Balbir Singh Sidhu expresses happiness over four districts becoming Corona virus-free
Our fight with pandemic still not over says the Minister
Chandigarh, May 21:
The Health & Family Welfare Minister Mr. Balbir Singh Sidhu has expressed happiness and satisfaction over the release of all the patients of corona virus in the Mohali, Sangrur, Ferozepur and Moga district. He said that it is a big relief for these districts that there are no more active cases of corona virus infection.
Notably, all patients have been discharged and sent home after treatment from the isolation centres on Thursday, bringing down the active cases to zero in these four districts. .
In a press statement, Balbir Singh Sidhu said that although there are no cases of corona virus in these districts as of now, however, our fight with this pandemic is not still over. He said that the Punjab government led by Captain Amarinder Singh has managed to contain the spread of the deadly disease to a great extent but our fight will continue till the specific treatment for the disease is out.
Health Minister lauded the efforts of the all district administrations especially the officers and employees of the health department to check the spread of corona virus though successful contact tracing where more than 99 percent contacts of positive patients have been traced in the containment zones and other areas. He hoped that the people would also take all necessary precautions like maintenance of physical distance, hand hygiene, respiratory hygiene and all other precautions advised by the Punjab Government to stay away from the disease.

Vigilance arrests three shopkeepers for over pricing on sanitizers, masks
Special drive against shops indulging in black marketing to continue : Uppal
Chandigarh May 21 : In a bid to check black marketing and hoarding of essential items, state Vigilance Bureau today arrested three shopkeepers for selling sanitizers and masks at overpriced rates to the public.
Disclosing this here today, Chief Director-cum-ADGP Vigilance Bureau Punjab, B.K. Uppal said a special drive had already been launched by the Bureau in the state during COVID-19 pandemic to ensure proper supply of sanitizers and masks to general public at Government approved rates. "This drive will continue unabated and all such culprits indulging in black marketing and hoarding will be brought to book", he added.
VB Chief informed that on the complaints received from the public in the border belt, VB Range Amritsar during this drive has arrested Sunil Dogra, proprietor of Dogra Medicos Gumtala Road, Amritsar and Dinesh Kumar (License Holder) Pawan Kumar (Proprietor) of Naveen Medicos, Rattan Singh Chowk Amritsar for charging overpriced rates of sanitizers.
He added that in this case two FIRs u/s 420/188 IPC and section 7 of Essential Commodities Act 1955 have been registered at Police Station Vigilance Bureau, Amritsar against the shopkeepers Sunil Dogra, Dinesh Kumar and Pawan Kumar. Further investigations are under progress

GOVERNANCE REFORMS DEPARTMENT TAKE SERVICES OF 10
FELLOWS TO CREATE SYNERGY TO UNDERTAKE
TRANSFORMATIONAL REFORMS EFFICACIOUSLY - ACS
Chandigarh, May 21: In a bid to create synergy for transformational reforms in
key areas of governance, the State Governance Reforms and Public Grievances
department has engaged the services of 10 Governance Fellows and One Lead
Governance to work cohesively on matters of governance across various
departments under the guidance of the Punjab State Advisory Council (PSAC).
The department has also now planned to recruit a team of 23 district
development fellows in partnership with Ashoka University to assist the District
Administration on governance related matters.
Disclosing this here today, Additional Chief Secretary (Governance
Reforms) Vini Mahajan said that the services, of these young fellows having varied
background of education as well as experience, are being utilized. This initiative
has introduced into the government a fresh energy, perspective and dedication for
transformation.
Divulging details, Mahajan said that in a short period of six months, the
fellows are now actively working with multiple departments including
Departments of Governance Reforms and Public Grievances, Industries and
Commerce, Revenue, Social Security and Women and Child Development, School
Education, Health and Family Welfare, Medical Education and Research, Drinking
water and Sanitation, Punjab Mandi Board and others.
Elaborating further, ACS said that the team has been proactively and
tirelessly working to support the departments during the unprecedented crisis
introduced by COVID-19. They have been drafting Standing Operating Procedures
(SOPs) and Advisories besides documenting guidelines for clear communication at
the field level. The Daily Status Report on the status of COVID-19 in Punjab, now
shared on social media and multiple groups is prepared by the team everyday till
late into the night so that the decision makers have updated information available
at hand the next morning.
Mahajan further pointed out that this special team is also creating proformas
for data collection and management, analysis of collected data to understand and
take insights from these reported numbers, research on practices by other states
governments to act as reference and dissemination of authentic information to the
citizens on COVID related matters are among the multiple efforts the team has
undertaken and continues to perform with as much sincerity.
Lead Governance Ms. Avni mentioned that though the tasks being carried
out amid COVID-19 have been quite humongous yet the team is ensuring that
these projects started prior to the pandemic are not stalled and are kept at pace.
This includes multiple projects with external agencies such as the World Bank
Group, IDInsight, Chandler Institute of Governance Singapore, YuWaah
(UNICEF), Global Alliance for Mass Entrepreneurship and others. This value
added by this team has alleviated the pre-existing hesitance among departments
and Officers around recruiting young fellows.
It may be recalled that the PSAC was constituted by the State Government
last year under the chairmanship of Captain Amarinder Singh to undertake
transformational reforms in key areas of governance and to accelerate the overall
development process in Punjab.

