ንጉሰ ተወልደ፡ ንሓባራዊ ረብሓ ማሕበረሰብና ዝጣበቑ ገለ ኣባላት ማሕበረኮምና ንዓይ ውን ወሲኽካ ብቀጻሊ የጸልም ኣሎ። እቲ ጸለመ፡ ስም ምጥባቕ፡ ጠባያት ሰባት ምቕታል፡ ነዊሕ ዝና ዝነበሮም ሰባት ምክሽማሽ የጠቓልል። እዚ ንውልቃዊ ጉዳይ ስለዝምልከት ሕጊ ብዝጠልቦ ብውልቃዊ መንገዲ ክተሓዝ’ዩ።

ናይ ሕጂ ቀንዲ ኣቶኩሮይ ግን ኣብ ጉዳይ ማሕበረሰብና’ዩ። ንጉሰ ተወልደ ብዛዕባ ገንዘብ ማ.ኤ.ካ.ኦ. ብቀጻሊ ንኣባላት ማሕበረሰብና ግጉይ ሓበሬታ የሕልፍ ኣሎ። ኩሉ ዝገብሮ ዘሎ ጻዕርታት ንግጉይ ምሕደራ ንብረት ናይቲ ማሕበር ንምሽፋንን ከምኡ ውን ናይ ነብሱን ተሓባበርቱን ዘይሕጋዊ ረብሓ ንምክልኻልን’ዩ። ሕጂ ድማ ብመስፍን ሓጎስ ዝቐረበ ርእይቶ ኣብ ኣቀራርባ ገንዘባዊ ሰነዳት መሰረት ብምግባር’ዩ።ዕላማ ናይዚ ጽሑፍ ነዚ ዝካየድ ዘሎ ምድንጋራት ንምብራህ’ዩ። ብመጀመርታ ሓጺር ድሕረ-ባይታ ናይዚ ናብ ዝለዓለ ደረጃ ምትላልን ምዝንባዕን ዘምርሐ ጉዳይ ክቐርብ’ዩ። ብድሕሪኡ ንኣገባብ ኣቀራርባ ገንዘባዊ ሰነዳት ዝምልከት ብመስፍን ሓጎስ ዝቐረበ ደብዳበ ክግለጽ’ዩ። ቀጺሉ ጽማቕ ናይ ዝጥለብ ዘሎ ሕቶ ገንዘባዊ ዝርዝራት፤ ኣብ መወዳእታ ድማ መደምደምታ ክግበር’ዩ።

ድሕረ-ባይታ ናብ ደረጃ ምትላልን ምዝንባዕን ዘምርሐ ጉዳይ፡-

ኣብ ናይ መስከረም 2008 ሕታም ጋዜጣ መፍትሕ፡ ኣቶ ንጉሰ ተወልደ ከም ፕረዚደንት ማ.ኤ.ካ.ኦ. ግዴትኡ ከየ

ማልአ ከምዝተረፈ በዲሀዮ ኔረ። ንረብሓ ማሕበረ-ሰብና ፈጺሙ ብዘየርብሕ ኩነት ይዋሳእ ከምዘሎ ኣመልኪተ። ቀዳማይ፡- ነቲ ማሕበር ከም ናይ ውልቁ ትካል ከማሓድሮ ጸኒሑ፣ ብኢደ-ዋኒኑ ብዘይ ፍቓድ ኣባላት ቦርድ ቦታ ተኻርዩ ጽገና ኣካይዱ። ሓርፋፍ ገምጋም ናይቲ ኣብ ምሕዳስ ገዛ ዝጠፍአ ገንዘብ ካብ $70,000 (ሰብዓ ሽሕ) ክሳብ $100,000 (ሚእቲ ሽሕ) ይግመት። ነዚ ኩሉ ገንዘብ ኣጥፊኡ ክበቅዕ ማ.ኤ.ካ.ኦ. ሕጋዊ ፍቓድ ክራይ ናይቲ ቦታ የብሉን። ካብ ተኻራያይ’ዩ ተኻርዩ ዘሎ።

ካልኣይ፡- ብመጀመርታ ንገዛእቲ ሰናዳት ዕሽሽ ኢሉ፣ ብተግባራቱ ጸሓፊ ማ.ኤ.ካ.ኦ. መዝነቱ ክሓድግ ተደሪኹ፣ ተቆጻጻሪ ገንዘብ ደስኪሉ፣ ዓመታዊ ፋይላትን ካልእ መቆጻጸሪ ቅጥዕታትን ናብ ዝምልከቶ ኣካል መንግስቲ ከየሕለፈ ተሪፉ።

ሳልሳይ፡- ኣደናጋሪ ዓመታዊ ጸብጻብ ኣቕሪቡ፣ ኣብ ቀዳማይ ክፋል ናይቲ ኣኼባ ትረኻ፡ ትንታነ፡ ትርጉምን ካልእ

ቄናን ትርጉም ዝሓዘ መደረታት’ዩ ኔሩ። ኣብ ካልኣይ ክፋል፡ ዳርጋ ክልተ ሲሶ ናይቲ ግዜ (ሽዱሽተ ገጻት ምዃኑ’ዩ) ኣብ ውልቃዊ ጠቐነን ውንጀላን ናይቲ ዝደስከለ ኣባል ቦርድ ዝቀንዐ ኔሩ። ኮታ ኩሉ ጻዕርታቱ ሓቂ ንምዕባጥ’ዩ ኔሩ።

ራብዓይ፡- ዘይተመርመረ (ኦውዲትድ ዘይኮነ)፡ ዘይምሉእን መታለልን ገንዘባዊ ጸብጻብ ኣቕሪቡ፣ ናይ ውሽጣዊ ኦዲተር ጸብጻብ ኣይነበረን፣ ሚዛነ-ሕሳብ ክሳብ ለካቲት 29, 2008 ኣየቕረበን። ከምቲ ልሙድ ነቲ ዝቐረበ ገንዘባዊ ጸብጻብ ክከላኸለሉ ፈቲኑ፡ ንዕኡ ዝምልከት ዝቐረበ ሕቶታት ድማ ነጺጉ።

