1 Summary

Gujarat Maritime Board (GMB) had developed Pindara port in around 1950. GMB had developed

small wharf, road, stacking ground etc. as per the basic requirements. Accordingly to the statistics

available, 3166 tons of Bauxite was exported in the year 1956-57 and 9940 tons were exported to Kerala

and UK in the year 1968-79. Since then due to the development of Okha port on this coast line, the

development of Pindara port got neglected. However, the port was handling a limited quantity of Bauxite

with the help of country boats or small barges, mother ship waiting at the anchorage and was fetching a

small amount of revenue to GMB. The Pindara port is de-functioning for over the last 30 years, leaving

the original wharf & approached road to wharf road.

Gujarat Maritime Board vide letter no. GMB/pvt-ii/4(1)/15/61/3613 dated 18th June 2015, based on the

GMB resolution no. 3047 passed in its 241st meeting held on 28th may,2015, hereby grants M/s. Bombay

Mineral Limited, the licensee the right and authority for utilisation by restoration/construct of mechanised

conveying system for shipment of Bauxite & other cargo to convey/handle/transport of Bauxite mineral

cargo or any other cargo belongs to M/s BML or its associates into ship/barges nominated by the licensee

or its associates as per the terms and conditions prevailing under rules and regulations of Gujarat

Maritime Board at Pindhara Jetty-GMB.

M/s. Bombay Minerals Limited (BML) is one of the leading Bauxite mining companies from Devbhoomi

Dwarka (Jamnagar), District Gujarat. It is engaged in the mining of Bauxite and Value Added products of

Bauxite i.e. manufacturing of Calcined Bauxite. This project is for Restoration and Expansion of GMB

Pindara Jetty and Allied Facilities for Handling of Mineral Cargo of M/s. Bombay Minerals Limited,

Khambhalia (Gujarat). Project requires total area of 4.49 ha of which includes Marine Sanctuary area of

0.81 ha – Pindara Jetty area & its Eco-Sensitive Zone area of 3.68 ha. This project site is surrounded by

revenue lands of Virpur village of Kalyanpur Taluka of Devbhoomi Dwarka District. This project will be

equipped with all environmental protection measures.

2 Introduction 2.1 Company profile

Gujarat Maritime Board (GMB) has established itself as maritime leader in port development,

privatisation and specialised cargo handling in India. It is also the first maritime board of the country

which was created up in 1982 with a vision “to enhance and harness ports and international trade as

vehicles for economic development”.

With foresighted thinking and strategically located longest coastline of 1600 kms, GMB charted a

different and unexplored route of port development in 1980s. This was the era when major ports enjoyed

monopoly over sea freight, with very little or no port capacity with State Governments.

From meagre 3% in 1982-83, traffic at GMB ports have consistently increased and now (2014-15) non

major ports of Gujarat handle about 32% of total national traffic. During the same period, share of major

ports has decreased from 94% in 1982 to 55% in 2015, whereas Gujarat’s share accounts for 71.5% of

traffic for non-major ports of India in 2014-15.

Over the next three decades, GMB institutionalised the concept of integrated port-led development of its

minor ports, supported by last mile rail/road connectivity. This was effectively implemented by bringing

right private partners through several pioneering models of privatization such as privatizing port services,

private jetties, joint venture ports and Greenfield ports etc. GMB has effectively implemented a unique

business model, which has shown the pathway to growth and has successfully placed the non-major ports

of Gujarat as benchmark for other states to follow.

M/s. Bombay Minerals Limited (BML) is one of the leading Bauxite mining companies from

Devbhoomi Dwarka (Jamnagar), District Gujarat. It is engaged in the mining of Bauxite and Value Added

products of Bauxite i.e. manufacturing of Calcined Bauxite.

It has started calcination of bauxite with one kiln in October, 1983 and slowly gradually increased it

capacity to 85,000 mt per annum. BML is also one of the leading mining companies and owning 1,200

hectares of bauxite mining leases in Devbhoomi Dwarka, Gujarat, which is the raw material for Calcined

Bauxite.

Apart from the manufacturing of Calcined Bauxite, BML is one of leading exporters of bauxite from

Gujarat. It has been exporting 2 million ton of bauxite since last two years. Earlier BML used to sell

bauxite in local market and later on started exporting it directly.

