Editorial Note:

Ac-cording totheDepart-ment ofLabor,three ofthe topten most

dangerous jobs involve highways -#5 Driver/Sales Workers, #9Construction Laborers, & #10Truck Drivers. These statisticsshow that safe work zones are notonly important to highway workersbut also to motorists.

Following are some steps topromote safe work zones:

- Trained Personnel. Have your

flaggers been trained in properprocedures? Do the workers knowthe correct use of traffic controldevices? Do you know what isrequired by the Manual of UniformTraffic Control Devices(MUTCD)?

- Alert Flaggers. If a flagger isrequired, make sure that yourprimary flagger has adequatelyscheduled breaks. An alert flaggeris essential to a safe work zone.

- Proper Work Zone Inspection.Inspect your work zones daily.Make sure to document inspectiondate and time, and note anydeficiencies. Require the contractorto correct problems. Modify thetraffic control plan

in the field if problems areoccurring.

- Public Relations. Let the localmedia know about timelines ofupcoming projects. Provide motor-ists with alternative routes. Mini-mize lane closures and stoppedtraffic, and avoid peak commutinghours. Cooperate with communityevents and business owners.

Most of these tips arecommon sense approaches and allrequire a proactive mind set.With your help traffic deaths inwork zones can be reduced inIllinois. The Technology TransferCenter hopes that your agency hasa safe, productive constructionseason.

Rehab of Streets & Highways Seminar

On April 14, 2004, theTechnology Transfer Centerpresented our annual Rehabilitationof Streets & Highways Seminar inUtica, IL. Over 100 local agencypersonnel attended the seminar tolearn about new and innovativeways to preserve and rehabilitatehighways.

Bill Vavrik, Applied ResearchAssociates Inc., began the morningsession by describing the conceptof pavement preservation and thebenefits of preventive maintenance.He also highlighted rehabilitationand preservation methods. Theremaining morning speakersfocused on concrete pavementrehabilitation, bituminous

pavement rehabilitation, spray-injection technology, highperformance patching materials,pavement testing, and crack sealingin two separate breakout sessions.

In the afternoon, participantswere introduced to pavementrubblization techniques used toprepare existing concrete pave-ments into excellent sub-base forreconstruction. After this generaltopic, two concurrent sessionsconcluded the seminar. One sessiondealt with heat scarification andfoamed asphalt. The other dis-cussed worker protection and workzone safety.

Mendocino County lies on thecoast of California, about onehundred miles north of San Fran-cisco. Mendocino County Depart-ment of Transportation (MCDOT)is responsible for just overone thousand centerline milesof roadway and serves apopulation of 87,000 peopleinhabiting an area of 3,510square miles. By implement-ing a simple, yet thoughtfulprogram they have achieved a42% reduction in low volumeroad crashes.

While this figure mayappear to be beyond the realmof believability to many safetyprofessionals, let’s stretchplausibility even further bymentioning this program hasbeen delivering this benefitfor more than 10 years; and,the program cost is within everycounty’s reach, including even themost sparsely populated farm-to-market county, parish, or township.

An integral part of this Show-case experience will be guidedvisits to previously improved fieldsites. Each field site will be clearlydefined showing the previouscondition factors and the correctivemeasure implemented. Participants,as a group, will review and evalu-

ate prior conditions and the appliedcorrective action. Upon returningto the Showcase auditorium, eachteam will share reports and theirproposed corrective actions, and

we will all discuss thepotential solutions.

This Showcase iscommitted to provide all theinformation and post-show-case support agency person-nel will need in order toreturn home and immedi-ately begin implementing anRSTSR program. To meetthat commitment, these keyadditional support items willbe included:

1. A post-showcase supportgroup will be available to allparticipating agency teamsfor “on call” assistance

throughout their entire imple-mentation process.

2. An easy to use Sign Manage-ment System (SMS) softwarepackage, developed by the NewHampshire LTAP Center, willbe demonstrated and distributedat no cost to interested partici-pants. Post-showcase usersupport is available through theNew Hampshire LTAP Center.

Changes to IDOT’s Website and E-mails

If you are waiting for a pay-ment from the State, you can nowaccess the Comptroller’s (IOC)website and check the payment’sstatus. The link and directions foruse are located on the IDOTWebsite, www.dot.il.gov underPublic Partners, Local AgencyResources, Where’s my Check –Link to Comptroller. You may alsoaccess the Comptroller’s Websitedirectly at www.ioc.state.il.us. TheVendor Payments page of theComptroller’s Website is secureand you will need your TaxpayerIdentification Number (TIN) togain access.

