INSPIRE Conference Istanbul 2012
What’s in it for the NSI’s?
INSPIRE Conference Istanbul 2012
Oh no..
• Yet another directive
• New demands
• Two ’worlds’ have to meet
INSPIRE Conference Istanbul 2012
But, wait a minute..
• The aims of INSPIRE resembles the aims of the ESS – the
European Statistical System
• Need for harmonisation
• Data should be kept at national level
INSPIRE Conference Istanbul 2012
How to become INSPIRE compliant?
• Identify relevant INSPIRE themes
• Identify what should be considered as spatial datasets
• Competence – in-house or consultants?
• Find a technical solution for view- and download services
that works well with your data storage

Competence
• It takes some time to understand..
• In-house or consultants?
• Close cooperation with the national contact point
• Bench-mark!

Technical solution
• Find a technical solution for view- and download services
that works well with your data storage
• Capacity on the web servers
• Metadata – reuse, updates, uploads

The Geodata CooperationAgreement
INSPIRE Conference Istanbul 2012
The Geodata CooperationAgreement
• In order to fulfil the INSPIRE requirement on data sharing
between public authorities a special Geodata Cooperation
Agreement was put in place in Sweden 2011.
• The agreement is managed by the national mapping and
cadastre authority, Lantmäteriet.
• Parties in the cooperation are authorities with an
information responsibility and municipalities, government
agencies and other organizations with official duties.
INSPIRE Conference Istanbul 2012
The Geodata CooperationAgreement• The parties in the Geodata Cooperation offer each other
their spatial data for official use at an annual fee.
• The INSPIRE regulation = minimum requirement, the
Swedish Geodata Strategy gives the cooperation a
broader scope: the aim is to include as much spatial
information as possible.
• Statistics Sweden signed the agreement 1 January 2011
and has since then shared spatial information with the
other parties - today 21 authorities and 66
municipalities.

Quality improvements
• The enhanced possibilities to combine register information
with geodata comprises a huge potential.
• Many of the surveys on land and water use undertaken by
Statistics Sweden will benefit greatly from this within the
coming years.
• Some applications, such as the delineation of localities, are
straight forward while other are more complex and require
efforts to develop new methods.

Benefits from a SDI
INSPIRE Conference Istanbul 2012
The Swedish SDI
Based on
• a strategy document
• established organisation for coordination
• an efficient standardisation work
• a technical solution – the Geodata Portal
• implementation of the INSPIRE Directive
• a new model for cooperation
INSPIRE Conference Istanbul 2012
Quality benefits
• A national statistical institute can gain benefits from a spatial data infrastructure, with possibilities to combine data sources and integrating data
• Statistics Sweden has already been able to improve the statistical production process and get statistical output of higher quality, but there are still a lot of spatial datasets to discover in the broad variety of INSPIRE themes.
