Statistics:
• Four TRAPS-MT incidents occurred in Feb 2021, including Sea Robbery
(3), Sea Theft (1).
• The number of incidents was lower by 50% compared to Jan 2021 (8), and
also only 36.4% of Feb 2020 (11).
Maritime Terrorism: NSTR
TRAPS.
• Two incidents happened during the Period of Darkness (PoD) and two at
daylight (in the Singapore Strait);
• Two incidents happened on vessels underway, one berthed and one
grounded;
• One violent Sea Robbery off Nawae Village, Papua New Guinea involved
six perpetrators, which robbed a grounded boat in waters off Nawae
Village, Papua New Guinea. A crew member was knifed and two men on
board were bashed up;
• One Sea Theft at the Philip Channel, Singapore Strait involved a crane
barge towed by a tug, which was boarded by two perpetrators while
underway. Once sighted by the crew, the perpetrators escaped. A search
on board the barge was carried out with no further sighting of the
perpetrators. Some shackles were stolen from the barge. No crew were
injured;
• One Sea Theft involved a vessel that was boarded by unknown
perpetrators while berthed at Port of Jakarta, Indonesia. Spare parts for
auxiliary machine were reported stolen;
• One Sea Theft involved a barge, towed by a Tugboat in the western part of
eastbound lane of TSS, Singapore Strait. While the perpetrators were
passing in total 150 kg of steel wire from the barge to the small boats, the
Indonesian Navy vessel KRI SIWAR (646) intervened and arrested the
perpetrators at 12:35 LT. No crew were injured.
Comments:
• The last incident off Nawae (PNG) was recorded in 2017, but this is the
second Sea Robbery reported in the same area. The last one was recored
off Alotau Town, Milne Bay. In both cases, the attacks are very violent;
• The last recorded incident for the Philip channel was 12 month earlier, in
February 2020. Six incidents were reported in 2019;
• No incidents were recorded for the port of Jakarta in 2020. 3 events were
reported in/off Jakarta in 2019;
• The reported incident in the Eastbound lane of TSS, Singapore Strait was
the fourth incident recorded in the same location in 2021.

Observations
Statistics:
• A total of 64 maritime incidents were reported for the month of Feb
2021 which is 12.5% higher than Feb 2020 (56) but 14.7% lower than
Feb 2019 (75). Of the 82 vessels involved, 54 (66 %) were
unregistered vessels, the majority of these are fishing vessels.
• The largest number of maritime incidents were sunk-capsized with 13
(20.3%) followed by vessels detained with 11 (17.2%) and adrift with
7 (11%). Notably, there was a 57% increase for adrift and 66.7%
decrease for grounding compared to last month.
• In terms of location, the highest number of incidents occurred in
Malaysian territorial waters, 14 (21.9%), followed by Indonesia with 12
(19.8%) and Vietnam with 8 (12.5%). The number of incidents located
in Indian territorial waters, which recorded the 2nd highest number of
incidents last month with 14 (15.6%), dropped to 6 (9.4%).
• A total of 43 individuals were reported dead or missing for the month
which is significantly lower than last month (118) and Feb 2020 (101)
as can be seen in the graph. Notably, the number of casualties for
fishermen (21) has increased significantly from Feb 2020 which had
only six. There were 35 SAR Operations conducted which is
consistent with the same period last year.
Comments:
• Major contributors on the cause of incidents are unauthorized
anchoring, unauthorized entry and invalid documentations involving
foreign fishermen. This is due in large part to the concerted efforts of
the Malaysian Maritime Enforcement Agency (MMEA) against
unauthorized anchoring, unauthorized entry and invalid
documentation in the waters off Malaysia marking vessels detained as
the 2nd highest on the list of incidents after sunk-capsized.
• The significant decrease of death/missing toll reflects the overall
decrease in maritime incidents for the period compared to last month.