BML is in bauxite mining since 1953 and over a period of time has gained considerable expertise in

mining and in creating value addition to bauxite like Calcined Bauxite, Castables, Mullite, Chamotte,

Calcined Kaolin, etc., which is called refractory raw material, which is being used to produce refractory

bricks, brown fused alumina and other fused products.

Today BML is one of the leading, trusted refractory raw material suppliers in Indian market as well as in

international market. It has a most modern, state-of-the-art R & D facility. In-house R&D facility is

helping in development of products according to need of customers customised products. This has

resulted into optimum utilization of minerals.

2.2 The project background & justification

Pindara jetty of Gujarat Maritime Board was in operation handling mineral cargo since 1950 read from

the Central Board of Revenue direction issued for necessary amendments in its notification no 117 of 9th

September 1950 under the provisions of section 53 of Sea Customs Act 1878 prescribing the schedule of

Pindara, substantiating further with the 18th July 1963 (Annexure A) notification. Proposed site for

developing Pindara jetty with installation of conveyor belt system is located at Pindara jetty, which is

within the port limits declared notified by Gujarat Maritime Board. Pindara notified port limit bordering

the other port limits of Salaiya in the east to Okha port limit in the west, to Pindara – Virpur village limits

in the south and to 12 fathom in the north, of the entire port limit only a small portion of jetty area of 0.81

hectares will be used which falls within the Marine Sanctuary and 3.68 hectares in Eco Sensitive Zone,

which includes the existing roads leading to the Pindara jetty. However, Pindara jetty has been notified on

18th July 1963 much earlier than notification of Marine Sanctuary notification in 1982 and Eco Sensitive

Zone of 1km on 22nd August 2013 (Annexure B).

The Gujarat Government gazette, Public Works Department, vide its notification, Ahmedabad, 8th July

1963, no. Ip A/1062 C-1358-M (i)–in exercise of the powers of section 4 of the Indian Ports Act, 1908

(XV of 1908) the Government of Gujarat hereby extends the previous of the said act, from 15th July

1963 (Annexure C), declares that the limits of the Pindara Jetty as detailed below:

South: on Southern side, limit extends on either side of the Pindhara creek upto revenue limit of

Pindhara village on the west and Virpur village on the east.

East: Eastern limit starts from north east corner of revenue limit marked by boundary stone of village

and from there it moves northward towards sea upto ten fathom contour.

West: Western limit starts from north west corner revenue limit marked by a boundary stone of

Pindhara village and from there it moves northward towards sea upto ten fathom contour.

North: Northern limit is along 10 fantom contour between point’s of intersection of eastern and western

limits.

Justification: Pindara jetty of Gujarat Maritime Board was in operation handling mineral cargo since

1950. Proposed site for developing Pindara jetty with installation of conveyor belt system is located at

Pindara jetty, which is within the port limits declared notified by Gujarat Maritime Board. Pindara

notified port limit bordering the other port limits of Salaiya in the east to Okha port limit in the west, to

Pindara – Virpur village limits in the south and to 12 fathom in the north, of the entire port limit only a

small portion of jetty area of 0.81 hectares will be used which falls within the Marine Sanctuary and 3.68

Further, the Pindara jetty location is in the stable coastal zone, as per the status of Shoreline Accretion and

Erosion Report of Institute of Ocean Management, Anna University. The soil formation consists of

limestone and lateritic formation with compressive strength 341kg/sq.cm to support the infrastructure and

longevity of the port operationality.

The project proposes to install conveyor belt for transport of minerals that are to be exported. The bauxite

mines of Bombay Minerals Limited are in close proximity of the GMB notified Pindara jetty in about 20-

30 km region. Presently, the bauxite produced from these mines is exported from Porbandar, Okha,

Jamnagar port located at about 80 to 100 km from mines. It involves transportation of 5 million tons of

bauxite ore by trucks to the Porbandar Okha & Jamnagar port. Installation of conveyor belt jetty shall

reduce the need of transport of estimated 75,000 trucks per annum over long distance, about 200 km per

trip.

The jetty has economic and environmental justification both local and global. It will save costs to the

exporters and save precious petroleum resource and foreign exchange for the nation. It will help reduce

pollution due to movement of trucks. It will also reduce GHG emission with significantly reduced

transport need. It will also save environment in the coastal region from pollution due to truck movement

and spillages of mineral, however, minor, during transport. It may further be mentioned that the Okha &

Salaya port limits along with Pindara jetty too falls within limits of Marine Sanctuary.

