data porting utility has also beendeveloped and deployed both in IPAS as well asARPAN for revision of Post-2016 pensioners. Inorder to facilitate issue of revised PPOs for Pre-zoi6 pensioners, Western Railway may developnecessary module for fixation of pay based onavailable data and fitment table to be circulatedby DoP&PW . Kindly ensure that all revised PPOsshall be issued through ARPAN only by allRailways/PUs. It has also been brought to the notice of thisDepartment that some offices have extended thebenefits on account of bunching based on subjectiveinterpretation of the provisions of OM dated07.09.2016, which may not be consistent with theprinciples and philosophy of the 7th CPCrecommendations on bunching. Implementation ofsuch pay fixation orders are not in conformity withthe 7th CPC principles on bunching and may createfurther anomalies. In order to ensure consistency ofapproach in applying the provisions relating tobunching and to address the queries on various

G.S.R. 592(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and clause (5) ofarticle 148 of the Constitution and after consultation with the Comptroller and Auditor General in relation to persons servingin the Indian Audit and Accounts Department, the President hereby makes the following rules to amend the Central CivilServices (Revised Pay) Rules, 2016, namely:—

Sub : Restoration of full pension of absorbeepensioners in view of the order dated01.09.2016 of Hon’ble Supreme Court inCivil Appeal No. 6048/2010 and CivilAppeal No. 6371/2010.

The undersigned is directed to say that inaccordance with the instructions which existedbefore 31.03.1995, a Government servant, onabsorption in a Public Sector Undertaking or anAutonomous Body, had the option to draw pro-rata gratuity and a lump sum amount in lieu ofpension. The option regarding payment of lumpsum amount in lieu of monthly pension onabsorption in a PSU or autonomous body wasavailable in terms of the instructions issued videDepartment of Expenditure’s O.M. No.26(18)-E.V(B)/75 dated 08.04.1976, Department ofPersonnel & Training’s O.M. No.28016/5/85-Estt.(C) dated 31.01.1986 and Department ofPension & Pensioners’ Welfare’ O.M. No.4(12)/85-P&PW dated 31.03.1987. This option was alsoavailable to Government employees onabsorption in PSUs/autonomous bodies of theState Governments and Joint Sector undertakingsin terms of this Department’s O.M. No.4/43/88-P&PW(D) dated 16.10.1989. The terms andconditions for absorption of Governmentemployees consequent on conversion of aGovernment Department into a PSU orautonomous body issued vide this Department’sO.M. No.4/18/87-P&PW(D) dated 5.7.1989 alsoprovided for a similar option of lump sum paymentin lieu of monthly pension.

2. In accordance with Rule 37-A of the CentralCivil Services (Pension) Rules, 1972, incorporatedvide Department of Expenditure’s NotificationNo.44(1)-E.V./71 dated 09.04.1973, on exerciseof the above option, an employee was entitled toa lump sum amount not exceeding the commutedvalue of one-third of the pension and terminalbenefit equal to twice the aforesaid lump-sumamount, subject to the condition that theGovernment servant surrendered his right ofdrawing two-thirds of his pension.

3. The option to draw a lump sum amount inlieu of pension was withdrawn vide thisDepartment’s O.M. No. 4/42/91-P&PW(D) dated31st March, 1995. Accordingly, the erstwhile Rule37-A was omitted from the CCS(Pension) Rules,1972 vide Notification No. 4/42/91-P&PW(D) dated25.06.1997.

4. In implementation of the Order dated15.12.1995 of Hon’ble Supreme Court in WP(C)No. 11855/85, instructions were issued vide thisDepartment’s O.M. No. 4/3/86-P&PW(D) dated30.09.1996 for restoration of one-third commutedportion of pension of Government servants whohad drawn lump sum payment on absorption in aPSU/autonomous body. Further instructions wereissued, from time to time, for computation andrevision of the one-third restored pension of suchabsorbee pensioners and for payment of theattendant benefits like dearness relief, etc. to suchabsorbee pensioners. Orders for revision of theone-third restored pension w.e.f. 01.01.2006 ofsuch absorbee pensioners were issued vide thisDepartment’s O.M. No4/38/2008- P&PW(D) dated15/09/2008, O.M. No.4/30/2010-P&PW(D) dated11/07/2013. and O.M. No.4/38/2008-P&PW(D)dated 04/08/2016. These absorbee pensionerswere, however, entitled to dearness relief and age-related additional pension based on the notionalfull pension.

