This document has been produced and published by EUROCET (www.eurocet.org) with the data collected 

by Competent Authorities  for Haematopoietic Progenitor Cells  from European Member States  (and other 

Extra EU countries).  

The  following  report  shows  calculations  regarding  the  whole  donation‐processing‐distribution‐

transplantation process of Haematopoietic Progenitor Cells of human origin for year 2016.  

This  year  25  countries  joined  the  collection  and  provided  data  ‐  23  EU Member  States  and  2  Extra  EU 

countries. (Appendix I) 

 

This report is divided into four main sections based on the competence of the data presented. In each 

section, data are shown in tables concerning different aspects of the related activity: 

‐ Donor Registries1 

The data is divided into four sections: 

o POTENTIAL DONATION: In the first table, the stream of potential HPC donors and HPC cord blood units in the year of reference has been reported. This data is represented by the number available at the beginning of the year, the entries/exits during the year and the number available at the end of the year, in the registries.  

 o SEARCHING IN THE NATIONAL REGISTRIES: This section’s data is shown in three different tables: 

one reports the number of searches requested by origin of the request (from the own country, from a EU country, from an EXTRA EU country), while the following table reports the number of the searches performed both in the national registries (searches from the own country, from a EU country, from an EXTRA EU country) and the foreign registries for one’s own country. The last table collects the number of the unrelated donations by origin (unrelated donation from the own country, from a EU country, from an EXTRA EU country), the number of unrelated donations by request from EU countries and the unrelated donations by request from EXTRA EU countries. 

 o IMPORT – EXPORT: One table is completed with the data relative to the total of HPC bags imported 

and exported, with details of the origin/destination INTRA or EXTRA EU.  

‐ Donation Centers: This section collects data on the number of HPC donation and the number of 

donated bags. The data is divided into four tables: 

HPC Donation per TYPE: it includes the number of HPC donations, divided per type: autologous and allogenic (related and unrelated) and the respective total. 

o HPC Donation per SOURCE: it shows the number of donation by HPC source (Bone Marrow, Peripheral Blood, Cord Blood).

European Network of Competent Authorities for Tissues and Cells 

o BAGS per TYPE: it includes the respective number of donated HPC bags, divided per type: autologous and allogenic (related and unrelated) with their total. 

o BAGS per SOURCE: it reports the same data on the bags by HPC source (Bone Marrow, Peripheral Blood, Cord Blood). 

‐ Cord Blood Banks2 

This section includes data on CORD BLOOD BANKING and is made up by three tables, respectively: 

o HPC CORD BLOOD BANKING: it is a picture of the stream of units, starting from the number available at the bank, at the beginning of the year; the units collected/discarded/distributed over the course of the year, the number of units available at the end of the year and Stored and completed of HLA typing at 31/12 by type (related and unrelated units). 

o UNRELATED CORD BLOOD per ORIGIN: it reports the data on unrelated cord blood banking only, by number of units per origin (from own country, from EU country, from Extra EU country). 

o RELATED CORD BLOOD per ORIGIN: it reports the data on related cord blood banking only, by number of units per origin (from own country, from EU country, from Extra EU country). 

- Transplant Centers  

This section includes two tables on transplantation with data on the total number of transplants and recipients. 

o TRANSPLANTATION and RECIPIENTS per type (number): it shows the number of first transplants and the number of recipients, by type of HPC (autologous, allogenic: related and unrelated) and the total. 

o TRANSPLANTATION and RECIPIENTS per HPC's ORIGIN:  it shows the number of first transplants and the number of recipients, by type of HPC (autologous, allogenic: related and unrelated) and also by HPC’s origin (Bone Marrow, Peripheral Blood and Cord Blood). 

In  order  to  provide  readers  with  a  better  understanding  of  the  reports  and  hoping  in  further  future 

harmonisation of terms and definitions of the single data at international level at the end of this report a 

short glossary has been included intended to clarify the meaning of the data shown by the tables (Appendix 

II).  

This  glossary  has  been  updated  with  definitions  from  both  the  “EU  directive  24/2003  of  the  European 

Parliament and of the Council of 31 March 2004 on setting standards of quality and safety for the donation, 

procurement,  testing,  processing,  preservation,  storage and distribution of  human  tissues  and  cells”  and 

the “Guide to the quality and safety of tissues and cells  for human application, 3rd Edition, 2017” by the 

Council of Europe.

Glossary A  

Allogeneic use: cells removed from one person and applied to another. 

