Establish/Maintain tracks to keep critical waterways open to winter navigation.

Assist and escort vessels impeded by ice.

Clear/relieve ice jams that cause shoreline/coastal flooding.

Not to interfere with commercial icebreaking service where available and adequate.

Primarily operating in critical waterways Does not charge fees or seek

reimbursement Icebreaking at night or during inclement

weather is at CO’s discretion