ንጉሰ ተወልደ ብዋጋ ሓባራዊ ረብሓና ንውልቃዊ ረብሕኡ ዝገብሮ ዘሎ ተጠባቕነት ኣይተቐበልክዎን። በዚ ምኽንያት’ዚ ከኣ ማሕበረሰብና ንንብረት ማ.ኤ.ካ.ኦ. ምርመራ (ፈታሺ ወይ ፍርዳዊ ሕሳብ) ክግበር ክጠልብ፡ ወግዓዊ ኣካውንታንት ክርእዮ ጽውዒት ኣቕሪበ። ጋዜጣ መፍትሕ ውን ስዒባ ኦውዲት ምግባር ኣድላዪ ምዃኑ ኣብ ርእሲ ዓንቀጻ ኣ

ጉሊሓ ኣቕሪባቶ። ካልኦት ኣባላት ማሕበረሰብና ውን ንጉሰ ተወልደ ኣብ ክንዲ ሰባት ዝጥቅንን ዝና ሰባት ዘቋስልን ኣብቲ ጉዳይ ኣተኲሩ መልሲ ክህብ ኣኾርኒዖሞ’ዮም።

ደብዳበ ኣብ ኣቀራርባ ገንዘባዊ ሰነዳት

ብመስፍን ሓጎስ ዝቐረበ ርእይቶ ንኣገባብ ኣቀራርባ ገንዘባዊ ሰነዳት ትምልከት ደብዳበ ኣብ ለካቲት 2009 ኣብ ጋዜጣ መሰረት ተሓቲማ ወጺኣ፣ ጸኒሓ ኣብ ናይ ሚያዝያ ሕታም እንደገና ንሳልሳይ ግዜ ኣብ ናይ ነሓሰ ሕታም ወጺኣ። ዋላ ብዙሕ ግዜ ተሓቲማ ትውጻእ ነቲ ሓቂ ኣይቀየረቶን። ገንዘባዊ ጸብጻብ ማ.ኤ.ካ.ኦ. ብወግዓዊ ኣካውንታንት ፈጺሙ ኣይተመርመረን (ኦውዲትድ ኣይኮነን)። እቲ ደብዳበ ኦውዲት ከምዘይተገብረ’ዩ ዘርኢ።

ደረጃ ምትእትታው ግዳማዊ ኦውዲተር ካብዞም ዝስዕቡ ሰለስተ ንሓደ ወይ ንገለ ድምር ናይዚኦም ዘጠቓለለ ክኸውን ይኽእል።

1) ምዝዛም ጸብጻብ ኦውዲትንግ 2) ርእይቶ ጸብጻባዊ ገምጋም ኣብ ኣቀራርባ ገንዘባዊ ሰነድ3) ገንዘባዊ ሰነድ ምቕራ

ደብዳበ መስፍን ሓጎስ ቁጽሪ ሓደን ቁጽሪ ሰለስተን ክፋል ናይ ውዕሉ ከምዘይኮነ ብንጹር የርኢ። ውዕሉ ነቲ ገንዘባዊ ሰነድ ማ.ኤ.ካ.ኦ. ብመሰረት’ቲ ዝቐረበሉ መስርዕ ርእይቶ ምቕራብ ጥራሕ’ዩ ኔሩ። በዚ መልክዕ ድማ መስፍን ሓጎስ ርእይቶኡ ገሊጹ፣ እቲ ዳግመ ራኢ (Review) ብመሰረት ሓፈሻዊ ቅቡል መትከላት ኣካውንቲንግ (ሕሳብ) ካናዳውያን ኢዩ ተጌሩ (Cana-dian Generally Accepted Accounting Principles)።

እቲ ስምምዕ ምርምር (ኦውዲት) ምግባር ኔሩ እንተዝኸውን ዕምቆት ናይቲ ምርምርን ጸብጻብን ብመሰረት ሓፈሻዊ ቅቡል መትከላት መለክዒታት ኦውዲትንግ (Canadian Generally Accepted Au-diting Standards) ምኾነ። ሽዑ መርማሪ ጸብጻብ (ኦውዲት ሪፖርት) ተባሂሉ ምተጸውዐ ኔሩ። እንተኾነ እዚ ውን እቲ ንጠልቦ ዘለና ምርምር (ኦውዲት) ኣይኮነን። ቃላት ንቀሻሺ ይቕሽሾ’ዩ ነገሩ።

ወርሒ’ዚኣ ካብ ዋግዋግታ ክሳብ ጸሓይ ዓራርቦ ክጾሙ ረቢ ኣብ ቅዱስ ቁርኣን ትእዛዙ ኣመሓላሊፉ እዩ፡፡

ኣብ ሃይማኖት ምስልምና ሓሙሽተ ኣዕኑድ እምነት ኣለዉ። ጾም ሓደ ካብኦም’ዩ። እቲ ካልኣይ(2) እንኮ ሓደ ኣላህ ከምዘሎን ነብይ መሓመድ ( ሰላ ኣላሁ ዓለይሂ ወስለም) ድማ ናይ ኣላህ መልእኽተኛ ምዃኖም ምምስካር (3) ስግደት (4) ምጽዋት ምሃብ (5) ክእለት ዘለዎ(ዋ) ሓጅ ምፍጻም ኢዮም።

