1.1 Introduction

The Child Support Enforcement Automated Management System (CAMS) interface with the

Florida Safe Families Network (FSFN) is a fixed length file based two way interface. FSFN will

support this interface by providing data elements in a flat file format designed by Child Support

Enforcement. This file will be processed by (CAMS). FSFN will generate a referral to CSE

containing the requested data elements when a child in FSFN meets the Child Support

Enforcement referral criteria.

To meet the Child Support Enforcement referral criteria in FSFN a child:

• Is in an open paid out of home placement that does not have the service category of

‘Adoption’

• Does not have the “Do not refer to Child Support Enforcement” checkbox checked on

their Title IV-E Eligibility record and has the Initial Determination complete

• Has their initial Medicaid Eligibility determined by the State of Florida Child In Care

worker (CIC) and the FLORIDA System must return a Medicaid Eligibility status of

MCFE (Title IV-E Eligible), MCFN (Non-Title IV-E eligible) or NCFN (Medically

Needy Foster Care) for the child.

• The most recent row on the child’s Medicaid Eligibility page is NOT Closed with a

Status of Approved or Denied; this specific criterion is NOT case specific and is across

FSFN by Person ID.

Note: CAMS will not get a referral if Legal Mother's parental rights are terminated at the time

the child meets referral criteria.

When a child is determined to have met these referral criteria the child will be included in the

nightly file that is transmitted to the CAMS. Note: The information that is sent and received

through this two way interface will be stored in FSFN tables. The data elements that are

received from CAMS will be made available in the Business Objects Enterprise (BOE)

environment for ad hoc reporting purposes.

This topic paper documents the activities related to the two way interface between Child Support

Enforcement and the Department of Children and Families involving children that are

documented in FSFN. A row will be generated for children who meet the Child Support

Enforcement referral criteria at the time the batch program runs. The information will be

generated on a daily basis and will not include financial information. Financial information for

children who meet the referral criteria will be processed once a month and will be delivered

using the same mechanism as the daily runs of the interface.

1.2. Process Overview

Below is a picture that represents the two way interface process between FSFN and CAMS. The

data between these two systems is transmitted in a fixed length flat file format. The FSFN batch

process will create the file of FSFN documented children that meet the Child Support

Enforcement referral selection criteria. That file will be transmitted to CAMS for processing.

Once CAMS has processed the file they will return an acknowledgement to FSFN. The FSFN

batch process will process the data elements and they will be made available in the BOE

environment. As new children meet the selection criteria they will be communicated to

CAMS and if a child or parent that is known to both systems has a change in either FSFN or

CAMS a defined list of updates will be transmitted. (the update process will be further explained

in section 1.2.2.2 FSFN to CAMS-Child Support Batch – Update Referrals)

CSE and DCF Secure File Transfer Protocol (SFTP) servers will be used to transfer the files

between the two agencies. Once the data is received from CAMS the data will be loaded into

FSFN BOE environment and will also be available for ad hoc reporting.

1.2.1 FSFN to CAMS-Child Support Information Batch Overview

The FSFN to CAMS Child Support Information batch will run once daily and it will generate a

file that will contain children who meet the Child Support Enforcement referral criteria for the

first time with a data group transaction type of ‘AD’ (add initial), children who have already

been referred to CAMS and now have an updated information will be transmitted with a data

group transaction type of ‘UP’ (update) and records that will be transmitted to CAMS to describe

a merge will have a transaction type of ‘ME (merge). These are the agreed upon naming

conventions for the FSFN Interface files. The timestamps on the file names will be the date and

timestamp of the batch that created the file:

1.2.2 FSFN to CAMS-Child Support Batch Transmission Process

FSFN will place both the daily generated file and the monthly generated financial file on CSE’s