5. Hon’ble High Court of Judicature of Madras,in its judgement dated 02-08­2007 in Writ PetitionNo.22207/2002 filed by one Sh. K. Ganesan, anofficer in the office of Controller General ofAccounts, held that surrendering of the right fordrawal of 2/3rd of Pension after its commutation,as provided under Rule 37-A (b), was repugnantto Section 12 of the Pensions Act, 1871 and thatthe petitioner was lawfully entitled for therestoration of his pension after the expiry of theperiod of commutation of 2/3rd Hon’ble HighCourt, accordingly, directed restoration of 2/3rdpension and payment of arrears accordingly.

6. An SLP(Civil) No.4054/2008 (converted intoCivil Appeal No. 6048/2010) was filed by the Unionof India challenging the aforesaid order dated 02-08-2007 of Hon’ble High Court of Judicature ofMadras. In its order dated 1.9.2016, Hon’bleSupreme Court found no justification to interfere

with the order dated 02.08.2007 of Hon’ble HighCourt directing restoration of 2/3rd pension inrespect of the respondent (Shri K. Ganesan), afterthe expiry of the requisite period of commutation.The Civil Appeal No. 6048/2010 was accordinglydismissed by Hon’ble Supreme Court. In the saidjudgement dated 1.9.2016, similar direction waspassed by Hon’ble Supreme Court in the CivilAppeal No. 6371/2010 for restoration of 2/3rdpension in respect of the petitioners, Shri K.L.Dhall, an absorbed employee of Ministry of CivilAviation and member pensioners of WelfareAssociation of Central Government Officers, CADAbsorbed in PSU.

7. Review Petitions No. 465/2017 and No.472/2017 were filed by Union of India in theSupreme Court against the aforesaid order dated1.9.2016. Instructions were separately issued tothe office of Controller General of Accounts andthe Ministry of Civil Aviation vide OM No.4/34/2002-P&PW(D).Vol.II dated 21-12­2016 and OM No. 4/34/2002-P&PW(D).Vol.II dated 21-12-2016respectively, for implementation of the orders ofHon’ble Supreme Court in respect of the petitioner/respondent pensioners in the aforesaid CivilAppeals, subject to the final outcome of the ReviewPetitions. The aforesaid Review Petitions No. 465/2017 and 472/2017 have been dismissed byHon’ble Supreme Court on 22.03.2017.

8. The matter has been examined inconsultation with the Department of Legal Affairsand the Ministry of Finance (Department ofExpenditure). It has been decided to extend thebenefit of order dated 02-08-2007 of the Hon’bleMadras High Court and the Order dated 01-09-2016 of the Hon’ble Supreme Court to all similarlyplaced absorbee pensioners. Accordingly, allsuch absorbee petitioners who had taken 100%lump-sum amount in lieu of pension onabsorption in PSUs/Autonomous Bodies inaccordance with the then existing Rule 37-A andin whose case 1/3 pension had been restoredafter 15 years, may be allowed restoration of fullpension after expiry of commutation period of 15years from the date of payment of 100% lump-sum amount.

9. The absorbee pensioners whose fullpension is restored in terms of the aboveinstructions would also be entitled to revision of

their pension in accordance with the instructionsissued from time to time in implementation of therecommendations of the Pay Commissions,including the 7th Central Pay Commission.

10. In their application to the personsbelonging to the Indian Audit and AccountsDepartment, these orders issue in consultationwith the Comptroller and Auditor General of India.

11. Ministry of Agriculture etc. are requested tobring the contents of these Orders to the notice ofController of Accounts/Pay & Accounts Officers andAttached & subordinate Offices under them on atop priority basis and for taking necessary actionfor implementation of the above instructions. Allpension disbursing offices are also advised toprominently display these orders on their noticeboards for the benefit of pensioners.

12. This issues with the approval of Ministry ofFinance (Department of Expenditure) vide their IDNote No.1(11)/EV/2017 dated 26-05-2017 anddated 13-6­-2017.

The Big News: Cabinet approvesrecommendations of the 7th CPC on

allowances-FMA increased to Rs1000 wef1.7.2017

The Union Cabinet chaired by the PrimeMinister Shri Narendra Modi approved therecommendations of the 7th CPC on allowanceswith some modifications. The revised rates of theallowances shall come into effect from 1st July,2017 and shall affect more than 48 lakh centralgovernment employees. While approving therecommendations of the 7th CPC on 29th June,2016, the Cabinet had decided to set up theCommittee on Allowances (CoA) in view ofsubstantial changes in the existing provisions anda number of representations received. Themodifications are based on suggestions madeby the CoA in its Report submitted to FinanceMinister on 27th April, 2017 and the EmpoweredCommittee of Secretaries set up to screen therecommendations of 7th CPC.

