1. Introduction

Drainflow Services working for the City of Nedlands are required to undertake road sweeping once a month, early morning hours between Monday and Friday (excluding public holidays). Works include the sweeping of the street as per the standing contract between Drainflow Services and the City of Nedlands.

Timely delivery and completion of these works is critical in ensuring the City of Nedlands streets are swept to the appropriate standard and the roads are in a safe condition for all road users.

Due to the high traffic volumes on these locations and to complete these works in a manner that is safe for both the public and our personnel, these works will need to be undertaken outside of normal working hours. The average weekday daily traffic volumes for these locations at 0600 are:

• Broadway — South of Stirling Hwy - North-Bound only

2015/16 Average weekday daily volume: 120 vehicles at 0600 (North-Bound)

• Hampden — North of Stirling Hwy - North-Bound only

2015/16 Average weekday daily volume: 134 at 0600 (North-Bound)

• Waratah Ave — East of Curlew St — Both Directions

2014/15 Average weekday daily volume: 102 at 0600 (both directions)

Main Roads WA traffic volume counts are contained in Appendix A.

This noise management plan addresses the requirements of Regulation 14A of the Environmental Protection (Noise) Regulations 1997, for waste collection and other works outside the hours of 0700 hours to 1900 hours on any day which is not a Sunday or a public holiday, or 0900 hours and 1900 hours on a Sunday or public holiday (class 2 works).

2. Scope of Works

As part of regular maintenance operations, the City of Nedlands has identified sweeping works are required as an ongoing maintenance measure.

Works include the sweeping of the road using a road sweeper truck. Sweeping is undertaken using one pass of the sweeper at variable speeds depending on the amount of debris to collect. An electric hand blower may be used to access and clean areas of the road or paths to which the road sweeper cannot reach or access easily. Locations of the streets to which the NMP applies are detailed in Section 3 and in Appendix B.

There will be one sweeper with operator onsite during the sweeping works.

Works are scheduled to be undertaken on a monthly basis between Monday and Friday at each of the locations between the times of 06:00 hours and 07:00 hours.

3. Project Location

The location and boundaries for these works are as detailed below and in Appendix B.

4. Justification for Out Of Hours (class 2) Sweeping Work For the sweeping of the designated areas to be completed in a safe, efficient and effective manner, works need to be undertaken between the hours of 06:00am to 07:00am as opposed to conducting the service after 07:00am. There is significant benefit to the road users, businesses and the 'City of Nedlands' in completing the services prior to 7.00am. The Main Roads detailed traffic data report (Appendix A) demonstrates the increase in traffic numbers from between the hours of 06:00am and 07:00am compared to the hours between 07:00 and 08:00am on each designated street and further justifies the reasoning for conducting these works before 07:00am on a weekday.

On an average day on Broadway between Monday and Friday, the hourly traffic volume between 07:00 and 08:00am is 292 vehicles north-bound and 555 in both directions. This can be compared to the hourly traffic volume between 06:00 and 07:00am of 120 vehicles north-bound and 229 for both directions.

On an average day on Hampden Rd between Monday and Friday, the hourly traffic volume between 07:00 and 08:00am is 270 vehicles north-bound and 509 in both directions. This can be compared to the hourly traffic volume between 06:00 and 07:00am of 134 vehicles north-bound and 243 for both directions.

On an average day on Waratah Ave between Monday and Friday, the hourly traffic volume between 07:00 and 08:00am is 232 in both directions. This can be compared to the hourly traffic volume between 06:00 and 07:00am of 102 for both directions.

Due to the high volume of traffic and the high usage of café's and other commercial premises by pedestrians and members of public during weekdays, Drainflow Services are required to perform these works outside of normal working hours to minimise the impact on persons as well as the local businesses. The risk of pedestrian/plant interaction with a sweeper is also reduced when sweeping at this time.

In addition to the reduction of impact to persons and businesses, the obstruction of cars reduces the productivity and quality of the sweeping. To ensure that the road is free of parked cars as much as possible, Drainflow Services are required to undertake the works outside of class 1 work hours.

5. Type of Activity That Causes Noise The project involves the sweeping of the road. As such the noise generated will be from the road sweeper as well as a handheld blower.

While every effort shall be made to select equipment that minimises the generation of noise and that is in good repair, it is acknowledged that the equipment, machinery and plant to be used will generate noise. Further details into the equipment evaluation and purchasing policy are contained in Section 6 below.