SFTP server from which CAMS will retrieve the file. FSFN will interpret the successful delivery

of the file from DCF’s to CSE’s SFTP server as an acknowledgement of receipt (Successful

delivery meaning no response is received from the SFTP protocol.). If a transaction is not

completed the failure will be documented to the error log and will be reviewed by the

DCF/FSFN team. Once CAMS receives the file it will update the file with child support specific

information and return the file to DCF’s SFTP server. FSFN will retrieve the file from DCF’s

SFTP server to process the file. The returned data elements will be made available in the BOE

environment. Updates can only be sent to CAMS from FSFN after acknowledgement is received

from CAMS on AD (add initial) transaction (the acknowledgment process will be further

explained in section 1.2.4 FSFN to CAMS-Child Support Batch – Acknowledgement Process).

After the file is received and processed FSFN will send an automated message alerting the case

worker that information has been returned from FSFN/CAMS Interface involving a case to

which they have the primary assignment. If a record that was generated and transmitted to

CAMS from FSFN does not pass CAMS record level edits it will not be processed and will be

returned to FSFN with an error code. FSFN will read the returned file and store the information

in a table and the primary worker will receive an automated message that CAMS could not

process a record that involves a case they are assigned too (for full Automated Message details

see section 1.3.3 Automated Messages.)

1.2.2.1 FSFN to CAMS-Child Support Batch – Initial Referrals

Initial referrals to CSE will be sent the next time the interface executes after a child meets the

referral criteria. The file used by the FSFN/CAMS two way interface will contain the File

Header, Record Header, Data group, (Required data elements for that transaction type, any

optional data elements available,) and the File Trailer.

Children will be excluded from the CAMS initial file when the child’s only identified parent has

their parental rights terminated. When two parents are identified on the child's person

management record if either of them has their parental rights terminated no information about

the TPR'd parent will be included in the file. If both identified parents have their parental rights

terminated then the child will not be included in the CAMS file. (The full record layout is

available in section 1.2.6 FSFN to CAMS-Child Support Information File Extract File Layout):

1.2.2.2 FSFN to CAMS-Child Support Batch – Update Referrals

Update transactions for this two way interface will also be transmitted nightly in the same file as

the initial referrals. Rows that are to be processed as updates will contain the mandatory

identification fields and have all data elements filled with ‘/’ forward slashes except those that

contain updated information. On update transactions delivered to CAMS, CAMS will only

process fields that do not contain ‘/’ when the data group transaction type is ‘UP.’ When CAMS

sends transmission with a transaction type of ‘UP’ FSFN will only process data elements that do

not contain ‘/’forward slashes. FSFN will store that updated information and make it available in

the BOE environment.

The source data in FSFN will not be updated by data that is returned from CAMS; instead an

automated message will be generated for the primary worker that the FSFN/CAMS interface has

returned updated information for their case. FSFN will not update information that originated in

CAMS the information that is returned from CAMS will be stored in FSFN tables and made

available for reporting.

Update transactions will be sent in the following scenarios:

• When a child’s parents have had their parental rights terminated (TPR). (Note: In the

event a parent dies and did not have their parental rights terminated by legal action before

their death, the interface will transmit this as a TPR for the deceased parent. The

processing of a parents’ death in this scenario was chosen for its consistency with the

current AFCARS Federal Reporting logic)

• When a child’s placement has been discharged

• When a child has been merged

• When the parent of a child that has been referred and acknowledged has been merged

When a person merge is completed in FSFN for a child that has previously been processed by the

FSFN/CAMS interface it will be processed in this way:

• If a child (removed) has been processed by the FSFN/CAMS batch and is merged with

another child (retained) that has been processed by the FSFN/CAMS batch two rows will

be generated.

o An Update row will be generated containing the (retained) child’s FSFN_ID and

any other updated information the merge flag will be set to ‘Y’ and the transaction

type will be set to ‘UP’.

o The second row that will be generated for a merged child will contain the

(removed) child FSFN_ID the (retained) child FSFN_ID along with the merge

indicator set to ‘Y’ and the transaction type will be ‘ME’:

• If a child (removed) has been processed by the FSFN/CAMS batch and is merged with

another child (retained) that has not been processed by the FSFN/CSE batch two rows will

be generated.

o The new child will be evaluated to determine if the CSE referral criteria is met for

the (retained) child. A new referral row will be generated if the (retained) child

meets the criteria. The new referral will contain the (retained) child’s FSFN_ID

and any other required information for initial referrals the merge flag will be set to

‘Y’ and the transaction type will be set to ‘AD’.

o A merge row will be generated even if the (retained) child does not meet the CSE

referral criteria and it will contain (removed) child FSFN_ID (only if the child was

in a single merge) the (retained) child FSFN_ID along with the merge indicator set

to ‘Y’ and the transaction type will be ‘ME’:

• If the child (removed) has not been processed by the FSFN/CAMS batch and is merged

with another child (retained) that has been processed by the FSFN/CAMS batch one row

will be generated.

o An Update row will be generated containing the (retained) child’s FSFN_ID and

any other updated information the merge flag will be set to ‘N’ and the transaction

type will be set to ‘UP’.

• If a parent(s) is merged a row will be generated for the child and parent(s) combination

that will contain the (retained) parent(s) FSFN _ID and the merge indicator will be set to

‘Y’ the transaction type will be set to ‘ME’.

o If the parent(s) was a result of a single merge another row will be generated that

will contain the (remove) parent(s) FSFN_ID the (retained) parent FSFN_ID and

the merge indicator will be set to ‘Y’ and the transaction type will be ‘ME’.

o If both parents where merged a merge row will be generated for both parents.

If Multiple merges happen in the same day for a parent or child that has been referred and

acknowledged by CAMS FSFN will provide the current FSFN ID of the merged persons and the

Merge Indicator for merged persons will be set to ‘Yes’.

• A record will be generated that will contain the newly added parents FSFN_ID along with

all required fields for an initial referral and the transaction type will be ‘AD’.

Note: A row will also be sent if one of the identified parents FSFN_ID on the additional tab of

the child’s person management is updated from blank to a value.

1.2.2.3 FSFN to CAMS-Child Support Batch – Interface Termination Process

Interface transactions will not continue for children:

• If the most recent Out of Home Placement has been discharged.

• If CAMS returns an indicator that the CSE case for the legal parent(s) is no longer being

pursued and is being closed. (Note: due to the difference in case management on the

CAMS system, CAMS will only send case closure requests if both of the parents

identified on the FSFN generated referral cases have been closed.) These are the fields

that will be updated by CSE in this scenario.

1.2.3 FSFN to CAMS-Child Support Batch – Financial Process

Due to the complexity of financial processing in FSFN, board rate information will only be

transmitted to CSE on the last day of each month. Therefore, daily runs of the FSFN/CSE

Interface will not contain any financial information. The financial file generated for the

FSFN/CSE interface will utilize the same file structure as the daily runs and will utilize the same

file transfer and retrieval mechanism. CAMS will also return the file using the existing transfer

mechanisms and file format.

FSFN will only transmit financial information for children that have met the CSE referral criteria

and who have been acknowledged.

The financial data that will be transmitted for these children will be payments that where created

during the previous month (timestamp of the payment is from the previous month) and it will be

per child and only for Foster Care payments. One-time payments and payments that have been

cancelled will not display in this financial data each payment for the child be displayed on in its

own record. (ex. if the file is generated on May 31, 2012 it will contain payment information for

children who met the Child Support Enforcement referral criteria in May or earlier and had

payments generated in April 2012, meaning the timestamp on which the payment was created

was in April 2012. To continue the example this means if a child is discharged on May 20, 2012

they will no longer be transmitted to CAMS in the daily file, after that update is sent to CSE but

when the financial file is generated on June 30, 2012 that discharged child will have a payment

in that file. This is due to the financial file delivering payments for the previous month. No

financial information will display for the child when the financial file is generated on July 31,

2012.)

