There’s no time like the present to seriously consider becoming a delegateto the National Education Association Representative Assembly (NEA RA).

The most important part of being a member of an association like the Illinois Educa-tion Association is the ability to have one’s voice heard on a variety of issues that af-fect the working conditions of school employees and learning environments of studentsacross this nation.

One of the most effective ways to accomplish this is to become a delegate to the NEARA. This assembly is one of the largest democratically elected deliberative bodies inthe world when it is seated, and the debates on educational issues are a true reflec-tion of what each member experiences in his or her community.

To become a part of such an important, exciting and influential assembly, follow thesesteps:

1. Note the deadlines below for submitting required paperwork.

2. Fill out the required forms on pages 3-5 of this issue and send it via certifiedmail to the IEA before the stated deadline.

3. Notify your local president, region council chairperson, and any other leaders inyour area that you are running to be a delegate. Solicit their support and ask themto spread the word.

4. If you are a minority, and we strongly encourage minorities to run, be sure to no-tify IEA minority caucus chairpersons so they can assist you in gathering votesacross the state.

5. Make sure you are aware of the issues that we face nationally and talk about yourdesire to influence the debate with all IEA members you encounter. Check the IEA(www.ieanea.org) and NEA (www.nea.org) websites for issues of importance.

6. Make sure people in your local know you are running and that they VOTE whenthe time comes.

IEA SPRINGTIME ELECTION INFORMATIONNorthern Section Retiree Council Member:

Eligibility: Northern Section Retiree Council Member – All IEA-NEA retired membersfrom Chapters 6, 7, 8, 11, 12, 25 and 30 are eligible to participate in the election forthis position. All retired nominees must use the Retired Nomination Form.

Southern Section Retiree Council Member:

Eligibility: Southern Section Retiree Council Member – All IEA-NEA retired membersfrom Chapters 2, 3, 17, 18, and 26 are eligible to participate in the election for this po-sition. All retired nominees must use the Retired Nomination Form.

Suburban Section Retiree Council Member:

Eligibility: Suburban Section Retiree Council Member – All IEA-NEA retired membersfrom Chapters 1, 10, 13 and 24 are eligible to participate in the election for this position.All retired nominees must use the Retired Nomination Form.

Educational Support Professional Council:

Vacancies: Chairperson/NEA RA State Delegate, Vice-Chairperson/NEA RA SuccessorDelegate, and Member (2 positions).

Eligibility: All IEA-NEA members who are employed as Educational Support Profes-sionals in a school district and/or combination of school districts are eligible to partic-ipate in the election for the above positions.

Educational Support Professional Southern/Central Alternate/NEA RA Successor Del-egate (1-year term):

Eligibility: All IEA-NEA members in Regions 1-14, 45, 47, 48 and 62 are eligible to par-ticipate in the election for the above position.

Educational Support Professional Suburban Representative/NEA RA State Delegate:Educational Support Professional Suburban Alternate/NEA RA Successor Delegate:

Eligibility: All IEA-NEA members in Regions 26-36, 39, 41, 42, 43, 46, 50, 52, 55, 56,57, 58, 59, 64 and 67 are eligible to participate in the election for the above positions.

Higher Education Council:

Vacancies: Member (4 positions)

Eligibility: All IEA-NEA members who are employed in institutions of higher educationare eligible to participate in the election for the above positions.

Higher Education Suburban Representative/NEA RA State Delegate:Higher Education Suburban Alternate/NEA RA Successor Delegate:

Eligibility: All IEA-NEA members in Regions 23-43, 46, 49, 50, 52-60, and 63-67 areeligible to participate in the election for the above positions.

Central Ethnic-Minority Alternate/NEA RA Successor Delegate (1-year term):

Eligibility: All IEA-NEA members in Regions 8, 9, 12-18, 44, 51, 61 and 62 are eligibleto participate in the election for the above position.

Southern Ethnic-Minority Alternate/NEA RA Successor Delegate (2-year term):

Eligibility: All IEA-NEA members in Regions 1-7, 10, 11, 45, 47 and 48 are eligible toparticipate in the election for the above position.

