NOGRALES ________________________________________________________________________________ ______ RESOLUTION HAILING REIGNING IBF SUPER BANTAMWEIGHT CHAMPION AND THE NEW PEOPLE’S FEATHERWEIGHT CHAMPION OF THE WORLD MANNY PACQUIAO FOR HIS ROUSING VICTORY OVER MEXICAN BOXING GREAT MARCO ANTONIO BARRERA ON NOVEMBER 16, 2003 IN SAN ANTONIO, TEXAS AND FOR SERVING AS AN INSPIRATION TO EVERY POOR FILIPINO THAT THROUGH HARD STRUGGLE, PERSEVERANCE AND THE WILL TO WIN, ONE CAN SUCCEED AND BRING HONOR TO THEIR FAMILY AND COUNTRY IN THE THING THEY DO BEST WHEREAS on November 16, 2003, Filipino boxer Manny Pacquiao decisively defeated Mexican feather-weight great Marco Antonio Barrera in their championship match at the Alamodome in San Antonio, Texas; WHEREAS Manny Pacquiao is the lone Filipino world champion in boxing and the reigning International Boxing Federation (IBF) junior featherweight champion who moved up to the featherweight class to fight the Mexican veteran boxer; WHEREAS Mr. Pacquiao, a 5-1 underdog in the fight, stopped the heavily favored Mr. Barrera, ranked No. 3 among the world’s best pound-for-pound fighters, and clinched the TKO victory with four seconds left in the 11 th round of their 12- round non-title bout; WHEREAS the victory boosted Mr. Pacquiao’s record to 38 wins in 41 bouts, 30 of them by knockout, and disproved the general notion that a fighter moving up the weight classes leaves his explosive punch behind; WHEREAS 24-year old Mr. Pacquiao, a former bakery worker from General Santos City, showed Filipino athletes that with discipline, training and the determination to overcome all odds, they got what it takes to win in world sports;

RESOLUTION HAILING REIGNING IBF SUPER BANTAMWEIGHT CHAMPION AND THE NEW PEOPLE’S FEATHERWEIGHT CHAMPION

OF THE WORLD MANNY PACQUIAO FOR HIS ROUSING VICTORY OVER MEXICAN BOXING GREAT MARCO ANTONIO BARRERA ON NOVEMBER 16, 2003 IN SAN ANTONIO, TEXAS AND FOR SERVING AS

AN INSPIRATION TO EVERY POOR FILIPINO THAT THROUGH HARD STRUGGLE, PERSEVERANCE AND THE WILL TO WIN, ONE CAN SUCCEED AND BRING HONOR TO THEIR FAMILY AND COUNTRY IN THE THING THEY DO BEST

WHEREAS Mr. Pacquiao, who is known to go around depressed communities after winning his bouts, serves as an inspiration too to every poor Filipino that through hard struggle and perseverance, they too can succeed and bring honor to their family and country;

WHEREAS the achievement of Mr. Pacquiao should all the more ensure that the Philippine government place higher priority in developing a comprehensive national sports program;

NOW THEREFORE BE IT RESOLVED that the House of Representatives hail reigning IBF super bantamweight champion and the new People’s Featherweight Champion of the World Manny Pacquiao for his rousing victory over Mexican boxing great Marco Antonio Barrera on November 16, 2003 in San Antonio, Texas and for serving as an inspiration to every poor Filipino that through hard struggle, perseverance and the will to win, one can succeed and bring honor to their family and country in the thing they do best.