On the left side of the IOCmain page, click Vendor Payments.A security box will appear - clickYes. Next, the Vendor Loginscreen appears - you are required totype your TIN and click OK. Onthe next screen, Vendor Summary,click Payments. This takes you tothe Vendor Warrants page. Under

Where’s My Check?

the header Selection Criteria, scrolldown to 494 – Transportation andclick Find Warrants at the bottomof the screen. You have arrived atthe Vendor Warrants screen whichshould include your warrant(check) number and the date it wasissued by the IOC.

If the payment amount you areexpecting is not shown on theVendor Warrants screen, one ormore of the following may have

occurred:1. The check/warrant is not being

processed with the TIN enteredon the Vendor Login screen,

2. Your invoice has not beenprocessed by IDOT, and/or

3. Your invoice has not beenprocessed by IOC.If you have multiple TIN’s

please attempt the same processwith all possibilities which willrequire you to go back to theVendor Login screen. To avoidthis in the future please includeyour preferred TIN on all futurefunding agreements. If you haveexhausted all TIN possibilities,please contact your District Office.If it has been over three weeksfrom the date of the District’ssubmittal to the Central Officeplease ask your District Office tomake inquiries with the CentralOffice. agencies. Preventive Maintenancesaves money. Published studiesdocument life-cycle cost savings of$4-$7 in the long run for every $1spent on timely PreventiveMaintenance. Applying the “RightTreatment to the Right Pavement atthe Right Time”allows one to coveryour assets andmanage them in themost cost-effectivemanner possible.This benefits theuser agencies, thetaxpayers, theindustry, and thegovernment.Michigan DOT’srecently releasedstudy shows that byspending $80million forpreventivemaintenance overfive years, theoverall rating of thepavement system improved andsaved the state almost $700 millionin rehabilitation and reconstructioncosts. There are many other studiesand programs that substantiate themyriad benefits of PreventiveMaintenance.

The Illinois Pavement Preser-vation & Maintenance Association(ILPPMA) is a contractor-drivenassociation recently formed toensure that Illinois user agenciesare well informed about PreventiveMaintenance (PM) and receive the

benefits of a positive PavementPreservation program. Successfuland proven PM programs exist inthe states surrounding IL, specifi-cally Michigan, Minnesota, andMissouri. Recent FHWA andAASHTO studies have shown thatsuccessful implementation requiresuser agency commitment (in bothpolicy and dollars) and education,as well as adoption of the mostadvanced materials, designs, and

application techniques. ILPPMA isa resource intimately familiar withthe details of what works and why,in other states as well as Illinois.

The Preventive Maintenancetreatments and methods wepromote apply to both asphalt andconcrete pavements, and for bestresults generally require actionbefore a pavement slips into acondition requiring rehabilitation.Various Illinois agencies alreadyuse many of the PM treatments thatare nationally proven to perform

well. Throughout the state one willencounter the use of slurry sealsand micro-surfacing, open-gradedfriction course (OGFC) and thinoverlay hot-mix surfaces, concretedowel bar retrofit and diamondgrinding, etc. Each IDOT District,many counties, and manymunicipalities have successfulexamples of one or more of thesePM treatments, and ILPPMAmembers can assist you in

reviewing theseapplications andprojects. Inmost of thesesituations, though,these treatmentswere not appliedin a truePreventivemanner using thelatest technology,and it makes a bigdifference in thelong run.

ILPPMA hasrecently beenactive inpresenting thePreventiveMaintenance

concept to IDOT Districts. Welook forward to continuing theseefforts with T2 and Local Roads,counties, municipalities, andtownships. There are many waysfor each type of agency to betterand more economically managetheir pavements and get a biggerbang for each buck. We can helpshow you the way.

Attention Illinois City/County Fleet & HeavyEquipment Maintenance Supervisors!

ETT has approached the Illinois T2 Center about offering fleet/heavy equipment maintenance skillsand safety training to local agencies in Illinois. Since we do not have the resources to offer this training, ETTwill use the following survey to judge the level of interest among Illinois local agencies. Please review thelist of courses below and indicate by marking an ‘X’ in the space provided by the ten (10) courses that wouldbe most beneficial to your technicians and your shop efficiency.

Most of these courses will be two days in length and held nearby your location at host local agencyfacility. Cost for these two-day courses will be $425 per student which includes two days of classroom andhands-on instruction, and the subject reference manual. Classes are limited to a maximum of 15 students anda minimum of 10 students. 6. A Travel Stipend Program isavailable for rural agencies withpopulations under 50,000 – seebelow.There are no excuses, now

Travel Stipend Program (TSP) scholarships are available for two ruralagency teams per state or TTAP. TSPs will cover air travel, overnightaccommodations and motor coach transportation fees directly related tothis Showcase. Priority will be given to agencies meeting the followingcriteria: 1. Serving populations under 50,000; 2. Have extensive lowvolume road miles or high crash rates on low volume roads; 3. Have arestricted travel policy.