Northern Ethnic-Minority Representative/NEA RA State Delegate:Northern Ethnic-Minority Alternate/NEA RA Successor Delegate:

Eligibility: All IEA-NEA members in Regions 19-25, 35, 37, 38, 40, 42, 49, 53, 54, 60,63, 64, 65 and 66 are eligible to participate in the election for the above positions.

THE FOLLOWING NOMINATION PROCEDURES ARE APPLICABLE TO ALL ELECTIONSAND SHOULD BE FOLLOWED CAREFULLY BY ALL CANDIDATES.

1. Nominations will be accepted if received in the IEA-NEA president's office by February 12, 2014. These nominations are to be filed by certified mail, any otherdelivery service in which a receipt is issued, or links to electronic nomination formsmay be found on the IEA website (www.ieanea.org/about/elections). Candidatesmay state on the form, in 100 characters or less, what their qualifications are for theposition. (STUDENT DELEGATE NOMINEES MUST USE THE STUDENT DELEGATENOMINATION FORM AND RETIRED NOMINEES MUST USE THE RETIRED NOM-INATION FORM.) Note: The 100 character limit on statements will be strictly fol-lowed. Candidate statements will be mailed with the ballots.

2. Sample ballots will be sent out to all candidates and IEA-NEA board members by February 19, 2014.

3. Names shall appear on the ballots in order as determined by lot.

4. Challenges regarding the ballots must be received by March 5, 2014.

5. Ballots shall be sent by bulk mail no later than March 19, 2014. They must be re-turned to the IEA-NEA Headquarters, 100 East Edwards St., Springfield, IL 62704,no later than 11:59 p.m. on April 23, 2014, in the official ballot envelope, one bal-lot per envelope. Ballots received other than in the official ballot envelope shall beconsidered spoiled.

6. Results shall be tallied or certified by the State Elections Committee on April 25,2014 at the IEA-NEA Headquarters Building in Springfield. Candidates shall be no-tified of the results by May 2, 2014.

7. If you have not received your ballot(s) by April 4, 2014, replacement ballot(s) may be requested by completing and returning the form found at:www.ieanea.org/about/elections.

State nomination proceduresOpen nominations will be ac-

cepted in January. Written nom-inations must consist of thename, region, address, section,position sought and must besent to the IEA-NEA president’soffice by certified mail. Mem-bers may nominate themselves.Nominees may submit a candi-date statement of no more than100 characters to be mailed

out with the ballots. (Statements must not include an exhortationto vote for the candidate and must be non promotional, factualand objective).

Local nomination procedures At least six weeks prior to the election date, notice of nomina-

tions must be distributed in any manner reasonably calculated toreach all members in time to permit members enough time to in-clude the name of the nominee and local, the name of the nomi-nator and local, and the written consent of the nominee.Nomination forms will be received at least three weeks prior tothe election date.

The number of seats will be based on the number of membersin your local association.

IEA recommends that members nominate themselves well beforethe deadline to rectify any delivery problem. Watch for more informa-tion in the IEA insider and at www.ieanea.org

IllinoisreflectsAn organization that

NEA and IEA are committed to achieving ethnic-minority delegaterepresentation at the NEA Representative Assembly (NEA RA) thatis at least equal to the proportion of identified ethnic-minority populations within the state.

For Illinois, that adds up to about 36 percent.IEA has consistently sent a delegation to the NEA RA with strong

ethnic minority representation, but short of the proportion of ethnic minorities in the state’s population. If 121 additional members who identify as ethnic minorities were elected as delegates to the annual NEA RA, IEA would reach our goal.

IEA encourages all members, including ethnic-minority members, to consider becoming a delegate.

Members are encouraged to place their names in nomination forany or all of the delegate seats listed at right. Members may runboth as state and local delegates. If elected for both seats, you canlater decide which credentials to claim.

That’s what the Illinois Education Association is striving for. Help us reach our 3-1(g) goal.