Thus the proposed conveyor belt jetty may not add to disturbance/pollution in the Marine Sanctuary but

will benefit the environment in the region. The benefits due to reduce movement of trucks are cascading.

While reducing pollution due to reduced emission and spray/spillage during transport it helps keep roads

in the region in better state reducing maintenance need. Better roads have social and health benefits to

local people. Reduced GHG emission benefits both local and global environment. It may be mentioned

that the Khambhalia region hardly supports economic agriculture. It will provide employment to local

people who otherwise have limited options. As this region falls in Seismic IV category, and in the event

of any eventuality to the nearby interior villages and Devbhoomi Dwarka District headquarters, this jetty

facility will be a life supply line and would help the state disaster management committee.

Part of the proposed site has sparse mangroves. There is little marine life in the region. The site is ideally

suited for shipment of mineral cargo. The facility will be used to load barges with conveyor belt provided

with adequate safety measures to ensure no pollution to marine environment. The barges would transport

the cargo to mother ships to be loaded in high seas.

The jetty will need a total area of 4.49 hectares of which 0.81 hectares is estimated to fall in the Marine

Sanctuary. This includes 1.4 hectares area needed for mineral storage of the total 1.6hectares as back up

area in the Eco-Sensitive Zone.

2.3 Brief description of the project

Gujarat Maritime Board vide letter no. GMB/pvt-ii/4(1)/15/61/3613 dated 18th June 2015, based on the

GMB resolution no 3047 passed in its 241st meeting held on 28th May, 2015, hereby grants M/s Bombay

Mineral Limited, the licensee the right and authority for utilisation by restoration/construct of mechanised

conveying system for shipment of bauxite & other cargo to convey/handle/transport of bauxite mineral

cargo or any other cargo belongs to M/s. BML or its associates into ship/barges nominated by the licensee

or its associates as per the terms and conditions prevailing under rules and regulations of Gujarat

Maritime Board at Pindhara jetty-GMB & GMB issued NOC for obtaining requisite permission for

utilization of Pindhara jetty vide letter dated 23rd May, 2016. (Annexure D)

This project is for Restoration and Expansion of GMB Pindara jetty and Allied Facilities for Handling

of Mineral Cargo.

Project requires total area of 4.49 ha of which includes Marine Sanctuary area of 0.81 ha – Pindara

jetty area & its Eco-Sensitive Zone area of 3.68 ha.

This project proposes an area of 0.81 ha of Marine Sanctuary which falls within the boundary of

Marine Sanctuary. Also this project requires an area of 3.68 ha of its eco-sensitive zone area, which is

outside the boundaries of marine wildlife sanctuary but falls within the eco-sensitive zone of marine

sanctuary.

The project is located at Latitude-Longitude N 22°16'7.7" & E 69°16'52.0" vide toposheet no.

F42J7&J6. This project site is surrounded by revenue lands, which are habited. This project will be

equipped with all environmental protection measures.

Back up area of 1.66ha required for the allied infrastructure and mineral storage in the Eco Sensitive

Zone being Government Waste Land is being acquired, which is part of the 3.68ha in Eco-Sensitive

Zone. (landuse map attached as Annexure E).

2.3.1 Berthing area with dolphins

Location of berthing area is proposed in (-) 2.0 m contour to accommodate 1000 t barges in all state of

tide. Two dolphins are of 2.5 m x 2.5 m pile structure to tie up barges to be erected for cargo loading.

The berthing area of 800 sq.m. at the shore front will consist of two dolphins of 20 sq.m. only. The

berthing area will not have structure other than the dolphins. The conveyor unloading into barges will be

through cantilever beam with spill proof arrangements and walkover iron supported grizzly connecting

the dolphins.

2.3.2 Conveyor belt

The project proposes to install conveyor belt for transport of minerals that are to be exported mainly

bauxite will be handled from the Pindara jetty by conveying belt system from stacking area to berthing

place. Barges will be loaded at berthing place directly through conveyor belt. Conveyor belt will pass

from the back up area-mineral loading station to unloading point–delivery end to the shore front. The

conveyor belt length of 422m and width of 1m, with carrying capacity of 1000tons per hour. The

conveyor area along with the road will be of 5064sq.m. of 12m width and 422 meters in length.

