1988 MAJOR ACCOMPLISHMENTS

* Development and adoption of a RISC training manual.

* An agreement was reached between the Milwaukee Police Department and the Milwaukee County Sheriff ' s Department on the planning of the new Criminal Justice Complex, which will include a new County Jail .

* The Drug Abuse Resistance Education (DARE) progr am was started with two officers receiving training in the program in Los Angeles, California.

* A Common Council resolution was passed to formation of a Police Athletic League (PAL) . operating in June of 1989 .

* On April 27, 1988, the Milwaukee Police Department adopted a pol icy regarding the handling of school related sexual assaults .

* On May 17, 19 8 8, the Milwaukee Pol ice Department implemented the 11 0peration Teddy Bear 11 program . Teddy Bears are given to juveniles who are victimized or traumatized children.

* The revised Personnel Evaluation Report was adopted on October 2, 1988 to replace the former evaluation . This was done for the benefit of both management and individual employees .

1989 MAJOR ACCOMPLISHMENTS

* A system of seventeen (17) coded call-back disposition codes to be utilized by uniformed Patrol Bureau personnel and other appropriate field personnel was adopted on January 6, 1989. The system of abbreviated codes resulted in improved efficiency of both patrol resources and District/Division record keeping operations and also facilitated implementation of a CAD system.

* on March 10, 1989, a Uniform and Equipment Compensation Committee was formed. This was done to assist the Chief of Police to assess damages in accordance with the Labor Contract.

* A new Field Training and Evaluation Program to replace the old field training program was initiated on April i 2, 19 8 9. The goal is to improve the overall effectiveness and efficiency of law enforcement service. It consists of a 2 0-week field training program compared to 3 weeks in the past.

* On July 3, 1989, the city changed over from the current payroll system to the new Milwaukee Integrated Payroll System (MIPS). The new payroll system uses the social security number as the identifier.