The following key equipment, machinery and plant may be used during these works:

• sweeper; and,

• electric handheld blower.

6. Equipment Evaluation and Purchase Policy and Maintenance 6.1 Purchasing Policy DFS operate under the policy of purchasing industry leading plant to service it's current contracts. Consideration into noise has been made in the purchasing of the RT 655 Eductor/Road Sweeper

Trucks, although sweeper noise has been noted to be similar between most models and makes currently on the market.

Electric Blowers will be used in favour of petrol blowers for any class 2 works. The difference in noise emmisions, based on manufacturer specifications is 92 dB (A) for the electric as compared to 104 dB (A) for the petrol blower. As such, DFS policy is to purchase blowers that are the quietest.

6.2 Maintenance of Plant Vehicle Maintenance and up-keep Vehicles are regularly maintained for optimum performance and kept in good repair. In an emergency situation our Workshop Repairs and Maintenance is often tasked with the responsibility of ensuring the working order of certain vehicles.

To streamline vehicle management a simple process is put in place.

Such process could entail the following:

1. In house maintenance B Service

- Vehicle Workplace inspections are scheduled and carried out on a monthly basis by a HSEQ Committee member to ensure vehicles are in excellent working condition along with being equipped with all relevant health and safety equipment. B Services are carried out on all vehicles on a three-monthly basis with information documented and recorded in our Fleet Service Schedule Register

2. Outsourced maintenance C Service

- Vehicle Servicing is carried out by outsourced preferred supplier C Services are a more involved service of all vehicles. These services are carried out by our preferred, qualified mechanic on a yearly basis. Information is documented and recorded onto our Fleet Service Schedule Register.

B or C Services that identify a vehicle requires new parts or further attention is immediately reported to our General Manager for prompt attention and authorisation to go ahead with repairs and maintenance

Whichever source of maintenance is selected it is preventative and under the control of management to ensure that the vehicles are running at optimum and thus reducing the noise from plant that is running below optimum.

Maintenance Planning Whichever maintenance option is used, vehicle maintenance registers are documented and recorded between Office Administration and Workshop Repairs and Maintenance. The register is a schedule of which vehicles require B or C Services.

Along with keeping vehicle maintenance up to date, employees are to carry out daily Pre-Start Checklists prior to leaving Drainflow Services yard to ensure any faults or issues identified by way of Category A or Category B

Category A — Vehicle must not be operated or leave the yard, Worker to report immediately to Management and Vehicle Repairs / Maintenance to have issue rectified. (Appropriate signage in Workshop above White Board informs Workers of this). Only Management will give authority for Truck to leave premises.

Category B — Vehicle can be operated, BUT repairs and maintenance to be scheduled in and noted on White Board by Office Secretary (Appropriate signage in Workshop above White Board informs Workers of this)

All documents are available for the 'City of Nedlands' upon request.

These documents, processes and procedures are designed to identify potentially noisy plant components early for immediate rectification, ensuring that the constituents of the 'City of Nedlands' are not exposed to unnecessary plant noise.

a. Vehicle Checklists — All operators perform a pre-start check of their sweeping unit prior to commencing work. The checklists (duplicate) have been designed to identify any potentially noisy defective components prior to commencement of shift. As part of the daily maintenance of vehicles all operators are issued with grease guns and trained in the use and what areas require regular greasing. This ensures that all moving parts are lubricated to reduce wear and tear and any potential noise related issues.

b. Workshop Fleet Service Sheets — These are a comprehensive inspection carried out by our Drainflow Services full time Workshop Repairs / Maintenance mechanic to identify early stages of wear and tear and also to complete records for all required scheduled and non-scheduled repairs and maintenance. Our systems require that the service sheets are completed for all scheduled services.

c. Pre-Start Check Lists — As part of continuous improvement of our employees, operators are required to thoroughly inspect their sweepers each morning prior to leaving depot. The inspection includes items that are not required to be checked daily.

7. Operator Training

It is the managers and supervisor's responsibility to ensure that the employee receives appropriate instruction, training and supervision on the identification, assessment and control of noise hazards. Where necessary, such training may include all supervisors and managers of employees working in the environment where the noise hazard exists, including those personnel responsible for the purchasing of plant.