Installation of conveyor belt jetty shall reduce the need of transport of estimated 75,000 trucks per annum

over long distance, about 200 km per trip.

2.3.3 Stacking area

Area near to conveyor belt of about 1.4 ha. is proposed for stacking of bauxite. Back up area of 1.66ha

(stock yard) required for the allied infrastructure and mineral storage in the eco sensitive zone being

Government Waste Land is being acquired which is part of the 3.68ha in Eco-Sensitive Zone.

2.3.4 Roads

Existing road of 3.11km will be utilized for manuring of men & machinery in the Eco-Sensitive Zone of

which 2.659 km (1.367 km + 1.292 km) in ESZ and 2.94 km outside the ESZ connecting the Virpur

village road for transport of bauxite from mines to back up are and stack yard. Pindara jetty site is

approachable by kachcha road, from Virpur village. The old existing road connecting to Pindara jetty will

be used. Pindara port is approachable from bedi-jamnagar, porbandar & okha is situated about 18 km.

from Limdi (NH-8A). The road link, Limdi-Ran-Virpur-Pindara is a single lane asphalt surface village

road. The following are the road distances from the various GMB ports.

Pindara- Okha : 97 km. Pindara - Porbandar : 106 km. Pindara-Bedi : 115 km.

2.3.5 Power and water supply

As per actual requirements power will have to be obtained from Vij Nigam. Similarly during detailed

survey and investigation requirements and source of water will be worked out. Power will be taken from

different sources like Vij Nigam, D.G. Set: 150 KVA (stand by) & HSD @ 25 liter/ hr.

2.3.6 Anchorage and navigational route

Anchorages have tentatively been identified for mooring the barge. The location of a suitable anchorage

and the sailing direction is enclosed in the map.

2.3.7 Green belt development:

Green belt development plan with necessary budget allocation will be prepared in consultation with forest

2.3.8 Power & Fuel requirement:

Power will be taken from different sources like Vij Nigam, D.G. Set: 150 KVA (stand by) & HSD @ 25

liter/hr. Power and fuel requirement will be designed to keep at its minimum requirement by designing

the cargo conveying conveyor system with down the gradient means of conveying.

2.3.9 Water requirement and wastewater generation & treatment:

Water will be supplied through tankers from nearby villages for domestic purpose, water from nearby

mined out pits (rain water harvesting pits) will be utilized for dust suppression and plantation. Total water

requirement will be 4.6 m3/day out of which 4.0 KLD will be used for dust suppression and 0.6 KLD will

be used for domestic purpose and 0.5 m3/day (domestic) effluent will be generated that will be disposed

off in septic tank & soak pit.

Old abandoned working pits will be developed into rain water harvesting pits, drinking water treatment

plant will be established with plant capacity of 5 KLD.

2.3.10 Air pollution source and control management:

Dust will be generated during transportation, loading and unloading of material, that will be reduced by

regular water sprinkling on roads, dense vegetation cover along the existing road leading to Pindara jetty

will be generated for entire road length of 6 km from Virpur village, tarpaulin covered trucks and in-built

speed controlled device of trucks will be used.

2.4 Site analysis

Further the Pindara jetty location is in the Stable Coastal Zone, as per the status of Shoreline Accretion

and Erosion Report of Institute of Ocean Management, Anna University. Refer Annexure G. The soil

formation consists of limestone and lateritic formation with compressive strength 341kg/square cm to

support the infrastructure and longevity of the port operationally.

2.4.1 Connectivity

Pindara jetty site is approachable by kachcha road, from Virpur village. The old existing road connecting

to Pindara jetty will be used. Refer Annexure F. Virpur is about 3 km in north from Mewasa village and

connected to Mewasa and Ran village by tar road. Ran village is located about 1km north of the tar road

connecting village Limbdi with Dwarka. Limbdi is located on the Devbhoomi Dwarka-Okha state

highway no. 25 and is about 35km from Khambhalia. The nearest railway station is Bhopalka (18 km),

which is located Okha-Devbhoomi Dwarka-Rajkot-Viramgaon broad gauge section of western railways.