7th CPC recommendations on Allowances-The 7th CPC had adopted a three-pronged

approach in examining a total of 197 allowanceswhich involved an assessment of the need forcontinuation of each allowance, appropriatenessof the set of people covered by the allowance andrationalisation which involved clubbing ofallowances with similar objectives. Based on theexamination on these lines, the 7th CPCrecommended that 53 allowances be abolishedand 37 be subsumed in an existing or a newlyproposed allowance. For most of the allowancesthat were retained, the 7th CPC recommended araise commensurate with inflation as reflected inthe rates of Dearness Allowance (DA).Accordingly, fully DA-indexed allowances such asTransport Allowance were not given any raise.Allowances not indexed to DA were raised by afactor of 2.25 and the partially indexed ones by afactor of 1.5. The quantum of allowances paid asa percentage of pay was rationalised by a factorof 0.8. A new paradigm has been evolved toadminister the allowances linked to risk andhardship. The myriad allowances, their categoriesand sub–categories pertaining to civiliansemployees, CAPF and defence personnel havebeen fitted into a table called the Risk andHardship Matrix (R&H Matrix). The Matrix has ninecells denoting varying degrees of risk andhardship with one extra cell at the top named asRH - Max to include Siachen Allowance. Multiplerates applicable to individual allowances will bereplaced by two slab rates for every cell of theR&H Matrix.

Modifications approved by the Cabinet - Themodifications approved today were finalised bythe E-CoS based on the recommendations of theCoA. The CoA had undertaken extensivestakeholder consultations before finalising itsrecommendations. It had interacted with JointConsultative Machinery (Staff side) andrepresentatives from various staff associations.Most of the modifications are on account ofcontinuing requirement of some of the existingarrangements, administrative exigencies and tofurther the rationalization of the allowancesstructure.

Financial Implications - The modificationsapproved by the Government in the recommen-dations of the 7th CPC on allowances will lead toa modest increase of Rs.1448.23 crore per annum

over the projections made by the 7th CPC. The7th CPC, in its Report, had projected the additionalfinancial implication on allowances at Rs. 29,300crore per annum. The combined additionalfinancial implication on account of the 7th CPCrecommendations along with the modificationsapproved by the Cabinet is estimated at Rs.30,7,48.23 crore per annum.

1. Number of allowances recommended tobe abolished and subsumed: Government hasdecided not to abolish 12 of the 53 allowanceswhich were recommended to be abolished by the7th CPC. The decision to retain these allowanceshas been taken keeping in view the specificfunctional requirements of Railways, Posts andScientific Departments such as Space and AtomicEnergy. It has also been decided that 3 of the 37allowances recommended to be subsumed bythe 7th CPC will continue as separate identities.This has been done on account of the uniquenature of these allowances. The rates of theseallowances have also been enhanced as per theformula adopted by the 7th CPC. This will benefitover one lakh employees belonging to specificcategories in Railways, Posts, Defence andScientific Departments.

2. House Rent Allowance - HRA is currentlypaid @ 30% for X (population of 50 lakh & above),20% for Y (5 to 50 lakh) and 10% for Z (below 5lakh) category of cities. 7th CPC hasrecommended reduction in the existing rates to24% for X, 16% for Y and 8% for Z category ofcities. As the HRA at the reduced rates may not besufficient for employees falling in lower paybracket, it has been decided that HRA shall notbe less than Rs. 5400, Rs. 3600 and Rs.1800 forX, Y and Z category of cities respectively. This floorrate has been calculated @ 30%, 20% and 10%of the minimum pay of Rs.18,000. This will benefitmore than 7.5 lakh employees belonging to Levels1 to 3. 7th CPC had also recommended that HRArates will be revised upwards in two phases to27%, 18% and 9% when DA crosses 50% and to30%, 20% and 10% when DA crosses 100%.Keeping in view the current inflation trends, theGovernment has decided that these rates will berevised upwards when DA crosses 25% and 50%

respectively. This will benefit all employees whodo not reside in government accommodation andget HRA.

3. Siachen Allowance - 7th CPC had placedSiachen Allowance in the RH-Max cell of the R&HMatrix with two slabs of Rs. 21,000 and Rs.31,500.Recognizing the extreme nature of risk andhardship faced by officers / PBORs on continuousbasis in Siachen, the Government has decided tofurther enhance the rates of Siachen Allowancewhich will now go up from the existing rate fromRs.14,000 to Rs.30,000 per month for Jawans &JCOs (Level 8 and below) and from Rs.21,000 toRs.42,500 per month for Officers (Level 9 andabove). With this enhancement, SiachenAllowance will become more than twice theexisting rates. It will benefit all the soldiers andofficers of Indian Army who are posted in Siachen.