PUNJAB GOVT SEEKS CONSENT TO SEND 59 MORE TRAINS TO BIHAR

- More than 2.5 lakh migrants have been sent to their home states So far Chandigarh, May 21: Heeding to the demand of migrant workers stranded in the state due to lockdown, the Punjab Government has sought consent to send 59 more special trains to the Bihar. Punjab Chief Secretary Mr. Karan Avtar Singh has written a letter to his Bihar counterpart Mr. Deepak Kumar to seek consent of the Bihar government in this regard. An official spokesperson of the state government said that the consent has been sought to ply 12 trains everyday and detailed list of 59 trains has also been sent to the Bihar government. However, trains have already been running from Punjab to many cities of Bihar. The Punjab government has made elaborate arrangements to run 59 more trains as the migrant workers wished to return their home state. A spokesperson said that these trains would chug off from Ludhiana, Jalandhar, Mohali, Amritsar, Sirhind and Patiala Railway Stations to the various cities of Bihar, which included Buxar, Sitamarhi, Patna, Saharsa, Bhagalpur, Muzaffarpur, Chhapra, Kishanganj, Hajipur, Gaya, Bettiha, Danapur, Siwan and Katihar besides other major cities. He said that migrant workers would be examined by medical teams and those who are found asymptomatic are only allowed to board the train with prescribed medical certificate for each passenger. According to the spokesperson, as per the directions of the Chief Minister Captain Amarinder Singh, more than 2.5 lakh migrant workers have already been sent safely to their home states by more than 220 trains and this process is still going on. Notably, most of the trains have already been sent to UP, Bihar and

Advises to follow social distancing and hand-wash protocol strictly

To ensure the safety of cattle operators/workers, the Punjab Government has
issued a detailed advisory for opening and maintaining cattle fairs in the state amid
COVID-19 pandemic.
An official spokesperson of the state government said that Corona virus
(COVID-19) is a systemic disease, transmitted in most instances through
respiratory droplets, direct contact with cases and also through contaminated
surfaces/objects. Though the virus survives on environmental surfaces for a varied
period of time, it gets easily inactivated by chemical disinfectants. Thus, correct
and timely information and knowledge about the virus is the key to control the
pandemic.
Giving advice to follow the social distancing measures strictly, the
spokesperson said that the cattle operators/workers should not indulge in any
handshakes or hugs to greet/see-off each other and it has also been recommended
to wear cloth masks at all times immediately from leaving the house till the entry
back into the house. The mask should be worn in a manner that it snugly covers the
nose as well as the mouth. The cloth mask should be washed with soap and water
daily after use.
It has been advised that alcohol-based sanitizer (minimum 70% ethyl alcohol
v/v) should be used by all to sanitize their hands. The sanitizers are to be refilled/
replaced frequently. Use a minimum of 3ml of the sanitizer (approximately 2 pies
of sanitizer dispenser) on dry hands for at least 30 seconds for good hygienic hand
disinfection. Sanitize the hands even if the hands appear to be apparently clean.
Giving details about hand-washing protocol, the spokesperson said that the
hands should be washed with soap for at least 40 seconds by applying the soap
gently on the palm and back of the hand including web spaces between the fingers
and the thumb and the wrist and a two- hourly hand wash protocol should be
followed. The hands should be either sanitized or washed with soap and water
whichever is feasible and available.
Urging people to follow the norms of respiratory etiquettes, he said that
cover your mouth while coughing/sneezing preferably with tissue paper. After
every use, use a new tissue paper and discard it in the dustbin. In case
handkerchief/tissue is not available, then it is preferable to cough/sneeze into your
bent elbow rather than your palms.
Giving advice not to touch eyes, nose and mouth, the advisory suggested
that do not spit in open space except when absolutely essential and only in the
washbasin of the toilet in the office space. Avoid all type of gatherings like social,
religious, political etc. Avoid touching the surfaces like door handles, staircase
railings, walls and other possibly infected surfaces. Before touching/using any
machine, it is better to disinfect it with 1% Hypochlorite solution.
No cattle fairs should be organized in a district defined as a containment
zone/red zone/hotspot by the district administration, he said, adding that the cattle
should be properly sanitized before entering the fair premises. Foot-operated hand
washing stations should be available at some selected spots in the premises.
Workers should be asked to wash their hands by the cattle operators.
The workers/cattle operators should not indulge in gossip/rumors regarding
COVID-19 without verifying the facts. The employer may encourage the employee
to download “COVA APP” developed by the Government of Punjab for the
correct, timely and authentic information.
According to the advisory, the cattle operators should encourage the workers
to stay at home in case of any fever or other symptoms related to the COVID-19
and seek medical advice. If a worker/cattle operator detected with high fever, it
does not mandatorily mean that he/she is suffering from COVID-19. The cattle
operator, in case a worker is diagnosed as corona positive and such a worker has
attended the fair, shall immediately inform the Helpline No. 104/State Control

