    For the period from 07 to 13 Feb 15, IFC received information on the following:

    Note: 2 Contraband Trafficking Incidents; 1 Illegal, Unreported and Unregulated Fishing; and 3 Maritime Incidents, were reported during the reporting period, but occurred out of the reporting period.

  • OVERVIEW OF INCIDENTS

    Contraband Trafficking

    11 Feb Drug Smuggling/ Vavuniya/ Sri Lanka

    Details: Naval personnel attached to SLNS Pandukabaya of the North Central Naval Command, with the assistance of Excise Department officials arrested two persons with 1.8 kilograms of cannabis.

    12 Feb Diesel Smuggling/ Bintawa/ Malaysia

    Details: The Marine Police Force seized 20,000 litres of diesel worth over RM200,000 during a routine check on board a fishing trawler in Bintawa. The crew failed to produce documentation for the diesel. 12 Feb Drug Smuggling/ Fujian/ China

    Details: Eight Taiwanese suspects were formally detained in Fujian Province on Wednesday for allegedly attempting to smuggle 251 kilograms of ketamine.

    12 Feb Timber Smuggling/ Sabah/ Malaysia

    Details: Ten men aged between 14 and 58 were detained for smuggling 73 pieces of sawn timber from the forest reserve by the marine police.

    5 Feb - Counterfeit Cigarette Smuggling/ Port Klang/ Malaysia

    Details: The 154,500 cartons of counterfeit cigarettes, intend to be shipped to Turkey and Lebanon markets, were seized in Port Klang, Selangor on 5 Feb

    6 Feb Malaysian Maritime Police Seized 110,000 Litres of Diesel / Telok Kalong, Malaysia

    Details: Malaysian Maritime Police arrested seven people for smuggling diesel oil in two separate incidents off waters of Telok Kalong.

    Irregular Human Migration

    12 Feb Human Trafficking/ Chittagong, Bangladesh Details: The Bangladesh Navy rescued 14 Bangladeshis at the outer anchorage of Chittagong port while being trafficked to Malaysia.

    12 Feb - Bangladeshi and Myanmar Illegal Immigrants Arrest /West Sumatra/ Indonesia

    Details: The Pesisir Selatan Police in West Sumatra arrested 24 immigrants from Bangladesh and Myanmar and two Indonesian boat crewmembers, who were allegedly waiting for a boat to transport them to Australia.

  • Illegal, Unreported and Unregulated Fishing

    7 Feb Illegal Fishing/ Mannar/ Sri Lanka

    Details: Sir Lankan Navy arrested two persons with 2 kilograms of gelignite (explosives), 2 pairs of divine fins, 3 diving masks, and 1fishing net for illegal fishing off the waters of Mannar.

    7 Feb Illegal Fishing/ Mongla Port/ Bangladesh

    The Bangladesh Navy arrested 34 Indian fishermen and detained three trawlers, 80 NM from Mongla Port in Bay of Bengal, for illegally fishing in Bangladesh waters.

    9 Feb Illegal Fishing/ Kendrapara/ India

    Details: Forest Department personnel arrested 20 fishermen in the vicinity of the Garhirmatha National Park turtle sanctuary for fishing in a prohibited area.

    9 Feb 27 Indian Fishermen Arrested/ Bay of Bengal/ Bangladesh

    Details: Twenty-seven Indian fishermen were arrested in Bangladeshi waters in the Bay of Bengal for trespassing into the Bangladesh water territory. They were subsequently sent to jail.

    11 Feb - Illegal Fishing/ Palawan/ Philippines

    Details: Two unregistered motor boats were apprehended by the Philippine Coast Guard (PCG) for alleged fishing illegally off Araceli in Palawan.

    6 Feb Fishing In Restricted Waters / Port Klang/ Malaysia

    Details: A boat operator was arrested for using drift nets in restricted waters.

    Maritime Incident

    7 Feb Man Overboard/ East of Tanjong Penawar/ Malaysia Details: A crew on board a product tanker fell overboard and subsequently recovered by its seaboat. The crew was in a stable condition. 7 Feb 2 Russian Rescued from Drifting Powerboat / Nha Trang City/ Vietnam Details: Vietnamese fishermen rescued two Russian tourists from a drifting powerboat.

    10 Feb - Two Women Missing from Capsized Ship / Thai Binh Province/ Vietnam Details: The search continued for two missing women from a capsized vessel off the waters of Thai Binh. 10 Feb Heavy Weather Caused Vessel to Release Containers into Sea / Sunda Kelapa, Indonesia Details: Sailing from Sunda Kelapa, a container vessel was forced to release 14 containers into the ocean to compensate for a heavy list due to rough seas. She subsequently returned back to port.

  • 11 Feb 14 - Ship Rescues 11 Fishermen/ South China Sea Details: 11 fishermen from the two vessels were rescued by vessels from the Regional Maritime Search and Rescue Coordination Centre No II in Da Nang. One vessel was sunk, and the other ran aground. Events reported outside of the period: 4 Feb Fire Breakout / Fujian Province/ China Details: 60 people were rescued by authorities when a fire broke out on board a passenage ferry.

    6 Feb Cargo Ship Ran Aground/ Guimaras, Philippines Details: A cargo vessel ran aground off Guimaras Province. No oil spill reported. 6 Feb - Fisherman Rescued/ East Coast of Zamboanga City/ Philippines Details: A fisherman who had been drifting at sea with a styrofoam tied onto his body for two days, was rescued off the eastern coast of Zamboanga City.

    Natural Events

    10 Feb - 5.1 Magnitude Earthquake Jolted Southeast off Fakfak/ West Papua/ Indonesia

    Details: An earthquake with a strength of 5.1 on the Richter scale occurred in the waters southeast off Fakfak, West Papua. No tsunami alarm was raised.

    Recommendations IFC Advises: 1. All mariners to report any incidents timely to the nearest coastal state and IFC at the

    earliest possible time.

    2. Ships moving at slow speed or choosing to remain at anchor in areas where sea robbery/theft is regularly reported to be vigilant and to adopt necessary security measures.

    3. All mariners to take note on the description of the perpetrators and to take photos of the

    perpetrators if possible.

    4. Shippers and Seafarers operating in Sulu Sea and in vicinity of East Sabah Waters are strongly recommended to be vigilant and to establish contact with both Malaysian and Philippines Authorities to report their presence.

    5. Shippers are advised to take note that al-Qaeda, in its recently launched English language

    online magazine Resurgence, has called for the disruption of global trade and shipping through acts of piracy, among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-defensive measures as stated in BMP4, especially when transiting narrow choke points and known sea robbery/piracy hot spots.

    Note: Information herein was derived from various internal and external sources such as Focal Points, OPCENs and other maritime stakeholders. Shippers should remain vigilant especially in areas where the threat level is assessed to be above one in accordance with the IFC Spot Commentary 2/14 and IFC quarterly assessment report. Ships should apply the appropriate security measures (such as BMP4 or Tugs and Barge Guide). Ship masters should also be aware and refer to the Maritime Security Charts Q6112 and Q6113, both published by the UK Hydrographic Office. The IFC Area of Interest has been expanded to cover the waters of East China Sea.
