1. PROJECT SUMMARY 1.1. Background and Project Need

The purpose of this Facilities Study is to determine the availability of transfer capability across Entergy’s transmission system from Entergy (EES) to American Electric Power West (CSWS) to evaluate the ETEC request for 75MW of yearly network transmission service. The time period for this transfer is from 1/1/2015 until 1/1/2020. The direction of the transaction is EES to CSWS. The study was performed on the latest available 2014-2020 winter, 2014-2020 summer peak seasonal models using PSS/E and MUST software by PTI. The Facilities Study identifies any transmission constraints resulting from the requested power transfer. The Facilities Study also includes cost estimates to correct any transmission constraints.

1.2. Scope Summary

The Facilities Study has identified some transmission constraints. The constraints can be addressed in the following manner:

1.2.1 Upgrade the Cedar Hill-Plantation 138 kV transmission line

The Cedar Hill-Plantation 138 kV transmission line overloads for the loss of the Porter-Oak Ridge 138 kV transmission line. The Cedar Hill-Plantation 138 kV transmission line needs to have a capacity of 291 or greater on all components. The equipment at Plantation needs to be upgraded to increase the rating of the transmission line from 243 MVA to 250 MVA. The upgrade of the Plantation equipment (which increases the line rating to 250 MVA) is proposed in the 2011-2013 Entergy Construction Plan with a 2013 Expected ISD. It is required that the Cedar Hill-Plantation 138 kV transmission line and associated line equipment and bus be upgraded from a capacity of 250 MVA to at least 291 MVA. The proposed upgrade is 467 MVA. The amount of capacity created by this upgrade is 217 MW, and the customer’s use of the capacity created is 4 MW.

1.2.2 Upgrade the Conroe-Plantation 138 kV transmission line

The Conroe-Plantation 138 kV transmission line overloads for the loss of the Porter-Oak Ridge 138 kV transmission line. The Conroe-Plantation 138 kV transmission line needs to have a capacity of 278 MVA or greater on all components.

The equipment at Plantation needs to be upgraded to increase the rating of the transmission line from 243 MVA to 250 MVA. The upgrade of the Plantation equipment (which increases the line rating to 250 MVA) is proposed in the 2011-2013 Entergy Construction Plan with a 2013 Expected ISD.

It is required that the Conroe-Plantation 138 kV transmission line and associated line equipment and bus be upgraded from a capacity of 250 MVA to at least 278 MVA. The proposed upgrade is 291 MVA. The amount of capacity created by this upgrade is 41 MW, and the customer’s use of the capacity created is 4 MW.

1.2.3 CLECO Affected System Study

CLECO has been identified as an affected system. The customer will need to satisfy the requirements deemed necessary by CLECO.

1.2.4 2011-2013 Approved Entergy Construction Plan Projects

The following projects are approved in the 2011-2013 Entergy Construction Plan. These projects are required to be in-service prior to the start of NRIS.

Upgrade equipment at Conroe 138 kV substation – 2011 Expected ISD.

1.2.5 Confirmation of OASIS Request 75821264

In order to grant OASIS Request 75821275, an equivalent amount of the facility’s MW capacity must first be undesignated. The equivalent undesignation request (OASIS 75821264) must, therefore, be confirmed.

The ICT and Entergy agree that pursuant to FERC Order No. 890-A, the disposition of undesignation request OASIS 75821264 is not dependent upon the performance of a Facilities Study. Entergy currently is in the process of modifying its Business Practices. OASIS 75821264 undesignation request will be accepted. The ICT and Entergy are in discussions over the manner of studies that should be performed to assess the reliability impact of requests to undesignate Network Resources.

1.3. Cost Summary

The estimated total project cost is $6,979,570. This cost does not include Tax Gross Up, which may apply. Please note these are 2011 dollars and do not include tax gross-up if and where applicable (Tax Gross Up rate at this time is 25.09 %). Also, note that the estimates include AFUDC and will be removed should the agreement to undertake the project include a prepayment plan. The ICT has assigned $0 as Base Plan upgrades, and $6,979,570, as Supplemental Upgrade based on Attachment T of Entergy’s Open Access Transmission Tariff (“OATT”).