In CAMS the case structure is different, 2 cases could possibly be created, one for mother and

one for father based on a single child referral from FSFN. In converse in FSFN both mother and

father are contained in same case under most circumstances. Due to the differing case constructs

CAMS will return financial information slightly different then how FSFN will deliver it. FSFN

will deliver the file with the board rate information for the child and include the mother and

father FSFN and CAMS ID’s as appropriate. In return CAMS will send one row for each parent,

per child in the case that has been referred by FSFN. This means CAMS will send the child

support payment information containing the child’s and one parent’s FSFN and CAMS ID’s and

second row containing the child and the other parents FSFN and CAMS ID’s if appropriate.

This will allow for flexibility in ad hoc reporting from the BOE environment. Note: As part of

this FSFN/CAMS interface AFCARS Reporting process will be updated to pull child support

information from the returned data from CAMS.

The file will contain mandatory identification fields and financial information. All other fields

will contain ‘/’ forward slashes. CSE in turn will return a file that will contain financial

information and the mandatory identification fields. FSFN will store the returned financial

information in a FSFN table.

1.2.4 FSFN to CAMS-Child Support Batch – Acknowledgement Process

There will be two levels of acknowledgement; the first will be during the file transfer itself. As

stated in section 1.2.2 FSFN to CAMS Child Support Batch Transmission Process “FSFN will

interpret the successful delivery of the file from DCF’s to CSE’s SFTP server as an

acknowledgement of receipt (successful delivery meaning no response is returned from the SFTP

protocol.)”

The second acknowledgement deals with the actual file being returned from CAMS. CAMS will

return a file to the DCF’s SFTP server that will contain the mandatory fields needed for each

transaction.

CAMS processing of FSFN’s file may lead to the creation of people in CAMS or matching of

existing CAMS person(s) it can also lead to cases being created. CAMS will only return an

acknowledgement at the record level (meaning the returning of a CAMS BP ID on a record that

was referred by FSFN) if a case is created or if the referred child and or their parents match an

existing person in an open case in the CAMS system.

CAMS will update the file with ‘/’ forward slashes for data elements that have not updated. This

record will have a transaction code of ‘UP’ and position 39 will be ‘ACKF’ and the file will be

FSFN to CSE Child Support Information Batch

1.5 Requirements • The automated system must provide for the exchange and referral of information necessary to determine

eligibility/status under other related programs such as title IV-D. • The automated system must alert the Child Welfare Workers to changes made in the title IV-A, title IV-D,

and title XIX systems (the mandatory interfaces). • The system must provide for an electronic data interface with the Title IV-D (Child Support Enforcement)

system. • The system must interface with the Child Support Enforcement system for establishing a child support

case. • The system must allow for the automatic exchange of common and/or relevant data between the two

systems to prevent duplicate data entry. The system must accept, and process updated or new case data. • IV&V - 84 Interfaces Required Interfaces B.VIII.A.1.b.b B-49 Title IV-D (Child Support

Enforcement) - The system must interface with the Child Support Enforcement system to identify

potential resources for the IV-E child. • The system must capture the data necessary to report AFCARS Foster Care data element number 62

(indicates whether child support funds are being paid to the State agency on behalf of the child). • The system must provide the title IV-D system with information about the current foster care maintenance

payment, either from the SACWIS or, if the State chooses, a Statewide financial system. • The system must accurately record child support collections on appropriate title IV-E Federal reports. • The System shall provide an electronic data interface for capturing data from and providing data

(common and/or relevant information, about HSn persons) to the TANF/WAGES system (FLORIDA), for the purpose of creating a child support case, as well as producing appropriate Title IV-E

Reports, and other federally mandated reports and programs (such as AFCARS, Federal Parent Locator

Service).