ኣብ ግዜ ረመዳን ዝዝውተር ፍሉይ ኣበሃህላ ኣሎ።“ ረመዳን ከሪም” እንተተባሂልካ፡“ ኣልሁ ኣክረም” ኢልካ ትምልስ።እዚ ማለት ከኣ ረመዳን ለጋስ እዩ ረቢ ድማ ኣዝዩ ሩህሩህ’ዩ ማለት እዩ፡፡ ሰባት ከምዚ ዓይነት መልሲ ዝለዋወጡ ኣብ ስርሖም ብጾም ንዝስምዖም ድኻምን ጥምየትን ነብሶም ንምዕጋስን ምብርታዕን ኢዩ።

ጾም ካብቶም ካልኦት ኣዕኑድ እምነታት ምስልምና ፍልይ ዘብሎ ሓደ ነገር ኣሎ። ነብዪ መሓመድ ( ሰላ ኣላሁ ዓለይሂ ወሰለም) ክገልጹ እንከለው “ረቢ ተግባር ወዲ ኣዳም ንዕኡ ( ንወዲ ኣዳም) እዩ ጾም ግን ንዓይ እዩ ይብል” ይብሉ። ንኣብነት ኣብ ስግደት ከምእንሰግድ ወይ ድማ ከምዘይንሰግድ ሰባት ክፈልጡና ይኽእሉ እዮም። ከምዝጾምና ወይ ድማ ከምዘይጾምና ዝፈልጥ ግን እቲ ሓደ ረቢ ጥራሕ እዩ።

ጾመኛ ጾሙ ጥራይ ኣይኮነን ዝሕሉ። ሳምያ ኣብ መንገዲን ኣብ ኣውቶቡስን ንጾም ዝብድሁ ነገራት

ኣርእስቲ ናይታ ደብዳበ ‘ፋይናንሻል ረቪው’ (Financial Review) ኢዩ ዝብል፣ ናይ ኦውዲት ጸብጻብ (ኦውዲት ሪፖርት) ከምዘይኮነ ይገልጽ’ዩ። ንኣዒንቲ ንጉሰ ተወልደ ግን ክስሕብ ኣይክኣለን። ምናልባት ማሕበረሰብ ንምትላል ደሪቑ ስለዘሎ ነቲ ሓቀኛ መልእኽቲ ናይቲ ደብዳበ ንምግንዛብ ኣየኽኣሎን።

ሳልሳይ፡- ማ.ኤ.ካ.ኦ. ክሳብ መወዳእታ ለካቲት 29, 2008 ኣስታት ሓደ ሚልዮን ዶላር ዝግመት ገንዘብ ኣኪቡ። እቲ ተኣኪቡ ተባሂሉ ዝተገልጸ ልዕሊ $652,819 ኢዩ። ብመሰረት ናይቲ ዝተገልጸ ሰነዳት ጸብጻብ ማ.ኤ.ካ.ኦ. ኣብ ባንክ

ክጸንሕ ዝግብኦ ገምጋም ገንዘብ $507,041 ኢዩ። ብመሰረት ናይቲ ዝተገምገመ ብዝሒ ድማ ኣብ ባንክ ክጸንሕ ዝግምገም ዝነበረ ገንዘብ $771,315 ኢዩ። እዚ ማለት ክሳብ ለካቲት 29, 2008 ብውሕዱ ኣብ ባንክ ክጸንሕ ዝግብኦ ዝነበረ ገንዘብ $507,041 ኢዩ፣ ልዕሊ $771,315 ክበጽሕ ከኣ ይኽእል። ኣብ ለካቲት 29, 2008 ኣብ ናይ ማ.ኤ.ካ.ኦ. ሕሳብ ባንክ ዝተራእየ ግን $34,519 ጥራሕ’ዩ። በዚ መሰረት ሓቀኛ ትሕዝቶ ወይ ርእሰማል ማ.ኤ.ካ.ኦ. ክግለጸልና ጠለብ ኣቕሪብና ኔርና።

ራብዓይ፡- ንጉሰ ተወልደ ከም ፕረዚደንት ማ.ኤ.ካ.ኦ.፡ ቀንዲ ተዋስኣይን ተኸላኻሊ ትምዩን ሰነዳትን ከምኡ ውን ዓቕምን ሃብትን ናይቲ ማሕበር መዝማዚ፡ ናይ ልዕሊ $220,359 ተሓታቲ’ዩ። እዚ ከኣ ንዓመተ 2008ን 2009ን ኣየጠቓልልን ኢዩ። ንጉሰ ተወልደ ነዚ ጉዳይ’ዚ ብሃናጺ መንገዲ ክገጥሞ ሓቢረ ኔረ። ሕጂ ውን ደጊመ ከዘኻኽሮ ይፈቱ።

ሓሙሻይ፡- ኣብ ለካቲት 28, 2007 ዝውድእ ጸብጻብ ኣታዊ ኣብቲ ኣብ ጥቅምቲ 2008 ዝቐረበ ዓመታዊ ሓፈሻዊ ኣኼባ ብዘይ ሚዛነ-ሕሳብ ቀሪቡ። ከም ሳዕቤኑ ናይ ሚዛነ-ሕሳብ ሕቶ ተላዒሉ። ሽዑ ኣብ ለካቲት 2009 ንገንዘባዊ ሰነድ ኣቀራርባ ትምልከት ደብዳበ ኣብ ጋዜጣ መሰረት ተሓቲማ ወጺኣ። እታ ደብዳበ ኣብ ጥሪ 30, 2009 ዝተጻሕፈት’ያ። ብመንገዲ’ታ ደብዳበ መስፍን ሓጎስ ንሰነድ ኣቀራርባ ሚዛነ-ሕሳብ፡ ሰነዳት ኣቀራርባ ጸብጻብ ኣታዊን ጸብጻብ ምንቅስቓስ ገንዘብን ማ.ኤ.ካ.ኦ. ኣብ ለካቲት 2007 ዝውድእ ርእይቱኡ (ዳግመ-ራኢ) ኣንቢሩ። ካብታ ግዜ’ቲኣ ከኣ ንጉሰ ተወልደ ነዛ ናይ ርእይቶ ደብዳበ ከም ናይ ኦውዲት ጸብጻብ ከእምነና ጸቒጡ ክጽሕፍ ጸኒሑ። ምትላልን ምዝንባዕን ጉ

TIGRIGNA Credit Courses and Elementary Classes

The elementary and high school Tigrigna courses under the Toronto Dis-trict Catholic School Board will restart as usual at St. Mary of the Angels school on September 19, 2009. Again this year, the high school credits will be Tigrigna Grade 10 Academic and Tigrigna Grade 11 Open, ap-proved by the Ministry of Education of Ontario.