4. Dress Allowance - At present, various typesof allowances are paid for provisioning andmaintenance of uniforms/outfits such as WashingAllowance, Uniform Allowance, Kit MaintenanceAllowance, Outfit Allowance etc. These have beenrationalised and subsumed in newly proposedDress Allowance to be paid annually in four slabs@ Rs.5000,Rs.10,000, Rs.15,000 and Rs.20,000per annum for various category of employees. Thisallowance will continue to be paid to Nurses on amonthly basis in view of high maintenance andhygiene requirements. Government has decidedto pay higher rate of Dress Allowance to SPGpersonnel keeping in view the existing rates ofUniform Allowance paid to them (which is higherthan the rates recommended by the 7th CPC) asalso their specific requirements. The rates forspecific clothing for different categories ofemployees will be governed separately.

5. Tough Location Allowance - Someallowances based on geographical location suchas Special Compensatory (Remote Locality)Allowance (SCRLA), Sunderban Allowance &Tribal Area Allowance have been subsumed inTough Location Allowance. The areas under TLAhave been classified into three categories andthe rates will be governed as per different cells ofR&H Matrix and will be in the range of Rs.1000-Rs.5300/-per month.The 7th CPC had recommen-ded that TLA will not be admissible with SpecialDuty Allowance (SDA) payable in North-East,

Ladakh and the Islands. Government has decidedthat employees will be given the option to avail ofthe benefit of SCRLA at pre-revised rates alongwith SDA at revised rates.

6. Recommendations in respect of someimportant allowances paid to all employees:

(i) Rate of Children Education Allowance(CEA) has been increased from Rs. 1500 permonth / child (max. 2) to Rs.2250 per month /child (max.2). Hostel Subsidy will also go up fromRs.4500 per month to Rs.6750 per month.

(ii) Existing rates of Special Allowance for ChildCare for Women with Disabilities has beendoubled from Rs.1500 per month to Rs.3000 permonth.

(iii) Higher Qualification Incentive for Civilianshas been increased from Rs.2000 - Rs.10000(Grant) to Rs. 10000 - Rs. 30000 (Grant).

7. Recommendations in respect of someimportant allowances paid to UniformedServices: Defence, CAPFs, Police, Indian CoastGuard and Security Agencies-

i.) The 7th CPC has recommended abolitionof Ration Money Allowance (RMA) and free rationto Defence officers posted in peace areas. It hasbeen decided that Ration Money Allowance willcontinue to be paid to them and directly creditedto their account. It will benefit 43000 Defenceofficers.

ii.) Technical Allowance (Tier - I & II) are paidto Defence officers belonging to technicalbranches @ Rs. 3000 per month and Rs. 4500per month. 7th CPC has recommended thatTechnical Allowance (Tier - II) be merged withHigher Qualification Incentive for Defencepersonnel. In view of the specific requirements ofDefence Forces for the Defence personnel to keeppace with changing Defence requirements andtechnologies, the Government has decided notto discontinue Technical Allowance. The list ofcourses for these allowances will be reviewed toremain in sync with the latest technicaladvancements in Defence.

iii.) The facility of one additional free railwaywarrant (Leave Travel Concession) presentlygranted to personnel of Defence Forces servingin field/high altitude/CI Ops shall also be extended

to all personnels of CAPFs and the Indian CoastGuard.

iv.) Rates of High Altitude Allowance grantedto Defence Forces and CAPF personnel will begoverned by the R&H Matrix. The rates will go upfrom Rs. 810 - Rs. 16800 per month to Rs. 2700– Rs. 25000 per month.

v.) Field Area Allowances are granted to IndianArmy, Air Force & CAPF personnel. The rates ofField Area Allowances (Modified Field, Field &Highly Active) will be governed by the R&H Matrix.The rates will go up from Rs. 1200 - Rs. 12600per month to Rs. 6000 - Rs.16900 per month.Classification of field areas for this allowance willbe done by Ministry of Defence for Defencepersonnel and by Ministry of Home Affairs forCAPFs.

vi.) The rates of Counter Insurgency Ops (CIOps) Allowance, granted to Defence and CAPFswhile deployed in counter – insurgency operationswill be governed by the R&H Matrix. The rates willgo up from Rs. 3000 - Rs.11700 per month to Rs.6000 – Rs.16900 per month.

