Senator McCain came from a family where serving in our armed forces was taken almost as a sacred duty. Senator McCain can trace his lineage to George Washington and on his mother’s side to Robert the Bruce of Scottish history fame. But in the twentieth century, his family’s service to his country was truly remarkable. First there was his grandfather, Admiral John S. “Slew” McCain of “fast carrier task forces” fame. Also during World War II, his father, John S. “Jack” McCain II served and won distinction as a submariner. After the war, he would remain in the Navy, rise to 4-star rank, and become CINCPAC during the Vietnam War. He was the second McCain to reach full admiral. We are all familiar with Senator McCain’s military service and captivity in Vietnam after being shot down during his 29th mission. We know of his fidelity, courage, and loyalty. We bid him farewell and render him our salutes. Senator McCain’s son graduated from the Naval Academy in 2009, the fourth generation of McCains to do so. During our meeting in August, we had the honor of having one of our current warriors as our guest speaker: LTC Jim Horn, USA, Chairman of Military Science, University of Houston. His conversation was a fairly comprehensive oversight of how our army is carrying out the worldwide war on terror, and what it meant to him personally. This young soldier’s bearing, confidence, and eagerness was impressive. We can all sleep easier knowing we have men and women of his caliber ready and on the line in our security. President’s Message

Fellow members, I believe we would beremiss if we did not pause and paytribute to one of our “comrades inarms.” I refer, of course, to SenatorJohn Sydney McCain III, Captain,U.S. Navy (Ret.). Recently, I have been tryingto catch up on my casualreading, specifically, mymonthly Guideposts.

Each issue has a page entitled“Someone Cares–pass it on!”I want to share with y’all onestory called “Hug a Soldier.”

A grandmother and her retiredUSAF husband were onvacation, staying in a nicehotel with a restaurant. Thecouple was enjoying theWelcome Buffet, when theMrs. realized a young man inArmy fatigues had joined theline. She offered the youngman to precede her in line, buthe politely refused. They thenchatted with Mrs. about hishome town, family, and histhree small children.

She related her experiences ofbeing alone when her husbandwas far, far away. So, herelated the pain his family wasgoing through as he was beingdeployed. Then she asked,“Would you accept a hugfrom a grandmother whoappreciates your service?”The Soldier told her he couldreally use one. So she did!

Since then, this grandmothermakes sure she gives a hug ora pat on the back to service-men and servicewomen everytime she sees one, when andwherever. End of story.

My challenge to y’all is to“pass it on” by also showingyour appreciation and respectto members of the Armed

Capt. Henry St Aubyn, of theUnited Kingdom, graduated fromCambridge University with a degreein Civil engineering. Following thathe attended Sandhurst, the UnitedKingdom's West Point, and wasassigned as an Officer of theColdstream Guards, whose dutiesincluded the Queen’s Guard atBuckingham Palace in addition toregular war fighting duties. He iscurrently a Vice President for theadvisory business of Science Groupin the United States. Henry is anaccomplished rugby player.

LTC Jim Horn

Col. Horn graduated WestPoint in 2001, is a MasterParatrooper, 82nd Airborne,and was initially assigned toBaghdad in 2003. He did thefollowing tours: 15 months inIraq; back for another 12months in Iraq; then deployedto Italy and Afghanistan andthe Baltic States, and then for6 months out of Qatar.

In May 2017 he becameProfessor of Military Scienceat the University of Houstonfollowing the departure ofCOL Neil Chaffee. He hasrecruited a record 36 cadets tothe program, commissioned18 this year, and willcommission 21 next year. Hetold us, “We have somephenomenal cadets, and theywill do great things!” He saida third of his cadets arefemales (Army has a fourth).