The students who already took this year the grade 10 academic can reg-ister in the grade 11 course and the students who will be in grade 9, or grade 10, or in any high school grade can be registered in the grade 10 Academic. The elementary classes will be for students who are in junior kindergarten to grade 8 in their regular day school. All the courses will be given at St. Mary of the Angels school every Saturday from 3:00 to 5:30 P.M. Negussie Tewelde has been continually defaming some members of our community including me for standing up for the wellbeing of our common good: the ECAO, Eritrean Canadian Associa-tion of Ontario. The defama-tion includes name calling, character assassination, and distortion of personalities and long held reputation. As this is a private matter, it will be handled privately, and as appropriately as the law demands it.

The main focus here is the affairs of our community. In that, Negussie Tewelde has been continually misleading members of our community aboutthefinancesofECAOand the letter of “Financial Review” by Mesfin Hagos(external auditor). It must be noted that all his efforts have been to cover the mis-management of the asso-ciation’s resources and to protect his own and his part-ners’ illegitment interests.

The purpose of this piece is to prove just that. In doing so,first abriefbackgroundthat led to the current level of deception and distortion is presented. Then, the Fi-nancial Review letter is ex-plained. Next, summaries of the requests pertaining to finances are reiterated. Fi-nally, a conclusion is made.

In the September, 2008 issue

The Case of ECAO Finances: Defamation, Deception, and Distortion

of Meftih, I challenged Nu-gussie Tewelde for his fail-ure to meet his obligations as a president of ECAO. I pointed out that he had nev-er acted in the best interest of our community.

First, he showed disregard to the governing documents; his actions led the secretary of ECAO to resign; he sus-pendedthefinancialcontrol-ler; he failed to file annualreturns and other regulatory requirements.

Second, he presented a mis-leading annual report. In the first part of the annualmeeting, the report was a narration, analysis and/or interpretation and misinter-pretation of events that had occurred over the period of which the board was in power. In the second part, which took about two third of the time was a six page written report of personal attack on and accusations of the suspended board mem-ber. His entire effort was to conceal the truth.

Third, he had been running the association as his own private sector. He single handily decided and let the rented property to have been renovated without the approval of the board. A rough estimate of the cost of the renovation ranged from $70,000 to $100,000. When so much money was spent, ECAO did not have a formal lease of the rented property. It was under sublease.

Fourth, he presented un-audited, incomplete, and

deceptive financial reports.There was no internal audit report for any of the years and a balance sheet for the fiscalyearendingFebruary29, 2008. As usual, he de-fended the financial state-ments presentation and overruled questions that were raised pertaining to the financialmattersofECAO.Thus, I rejected the advo-cacy by Negussie Tewelde for individual interest at the expense of our communal good. Consequently, I called upon members of our com-munity to demand an investi-gation (forensic accounting) on the assets of ECAO by a certifiedaccountant.Meftihnews paper followed suit by amplifying the need for auditing in its editorial note. Also, other members of our community cornered Ne-gussie Tewelde to deal with the issue at hand instead of resorting to name calling, character assassination and distortion of personalities, and the long standing repu-tations of those members of our community.

The Letter of Financial Review

The letter of “Financial Re-view”byMesfinHagoswasposted on the Meseret News paperfirstinFebruary,thenin April, and for third time in August. No matter how many times the letter was posted, the fact remains the same; the financial state-ments of ECAO have never and ever been audited by a certified accountant. Theletter of “Financial Review” signified a review not an

audit of the financial state-ments for the period ending February 28, 2007.

The level of involvement by external auditors may be looked at in terms of one of the following three types or a combination of them.

(1) Completing an audi-tors’ report(2) Completing a review of engagement report(3) Conducting a com-pilation engagement, that ispreparingfinancial state-ments.

The “Financial Review” letter byMesfin Hagos re-vealedthatthefirstandthethird levels were not part of his engagement. His engage-ment was solely to complete a review of the financialstatements of ECAO and express an opinion accord-ingly. Thus, Mesfin Hagosexpressed his unqualifiedopinion based on the review. The letter stated that the review was in accordance with the Canadian Gener-ally Accepted Accounting Principles. sHad the engagement been auditing, the extent of ex-amination and reporting would have been in accor-dance with the Canadian Generally Accepted Audit-ing Standards. Then, the re-port would have been called an audit report, which is still not the one we had request-ed. Language deceives the deceiver, isn’t it?

Negussie Tewelde, instead of correcting his deeds

and misdeeds, he chose to continue misleading the community useing his rhe-torical skills. That is, he attempted once more to cover up the mismanage-ment of the community’s resources. He exclaimed, “the board provided the au-ditor with the documents he had requested; the auditor reported back to the board withnofindingsofmaterialconcern”. He further added, “...the audit report indicated that the assertion of the fi-nancial statements were as satisfying and acceptable.” Then, he declared that he was not nor could he legally or otherwise be responsible for the financialmatters ofthe association.