Statistics:
• Total: 26 IUUF incidents were recorded in IFC’s AOI in Feb 2021.
This number is higher than in Jan 2021 and Feb 2020 by 6 (30%) and
2 (8.3%) respectively, but considered lower relatively than in Feb
2019 by 26 (50%) incidents.
• Local: IFC records 19 local incidents in Feb 2021. This figure is higher
than in Jan 2021 and Feb 2020 by 7 (58.3%) and 3 (18.7%) respectively,
but has dropped by 18 (48.6%) incidents from Feb 2019. Most of local
incidents took place in Malaysian, Philippines, and Indonesian waters by 7
(36.8%), 6 (31.6%) and 4 (21.1%) incidents respectively.
• Poaching: There are 7 poaching incidents recorded in Feb 2021
which is considered stable from the records in Feb 2020 (8) and
Jan 21 (8), but has decreased notably by 8 (53.3%) incidents
compared to Feb 2019. The largest proportion of poaching was
committed by Indonesian FVs by 3 (42.8%) incidents, while the
rest of involving flag of the vessels i.e. Malaysian, Vietnamese,
Chinese, and Sri Lankan FVs shared the same figure by 1
(14.49%) incident each.
Comments:
• In Feb 2021, the major proportion of IUUF incident remains in
SOM and the Philippines water.
• Whereas 36 local FVs of Malaysian, Philippines, and Indonesian
were detained in 17 incidents by the local respective authorities,
the majority of detained local FVs proportion is accounted for Sri
Lankan FV by 42 FVs in 1 incident with the arrest of 179 local
crew.
• 1 out of 7 poaching incidents that resulted in expulsion of FVs
which happened in Perak, Malaysia, committed by 7 Indonesian
FVs.
• Only 2 IUUF incidents, 1 local and 1 poaching, were recorded within
Indian-Sri Lankan-Maldives water. This downward trend in the recent
months could be attributed to MARSEC cooperative effort by the
regional states.

2019 (43) but similar to Feb 2020 (18).
Drugs : 5 incidents
• One seizure each: Malaysia – Ketum Leaves (400kg) ,Hong
Kong – Cocaine (80kg), Cambodia – Ketamine (464.5kg), Sri
Lanka – Cannabis (11.9kg), and Brunei – Meth (unknown
weights).
Tobacco : 5 incidents
• 2 seizures each: Indonesia and Philippines, one seizure in
Hong Kong.
Domestic Products : 7 incidents
• 3 Seizures in Indonesia, one seizure each in Philippines,
Malaysia, Sri Lanka, and Brunei.
Fuel: 1 incident
• Diesel (20,000 litres) seized in Vietnam from a fishing vessel.
Wildlife: 2 incidents
• 2 seizures in Indonesia.
Natural Resources: 1 incident
• Mangrove wood(5,700 logs) seized in Indonesia.
Comments:
• The number of incidents involving beedi (tobacco) leaves,
cannabis, and turmeric has been relatively lower. This trend
may be explained by the import restrictions and consequent
shortages of these widely used domestic products.
• The number of incidents involving drug movements reported
lower than before. This trend may explained the imported
restrictions and the increased of drug-campaigns by the law
enforcement agencies.

Statistics:
• The number of IHM incidents recorded for Feb
21 (8) is slightly higher than Feb 20 (6) and the
same as Feb 19 (8).
• IFC have observed 7 Human Smuggling
incidents and 1 Invalid Documentation
incident in Feb 21.
• The number of illegal migrants intercepted in
Feb 21 has risen to 190 from 71 recorded in
Jan 210.
• The majority of migrants were women with 116
identified compared with 77 males and four
unknown.
• The three major identified transit flows in Feb
were from Bangladesh to Malaysia / Indonesia,
Indonesia to Malaysia and Malaysia to Vietnam.
Comments:
• Two IHM incidents could be linked directly to
COVID-19 international travel restrictions with
migrants attempting to return home via illegal
means.
• Due to previous identified increase of Rohingya
maritime migration and favourable weather
conditions within the Bay of Bengal and Indian
Ocean, Rohingya maritime migration may
increase over the next five months.

Feb 2021.
• Maritime Pollution: IFC recorded 2 liquid pollution
incidents in Feb 2021 which were same numbers of
types of violation compared to Jan 2021
• Maritime Illegal Exploitation: NSTR.
• Contagion: NSTR.
Comments:• In Feb 2021, It was observed that 2 liquid pollution
incidents stemmed from land based oil company which
contaminated to the sea.
• Since the commencement of 2021, liquid pollution under
Maritime Pollution is the common and only maritime
environment threat reported within IFC’S AOI by 4
(100%) incidents.

IFC Recommendations
The IFC advises:
1. All mariners to report any incidents timely to the nearest coastal state and to the IFC at the earliest possible time.
2. Ships moving at slow speed or are choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and adopt
necessary and/or added security measures.
3. All mariners to take note on the description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage capturing the
incident should be provided to the coastal state authorities for follow-on investigation.
4. Shippers and Seafarers operating in the Sulu-Celebes seas are strongly recommended to be vigilant and to establish contact with the Philippines, Malaysian and
Indonesian Authorities to report their presence. Please refer to IFC Spot Commentary 4/18 for the latest assessment of the situation in that affected area.
5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and the Al-Qaeda. The
possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of global trade and shipping through acts of piracy,
among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-defensive measures as stated in the Regional Guide to Counter Piracy and Armed
Robbery against Ships in Asia, especially when transiting narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy.
