• Section Highlights 2012 was a special year for the IEEE Hong Kong Section as we celebrated our 40th anniversary1. In the past 40 years, many Innovative, Enthusiastic, Energetic, Efficient, Hardworking, and Kind (IEEE-HK) volunteers have made significant efforts and contributions for the IEEE Hong Kong Section, laying our foundation and paving our way. We are also committed to collaborating with the IEEE Headquarters, IEEE Region 10 and other IEEE organization units to achieve the mission of IEEE. Indeed, several chapters of the IEEE Hong Kong Section have received awards and recognitions in recent years, such as the Best Chapter Award (from the IEEE Photonics Society) by the Photonics Chapter in 2009, 2010 and 2011, the Chapter of the Year Award by the Joint Chapter of Robotics & Automation and Control Systems in 2012 and 2008; and the Chapter Achievement Award (from the IEEE Education Society) by the Education Chapter in 2012. In 2012, 14 IEEE senior members in Hong Kong have been elected as IEEE Fellows and they received the fellowship certificates from the IEEE President in January 2012. Recently, a student member of the IEEE Hong Kong Section has won the 3rd prize in the IEEE Region 10 Student Paper Competition. Hong Kong was honored to be the venue for the IEEE Board of Directors (BoD) meeting in early 2012. To mark this important event, we organized the IEEE Hong Kong Section’s 40th Anniversary Celebration Banquet cum IEEE Board of Directors Dinner Reception in January 2012, celebrating our 40th anniversary with the IEEE BoDs, including the IEEE President 2011, IEEE President 2012, IEEE President 2013, IEEE Region 10 Director and other important people. Hundreds of IEEE members and other important guests joined this successful event. This event has also greatly promoted the image of IEEE. During this special year, IEEE Hong Kong Section’s representatives have visited IEEE Asia Pacific Office, IEEE Beijing Section, and IEEE Beijing office with the aim of strengthening and enhancing our relationship with other IEEE organization units. In 2012, IEEE Hong Kong Section has also launched two important conferences in collaboration with other IEEE organization units. In August 2012, the IEEE Hong Kong Section launched the first IEEE International Conference on Teaching, Assessment, and Learning for Engineering (TALE) into the Asia Pacific with the IEEE Education Society. TALE is intended to complement the other two IEEE education

conferences, namely Frontiers in Education in IEEE Region 1-7 and EDUCON in IEEE Region 9. To support the IEEE Headquarters’ Cloud Computing Initiative, the IEEE Hong Kong Section also actively participated in organizing the IEEE Asia Pacific Cloud Computing Congress in November 2012. The congress was launched successfully in Shenzhen by the IEEE President. To support the IEEE Cloud Computing Initiative of the IEEE Headquarters, the IEEE Hong Kong Section has set up the IEEE Hong Kong Section Cloud and Testbed with the industrial sponsorship from Citic Telecom CPC in 2012. We welcome collaboration with other IEEE organization units through this testbed. Furthermore, to support the IEEE SIGHT initiative, the IEEE Hong Kong Section has formed the IEEE Hong Kong SIGHT, which was launched in 2012 with the IEEE President-Elect. Last but not least, the chapters of the IEEE Hong Kong Section have organized many technical activities. Please refer to the following sections for the details. Furthermore, attached please also find a special booklet for the IEEE Hong Kong Section’s 40th anniversary. This booklet gives an overview of the recent and past activities of the IEEE Hong Kong Section to support the vision of IEEE. In the years to come, we look forward to continuing our collaboration with other sections of the IEEE Region 10 and with other IEEE organization units for advancing technology for humanity.

• Major Events (International, National) In January 2012, we organized the IEEE Hong Kong Section’s 40th Anniversary Celebration Banquet cum IEEE Board of Directors Dinner Reception. We were honored to have the IEEE Board of Directors (BoD) join our celebration while in Hong Kong for their BoD meeting. The honorable guests for the banquet included Mr. John Tsang (Financial Secretary, Hong Kong), Dr. Gordan Day (IEEE President 2012), Dr. Moshe Kam (IEEE President 2011), Dr. Peter Staecker (IEEE President 2013)), and other important people.

In June 2012, representatives of the IEEE Hong Kong Section’s Executive Committee visited the IEEE Beijing Section and the IEEE Beijing Office. The Chair of the IEEE Hong Kong Section also visited the IEEE Asia Pacific Office. These visits aim to strengthen and enhance our relationship with other IEEE organization units.

In August 2012, the IEEE Hong Kong Section co-sponsored the IEEE International Conference on Teaching, Assessment, and Learning for Engineering (TALE) 2012 with the IEEE Education Society. TALE is intended to complement other IEEE education conferences (e.g., Frontiers in Education in North America and EDUCON in Europe/Middle East/Africa). Hong Kong was honored to host the first TALE conference in the Asia Pacific region.

Launch of IEEE TALE 2012 by IEEE Director and Vice President (Educational Activities), IEEE Education Society Vice President for Conferences, and Other Important People

In support of the IEEE Cloud Computing Initiative, the IEEE Hong Kong Section participated in co-organizing the IEEE Asia Pacific Cloud Computing Congress 2012 in Shenzhen in November 2012. The congress was launched by Mr. Biao Chen (Vice Mayor, Shenzhen) and Dr. Peter Staecker (IEEE President 2013). With the sponsorship of Citic Telecom CPC, the IEEE Hong Kong Section Cloud and Testbed was also launched at the congress.