He tempted to shift the re-sponsibility to the “audi-tor”. He said that once the “auditor”confirmedthatthestandards were met and the procedures were followed in preparingthefinancialstate-ments and that the auditor put his signature on the “au-dit report”; he (the auditor) would legally carries the accountability and respon-sibility of all consequences. With that in mind, he (Ne-gussie Tewelde) posted the letteroffinancialreviewonthe Meseret news paper and called it an audit report. Even though the letter it-self was titled “Financial Review”, the title or the content did not attract the eyes and mind of Negussie Tewolde. Perhaps his fixa-tion to deceive the commu-nity let him to be oblivious

1. Keep your scalp cleanHealthy hair begins with a clean dandruff-free scalp. The key is to prevent dandruff before it starts. It is normal for skin cells to die andflakeoff.Asmallamountofflakingisnormalandinfactquitecommon. Some people, however, either chronically or as a result of certain triggers, experience an un-usually large amount of flaking,which can also be accompanied by redness and irritation. Most cases of dandruff can be easily treated with specialized sham-poos. Choose the right products for your scalp and hair. a. Scalp Shampoos: dandruff shampoo or a moisturizing sham-poob. Hair Shampoos: moisturizing shampoo or a protein enriched shampoo for thinning hairc. Scalp & Hair Treatments: (dry) use products with vitamins AD&E, (thinning) products with Biotin & Protein.

2. Treat your hair rightWhen you start relaxing or textur-izing your hair, please continue every 8-12 weeks. Regardless of formula, relaxers are always alkaline to some degree, so it is important to neutralize or even slightly acidify the hair with a suitable shampoo immediately afterward. The prompt use of hair conditioner is also important in order to replace some of the natu-ral oils that were stripped away by the relaxer. Please, never ap-ply permanent color and relaxer at the same time, allow at least 4 weeks in between. Remember that you will need a deep scalp and hair treatment before and af-ter any chemical service. If you keep your hair natural you will need to apply a leave-in condi-tioner/moisturizer at least once per day. Dry hair always breaks easily and a dry scalp can lead to hair breakage and even hair-loss.

3. Trim your endsEven when you do everything you need to do for your hair, you will need to trim it at least every 8-12 weeks. Now, I said TRIM not CUT, all you need to do is trim the

ends to remove the split and dead ends. Split ends (or trichoptlosis), are the nightmare for every self-respecting woman’s life! They happen when the protective cu-ticle has been stripped away from theendsofhairfibers.Splitendsare more likely to develop in dry or brittle hair, and typical causes of damage include excessive col-oring or vigorous brushing. Once the hair cuticle is removed, it is impossible to replace. Typically the hair splits into two or three strands, and can be as long as two to three centimeters in length. Not trimming your hair regularly is possibly the main cause of split ends.

4. Loosen upBraided hair styles can lead to hair problems. Very tight braids can be painful and can cause hair damage, sometimes perma-nent hair loss if left in too long. This type of hair loss is known as Traction Alopecia. If your braids are too tight or your scalp is in-flammedorsore,youshouldhaveyour braids taken out as it could end in permanent hair loss. How-ever, it’s important to remember even if you don’t notice prob-lems, your braids could still be causing damage. Smaller/tighter braids, in particular, put strands of hair through considerable con-tortions and are not recommended for fragile or brittle hair. In addi-tion to creating split, frayed ends and irregular broken areas, tight braids pull painfully on the scalp, causing redness and sensitivity, even rashes.

5. Stop the burningOne of the more affordable straighteningtoolsistheflatiron.There are many new kinds of irons which include gold, jade, and sapphire-plated irons, but the most popular are still the ceramic and metal-plated ones. Quality ceramicflat ironsevenlydistrib-ute heat through the plates, and is therefore more gentle on the strands of your hair. Unfortu-nately,cheaperceramicflatironsdo not distribute the heat properly and you can easily damage your hair, making it dry and brittle. Metalflatironsdamageyourhairbecause the temperature heats

the plates unevenly. Also, these metal plates don’t move smooth-ly through your hair. Instead, the metal pulls and snags your hair and damages your hair follicles. Ifyoudochoosetouseaflatironat home be sure to apply a press-ing cream/wax to the hair to pro-tect it from excessive heat.

6. Your hair Is what you eatA major problem to healthy hair is our diet. Everyone wants to have healthy hair. Your diet plays an important role not only in keeping up your general health but also in improving the health of your hair. Foods loaded with chemicals, with no nutritional value or energetically altered are of no value to your body. In fact such foods will have bad effects on your hair. Never use hydroge-nated oil or partially hydrogenat-ed oil in cooking. Never eat foods with these oils, as they are trans fats. Trans fats can cause heart disease, weight gain and other medical problems like hair loss. Avoid sugar that is processed, as it becomes a refinedwhite pow-der. All the natural content in it will be taken out. Never eat foods that claim to be “Natural” or “Ar-tificial Flavor”. This means thatthese foods contain chemicals and are grown with chemical fer-tilizers, pesticides and herbicides. Avoid enriched bleached white flourbecause it hasnofiber andno nutritional value. And, it is highly refined too. Instead takeorganicwheatflour.Alsoyoucantakeotherorganicflourslikerye,millet, etc. Protect your hair and health by making sure that what goes into your body is safe and helpful for body, soul and hair.

The tips I’ve listed are but a few of the steps you can take to help keep your scalp and hair as healthy as possible. Talk with your licensed hair stylist about what they would suggest for your particular hair type and texture. Don’t play guessing games with your hair, because if you guess wrong, you lose (your hair).

to the message of the letter.One thing is clearer than ever. The number of people who are seeking an audit re-port for each of the years is on the rise. Sooner or later, Negussie Tewelde will be held legally responsible for failing to protect, use or misuse the community’s resources; also for using his power for not allowing au-diting as requested.

The request was for an audit not for a

review

The following are summa-ries of the request that were presented and concerns that were expressed pertaining totheECAOfinancialstate-ments.

