In May, South East Region Horsewatch schemes their police partners from Devon and Cornwall, Dorset, Hampshire and Wiltshire met to discuss Horsewatch and equine related matters. Invited but did not attend were Avon and Somerset

This was followed in June with a similar meeting of the South East Region where Horsewatch schemes and their respective police partners met. On this occasion the counties represented were Hampshire, Sussex, Surrey. Also attending the meeting was a representative from the BHS.Invited but did not attend were Thames Valley, Kent and Essex

The purpose of the meetings was to reinforce contact and communication across the southern counties.

Hampshire being in the centre acts as the link between the two regions.

Both meetings followed similar agenda topics. The meetings were useful to understand and appreciate the differences between the counties in terms of operating but equally to share ideas and suggestions of best practice. The attendance of the BHS at the South East meeting was very useful with good operating and working practices being suggested by a representative from a non Horsewatch organisation.

Prior to the next Alliance conference it may be useful for other areas to convene similar meetings.

Recovered TackBit of a long shot but Suffolk Police are trying to trace the owner of a saddle and other horse equipment that has recently been recovered in Ipswich. The saddle is a black leather 15” dressage style saddle and was recovered complete with stirrups and irons and a burgundy girth. The other equipment includes a Shires Newmarket exercise blanket, a Shetland mint green coloured headcollar and leadropes.Julie Dennis of Suffolk Constabulary’s Community Safety department said:

”Regretfully neither the saddle or the equipment carry any type of security marking such as a name or postcode which makes it very difficult to return the items to their rightful owner.“All horse owners and users should take steps to mark and secure their property, and we would urge anyone noticing any suspicious persons or vehicles near stables or outbuildings to contact police. We can then pass information to businesses and individuals who are signed up to our HorseWatch scheme, to ensure this community stays safe.”

This horse is assumed to have been stolen from its field in Havant Road, Horndean, Hampshire on or about 26th June 2012.

The wire fencing to the field in which the horse was kept had been cut and at first the owners thought the horse may have found its way through the break and wandered off. Extensive searching of the immediate area and further a field has failed to trace the horse.

We are keeping in mind also the possibility that the horse may have had an accident from which it has not recovered and maybe lying in a position in which it cannot be seen.

However, for the time being, in the absence of anything to the contrary because the horse is missing it is being dealt with as a theft.

The horse is of a American Paint breed. 5 nearly 6 years of age.

The horse is a mare with distinctive colouring and patterns. The colours are grey, brown and grey. It should be noted that the coat changes colour in the winter and summer seasons. In the summer the coat will become predominately browner whereas in the winter the coat becomes greyer. She is not shod.

All relevant documentation is with the owner. The horse is micro chipped.

Stolen Horse Register and National Equine Database (NED) informed.

The initial low price agreed is then escalated, and money asked to be paid upfront. NORTHERN COUNTRY WATCH WEEKLY – 20th June 2012WITH YOUR HELP

Winchester targeted patrol officers stopped a vehicle in the Bishops Waltham area and seized it when they found it was being run on red diesel. HMRC are investigating.

Over three days last week 35 officers from county watch and the rural safer neighbourhood teams conducted an operation in the northern area in response to thefts from vehicles in beauty spot car parks. Due to the inclement weather and the high winds experienced last week the officers also assisted with weather related incidents.

Western Country Watch Weekly – 21st June 2012Last Thursday I attended a Heritage Crime Awareness Seminar in Portsmouth hosted by English Heritage. There were many learning points in relation to ancient and scheduled monuments, as well as listed buildings, metal theft including lead, and night hawking. I hope to do some further work with the Hampshire Records Office to identify some of our most vulnerable locations.

Many of you have already purchased security labels from us. Please ensure that you get them onto your property items and register them on the website. The labels should act as a deterrent to would be thieves, as well as assisting us with identification of stolen property further down the line. Anybody interested in purchasing them should contact me.

Please be aware that we have seen a sudden spate of theft of brass outdoor taps being stolen in the last week. They are just snapped off from houses and the open pipe left to flood the garden. Please remain vigilant to anyone trespassing in your garden or yard.

Country Watch has launched a force-wide Twitter account. It is called hantspolrural and will be used to tweet information such as crime trends, suspicious vehicles and other information that may be of interest to our rural communities. An unset Fenn trap was located in Blackwater recently, worryingly it was located near to some badger dens aside a road. If you find any traps you feel are badly set please inform COUNTRY WATCH Team on 101 asap, it could prevent a domestic pet being harmed.

Whilst the use of such traps is legal, it is easy to commit an offence with a trap, for example: Under the Wildlife and Countryside Act it is illegal to set in position any trap calculated to cause

bodily injury to any wild animal included in a list which includes; badger, pine marten, otter, red squirrel, wild cat, polecat and hedgehog and many others. On top of this if a trap captures a dog / cat then other criminal damage legislation may apply. Also Legislation under the animal welfare act my come into play.

Traps should only be used with much care and with much effort to avoid non-target species. The BASC on their website have much advice on this matter such as: BASC recommends that the entrance to tunnel traps should be restricted at both ends to prevent

the capture of non-target species. Traps must be firmly anchored. The law requires traps to be inspected at least once every day. BASC recommends inspection at

least twice a day and as soon after dawn as is practicable. The displaying of carcasses serves no useful purpose and may offend other countryside users.

Carcasses should be either incinerated or deeply buried. Avoid setting traps on or near public footpaths, public rights of way, areas of common land used

by persons exercising domestic animals, or in the vicinity of houses. Never set traps on land where livestock are grazing.

Enquiries by a Wildlife Liaison officer from the targeted patrol team in the Havant area resulted in the seizure of the following items from a local address: a mounted badger head, various stuffed animals and birds and 5 display boxes containing 170 blown birds eggs. Enquiries are ongoing.

Four men have been reported for summons for the theft of fish and had their vehicle and fishing equipment seized by the safer neighbourhood officers in the Whitchurch area.

Country Watch officers attended a table top tack sale in Botley, items for sale were checked for stolen property, crime prevention advice and tack marking was undertaken during the course of the event.