After attending the IEEE Asia Pacific Cloud Computing Congress 2012, Dr. Peter Staecker (IEEE President-Elect) visited Hong Kong and met with representatives of the IEEE Hong Kong Section. He also helped us launch the IEEE Hong Kong Special Interest Group on Humanitarian Technology (SIGHT). We would like to give our most sincere thanks to Dr. Peter Staecker for his help and support.

• IEEE Distinguished Lecture by Prof. Cary Y. Yang from Santa Clara University

• Technical Seminar Sponsored by the SPS Hong Kong Chapter: “Making the Picture

of the Early Universe: Bayesian Image Processing for Cosmology”

• IEEE Winter Electronic Camp by the ED/SSC (Hong Kong) Joint Chapter

• Postgraduate Student Research Paper Competition by the Computational Intelligence Chapter

• Technical Visit to CUHK Jockey Club Minimally Invasive Surgical Skills Centre by

the IEEE-EMBS Hong Kong-Macau Joint Chapter

Like previous years, IEEE Hong Kong Section organized the IEEE Hong Kong Section Student Paper Contest. One of the winners received the third prize of the IEEE R10 Student Paper Competition. To support IEEE SIGHT, IEEE Hong Kong SIGHT was launched in 2012 with IEEE President-Elect. The objectives of IEEE Hong Kong SIGHT are:

• To support IEEE SIGHT initiative • To conduct HT-related projects, particularly in Hong Kong • To collaborate with other IEEE SIGHTs

Launch of IEEE Hong Kong SIGHT with IEEE President-Elect

• Awards • IEEE Hong Kong Section Photonics Society has received the Best Chapter Award from

the IEEE Photonics Society in 2009, 2010 and 2011. • IEEE Hong Kong Section Joint Chapter of Robotics & Automation and Control Systems

has received Chapter of the Year Award from the IEEE Robotics and Automation Society in 2012 and 2008.

• IEEE Hong Kong Section Education Society has received the Chapter Achievement Award from the IEEE Education Society in 2012 in recognition of its contribution to provide exemplary technical activities, membership services, and societal activities to its members.

• The following student has received 3rd prize in the IEEE R10 student paper competition:

Tianxiang Bai (City University of Hong Kong), "Robust and Fast Visual Tracking Using Constrained Sparse Coding and Dictionary Learning"

Furthermore 14 IEEE senior members in Hong Kong have been elected as IEEE Fellow in 2012 and they received their certificates from the IEEE President in January 2012.

Over the years, the IEEE Hong Kong Section and its chapters have conducted many technical activities for membership development. As mentioned, three chapters of the IEEE Hong Kong Section have received achievement awards. Another example was the IEEE Hong Kong Section’s 40th Anniversary Celebration Banquet cum IEEE Board of Directors Dinner Reception in January 2012, which was attended by many members.

• Section level student activities (student congress, paper and other contests, awards etc) In recent years, the IEEE Hong Kong Section has been organizing the Undergraduate and Postgraduate Student Paper Contests to encourage IEEE student members in Hong Kong to apply their engineering knowledge to research projects in electrical and electronic engineering and to present their work concisely and coherently. Papers by undergraduate students and postgraduate students are evaluated separately by technical experts. The authors of the best papers are awarded the First, Second and Third Prizes. Furthermore, the best papers may be selected to join the IEEE Region 10 Student Paper Contests if they meet the contest criteria.

B.5 Affinity Group Activities

In support of the IEEE SIGHT, IEEE Hong Kong SIGHT was formed in 2012. It was launched with the help of the IEEE President-Elect. The objectives of the IEEE Hong Kong SIGHT are as follows:

• To support IEEE SIGHT initiative • To conduct HT-related projects, particularly in Hong Kong • To collaborate with other IEEE SIGHTs

• IEEE Hong Kong Section Education Society has received the Chapter Achievement Award from the IEEE Education Society in 2012 in recognition of its contribution to provide exemplary technical activities, membership services, and societal activities to its members.

Furthermore 14 IEEE senior members in Hong Kong have been elected as IEEE Fellows in 2012 and they received their certificates from IEEE President 2012 in January 2012.

B.8 Community Activities

IEEE Hong Kong Section and its Chapters have also conducted various community-related activities such as:

• Visit to local secondary schools teachers and students to gather information about

engineering and technology education in local school settings (by Education Chapter)

• Volunteer service at the Hong Kong Blind Union for their publicity and e-book campaign (by Open University Student Branch)

We are also planning to conduct various community-related activities through IEEE Hong Kong SIGHT.

B.9 Other Organizational Activities

To facilitate planning and communication, IEEE Hong Kong Section has also organized regular executive committee meetings and other ad-hoc meetings. Furthermore, an annual general meeting has also been organized.

As mentioned, we organized the IEEE Hong Kong Section’s 40th Anniversary Celebration Banquet cum IEEE Board of Directors Dinner Reception in January 2012. Furthermore, in collaboration with other IEEE organization units, we launched two important conferences: the first IEEE International Conference on Teaching, Assessment and Learning for Engineering (TALE) and the first IEEE Asia Pacific Cloud Computing Congress.