First, the financial state-ments of ECAO have never been audited by a certifiedaccountant who knows the task of internal audit func-tions. The main concern was and still is the absence of Internal Auditors’ report. Therefore, the request was clear; it was and still is for an internal audit report by a certifiedaccountant.

Second, Negussie Tewelde who has been perfecting his shameful, deceiving, and divisive act and character, he stated in his writings that thenumberofraffleticketsthat had been issued were only 2000. The truth was thatatleast3000raffletick-ets had been issued. The expelled controller’s testi-mony was that he had given Negussie Tewelde $20,000 oftheraffleticketsales.Todate, the $30,000 from the

sale of these raffle ticketshas not been accounted for. We requested for details of the number of tickets is-sued, sold, and where the money is.

Third, ECAO has collected an estimated amount of a million dollar up to the peri-od ending February 29, 2008. The declared and collected amount was over $652,819. The estimated amount that must have been in the bank based on the ECAO docu-ments was $507,041. The estimated amount that could have been in the bank based on the estimated amount was $771,315. This means that the amount of money that was supposed to be in the bank as of February 29, 2008 was at a minimum $507,041 with a likely hood to exceed $771,335. The amount showed in the bank as ending balance as at Feb-ruary 29, 2008 was only $34,519. We requested for a formalnotificationof thetrue worth of ECAO.

Fourth, Negussie Tewelde as the president of ECAO, as the key player in present-ing and defending the fraud-ulent documents, and as the executor of the chain of command in exploiting the resources and capacity of our community, is primar-ily responsible for the more than $220,359 amount of mismanagedfinances. Theamount did not include the years 2008 and 2009. I sug-gested to Negussie Tewelde to deal with the issue con-structively. And I still do suggest the same.

Fifth, during the annual gen-

eral meeting that was held in October, 2008, the income statement was presented without a balance sheet for the year ending February 29, 2008. Consequently questions about the balance sheet were raised. Then, in February, 2009 the letter of “Financial Review” dated January 30, 2009 was pub-lished on Meseret news pa-per. According to the letter, MesfinHagosreviewedthebalance sheet, the income statement,andthecashflowstatement of ECAO for the year ending 2007. Since then, Negussie Tewelde has been busy pressing the let-ter-of-review into our minds as an audit report. Decep-tion and Distortion reached at their climax. I urge Ne-gussie Tewelde to focus on the damage control instead.Six, thefinancial report forthe year ending February, 2009 is also a long overdue. The annual general meet-ing was supposed to be held within three months from the last accounting period of ECAO, which is Febru-ary 29, 2008. We are now in the month of September ap-proaching the period ending February 2010. These are our communal concerns and are to be expeditiously dealt with. Obtaining an “injunc-tion” is an alternative of a last resort. For some, how-ever, it is the prime choice and the only one. Time will guide us whether the high or the low road path to follow.

Even ex-treme weathers should not deter you from going out. At least go for walks in the malls. Power walk exercises havegreatbenefitsforyourwhole body as well as your soul. It also reduces stress and reducing stress increas-es the ability to think clearly and focus better.

7. Every time you ac-complish one mile stone reward yourself. Buy a new outfit, or simply go with afriend or a loved one for a delicious treat.

The mind and the body are the same and taking care of our bodies physically increases life qualify. The same thing with the mind, keep it busy by occupying yourself with activities. This is important for all ages, keeping our children busy with productive activities. It is equally important to keep our youth busy; youth boredom is what leads to crimes and unwanted so-cial behaviors. When youth have too much time in their hands is usually when they get into trouble. And most defiantly adults need tokeep their mind and soul busy by having a purpose in life, keeping self busy with work, spirituality, fun, eat-ing healthy, exercising and simply living their life to the fullest. For those of us who feel helpless and bored need to speak to our friends, relatives, priest, and a sheik, and if this does not work seek professional help from your doctor or speak to a so-cial worker.

We can be very happy with our carrier choice, we can follow the seven steps to accomplish other goals,

buying a new house, a car of our dream or starting our own business. Let us have something to live for; it could be different things for different individuals. To avoid boredom the entire family can plan for a week-end activity. The weekend activity should be planned by all members, all mem-bers can choose a particu-lar activity and it could be plagued in the calendar and accommodate all the choic-es made by all the members in the family. The same ap-plies to all family goals; it could be getting good grades, buying a particular house item, e.g. entertain-ment center or a new fam-ily car. This activity could include all members and all can work towards this goal, when it is accomplished all family members can be re-warded by choosing an ac-tivity of their choice. If you are single and bored, you do not have to go to the same place every week. Choose a different activity or differ-ent coffee shop. However, some of us are just happy spending time in the same coffee shop regularly; if it does not bother you keep doing that. As they say if it is not broken you do not havetofixit.

The opposite of boredom is excitement, diversion and amusement, kindly findways to have excitement, diversion from the daily routineandfindamusementin your life.

The American dictionary definitionofboredomisthecondition of being bored or dullness, doldrums, wea-riness. The state of being bored is not a great feeling andmostdefinitelyboredomdoes not produce success and fulfillment. Avoidingboredom ensures success and fulfillment. Our mindsare just like our body parts, if we do not use our bodies, our muscles get stiff. It is the same with the mind if we do not use it we loose it.

Boredom leads to lack of happiness, sadness, lack of fulfillment, lack of ac-complishment and eventu-ally if boredom is not dealt with leads to serious mental health issues, including sui-cide. When we are bored for a minute it is ok, when we are bored for an hour it is still ok. When we are bored for a day once in a while it is still ok. However, if we are bored for day in and day out is when it becomes a serious issue and can lead to serious mental health issues? We al-ways hear individuals say, I am bored of my job, I am bored of my life, I am bored of living in this city, I am bored of my friends and so on and so forth. We usually get bored when we have too much time in our hand and do not have a purpose for a particular day, month or a year.