vii.) Rates of MARCOS and Chariot Allowancegranted to marine commandos of Indian Navy willbe governed by the R&H Matrix. The rates will goup from Rs.10500 - Rs.15750 per month toRs.17300 – Rs. 25000 per month.

viii.) Rates of Sea Going Allowance grantedto personnel of Indian Navy will be governed bythe R&H Matrix. The twelve hour conditionality fordetermining the eligibility of Sea Going Allowancehas been reduced to four hours. The rates will goup from Rs. 3000 - Rs. 7800 per month to Rs.6000 – Rs.10500 per month.

ix.) Rates of Commando Battalion for ResoluteAction (COBRA) Allowance granted to CRPFpersonnel deployed in Naxal hit areas will begoverned by the R&H Matrix. The rates will go upfrom Rs. 8400 - Rs.16800 per month to Rs.17300– Rs. 25000 per month.

x.) Rates of Flying Allowance granted to flyingbranch and technical officers of Defence Forceswill be governed by the R&H Matrix. The rates willgo up from Rs.10500 - Rs.15750 per month toRs.17300 – Rs.25000 per month. It has beenextended mutatis mutandis to BSF Air Wing also.

xi. Rates of Higher Qualification Incentive forDefence Personnel have been increased fromRs.9000 – Rs.30000 (Grant) to Rs.10000 – Rs.30000 (Grant).

xii. Aeronautical Allowance, presently paid topersonnel of Indian Navy, has been extended toIndian Coast Guard. The rate of this allowancehas been increased from Rs. 300 per month toRs. 450 per month.

xiii. Rates of Test Pilot and Flight Test EngineerAllowance will be governed by the R&H Matrix.The rates will go up from Rs. 1500 / Rs. 3000 permonth to Rs. 4100 / Rs. 5300 per month.

xiv. Rates of Territorial Army Allowance havebeen increased from Rs. 175 - Rs. 450 per monthto Rs. 1000 - Rs. 2000 per month.

xv. Ceilings of Deputation (Duty) Allowancefor Defence Personnel have been increased fromRs. 2000 - Rs. 4500 per month to Rs. 4500 - Rs.9000 per month.

xvi. Rates of Detachment Allowance havebeen increased Rs. 165 - Rs. 780 per day to Rs.405 – Rs. 1170 per day.

xvii.Rates of Para Jump Instructor Allowancehave been increased from Rs. 2700/3600 permonth to Rs. 6000 / 10500 per month.

xviii. Special Incident / Investigation / SecurityAllowance has been rationalized. Rates forSpecial Protection Group (SPG) have been revisedto 55% and 27.5% of Basic Pay for operationaland non – operational duties respectively.

8.Recommendations in respect of someimportant allowances paid to Indian Railways-

i.Rates of Additional Allowance have beenincreased from Rs. 500 / 1000 per month to Rs.1125 / 2250 per month. This has also beenextended to Loco Pilot Goods and SeniorPassenger Guards also @Rs. 750 per month.

ii. In view of strenuous nature of the job, newAllowance namely Special Train Controller’sAllowance @5000 per month for Train Controllersof Railways has been introduced.

9.Recommendations in respect of someimportant allowances paid to Nurses &Ministerial Staffs of Hospital-

iii. Rates of Hospital Patient Care Allowance/ Patient Care Allowance have been increasedfrom Rs. 2070 - Rs. 2100 per month to Rs. 4100– Rs. 5300 per month. 7th CPC recommendationsmodified to the extent that it will be granted toMinisterial staff also.

10. Recommendations in respect of someimportant allowances paid to Pensioners- Rateof Fixed Medical Allowance (FMA) for Pensionershas been increased from Rs. 500 per month toRs.1000 per month. This will benefit more than 5lakh central government pensioners not availingCGHS facilities.

i. The rate of Constant Attendance Allowancegranted on 100% disablement has beenincreased from Rs. 4500 per month to Rs. 6750per month.

11. Allowances to Scientific Departments-

i. The recommendations of 7th CPC to abolishLaunch Campaign Allowance and SpaceTechnology Allowance has not been accepted.In order to incentivize the supporting employeesin Space and Atomic Energy sector, the rate ofLaunch Campaign and Space TechnologyAllowance has been increased from Rs. 7500 perannum to Rs. 11250 per annum. ProfessionalUpdate Allowance for non-gazetted employeesof Department of Atomic Energy will also continueto be paid at the enhanced rate of Rs. 11250 perannum.

ii. The 7th CPC had placed AntarcticaAllowance, paid to the Scientists and othermembers undertaking the expedition to Antarcticaunder the Indian Antarctic programme, in the RH-Max Cell of the R&H Matrix. The rates of the RH-Max Cell recommended by the 7th CPC were lessthan the existing rates of Antarctica Allowancewhich is currently paid on per day basis.Considering the specific nature of theseexpeditions and to provide appropriate increasein rates, Government has decided to keepAntarctica Allowance out of the R&H Matrix andthe allowance will continue to be paid on per day

basis as per existing practice. The Rates ofAntarctica Allowance will go up from Rs. 1125 perday (Summers) and Rs. 1688 per day (Winters)to Rs. 1500 per day (Summers) and Rs. 2000 perday (Winters).

