1 Interface Description

1.1 Interface Dermition

This interface document defines the physical and administrative interfaces for roads providing access to the River Protection Project (RPP) - Hanford Tank Waste Treatment and Immobilization Plant (WTP) site and roads within the WTP site.

1.2 Functional Requirements

Table 1 (following page) presents the top-level interface requirements for each organization with responsibility for a part of this interface. Column 1 presents WTP interface responsibilities identified in the WTP baseline. Column 2 presents Tank Operations Contractor (TOC) interface responsibilities identified in the TOC baseline. Column 3 presents Mission Support Contractor (MSC) interface responsibilities identified in the MSC baseline. Column 4 presents interface actions for US Department of Energy (DOE) or other Hanford Site contractors necessary to support this interface.

1.3 Physical Interfaces

During the construction period, the portion of WTP Loop Road within the WTP site perimeter will be assigned to the WTP Contractor. The portion ofWTP Loop Road outside the WTP site perimeter will be under MSC control. Therefore, during construction, the physical interface locations for roads will be the sections of WTP Loop Road that cross the WTP site perimeter. Physical interface locations are shown on the Interface Control Drawing (BNI 2009).

1.4 Administrative Interfaces

The respective organizations' design processes include integrated safety management principles and are communicated through the interface in safety analysis reports identified in Table 2.

No new hazards or accident scenarios are expected to be introduced through this interface that are not adequately controlled by the interface contractors and through controls placed across this interface. The physical and administrative controls to mitigate these risks using a graded approach have been or will be adequately addressed through requirements on each contractor ' s authorization basis.

The ICD team has not identified any deactivation or reliability, availability, maintainability, and inspectability (RAMI) considerations that require management across the interface. Systematic RAMI assessments of this interface have not been conducted.

Due to the nature of the interface, there is no need to include a block diagram at this time.

1.5 Schedule

Work activity for preparing the site and assuming occupancy began 1 October 2001 . Construction of WTP Loop Road was completed prior to site occupancy by the WTP Contractor.

1.6 Road Construction and Maintenance

The DOE has provided paved roads to the WTP site from the existing Hanford site roads. The MSC will maintain all paved roads in the vicinity of, and that provide access to the WTP site, including roads to the two vehicle access gates (South Gate 23 and North Gate 31) to/from the Yakima and Wye barricades.

The WTP Contmctor will construct andlor maintain all roads within the boundaries of the WTP site. The WTP Contractor will exercise due care in the use of all DOE roads and will be responsible for repair of any damage that occurs due to WTP Contractor construction activities.

1.7 Req uest for Upgrades of Existing Roads System

As the facility design matures, the WTP Contractor win notify the DOE if upgrades to the existing road system at the Hanford Site may be beneficial. If the DOE proposes permanent closure of any Hanford Site roads that may be used by the WTP Contractor, the WTP Contractor shall be provided the opportunity to review the closure proposal and provide impacts and recommendations to the DOE.

For planning purposes, the WTP Contractor estimates that during peak construction activities, up to 2700 personnel will access the WTP site each day. The majority will access the WTP site during the day shift, with the remainder working an off-shift. During conunissioning, approximately 1500 personnel will access the WTP Contractor site. Logistics Operational Research (OR) models have been developed to assess the potential logistics and transportation impacts on WTP. ICD 03 - Interface Control Documentfor Radioactive Solid Waste (BNI 2012c) identifies the size and load envelopes for the melters that will require transport outside the WfP site. These are the bounding parameters for the melters.

1.8 Protocol and Procedure for Temporary Road Closures

The WTP Contractor will provide the DOE written notification that identifies the date(s), time(s), size, and weight of loads that exceed transportation limits for the Hanford road system as described in MSC PRO 52150, Oversize/Overweight Moves (MSA 2012). The WTP Contractor will provide written notification at least 30 calendar days in advance of the scheduled date for transportation that might require road closure. The DOE will review this information and provide written acceptance of the scheduled transportation date within 7 calendar days of receiving the notification from the WTP Contractor. The DOE shan be responsible for all necessary arrangements and expenditures for closure of affected roads for transportation of the excess load(s) by the WTP Contractor. The DOE is responsible for notifYing all appropriate entities.

Road closures, or rolling road closures, may be required by the Hanford Sitewide Transportation Safety Document, DOEIRL-200 1-36 (DOE 2011) when transporting waste shipments (for example, ILA W containers).

Proposed road closures shall be coordinated with the DOE Richland Operations Office for review of potential impacts including emergency vehicle access to the WTP Contractor site. Emergency vehicle access within the WTP site will be the responsibility of the WTP Contractor and its emergency services provider.

1.9 Acceptance Criteria

Any acceptance criteria deemed necessary for roads will be mutually agreed upon by the interfacing parties, in accordance with turnover need dates.

1.10 Configuration Management Items

This section identifies the specific referenced documents that further define the physical and/or administrative details of the interface. Interface impacting changes to the documents listed in the following table shall be agreed to by the impacted parties prior to approving the changes. The following table provides a tabular summary of these referenced documents.

When an item on this list is closed, the resolution will be recorded in the Status column and it will appear in the next revision of ICD 12 with the resolution. In the revision after that, the item will be removed from the list, since it will have become part of the historical record.
