Construction Industry Development Board (CIDB)

• Construction Industry Development Board Malaysia (CIDB) is a government agency established under the Ministry of Works Malaysia through the Construction Industry Development Board Act 1994 (Act 520).

• The overall objective of CIDB is to develop the capacity and capability of the Construction Industry through the enhancement of quality and productivity by placing great emphasis on professionalism, innovation and knowledge, in the endeavor to improve the quality of life.

• The committee aided in determining the core direction and various proposals in order to strengthen environmental practice in construction industry.

Construction Industry Master Plan• The CIMP was developed to

overcome some of the weaknesses that were inherent in the construction industry before this. They include, inter alia, quality deficiencies, over-dependency on foreign labour leading to a leak in the economy as a result of repatriation of earnings by foreign labour as well as numerous ensuing social and health problems, several major catastrophes, and the low productivity of the construction industry.

• Within CIMP, seven (7) main strategic cores have been fore fronted where one focuses on issues related to environment under the third (3) strategic core. In this strategy, there are two (2) related strategic proposals:

• To ensure the success of constructing building utilizing the green technology concept, it is only fitting that only capable and competent contractors are entrusted to build it. With that in mind, CIDB has created a specialization for green technology in contractor’s registration terms and conditions. CIDB and the industry authority had worked together in establishing accreditation guidelines for green contractors.

• The implementation of green contractor accreditation is to make it easier for building owners or clients to choose qualified contractors in order to build buildings with green technology concept.

GREEN LABELLING

• CIDB has taken a step forward in developing an green labeling mechanism for construction materials to help conserve our environment’s future against pollution which is also partially contributed by construction activities.

• The purpose of the programme is to support index or green building evaluation system together with green procurement. Besides that, it also encourages manufacturers or suppliers of construction materials to improve and develop more green oriented products.

STANDARD (CIS)-GREEN ASSESSMENT SYSTEM IN

CONSTRUCTION (GASSIC).

• Self-assessment is extremely necessary to propel the construction industry to move forward.

• (CIS) – (GASSIC) is based on the most minimum standard must be achieved by every building when different group of architects and engineers resort to their own independent interpretation of green concept in construction industry especially when designing a building. The assessment also provides methodology to evaluate and to grade environmental influences in terms of resources usages and their effect towards health.

• The development standard aids the industry in conducting self-assessmenttowards the building’s effect on the surrounding environment.

• The assessment made based on the Construction Industry Standard (CIS) – Green Assessment System in Construction is capable of evaluating and calculating the actual impact and quantity of Green House Gasses released by the building into the environment, with this CIDB could control and manage the construction contractors towards implementing green technology in their projects.

ISO 14001 CERTIFICATION• CIDB have introduced

certification guidance scheme for ISO 14001 Environmental Management System (EMS) and CIDB EMS Certification Programme to contractors. By obtaining the certification, local contractors can now compete and stand on par with other contractors at international level.

• This scheme is developed with the purpose to better aid contractors in undertaking a more organized and effective environmental management practice as a sign of support to preserve and conserve our environment.

• It also helps to provide information on other contractors whom has given strong and good commitment regarding environmental management to related bodies like Jabatan Kerja Raya (JKR), housing developers and local authorities.

• Furthermore, it is an effective means for CIDB to monitor and report on practices and awareness levels amongst Malaysian contractors concerning environmental management as a whole.