12. Allowances paid to D/o Posts-

i. The recommendations of 7th CPC to abolishCycle Allowance, granted mainly to Postmen andtrackmen in Railways, has not been accepted.Keeping in view the specific requirement of thisallowance for postmen in Department of Postsand trackmen in Railways, the cycle allowance isretained and the rates have been doubled fromRs. 90 per month to Rs. 180 per month. This willbenefit more than 22,200 employees.

Conclusion

While increasing the rate of allowancesaffecting the central government employees,especially the Defence, CAPF and Coast Guardpersonnel, the staff of Railways, Postaldepartment and nursing staff, the total number ofallowances have been rationalized from 197 to128. Thus, the Government has shown a greatdeal of fiscal prudence and at the same timeaddressed the genuine concerns of theemployees and responded to some of theadministrative exigencies necessitating themodifications.

Survival of pensioners’ organization is on performance.Good organization care more for therecognition by the masses they serve ( pensioners in our case) than the recognition by theGovernment. BPS has a history of learning from the past & to mould itself to the future requirement.Ithas been our endeavour to serve you better & it is this zeal that BPS wish its affiliates to progress& strengthen themselves .If you grow, BPS too will grow. Though often Secretary has been givingyou inputs through his writings & speeches being published in monthly magazine of ‘BharatPensioners Samaj’ but in today’s scenario of modern technology & management skills, upgradationof both i.e the Federation & the affiliates is necessary. BPS, therefore, is constantly in the processof adopting modern technology & managerial skills to provide better guidance, information, training& real-time support to its affiliates. Ladies & gentlemen

Every year in June elderly issues become afavourite topic world over from Governments toUnited Nations & WHO. Events are organised torelease reports, surveys to bring out elderly abuse

& other issues and schemes. Print media tooshow some generosity to highlight these surveys,reports & schemes. This is happened this Junealso. On 19th June this year also Hon’ble MinisterMOSJE released UNFPA “Caring for our Elders.Early response” India Ageing Report-2017. Butalas! WHO CARES FOR ELDERLY IN INDIA?Leave aside the Elderly in unorganised sectorwho are at the mercy of GOD. Condition of Elderlyin organised sector (baring retired bureaucrats)is equally miserable. At times Bureaucrats in chairwhile implementing Govt. Orders, Schemes &facilities play joke with elderly by twisting andmisinterpreting In fact Govt itself is the biggestabuser of Elderly in India. Very often inspite ofthere being clinching justification old pensionersare pushed to the courts to seek justice causingacute mental torture and great financial loss. In95% of the cases Govt loses. Very often quite anumber of affected pensioners die w/o availingthe benefit of the judgement because of the delayin getting the final judgment and its subsequentimplementation. Today I take pride in cogratulatingyou all and Salute Sh K L Dhall and his team whoconsistently fought for justice for over 13 years.Lacs of Pensioners will reap the fruit of his longstruggle. May God bless him & his team with longhealthy& prosperous life. Like D.S. Nakara ,formany decades, K L Dhall will be a beacon ofinspiration to pensioners in their struggle forjustice. Shri Dhall has been part of BPS since2004 he was treasurer BPS in 2008 & 2009 and itwas in his period that BPs could purchase itsown office accommodate from which it operatestoday. There are numerous examples of Govtabuse of elderly. Here I quote two recent cases tobring out ground realities of abuse of elderly byGOI :

1.. Pensioners of several Autonomous Bodieslike Coffee Board and Universities etc who werehitherto getting Pay commission benefits underCCS pension rules have been deprived of thebenefits of seventh pay commission & even ofDearness relief revision.