1. All workers will be assessed at Interview Process to confirm competency levels suitable to carry out required tasks daily. This includes holding current Driver's Licence with correct class of licence to operate vehicles and White Card.

2. Provide Employees with Induction training for safety awareness in the work place and their relevant responsibilities. All employees to be inducted to Malaga Depot prior to

commencement of work along with being informed and educated of all relevant environmental legislations / requirements applicable to DFS daily operations.

3. Employees to be made aware of relevant parts of our Integrated Management System.

4. New Employee's to have up to 4 weeks of training with experienced workers to confirm competency levels, followed up with a Verification of Competency carried out. Records documented on New Employee Training Log electronically and in hard copy Employment file

5. Maintain a register of employee competency levels, qualifications and training records. These records must be available for review by relevant parties as required and will be reviewed and updated as required.

6. All training records are kept on a Competency Register, with cells conditionally formatted to ensure validity dates do not expire, along with reminders being set in HSEQ Officers Task list to receive reminders of expiry dates.

7. Verification of Competencies are carried out on each employee on a 12-monthly basis. Completion of VOC's are recorded on our Competency Register.

8. Prediction of Noise Levels

The specified works to which this plan relates is the cleaning of a road and the cleaning of public places, including footpaths, cycle paths and car parks [Regulation 14A(1)(b) and (c)], conducted by Drainflow Services within the specified zones between Monday and Friday 6:00am and 7:00am.

Significant noise emitting equipment to be used during the works are: 1. 1 x RT 655 Eductor/Road sweeper truck not exceeding a sound power level of 110dB 2. lx Makita Electric Blower not exceeding a sound power level of 92dB

9. Allowance for Noise

Regulation 14A (3) of the Environmental Protection (Noise) Regulations 1997 provides exemptions for the exceedance of the assigned noise levels under the Regulations for the carrying out of class 2 works, provided the works are carried out in accordance with a noise management plan, approved in writing by the CEO.

The cleaning of a road or the drains of a road; or the cleaning of public places, including footpaths, cycle paths, car parks and beaches is defined as class 2 works under Regulation 14(A) when carried out outside of the hours of 0700 hours to 1900 hours on any day that is not a Sunday or a public holiday; or 0900 hours and 1900 hours on a Sunday or public holiday.

Regulation 14A (6) states that a noise management plan for class 2 works is to include, but is not limited to:

a) Details of vehicle or equipment evaluation and purchase policies adopted to select, on a reasonable and practicable basis, the quietest vehicle or equipment available; and

b) Measures to be adopted to minimise noise emissions resulting from carrying out the works; and

c) Justification for carrying out the works during the times of day to which the class relates; and

d) A description of the specified works to be carried out during the times of day to which the class relates; and

e) Operator training programmes; and

f) Community information on the manner in which the specified works will be carried out; and

g) A complaints response procedure.

Regulation 7 of the Environmental Protection (Noise) Regulations 1997 does not apply to noise emitted from the specified works if the works are conducted in accordance with the NMP.

10. Control Measures for Noise

Works will be done progressively along the road and the duration of each task kept to a minimum to reduce overall noise. Because the works are progressive in nature it will not be possible to shield equipment.

Measures to reduce Noise levels include:

• Equipment shall be selected from plant available at the time and every effort will be made to select plant that both produces the minimum inherent output noise and is in good repair to avoid unnecessary excessive noise.

• Reinforcement (such as at toolbox talks) of the need to minimize noise and vibration will be provided.

• Broadband reversing alarms will be fitted on all equipment that requires a reversing alarm however reversing will be reduced at times outside of normal working hours by slowing down the sweeper speed in areas where heavy debris are encountered.

• Vehicle and Mobile Plant movements will be reduced as much as reasonably possible. • Operate Sweeper in hydrostatic mode where possible to reduce the fluctuations in engine

revolutions and as such noise. • Use electric blowers that have been proven to be lower in noise emissions.

11. Community Information

The community is able to access the information relating to the works carried out under this NMP by contacting the City of Nedlands or accessing the shire website: nedlands.wa.gov.au.

12. Complaint Response

DFS operate under the policy of a complaint response and investigation procedure which includes consultation with the complainant and a site/equipment specific investigation.

In the event of receiving a customer complaint in relation to these works, all complaints are logged in a database system, then immediately forwarded to the responsible Manager for action. This may include the onsite assessment of noise emissions to ensure that the levels are in line with this NMP.