The members of the Eritrean community have been calling repeatedly for the chair person of the Eritrean Canadian As-sociation of Ontario (ECAO), Neguse Tewolde, to open his books for internal and external auditing. About one million dollars have been mismanaged under his administration and those of his predecessors. Instead of listening to the people’s pleas, he is trying to cover up his faults by committing other faults. Now, he is lying openly. He said, “The audit was done byMesfinHagos,”whichistotallyfalse. We have been expecting Neguse Tewolde to come to his senses and do the right thing to serve the people. Instead, he is making himself busy misleading the people, distorting the facts and trying to run away from his responsibilities. This is totally inappropriate and shows his lack of respect for the people. MesfinHagoshasindicatedclearlythathehasn’tauditedthefinancial reports of theECAO.He simply reviewed the as-sociation’sfinancialstatementsandtransactionsbasedonthedocumentation provided by the association’s accountant and management. It was not his responsibility to go beyond this and audit the sources of these documents. He checked Abadi Hagos’swork tofindout ifhehadprepared thedocumentsbasedonaccountingprinciples.ButMesfinHagoshasneverever audited the resources of the association. Thisisthetruth.YoucanevenreferagaintotheMesfinHa-gos’sletter.Hejustperformedafinancialreview.Period. CBC: Liberal Leader Michael Ignatieff would not say wheth-er he’s ready to try to take Stephen Harper’s minority government off “life support,” saying a decision will be made after consultations with party members.

But Ignatieff, speaking in Sudbury, Ont., on Monday — where Liberal MPs, senators and staff are gathering to plot strategy — suggested the Lib-erals would not back the gov-ernment unless it changed its direction.

“I can’t be an accomplice with a government that doesn’t do its job,” he said in French, re-sponding to a reporter’s ques-tion.

Yet Ignatieff said any decision about the fate of the Tory gov-ernment will be made after lis-tening to caucus.

“It is not a per-sonal decision,” he said. “It is a deci-sion that the party will take as a party. We are more unit-ed than ever and we will make this decision — I keep using the word se-renely — it will be a serene decision and clear one.”Ignatieff said any decision to try to topple the govern-ment will be based on principle, not opinion polls.

David’s local Tim Horton’s is always packed. These Ca-nadians love their double double. Day or night, it’s always busy. Tim must be making lots of money. Da-vid’s cursory inquiry reveals that the business is for sale. Wow! The entrepreneur in him is alive and well. He knows he wants to own his own business. In fact he wants this business badly. It looksprofitable.My advice is stop right there! Wheth-er it’s a franchise or any oth-er existing business, before David parts with a penny, or sign any documents, here are a few critical things he must do or satisfy himself about:

General information

1. Why should he buy this particular business and not another?

2. What are the advan-tages and disadvantages of purchasing this business? He should compare the cost of buying this existing busi-ness with the cost of starting a new business.

3. What if any are the liabilities of this business if he buys it? What are its assets? Who really owns them?

4. How can he make this business even more profitable? And at whatcost?

5. David is advised to seek the advice of com-petent professionals at an

early stage of the process - Involve a business lawyer, accountant, business valu-ator etc as soon as he has answers to the questions above.

The Vendor

1. He must actively seek the real reason the Vendor is selling the busi-ness. David must remember that once the deal is signed and money changes hands, so does power. He must ne-gotiate from a position of strength and be prepared to walk away from any “deal”.

2. What is the reputa-tion of this business or of the vendor if it is a service business? Where can he discover that information? From every possible source - suppliers, past and present employees, competitors etc. The more due diligence he does BEFORE buying, the better informed he is.

3. Does this business require the presence of the Vendor’s principals for a smooth and orderly transi-tion? If so David must be prepared to get a consul-tancy agreement from the Vendors as part of your pur-chase and sale agreement. This way he is assured of post sales support and train-ing on agreed terms.

Lawyers and Le-gal considerations

This section is critical to David’s success. for it is cheaper for him to involve a business Lawyer BEFORE making an offer than after. (S)he will amongst other

things do the following for him:

• Puttogetheraproperoffer that protects his inter-ests.

• Guide him regard-ing an appropriate structure for the business (Sole pro-prietor, corporation, part-nership etc)

• Ensure that the as-sets of the business such as customer lists, intellectual property, goodwill, equip-ment, etc are protected and properly transferred.

• Ensure that all pre-sale conditions are satis-fied e.g. complete list ofbusiness assets, appraisal reports, taxes, employee is-sues etc

• IfDavidisnotbuy-ing a business that owns the real estate from which it op-erates, his Lawyer will en-sure that the vendor obtains consent of the Landlord to assign the lease and rene-gotiate the lease where pos-sible as part of the deal

• Conductbankruptcysearches, personal property security searches, corporate and other searches to dis-cover if there are liens on business assets and ensure he obtains clean title to the business.

• Examine all docu-ments that affect the busi-ness thoroughly.

• Advise him aboutclosing costs, employees’ compensation arrangements

Know Before I Buy?

These rules are guidelines that will help you avoid mistakes, i.e., offend someone when you didn’t mean to.

1. Write Perfect Subject Lines The subject line can irresist-ibly pull readers into opening your message and reading ev-ery single word of it.

To compose the perfect email subject: • Convey the core ofyour message in the subject line. • Emailsubjectsneedtobe concise. Skip articles, ad-jectives and adverbs.

Long emails can look intimi-dating and a long sequence of long paragraphs can make the

If you do have much to write: • Break your messageinto bullet points. • Begineachpointwitha concise summary or the ac-tion you want taken. • Make sure importantinformation is not hidden in the meat of your messages or your bullet points.