between Pre & Post CPC retirees. The cry becamelouder & scientific from Vth CPC onwards. Withthe recommendation of Vth CPC, we startedinching towards the goal. GOI diluted Vth CPCrecommendation by putting cap that consolidatedpension shall not be more than 50% of revisedscale corresponding to the scale from whichpensioner retired. Vth CPC recommendation toraise pension to 65% of last drawn wasconveniently overlooked by the Govt. 6th CPCfurther diluted modified parity of vth CPC.Consequently, Pensioners in PB1 to PB3 sufferedgreat loss. At the time of 7th CPC again after dueresearch,a concise & comprehensive memoran-dum with clinching justification was submitted.On our request JCM (Staff side) too took uppensioners issues. I had the rare opportunity tointeract with pay commission 3 times & againststrong opposition from war veterans & ex-servicemen welfare associations and couldconvince the commission for commonmultiplication factor, OROP for civil pensioners.And the need for improving & strengthening healthcare services for civil pensioners by poolingtogether all Central Govt schemes for pensionersincluding ECHS and issuing Smart cards. Thisresulted in the pay panel recommendations videPara 5.1.27, 9.5.18,10.1.67 & 68.

The commission proposed option 1 basedon number of increments earned in the retiringscale to bring about complete parity between pastan present pensioners amounting to OROP. DOP& PW wanted total rejection of option 1 w/o givingany alternative. Thanks to NCJCM (staff side) whodid not allow it to happen & the Govt. accepted itsubject to feasibility.

But alas! finally inspite of the fact that recordsof over 80% pensioners are available option 1 isrejected on the ground of feasibility. Is it not abuseof elderly by the Govt.

Brothers & sisters, many a time we losebecause of lack of understanding & consensusamong ourselves. The debacle of option-1 is alsoresult of lacking understanding & consensusamong us. Just after release of 7th CPC report,few of our own associations due to lack ofunderstanding wrote to Govt expressingapprehension about difficulties in implementation

and the resultant anomalies. Subsequentlyduring consultation with feasibility committee,Additional Secy DOP &PW very cleverly excludedlarger. All India level pensioners Federations/associations & invited smaller Associations fordiscussions who without understanding theissue, pleaded that no records other than the PPOis required. Even JCM (Staff side) agreed with theGovt. which resulted in rejection of Option 1

To take care of this problem I suggest that :

a) Federations/All India associations shouldthrough interaction train & educate affiliatedAssociations and members so that we do not loseissues due to misrepresentations

b) In Dealing with Govt we should after dueresearch evolve our strategies using social mediain a big way. While pressing for our demand weshould simultaneously create a positiveperception of reasonability & justification ofdemands. For this I suggest that we shoulddevelop small video clips & power point slidesexplaining each of our demands, should post thismaterial on you tube, Twitter, face book, blogs,yahoo groups, what’s-up, Google +, websites etc.Alongside through these clips & slides, we shouldalso educate our smaller associations andmembers about what & why so that there is aconcensus & everyone adopts same approach &strategy. For this Federations & biggerAssociations should make efforts to persuadeand train pensioners in effective use of socialmedia for interaction & benefit of Elderly;

c) However we should adopt moderntechnology along with conventional methods ofDharnas & Rallies and finally; and

d)We should make all out efforts to consolidateElderly Vote bank. Task is difficult but notimpossible.

In the end I once again congratulate all of youon your resounding victory against all odds andhope with your experience of long legal battle, youwill be able to help pensioners & theirorganisations seeking justice through legalrecourse.

AHMEDABAD (GUJRAT): B D P A ( India) —Genl secy D D Mistry thru email has informed ofhaving attended Get-to-Gathers on 07-05-2017of Surat & Tapti  district  and  on 09-05-2017 ofVadodra Telecom district at Surat & Vadodrarespectively. Surat get-to-gather was attended byover 300 pensioners which was basically toceleberate glorious success in achievingdemands viz. revision of PPOs and consequentialarrear payments, restoration of quarterly paymentof medical reimbursement in cash withoutvouchers & extension of night-calling free facility.AtVadodra get-to-gather, members presence,despite scorching heat and high temperature, washighly appreciated. At both meetings Genl secy/BDPA (India) spoke of various achievements ofthese Assns and highlighted future task for whichstrong organisation with financial stability isessential. He further said that Pension Revisionwef 01-01-2017 is first priority and he will makeall out efforts to achieve this difficult target andadded that associations  are alive on the  issuerelating  to arrears from 01-01-2007 to 09-06-2013 together with pensionary benefits for thepensioners.

DHARWAD (KARNATAKA): Rly Pensioners’Assn —At 32nd anñual general body meeting heldon 04-06-2017, secy S B Kenganur welcomingall briefed on latest formulae for revision ofpensions as notified by the central govt followedby observing two minutes silence in memory ofits two members who expired in February/March,

2017. Treasurer A N Engineer read proceedingsof last A G M followed by presentation of auditedaccounts for 2015-16 and  both approved unanimously. Birth day greetings were given tomembers born in the month of June. Sixseptuagenarian members were felicitated. Viceprez M B Sattur explained in details therecommendations of 7 CPC relating to pay/pension revision. Meeting ended with vote ofthanks by secy general and serving of deliciouslunch.