1.4. Schedule Summary The requested in-service date of January 1, 2015 can be met.

2. SAFETY REQUIREMENTS & GENERAL ASSUMPTIONS Safety Safety is a priority with Entergy. Safety will be designed into substations and lines. The designs will be done with the utmost safety for personnel in mind for construction, operation, and maintenance of the equipment. All employees working directly or indirectly for Entergy shall adhere to all rules and regulations outlined within the Entergy Safety manual. Entergy requires safety to be the highest priority for all projects. All Entergy and Contract employees must follow all applicable safe work procedures.

General Assumptions

Sufficient time will be allowed in approving the project, enabling Entergy to prepare a PEP, and be able to complete the project as per schedule, described below. Use of Facilities Study and estimates is not favored to commence an approved project.

Assumptions have been made in developing estimates without performing site visits, surveys, and soil borings. During PEP, these tasks will be completed and could have an impact on estimates and schedule.

All costs above represent good faith estimates in today’s dollars and are based on existing data, and could change considerably after development of detailed execution plan. Price escalation for work in future years has not been included.

Background

ETI proposes to eventually upgrade 138 kV L-886 to 230 kV between Tamina and Conroe Bulk Substations in Montgomery County, Texas. This project focuses on the portion between Cedar Hill GOAB to Plantation Substation. The project plan calls for rebuilding the existing single circuit structures with a double circuit structure, with one (1) circuit left vacant for a future circuit expansion. The project lies in Montgomery County (TX 339) – NAD 4203 Central Zone in the State Plane Coordinate system.

Project Description The proposed project will upgrade 2.38 miles of 138 kV Transmission Line 886, and will leave sufficient room on the double circuit structures to construct future 230 kV Transmission Line. Design criteria – LC-2A Zone: under extreme wind 110 mph, NESC medium, and .5” ice. Structures will be designed to accommodate two (2) circuits of 1272 ACSS “Bittern” conductor in a vertical configuration and two (2) three (3) foot shield wire davit arms, per Entergy 230 kV standards.

Install Steel structure – install new double circuit, direct embedded and self-supporting structures. Conductor - install single 1272 kcmil 45/7 ACSS code name “Bittern” conductor rated for 1957 amperes operating at 347°F maximum. Shield wires – two (2) shield wires will be planned for the length of the line. Install one (1) 48 fiber “AlumaCore” OPGW and one will be a future 7 #7 Alumoweld to installed at a later date. Insulators - Install 230 kV Braced Post, Polymer suspension, and dead-end insulator assemblies, with suspension and dead-end clamps that will be sized for single 1272 kcmil 45/7 ACSS code name “Bittern” conductor. An aerial LIDAR survey has been conducted and data has been received. Soil data has already been collected and borings reports have already been supplied for this project. Foundation - all new structures that do not require steel foundations will be embedded 20’. Other structures will utilize drilled piers. Material

4. COST

The ICT has reviewed and determined whether each required upgrade will be considered a Base Plan Upgrade or a Supplemental Upgrade. For more information on cost responsibility for Base Plan and Supplemental Upgrades, see Attachment T to Entergy’s OATT. The costs shown in the table include all applicable overheads but do not include tax gross up. Entergy incurs a tax liability proportional to the amount of customer contributions. AFUDC would be waived should the customer sign the agreement with prepayment plan.

6. SCHEDULE

A detailed schedule will be prepared subsequent to customer approval to proceed with the project. Based on the Task duration schedules listed below, the overall project in-service date is projected to be January, 2015. Based on an assumed customer approval date of April 2013, the following are approximate schedule dates:

Notes to Duration Schedules:

It is assumed that the outage of line between Cedar Hill to Plantation would be available between September 2013 to the end of October 2013, and the outage of line between Plantation and Conroe will be granted during November 2013 to January 2014.

Pre-existing scheduled line outages may prevent the commencement of work. Scheduled outages cannot be confirmed until a firm construction schedule is submitted.

All construction work requiring outages will be performed during off-peak load season. Line outages will be discussed with the SOC and TOC, and the assumption is made that line outages will be executed, as planned. However, last minute denial of outages by the SOC/TOC along with resulting schedule delay is possible.

Design and Construction resources are available when required.

Different resource is used for each design, so all designs start at same time.

This schedule does not account for adverse weather conditions.

Schedule durations are high level estimates at this time. A detailed schedule will be prepared upon project approval.
