Improvement of Awareness on Chemical
Security and Safety in Center for
Chemical and Packaging

Center for Chemical and Packaging (CCP) as chemical research center, under Ministry of
Indonesia, interact with chemical intensely. The lack of awareness of chemical security and
safety in CCP can be potential risk that lead to accident anytime.

To improve the awareness on chemical safety and security in CCP (analyst, researcher and
regulators).
Objective
CCP team use descriptive (case study) method in this research. The Security
Vulnerable Assessment (SVA) were done with SVA by American Chemicals Society
(ACS) that designed for laboratories and small chemical facilities. Hazard and risk
mapping (H&RM) done by capacity building, made laboratory map with hazard sign,
and attaching the pictogram hazard in laboratory. The Job Safety Analysis (JSA) were
done with JSA table.
Hazard and Risk Mapping
The improvement of knowledge about chemical safety were done by
doing Capacity building on chemical safety and security. The capacity
building inform analyst, researcher, and regulator about chemical safety
and security in CCP. In this capacity building attendance were: trained to
identify risk; identify hazard; identify accident; informed about Personal
Protective Equipment (PPE) and Safety Equipment Performance
Specification; build Standard Operative Procedure; and informed about
globally hazard sign. To assist this capacity building to improve safety and
security awareness in CCP, that were also part of improvement from SVA,
CCP team were: attaching Hazard and Safety Sign on Laboratory;
attaching Risk map with hazard sign on laboratory; and fulfil the PPE.
SVA H&RM JSA
Method
The results of SVA were the installation of CCTV and keyless door; the change of storage/transfer areas into hidden place from
offsite view and locked; and the training of CCP staff to recognize and assess the security vulnerability. The result of H&RM were
the training of CCP staff to recognize conditions and factors that influence the safety, and built the risk map with hazard sign and
safety apparatus for laboratories. The results of JSA were the JSA table that reflect the evaluation of risks, specify appropriate control measures,
and mitigation plan. These studies assist CCP with the goal of improving the awareness on chemical safety and security in CCP (analyst,
researcher and regulators).

SVA
The first step in SVA is screening the chemical that were listed on COI-DHS list or that were an attractive
target for terrorist or vandals. Screening result was shown on Table 1 bellow. These chemical losses on CCP
would result in significance national impact and adjacent population. To handle those potencies, CCP has
chemical storage that was hidden from off-site view, protecting the chemicals present and quantity from the
public.

1. Security Vulnerable Assessment
Discussion
Security Vulnerability Assessment (SVA) by American Chemicals Society (ACS). SVA is a systematic evaluation process in which qualitative and
quantitative techniques are applied to detect vulnerabilities and to arrive at an effectiveness level for a security system to protect specific targets from
specific adversaries and their acts. SVA by ACS includes a review of information about the facility including site security, the surrounding community,
neighbouring facilities, existing site facilities, employees, visitors/contractors, the chemicals used at the site, and how chemicals are stored & used.
SVA table analyst the security and safety aspect in laboratory, and show which point already prepared or not. The prepared point were 57% implemented.
The point that weren’t already prepared then improved. The improvement that have been done were rearrangement of chemical storage, installation of card
identification door, installation of CCTV and the labelling of waste. Prior to these improvement are capacity building on CCP staff (analyst, researcher and
regulators).

Job Safety Analysis
The Job Safety Analysis (JSA) is a systematic method for
identifying the hazard of the job, evaluate the risks and specify
appropriate control measures and or mitigation plan. Each
attendance from laboratory representative were trained to analysis
their highest risk task, describe their task step by step, and then
identified hazard and risk in each step. By filling JSA table,
attendance can identify and evaluate the hazard, risk, probability,
consequences, risk level and control for their job. These analysis
can assist attendance to build better improvement on their working
process; review and/or make their work instruction for their
Laboratory. Control were done by implement the recommendation.