JANAI ( WB ): C G Penrs’ Assn ( Dist Hoogly)— 23rd AGM, held on 02-04-2017, attended by262, members, was chaired by Mihir Kr Sen withgenl secy FCGPO Kolkata - Basudeb Senguptaas chief guest and advisor FCGPO Kolkata - BChakraborty alongwith Jt genl secy FCGPOKolkata - Sudeb Gupta as special guests. Oneminute silence was observed to pay homage tomembers who have left for their heavenly abode.15 octogenarian and seven septuagenarianmembers were honoured and felicitated. Genlsecy - Ajit Kr De read secy’s report and also tabledaccounts for 2016. Both accepted by the house.New executive committee for next two years waselected with Sachindra Nath Mukherjee and AjitKumar De as prez & genl secy respectively. Chiefguest Basudeb Sengupta and spl guest BChakraborty drew attention of the house to variousdemands of pensioners not acceded to by 7CPCand indifferent attitude of the govt towards servingemployees and pensioners. Urged members tofight unitedly in getting the demands of veteranpensioners getting fulfilled. Meeting ended with avote of thanks to the chair.

TAMBARAM ( TN ): All India Rly Pensioners’Sangam — Held monthly meetings on 06-05-2017 and 03-06-2017 chaired by its prez NKalivaradan. In meeting dated 06-05-2017 afterprayer, minutes of the preceding meeting wereread by C P A James followed by presentation ofaccounts by treasurer A R Badri Narayanan andadopted unanimously. A William & B Thangrajspoke on steps to be taken for improvingenvironment by planting more saplings toincrease greenery. Secy S Pushpanathanpleaded for enrolling recently retired pensionersto augment funds of the assn. Also briefed on

settling grievances of member pensioners  /family pensioners . M Venkatesar appealed forparticipation of members in large number in theensuing AGM of AIRPS. Prez in his addressstressed need for unity. Informed all of additionalD R @ 2% sanctioned wef January, 2017 andacceptance by govt of options 1 & 3 for revision ofpensions of pre-2016  pensioners. In the meetingdated 03-06-2017, homage was paid to itsmember who passed away on 1st June, 2017.Matters discussed in the preceding meeting suprawere reiterated. In both the meetings tea andbiscuits were served. Prez distributed chocolatesceleberating ‘Mothers Day’ in the latter meeting.Both the meetings ended with vote of thanks.

TIRUNELVELI (TN ):Tirunelveli Dist Posts &Tels and Other C G pensioners Assn —In theexecutive committee meeting held on 28-05-2017presided by its v prez R Sivagnanam, secy S NSubbiah explained the third option recommendedby GOI for revision of pension of pre-2016pensioners. EC also adopted resolutions relatingto disbursing of pensions for  the month of Marchin March itself in case 31st march is followed bythree or more holidays to obviate hardships facedby pensioners in delayed disbursal of pensionsand merger of P & T dispensary at Tirunelveli withCGHS dispensary, as recommended by 7th CPC,to mitigate hardship faced by pensioners.

TRIVANDRUM (KERALA): All India Organisationof Pensioners ( Civil & Military) — Held 39th AGMon 26-05-2017 with Rishi Raj Singh, IPS, StateExcise Commissioner as chief guest. In itsbusiness session discussed recommendationsof 7th CPC and issues relating to CGHS. Houselater elected office-bearers comprising: prez- KKrishna Pillai, genl secy - N Shanmughom &treasurer - K Hari alongwith 1 wkg prez, 3 v prezs,2 - org secys and 15 executive members.

TUTICORIN (TN): C G P Assn —-  Monthly ECmeeting,held on 20-04-2017, was presided by itsvice prez P Anainthan Perumal. After prayer, twominutes silence was observed in memory of thosewho have left for their heavenly abode.Secy VGovindaraj paying rich tributes to late vice prez/BPS M Somasekhara Rao also briefed houseabout Tuticorin Customs Adalats which heattended as a special invitee. Also spoke about

formulation of Anamoly  committee shortly.Afterconcluding remarks of the prez, meeting endedwith a vote of thanks by M R Subramanian.

VISAKHAPATNAM (AP): P & T Penrs’ WelfareAssn — AGM, held on 11-01-2017, presided byprez BSNL Pensioners Assn ( local unit ) in theabsence of v prez (SZ) who was suddenly takenill, was conducted smoothly.
