INTRODUCTION
In the final project for Introduction to Construction Industry, we are required to work in 2 and find a specific land within campus area to initiate a small construction project. The size of the land shall not be more than 30m x 30m.
We are required to submit an A4- sized bounded report with minimum 20 pages and a soft copy of your Project Brief via email to our respective tutor on the same day of the submission date.
We are given a few choices on our purpose, which include recreation area, study enhancement area, rest area, dining area, and commercial area. We are planning to construct a coffee house (dining area) which will be take place at empty space at level2, Block E.

We choose an empty space at Level2, right at the end of Block E. There are library, 24/7 study room, few public rest and study area and a small stall in the same floor. Our site is a 27m x 15m roof

terrace. It is a waste to leave this empty space empty without using it properly. There have very nice scenery as it is an open space. This space has a big space for development. There are railings along the side of the roof terrace with 1.2 meters high.
Looking South, a clear view of parking lot and some trees can be seen. Besides, there are also tennis court and basketball court.
Looking East, a small portion of parking lot and trees can be seen. There is also residential area behind the trees.

Looking west, Taylor’s lake and trees can be seen. Besides that, opposite roof terrace of the same level can be seen as well.
Looking north, corridor of Block E, Level 2 can be seen. Besides that, there are also corridor of Block E Level 3 and the railings.

CONCEPT AND INSPIRATION
Book Café

A book café or bookshop café or literature café is a kind of book-themed café where people can read books, buy books, have drinks and talk.
Examples: Elliott Bay Books (Seattle), United States
Concept for Vivlio Cafe is based on book café style. This type of coffeehouse and provide student a place to study and get some food and beverages at the same time which is prohibited in library. In addition, study area which surrounded with barrier wall is also provided in the café so that students can study in a quiet condition and less distraction.

BENEFITS OF CONSTRUCTION PROJECT
1. This project plans the usage of empty space wisely and
efficiently.
2. This construction project can increase human circulation in
that space as more human activities can be held.
3. Provide jobs opportunity and increase cash flow into the
community
4. Improve the view of the space as it looks empty and bare if
the space left empty.
5. More convenient for students and staff to buy food and
beverages in the coffee shop than going to commercial block
which is far from classroom
6. Provide more choices for students and staff to buy food and
beverages
7. Create a recreational area which can enjoy scenery from roof
terrace and having meal at the same time.
BUILDING PLAN APPROVAL PROCESS

Applicant sends out the application form to authority. Authority reviews the application. Applicant has to reapply if the application is incomplete. The approval process will proceed to registration and documentation phase if the application is completed.
Planning approval document is sent out to Jabatan Teknikal and Pemunya Tanah Berjiran. The next process is first detailed review. Then, applicant may receive review letter from Jabatan Technical and rebuttal letter. Second detailed review will be the next step.
After that, Jawatankuasa Teknikal Perancangan Bandar will hold a meeting following by Jawatankuasa Perancangan Bandar to decide whether approve, not approve or amend.
Amendment notice letter will be sent to applicant if necessary. Planning permission will be given to applicant if the application is approved.

Role of the One Stop Centre
One Stop Centre is a new unit under the Local Authority. To facilitate its implementation, a committee shall be formed, chaired by the President of the Local Authority.
In order to improve the delivery system on procedure and process of development proposal, all application shall be submitted and coordinated through the One Stop Centre.The roles of the One Stop Centre are:
1. To coordinate and monitor development proposals and other applications;2. To inform the decision on approval of development proposals to the applicant;3. To make recommendations on the land development application to the Land Office; and4. To prepare periodic report.
The functions of the One Stop Centre Secretariat are:
To receive and check applications for land development, planning permission, building plans and other related plans from the applicant;
To examine whether the application received comply with basic requirements or conditions imposed; To distribute the development proposal application to relevant departments for processing and other technical
agencies for comments and reviews; To monitor applications that have been distributed to technical departments/agencies; To inform the OSC Committee on all the applications received; To receive any feedback on problems and issues from technical agencies; To collect and coordinate recommendation paper prepared by planning department, building department and
engineering department and pre-computation plans for approval by the One Stop Centre Committee; To distribute the decision of the OSC Committee Meeting on the approvals for planning permission and pre-
computation plan to the Land Office for applications under 124A and 204D National Land Code; To act as the secretariat of the OSC Committee meeting in setting the dates for meeting, ensure that meetings be
held twice a month and preparing minutes of meeting as well as feedback, for distribution. To collect all OSC Committee Meeting decision paper and inform to the Full Council Meetings, and To distribute the official decision to the applicants, persons who had lodged objections and technical
departments/agencies.
