At the outset. Dr.1 .S. Sidhu. Principal, Shahccd I3hagat Singh College of' Lngg. & '1ech ..Ferozepur welcomed the members to the 23'J Meeting of' Finance Committee.Thereafter. with the permission of chair, the Agenda of 23"1 Finance Committee wasdeliberated upon and the following decisions were taken:

Item No. 23.1 Confirmation of the approved proceedings of the 22'111 meeting of

the Finance Committee,The proceedings of the 22"" meeting of Finance Committee wereconfirmed except the item No. 22.8. The decision of item 10. 22.~ isconfirmed subject to the conditions that the contractual employees willnot be given Academic Leave and liRA. Further, the new terms andconditions as mentioned in item no. 22.8 \\ ill be applicable onl: \\ hentheir existing contract \\ ill be reviewed. It was also decided that thenc« faculty with 13. Tech. Degree/M. lcch Degree \\ill be recruited lorl.ng inccring Wing as per AICIT guidelines.

Item No. 23.2 To report for' action taken 011the decision of the 22'"1 meeting orthe Finance Committee.

Decision The action taken report was noted.

Item No. 23.3 Annual Audited Balance Sheet and Income & ExpenditureStatement for the Financial Year 2010-11.

Decision It was decided that in future all the funds and fee collected by thesociety should be reflected in the Balance Sheet It was also decidedthat special audit of all Accounts of the college by CA should be doneand CA may be selected either from the panel of Accountant General(audit) of Punjab or an open advertisement with details of work may bepublished in newspapers far selecting the auditor. Further it wasdecided that quarterly trial balance, quarterly balance sheet and receipt& payment account should be prepared.

Item No. 23.4 (a): Budget Estimate for the year 2011-12 for Engg. Wing, Poly

\Ving & Management Wing.Decision Budget was approved as proposed with the modification that provision

of I~s. 110/- Lacs tor payment of arrears to teaching and non teachingstaff is added to the provision of budget Rs. 10<-\8.94 which is kept forpayment of Salary and A 110\\ances etc., thereby, total budget under thishead will be Rs. 1158.94 Lacs.

Managemen1' Wing for the year 201l-12.Decision Budget was approved as proposed with the modification that Budget

for the maintenance is kcpt as 30 Lacs instead or 40 l.acs.

Item No. 23.4 (C): Budget Estimate for the Year 2011-12 for Engg. Wing, Poly Wing

and Management \-\ling for thc Student Activities Fund.Decision Budget was approved as proposed with thc modification that Budget

for the Innovative Project is increased to Rs. 25 Lacs and additionalBudget of Rs. 10 Lacs is approved for Tech. Fest. Further it wasdecided to build a Gymnasium and Swimming Pool in thc collegecampus from the accumulated studcnt activity Fund.

: It was decided to take up the matter with Provident Fund Commissionerto transfer these funds to them. The services of" consultant should beused for th is purpose.

Recruitmcnt or Senior Faculty.It was decided to put up this item on a single IIIe hy giving details ofsanctioned posts and posts to be filled.

Construction of New Teaching 1310cl<.: In Principle item is approved as proposed. However, its cost estimate bc

got checked from Civil Engineering Department or GlSCET Bathindaand item be put up in Building and Works Committee ofthe College.

Regularization of Services of Sh. Raj Kumar, Ex-clerk.: The committee observed that he is neither properly recruited nor dues

he fulfills the prescribed qualifications for the post of clerk. Therefore.committee regrets its inability to regularize his services.

Regarding promotion criteria for the post of Duplicating Machine

Operator.It was decided to put up this item again in the next meeting of financeCommittee along with promotion criteria of equivalent post in Punjab

Govt.

Fixation of Rates fOI' Private use of lnnova Car.It was decided to charge Rs. 8 per Kilorneter for Private use of Innova

Car by Faculty and Staffofthe College.

Payment of 10'% ill lieu of working of Poly Wing & Management

Wing.: This item stands deferred. This issue will be decided in the combined

meeting of Principals of State Managed Engineering colleges to be

called at the Directorate Level.

Implementation of Career Advance Scheme (CAS) at College level.This item stands deferred. CAS meeting will be called at the

Directorate Level.

Innovative Project Fund Rs. 5.0 lacs.Item is approved as proposed. However it was decided to increase the

innovative Project funds to Rs. 2S Lacs.

Increase of the limit of lmprest Money for Transport Section of

the College.: Item is approved as proposed.

Ratification of the delegation of additional powers to Deputy

Registrar.: Item is ratified.

Payment of Arrears to Teaching and Non-Teaching StaIrs of the

college.It was decided to pay ~O% arrears to the non-teaching staff as per thenotification issued by Punjab Govt. Further. it was decided that 2 ()fI{1

arrears to teaching faculty be given only after receiving 80'% arrears

grant from MHRD.

Payment for' Legal otice, Legal advice, defending the case inState Consumer Dispute Rcdrcssal Forum and for travellingallowance for defending case outside the Fcrozepur Jurisdiction.Item is approved as proposed. Further, it was decided to put lip thisitem again in the next meeting or Finance Committee with the proposalto hire the services of a Legal Advisor on per month basis, if it is found

to be econom ical.

Item No. 23.20 (a):lnsurance ofStudcnts and proportionatc payment out ofthc

existing student exigency funds.Decision It was decided to pay the following amount from the academic )car

2011-12 onwards to all the students irrespective of their economicconditions since this exigency fund of Rs. 250/- per semester is

collected from all students.(I) Payment of actual fee of the students and Rs. 1500/- per month as

boarding/lodging charges for the remaining period of his study.(2) Payment of Rs. 50000/- as a onetime financial help.
