CCO UPDATESCCO is pleased to announce that SPA has begun to close-out projects once again! To meet our goals in FY18 to close as many projects as possible, we are putting together a team, led by James Lei, to aid as we catch up the backlog. Allow us to introduce them:

• Our regular closeout aces: Zahid Ashrafi, Sylvia Estrada, Diana Vidal

• Closeout temp staff: Andrew Norman, Jonathan Qin - and we are looking for a couple more

• Short-term help from Huron Consulting: Rochelle Kane, Celanire Flagg, and Chizoma Ekechukwu, led by Chris Tuite

Closeout Update from Sponsored Projects Accounting (SPA)The team has already started reaching out to some departments. As they contact you, please work directly with them as you would our regular close-out staff. Since go-live, our list of projects ready to close has steadily grown. With your help, we can tackle this task in FY18!

The Office of Policy and Efficiency (OPE) provides access to university policies and supports efforts to increase efficiency and effectiveness in university policies, processes and practices.

PolicyWith input from system policy managers and campus policy liaisons, OPE maintains the university-wide policy making process; facilitates the development, review, approval, communication and maintenance of university-wide policies; and acts as the official repository and point-of-contact regarding university-wide policies.

Efficiency and EffectivenessOPE initiates and supports efforts to increase efficiency and effectiveness at System Administration and the university.

Help Us Improve CCO Fiscal News

The 2018 Unrestricted Net Position (UNP) transfers will begin on 8/3/2017 for July close. This is a journal entry entered by the Campus Controller’s Office in order to cover any deficits in Fund 10 SpeedTypes that are linked to Fund 72 SpeedTypes.

Any Fund 10 SpeedType with a negative balance before encumbrances that is linked to a Fund 72 SpeedType with enough balance to cover the deficit will be included in this journal entry.

An amount equal to the deficit will be transferred from the Fund 72 SpeedType to the Fund 10 SpeedType.

The following actions have been proposed to the campus Chancellors and the University President regarding five Administrative Policy Statements. If approved, these changes would become effective in August 2017.

Of note:• 5024 - Tuition Assistance Benefit has been the subject of significant discussion and vetting through Human Resources, the Chief

Financial Officers, and faculty and staff governance. Click the link to the Tuition waiver pilot program CU Connections article for more information

• Updates are being made to 8006 - Acceptance of Prior Learning Credits to ensure compliance with recent changes to Colorado Commission on Higher Education (CCHE) policy and legislative changes from HB17-1004

In addition to the above formal actions, the Human Resources area made non-substantive clean-ups to the following APSs:• 5049 - Leave Sharing for University Staff, Faculty on Twelve-Month Appointments and Classified Staff• 5050 - Background Checks

Looking ahead:The Office of Policy and Efficiency will break from the standard twice-per-year APS approval protocol over the next year or so. This will allow the university to respond more rapidly as the formal review of all Regent Laws and Policies progresses. Policies expected to be under review between now and January 1, 2018, include:• APS 7009 - Protection of Children Participating in University-Run and University-Contracted Programs for Children. A Fall approval is

anticipated. This policy has been vetted with CU Boulder campus counsel, compliance coordinators, and Risk Management. • APS 1013 - Intellectual Property Policy on Discoveries and Patents for Their Protection and Commercialization. The policy needs to

be updated to reflect changes in the reorganization of the technology transfer activities at System Administration.• APS 5023 - Letters of Offer for University Staff. The policy needs to be revised to include provisions approved by the State of

Colorado regarding multi-year contracts for university staff.• APS 8012 - Special Tuition Status. The policy needs to be revised to comply with new legislation relating to special tuition status for

military and Olympic athletes.• Several Academic Affairs APSs as a result of the recent approval of changes to Regent Laws and Policies (Article 4, Policy 4, Article

Join us for PeopleSoft Finance System Training. This course is geared toward new employees and provides basic information on fund accounting, budget theory and how to access and use the system. This includes navigation, chartfields, reporting and journal entries (JEs).

This month’s class will be hosted on August 8, 9:00 am - Noon. Classes are held on the East Campus in the Marine Street Science Center (MSSC), located at 3125 Marine Street, Room W179.

Have you wanted to meet or write to your elected official about critical legislative matters to CU? Have you thought about host-ing a gathering in your community on the importance of higher education? Have you thought about inviting a CU faculty expert to speak to your company or at a community forum on important topics? Have you wanted to help recruit students to CU?

The Office of the President launched CU Advocates in October 2011 to educate and engage a network of individuals who want to get involved with the University of Colorado and promote CU’s contributions around the state to elected officials, the media, and within business and civic communities in Colorado.

As a member of CU Advocates, you can:

• Stay apprised of critical higher education legislative and policy issues• Learn about CU’s value and contributions to Colorado and beyond• Help ensure that CU’s voice is heard around our communities and throughout Colorado, in the state Capitol, and in Wash-

ington, D.C.• Promote CU in your community and to prospective students and parents• Volunteer at a CU campus of your choice, host a CU event in your community, hold a legislative coffee, and invite a CU

expert to speak at your business or in your community on relevant topics• Help shape policy and public opinion by using the advocacy tools provided on the cu.edu website and in advocacy emails • Share your story of CU’s importance to Colorado and to you personally. These stories help put a face on the university and

CU Advocates program is a grassroots effort, aligned with CU’s operations in alumni relations, fundraising, government rela-tions, admissions and campus outreach. The goal is to find and develop opportunities to connect more people with the cam-puses.