The nearest airport is at Jamnagar (78 km) in east direction.

2.4.2 Topography

Topography of the area is gently sloping with small undulations, general slope is towards north. Area is

covered by scanty vegetation, mostly babool bushes (“gando baval”) over barren stony waste land. No

permanent drainage course exists in the area. Area towards sea is covered by sparsh mangroves. The

backup area is at higher elevation and sloping towards the coast away from the High Tide Line.

2.4.3 Geology of the area

The area of Pindara jetty location and nearby Virpur contains bauxite and laterite deposits, which is

overlain by limestone deposits of Gaj series. Bauxite/laterite is of Palaeocene to Eocene age of tertiary

period. Gaj limestone is overlain by shale/clay & sand. The area is tectonically stable. The backup area

and jetty location area are part of the stable coast zone as per the study conducted by central costal

management authority.

2.4.4 Infrastructure

The infrastructure required for the project will be developed both over an area of 0.81 ha in Pindara jetty

port limit area falling within the Marine Sanctuary and 1.68 ha in Eco-Sensitive Zone falling outside the

port limit referring as back up area, which will be used for office, rest shelter, stock yard etc. The basic

minimum infrastructure required are as per below table will be developed at site, (Annexure E)

2.4.5 Climatic data from secondary sources

The climate in the region is characterized by a hot summer and general dryness except in the southwest

monsoon season. The year may be divided into four seasons. The cold season from December to February

Temperature1

The period from March to May is of continuous increase in temperatures. May is generally the hottest

month with a mean daily maximum temperature of 44.5˚c and mean daily minimum of about 24.8˚c. The

weather is intensely hot in summer and on some days the day temperature may reach up to 40.2˚c.

From November, both day and night temperatures begin to decrease rapidly. January is generally the

coldest month with the mean daily maximum temperature at about 26.6˚c and mean daily minimum at

about 10.6˚c. On such occasions, the minimum temperatures sometimes drops down to 6-7˚c

Long term wind direction is presented in Table. During June to September, that is during the monsoon

season wind blows mostly from south-west. During the period from October to February, wind mostly

Rainfall1

The distribution of rainfall in the Jamnagar region, which includes the study area, is uneven. Annual

rainfall in the region is 540.2 mm. About 91% of the annual rainfall in the region is received during the

southwest monsoon months i.e. June to September. July is the rainiest month. Maximum rainfall in any

one month was recorded in the month of august in year 1953 which was about 861.8 mm

Most humid conditions are found in the monsoons. Mornings are more humid than evenings and humidity

ranges from a high of 78-87% in monsoon mornings to a low of 37-40% in winter evenings. During post-

monsoon season, in morning humidity remains between 67-77 % and in the evening it remains between

2.5 Socio - Economic Impacts

2.5.1 Employment opportunities The manpower requirement for the proposed project is being expected to generate permanent jobs and

ancillary jobs for the operation and maintenance of plant. This will increase direct/indirect employment

opportunities and ancillary business development to greater extent for the local population. This phase is

expected to create a beneficial impact on the local socio-economic environment.

2.5.2 Industries The Modernisation will cause increasing industrial activity which will boost the commercial and

economic status of the locality, generate permanent jobs and ancillary jobs for the core and ancillary

activities. This will increase direct/indirect employment opportunities and ancillary business

development to greater extent for the local population. Required raw men power of both skilled and

unskilled labours will be utilized maximum from the local area. In the Rain starved area, this project will

enhance and contribute to the social economic development of the region.

2.5.3 Public health The company regularly examines, inspects and tests its emission from sources to make sure that the

emission is below the permissible limit. Hence, there will not be any significant change in the status of

sanitation and the community health of the area, as sufficient measures have been taken and proposed

under the EMP.

2.5.4 Transportation and communication Since the existing location is having proper linkage for the transport and communication, the

development of this project will not cause any additional impact. In brief, as a result of the expansion

there will be no adverse impact on sanitation, communication and community health, as sufficient

measures have been proposed to be taken under the EMP. The proposed expansion is not expected to

make any significant change in the existing status of the socio - economic environment of this region.

2.6 Cost of the project

Total cost of the project is Rs.8.0 crore. Capital cost of Air & Water pollution control system and

environmental monitoring equipment etc will be Rs.0.55 crore.