Autologous use: cells removed from and applied in the same person.

Banking: Processing, preservation, storage and distribution of cells for human application or other purposes, including research and training.

Bone Marrow: Tissue at the centre of large bones. It is the place where new blood cells are produced. Bone 

marrow contains two types of stem cell: haematopoietic (which can produce blood cells) and stromal 

(which can produce fat, cartilage and bone). In this collection: as a source of hematopoietic stem cells or 

mesenchymal stem cells.

C  

Cells: means individual human cells or a collection of human cells when not bound by any form of 

connective tissue.

Collection: any procedure for procuring a cellular therapy product regardless of technique or source 

(Synonym: harvest).

Competent Authority (or Health Authority/Regulatory Authority/Regulatory Agency): the body which has 

been delegated with the responsibility for ensuring that tissue and cell donation, banking and human 

application are appropriately promoted, regulated and monitored in the interests of donor and patient 

safety and public transparency on a national or regional basis by their government.  

Cord Blood: Blood collected from placental vessels and umbilical cord blood vessels after the umbilical cord is clamped and/or severed as a source of haematopoietic progenitor cells.  Cord Blood Bank: A specific type of tissue establishment in which haematopoietic progenitor cells collected from placental and umbilical cord blood vessels are processed, cryopreserved and stored. It may also be responsible for collection, testing or distribution.

Donation: donating human tissues or cells intended for human applications.  Donor centre:  The organization responsible for recruiting, consenting, counseling and coordinating the testing of prospective donors.   Donor: Every human source, whether living or deceased of human cells. 

Donor Registry: A registry is an organisation responsible for coordination of the search for Haematopoietic Progenitor Cells (HPC) from donors (including cord blood) unrelated to the potential recipient.

Export: Act of transporting a tissue or cell intended for human application to another country where it is to 

be processed further or used directly.

HLA typing: Tests performed to identify the genetic characteristics of the Human Leukocyte Antigen (HLA) system.  Hematopoietic Progenitor Cells (HPC): Primitive haematopoietic cells capable of self‐renewal as well as maturation into any of the haematopoietic lineages, including committed and lineage‐restricted progenitor cells, unless otherwise specified and regardless of tissue source. Also referred to as ‘haematopoietic stem cells. 

Human Application: The use of tissues or cells on or in a human recipient. 

Human tissues and cells for human application: Material containing or consisting of human tissues and/or 

cells intended for implantation, transplantation, infusion, or transfer into a human recipient. 

I  

Import: The act of bringing tissues or cells into one country from another for the purpose of human 

application or further processing. 

Number of cells discarded: The number of cells that have been discarded. 

Number of cells distributed: the total number transported or delivered to a clinical unit (as Article 3 (k) of Directive 2004/23/EC defines. Distribution: “means transportation and delivery of tissues or cells intended for human applications” (Article 3 (k) Directive 2004/23/EC), whereas ‘human application’ is defined in the same article as  follows:  "means  the use of  tissues or  cells on or  in a human  recipient and extracorporeal applications’.) 

Number of cells stored: number of cells stored. Storage: maintain the product under appropriate controlled conditions until distribution.

Organisation responsible for human application: means a healthcare establishment or a unit of a hospital or another body which carries out human application of human tissues and cells

Peripheral Blood: in this collection: HSC hematopoietic stem cells collected in peripheral blood by 

apheresis.

  

European Network of Competent Authorities for Tissues and Cells 

Potential donor: Any person who has no medical contraindications for organ, tissue or cell donation and who meets the definition of a deceased heartbeating donor, deceased non‐heartbeating donor or living donor.  Procurement organisation: means a health care establishment or a unit of a hospital or another body that 

undertakes the procurement of human tissues and cells and that may not be accredited, designated, 

authorised or licensed as a tissue establishment.

R  

Recipient: Person to whom human tissues, cells or reproductive cells and embryos are applied.

Related: Existence of a genetic relationship between donor and recipient. 

Search Performed: Number of searches for compatibility performed in the marrow registry. 

Transplantation/implantation/grafting: Transfer (engraftment) of human tissues or cells from a donor to a 

recipient with the aim of restoring function(s) in the body.  

Transplant Centre: See Organisation responsible for human application. 

U  

Unique donation number: The unique number attributed to a specific donation of tissues and cells in line 

with the system in place in each Member State for allocating such numbers, as further specified in Annex 

VII to Commission Directive (EU) 2015/565. 

Unrelated: Where there exists no genetic relationship between donor and recipient.