"I'm a much better fighterthan a speaker," he told us. Hesaid that, when growing up,he always like to fight, so hejoined the infantry and nowthe Army pays him to do it!As he listened to the reportsfollowing 9/11/01, on BBC,“the Army became veryserious for me," he said. Hewent to Ranger School andbecame CompanyCommander of the 82ndAirborne, and thedeployments ensued.

didn't realize he had PTSDuntil then. From Fort RhodeIsland he was sent to the173rd Airborne in Italy, andfrom there to Afghanistan.Then when Russia decided toinvade Crimea, he was sentto Estonia as part of acounter-balance. He thenspent nine months in theBaltic States. “We set up ateam in Western Ukraine andthen I was made SeniorArmy Liaison to the UnitedStates Air Force,” Horn said.He was Senior GroundLiaison, and “now we’refighting ISIS wth airplanesas we use Iraqis as eyes onthe ground,” he added.

“One squadron dropped10,000 bombs,” he said, “at arate of 100 to 200 a dayevery day.” He added that“We’re taking it to ISIS in abig way, with very little lostin blood and manpower!” He said there’s a tremendousfight going on across Africaagainst Al-Qaeda and ISIS, mostly Al-Qaeda. More AirForce than drones aredropping those GPS-guidedbombs, and Special ForcesStrike Teams are knockingout the Top 5 Most Wantedevery day!

He explained the difference between Al–Qaeda and ISIS. “Al-Qaeda, which as startedby Osama Bin Laden, wantsa Muslim takeover of theworld and to turn over all governments everywhere toAl-Qaeda. ISIS, establishedafter AlQaeda, wants to re-establish the Caliphate.” Healso told us that often theyare funded by the samepeople but they are twoseparate organizations.

Col. Horn married two yearsago, and she is learningabout being a military wife.Soon he will be heading to

Fort Campbell KY. “That’s the life ofcombat Army officers,” he said.

About Afghanistan, he said, “Youcan’t have a democracy in an insaneasylum. We’ve accepted that and arekeeping a lid on it. We’re doing thesame with less to prevent them fromprojecting any power to here.”

Col. Horn has scholarship funds andcan hand out $260,000 every year.Recipients need a GPA of 2.5 and thescholarships can continue for 2-3years, so he asked us to get the wordout. He recommends and encouragestwo years at a community collegeand then get a scholarship andtransfer to UH ROTC Program. Lastyear more than 50% from UH wenton to active duty, and 90% of themgot their top three choices.

What a lot we learned from thisspeaker, who recommended “Chainof Command” on the NationalGeographic Channel for a realisticand excellent look at the story of ourfight against ISIS.

NOTICE: Proposed Amendments to the Bylaws

To Be Voted at the November 2018 Meeting with Election of 2019 Officers

Eliminate Article 5B, which reads:

"B. Auxiliary Membership is offered to the surviving spouse of a deceased regular member or

of a deceased officer who, if living, would be eligible for regular membership. Auxiliary

members are entitled to vote and may hold elected office or serve as a committee chair or

member."

Renumber 5C to 5B

Delete the words "and Auxiliary Members" from Article 9 Dues.

Reason:

MOAA National grants full membership to spouses and recommends that chapters do the

same. This provision is already stated in our Bylaws, which we amended September 30, 2017, so

we only need to eliminate any provision for auxiliary members.

If approved, the Bylaws, as amended, will read as follows:

Article 5 The following members are eligible to become Members of MOAA, HA:

A. Regular Membership consists of men and women who are serving or have served on

active duty or in one of the National Guard or Reserve components as a commissioned or

warrant officer in one of the seven U.S. uniformed services (Army, Navy, Air Force, Marine

Corps, Coast Guard, National Oceanic and Atmospheric Administration, and Public Health

Service), as well as the spouses of such members and any widows or widowers of any deceased

individuals who would, if living, be eligible for membership.

(1) Each regular member may vote and hold office or chair a committee.

(2) Each regular member is considered in good standing as long as his or her dues are

accepted and current.

(3) MOAA,HA encourages all members to be members of MOAA.

(4) A member may be dropped from MOAA, HA for cause by a majority vote of the

members present at any regular or special meeting of the members.

B. Honorary Membership may be offered to an individual recommended by the Board of

Directors and approved by the members at any regular or special meeting. Honorary members

are not required to pay dues, and may not vote or hold office, but may serve on or chair a

committee.

Article 9 Dues:

Dues for Regular Members are determined by the Board of Directors and approved by a

majority of the members at any regular meeting.