worker and the contacts he/she might have during the fair.

CHANDIGARH, MAY 21: Buoyed by the success of Punjab industries to manufacture PPEs - the most vital component in fight against Covid 19 - on a larger scale, the Industries Minister Sunder Sham Arora has written to all Chief Ministers requesting them to direct their health department order those from these units whenever needed at HLL rates.
As many as 56 manufacturing units including 54 based in Ludhiana in Punjab have been approved and certified by SITRA/DRDO to make Personal Protective Equipment (PPE body suit) and coveralls. One each unit based in Kapurthala and Mohali have been also certified.
In his letter, Arora mentioned that it is essential to provide good quality Personal Protection Equipment (PPE) in sufficient quantity to healthcare workers in view of the COVID-19 pandemic.
"In order to meet requirements of Government agencies at reasonable rated, they have agreed to supply PPE suits/coverall at HLL rates," the Minister informed them in his letter.

Gearing up for the next stage in the fight against corona virus, the Punjab Government has equipped nearly 22000 employees from across the state with various role-specific training modules on iGOT platform to fight COVID-19 pandemic far more efficaciously, thus paving the way for preparing an army of corona warriors.
Disclosing this here today, a spokesperson of the State Personnel department said that the course details and relevant instructions on registration and accessing online training module have been circulated to all Heads of the Departments, Deputy Commissioners & Managing Directors of Boards and Corporations in the state, with directions to all the state government employees to take role-specific iGOT training on https://igot.gov.in/igot/, an initiative by the Union Ministry of Personnel, and upload the document/certificate regarding completion of training on iHRMS portal. This would help the state government to have complete data on course-wise trainings undertaken by the employees, who could be further deployed by the government as and when need arises for trained manpower for containment duties amid COVID-19.
Pointing out further, the spokesperson said the threat of Corona (COVID-19) epidemic has been looming large over India. The country's first line of health defence is fighting hard to contain the spread of Coronavirus in an exemplary fashion. As this fight moves ahead, significantly more manpower would be needed to combat this epidemic, not only for the purposes of deployment in new areas but also for replacing frontline workers as fatigue sets in.
The Spokesman said that these courses are relevant for different departments which are looking after specific aspects of the fight against COVID. The course content is a mix of videos, PDFs and question sets for practice. iGOT (Integrated Government Online Training) is an online platform developed by the Union Ministry of Personnel, Public Grievances and Pensions, for doctors, nurses, paramedics, hygiene workers, technicians, auxiliary nursing midwives (ANMs), State Government Officers, Civil Defence Officials, NCC, Nehru Yuva Kendra Sangathan, NSS, Indian Red Cross Society, Bharat Scouts and Guides to undergo online training so as to effectively handle the corona virus pandemic.
