The objective of Adjusted Cohort collection is to establish a uniform and accurate measure of the high school graduation rate that is comparable across states. It is a critical step toward improving high school accountability. An adjusted cohort graduation rate will improve the understanding of the characteristics of the population of students who do not earn regular high school diplomas or who take longer than four years to graduate.

How is the four-year graduation rate calculated? - The four-year graduation rate is calculated by dividing the number of students who graduate in

four years or less with a regular high school diploma by the number of students who form the adjusted cohort for that graduating class.

Illinois State Board of Education has elected to calculate both a 4 Year and a 5 Year Extended-Year Graduation Rate.

A five-year extended adjusted cohort graduation rate is based on the 1st time 9th graders in fall 2007 (school year 2007-2008) and graduating five years later at the end of the 2011-2012 school year.

- The following formula provides an example of the four-year graduation rate for the cohort entering 9th grade for the first time in the fall of the 2008-2009 school year and graduating by the end of the 2011-2012 school year.

What is the four-year graduation rate? - The four-year graduation rate follows a cohort, or a group of students, who begin as first-time 9th

graders in a particular school year and who graduate with a regular high school diploma in four years or less.

What is an extended-graduation rate? - An extended-year graduation rate follows the same cohort of students for an additional year or

years. The cohort is “adjusted” by adding any students transferring into the cohort and by subtracting any students who transfer out, emigrate to another country, or die during the years covered by the rate.

Which students may be “removed from a cohort”? - Only a student who transfers out and enrolls in another school or in an educational program that

culminates in the award of a regular high school diploma, emigrates to another country, or dies may be removed from a high school’s cohort. Before removing a student from a cohort, a school must obtain confirmation in writing that the student transferred out, emigrated, or is deceased.

New for School Year 2012, the Adjusted Cohort Graduation data will be calculated from SIS data.

Since this information will be derived from student information, the accuracy of data reported to SIS becomes even more significant. The adjusted cohort graduation rate will be calculated based on student enrollments, and proper identification of Enrollment Exit Codes.

New field in SIS Cohort Enrollment Exit Type Code is essential in providing an accurate measure of the high school graduation data.

Cohort Enrollment Exit Type Code is set to the student’s enrollment Exit Type Code but can be updated through online screens.

Cohort Enrollment Exit Type Codes have been broken out into 3 categories which are used in calculating the Graduation Rate (Graduated, Non-Graduates, and Removed from Cohort).

Who is considered a Graduate? - Only includes students who graduate with a regular high school diploma in

four years or less (5 years or less – extended) in the original cohort—that is, the cohort with which he or she started 9th grade.

Cohort Enrollment Exit Type Code

- 06 - Graduated with regular, advanced, International Baccalaureate, or other type of diploma

Who is not considered a Graduate? (Non-Graduates)

Cohort Enrollment Exit Type - 02 – Transfer to another public school within the district - 05 – Promotion - 08 – Expulsion - 09 – Dropped Out - 10 – Transfer to GED program - 11 – Moved, not known to be continuing - 12 – Retained in Same Grade - 13 – Medical Non-Compliance - 14 – Aged Out - 15 – Certificate of Completion - 16 – Victim of a Violent Crime - 17 – Change in Serving School for Full Time Equivalent (FTE)

Which students may be “removed from a cohort”? - It is critical for a school or LEA to have written confirmation that a student has

transferred, emigrated to another country, or died before a student is removed from a cohort.

- 01 – Transfer to another public school district - 03 – Transfer to Home Schooled - 04 – Transfer to Private School - 07 – Death - 18 – Moved Out of the United States

1st Year in 9th Grade - Represents a cohort or a group of students who entered the 9th grade for the first time.

If a student comes new to Illinois School SIS will calculate “1st Year in 9th

Grade” year by simple formula - Grade 9 = Initial Grade Year - Grade 10 = (Initial Grade Year 10 – 1 Year) - Grade 11 = (Initial Grade Year 11 – 2 Years) - Grade 12 = (Initial Grade Year 12 – 3 Years) - This is calculated upon exit of the student enrollment.

Example: Student starts 11th grade in an Illinois school in school year 2010.

- 2010 – 2 years = 2008 1st Year in 9th Grade. - Students for which SIS has calculated “1st Year in 9th Grade” are displayed on the

Adjusted Cohort Graduation Rate Report with the number “1” in the note field.

In SIS we have added functionality to allow a user to update the following: - 1st Year in 9th Grade (Original Cohort Year) Example: 1st Year in 9th Grade should be changed to an earlier year.

- Cohort Enrollment Exit Type Example: At the end of the school year you have promoted a 10th grade student; found out

later the family moved out of the country. You can change the Cohort Exit Type from 05 – Promotion to 18 – Moved Out of the United States.

In order to update 1st Year in 9th Grade and the Cohort Enrollment Exit Type

the following must occur: - The students last enrollment must be with your school district. - The student must be currently exited out of SIS.

We keep an audit log of the IWAS user and date/time of submission for this update, accuracy and local justification is required.