4. Writing in All Caps is Like ShoutingWhen you write in all capital letters, this looks (and maybe sounds) to recipients as if you were shouting at them. Be-sides, all caps are difficult toread.

Use Lower Case Only. Lower case is more widely accepted than all caps.

5. Avoid Embarrassing EmailsHave you ever accidentally hit the “Send” button before your message was ready? Well, I certainly have, much to my embarrassment.

Avoid embarrassing emails by sendingthemtoyourselffirst.Also, make sure the message does no harm even if you ac-cidentally hit that button acci-dentally.

You can also avoid embarrass-ment by doing the following: • leavetheaddressfieldempty; • address the messageto yourself while you are still composing it;• onlyenterthefinalre-cipient when you are ready to send the email.

When you took your marriage vows, you repeated the words “Till Death Do Us Part.” Little did you know that, in most cases, death was farther away than be-ing in debt. One or the other partner just shuts off and stops talking to the other. If it’s the guy who is bottled up, the situation may very quickly affect his manhood. If your con-dition changes, you should quickly discuss it so that you both understand the situation so you can adjust together quickly. You must always commu-nicate with each other. Liberal MP, Gerard Ken-nedy, claims that the call for proposals not-for-profit or-ganizations was unfair and ineffective. Nothing could be further from the truth. The facts are that our gov-ernment is taking leadership to get infrastructure spend-ing underway quickly by working with other levels of government to get proj-ects going when and where they’re needed most.

We’ve been working co-operatively with Dalton McGuinty’s government to deliver infrastructure stim-ulus projects for Ontario. Therulesforthenon-profitintake, including the time-line, were developed in co-operation with George Smi-therman, my counterpart, and Mr. Kennedy’s former colleague.

We publicly launched the call for proposals – for shovel-ready projects – on July 28th, with a deadline of August 18th. For projects that are truly ready-to-go, interested proponents had plentyoftimetofilloutourstreamlined, one page appli-cation form. In fact we received more than 600 applications, total-ling over $1 billion, from groups who are ready, will-ing and able to get their projects going quickly. Our priority is to get mon-ey into the economy today, when it is needed, not years in the future. That’s why there’s a need for speed. In the first two months ofthefiscalyear, thisgovern-ment spent more money from the new Infrastructure Stimulus Fund than previ-

Ignatieff said his party voted for a budget they had “serious reservations” about in order to get some stimulus into the economy.

Ignatieff rejected the sugges-tion that a disagreement over the issue of employment insur-ance would be the catalyst to trigger an election.

“The main issue is the perfor-mance of the Harper govern-ment,” he said.

Ignatieff and Harper agreed in June to set up a committee to examine employment insur-ance reform after the Liberal leader threatened to trigger a confidencevoteontheissue.

Ignatieff was heavily criticized in the media for the move, as well as for what some colum-nists have dubbed his absence from the national stage over the summer break.

On Monday, Ignatieff said ne-gotiations with the Tories over employment insurance have been “a charade.”

Last week, the Liberals’ na-tional campaign co-chairman, Senator David Smith, was quoted as saying the party would not force an election in the fall over EI reform.

Ignatieff’s supporters say the Liberal leader has focused his summer appearances in places not always covered by national media, including a Prince Ed-ward Island riding where Lib-erals believe they can take a seat from the Tories in the next election.

The Liberals’ support in polls has stagnated all summer at around 30 per cent, just below Harper’s Conservatives.

But Liberal officials say newmemberships have doubled in recent months, while the party is getting much better at woo-ing small donations from sup-porters.

Deportation... for most of us is one of the most dread-ed word. No doubt, it is ter-rible even to think of it, let alone experience the pain of a forced separation from a country, a family and a loved one.

You feel devastated and so you resigned to the fact that your farewell is permanent. This is going to be your last hug, your last kiss and your last exchange of words whispered into each other’s ear with someone you love. As if it was not bad enough, your friends tell you that you can never come back. I don’t wish this experience upon my bitterest enemy...

If you read the following lines however, you will re-alize just how misinformed you were. Why? It’s be-cause the statement that you can never come back is just not true. The Immigration and Refugee Protection Act [IRPA] is the highest au-thority in our profession. No one is above it. Not even an immigrationofficer!Trans-lation: if you were deported and wish to come back to Canada and you meet all requirement the Law stipu-lates; you will be back. So for a clear understanding let’s take a look at the rel-evant sections of the Law.

Section 226. (1) of the Regulations: Deportation

order – “For the purpose of subsection 52. (1) of the Act, and subject to subsec-tion (2), a deportation order obliges the foreign national to obtain a written authori-zation in order to return to Canada at any time after the removal order was en-forced.”

As you see, the key word is “written authorization”. This document is called “Authorization to return to Canada”, (ARC) [IMM 1203B]. It is however given only for compelling reasons. Compelling reason may be the fact for example, that you meet the requirements of one of Canada’s perma-nent resident application. Once submitted, if at the end of the process there is no hindering circumstance, such as criminality or medi-cal reasons, you should be allowed to come back to Canada, this time as a Per-manent Resident.

On the other hand if you wish to come back on a temporary basis, such as a visitor, student, worker, it is more than likely that your application will be denied. Why? – You may ask.

The answer lies in your pre-vious stay – whether illegal-ly or as a former and failed refugee claimant. In both cir-cumstances you expressed a desire to stay in the country for good without authoriza-

tion. Theofficerwillhavea hard time to believe that –say a year later – you wish to come back as a visitor, a student or a worker and you will voluntarily leave Cana-da when your time to is up.

But when it comes to per-manent resident applica-tion, this will no longer be a question to be answered. It is obvious that you wish to stay but this time with an authorization issued by the Department. In that case the ARC should be given to make your return possible.

Since each and every case is different it is advisable to have your case carefully assessed, before applying. The last thing you need by this time is another refusal from Canada.
