VISION:

The revelation of shortages and success factors as well as concrete action-recommendations and new approaches support policy-makers at (supra)-national levels. The identification of success factors and new methods and the possibility of matching them with other projects (in other countries) also supports relevant actors on local levels (volunteers, civil society, municipality) as well as on regional levels (private and public institutions). Subsequent decisions and actions facilitate integration processes for recently arrived refugees.

EU work programme challenge and scope How the project addresses it

Specific Challenge:

Providing policy makers at local, regional, national and supra-national level, civil society organizations and other relevant actors with effective, responsive, flexible, context-specific and culture-specific proposals for measures to promote socio-economic integration and inclusion as well as access to rights and services.

Scope:

Understanding of existing integration policies and practices.

Research of good practices in partner countries and determination and evaluation of factors of success.

Identification of different ways of integration in partner countries (What must/can/should migrants do in which country? – duties and possibilities – identify deficits)

Identification of ideal-typical integration processes + decisive factors that have contributed to them (What must a country provide for integration to succeed from the outset?)

Extraction and evaluation of success factors and shortages from good practices

Examine the provisions for migrants’ rights and their access to social services in the host countries, in particular, in the aftermath of the recent unorderly migration flows since 2014.

Guided interviews with well integrated migrants and analysis of integration lifelines, to identify positive approaches.

Guided interviews with hardly integrated migrants to identify weaknesses and shortages.

Special attention should be paid to past, existing and potential mechanisms to support the integration of migrant men and women through participatory practices, social innovation and entrepreneurship, diaspora communities and local civil society initiatives.

Research of good practices in partner countries etc. on all levels and determination and evaluation of factors of success. Establishment of transfer-and exchange mechanisms to support/enable mutual learning and knowledge transfer between actors in the field of integration.

Develop and test potentially viable approaches through pilots.

Based on research and analysis partners will develop pilot models. This may be a further development of their existing flagship projects or a newly developed idea, which stems from the inspiration they receive based on the research outcomes. The guiding principles for model development will be the following three spheres:

Each model needs to approach those three aspects. This means (in case of further development of existing models) the missing or less developed aspect(s) need(s) to be added or strengthened. Existing project organisations in partner countries can develop their own projects and/or improve existing projects (approx. 4-5) using the success factors we have identified in the evaluated bottlenecks.

Involve migrants, members of the host communities, public authorities and researchers from preparing the concept over their implementation to their evaluation.

Co-creative practices during all phases of the project. Participative workshops, interviews etc. with all stakeholders from the beginning.

Guided interviews with well and less integrated migrants, analysis of integration lifelines.

Impact:

Enhance the knowledge base on integration of migrants in local communities.

Research, exchange of experiences, evaluation of success factors and shortages.

Contribute to improved practices, policies and strategies at local, national and EU level for the integration of migrants in European urban and local settings.

The advisory board will involve stakeholders from the local, national and EU level which will contribute and multiply recommendations according to their policy-levels.

Help increase the possibilities for migrants to thrive and flourish in the labour market and in society.

Models will involve all three spheres from above: economic life, relationships and information, education and values.

Projects will advance the implementation of the EU Urban Agenda (building on the specific Partnership on Inclusion of Migrants and refugees and of the UN Sustainable Development Goals related to making cities inclusive, safe, resilient and sustainable).

The project will specifically address the goals of the EU Urban Agenda as well as the SDG’s.

Offer new tools for enhancing the integration of migrants across Europe.

Within the handbook the project delivers recommendations for actions, tools and methods. Through Knowledge-transfer mechanisms (digital matching system, exchange) relevant actors get the possibility to find specific solutions for their problems as well as new approaches and tools.

Provide actors working in this multilevel system of governance with already tested options that should be scalable and replicable in different environments with the context specific adaptations.

Evaluation criteria will take into account if a model is scalable and replicable.

Their evaluation will provide conclusions and recommendations for policy making at local level as well as for the regional, national and European level to create best possible conditions in which local authorities and their stakeholders can operate.

METHODS:

Best Practice Analysis: The Best Practice Analysis will be conducted in three steps:

1) Identification of different ways of integration in partner countries (What must/can/should migrants do in which country? – duties and possibilities – identify deficits);

2) Identification of ideal-typical integration processes + decisive factors that have contributed to them (What must a country provide for integration to succeed from the outset?);

3) Extraction and evaluation of success factors and shortages from best practices

Guided Interviews: 1) with well integrated migrants and analysis of integration lifelines, to identify positive

approaches. 2) with hardly integrated migrants to identify weaknesses and shortages.

Open Innovation – Co-Creation: The concept of Open Innovation opens up the innovation process to stakeholders. Users and other stakeholders of innovations (not only in industrial or service development, but also in science and public service development) are integrated into this process at early stages of the innovation process. This variety of perspectives and user/stakeholder knowledge is expected to provide more and better ideas on how to find solutions for a specific challenge. The project will use methods e.g. from Design Thinking and other agile methods in a Co-Creative Lab. These include:

1) Interviews (see guided interviews) and surveys 2) Methods of observation (e.g. participant observation) 3) Co-Creation Workshops using ideation and prototyping methods

Quality Function Deployment (QFD): QFD will build upon the results from Good Practice Analysis, Interviews and the Open Innovation activities. It starts with defining the target group, ascertains their requirements and finds a mix of solutions that are highly accepted by the target groups. For this project an own system of demands and a portfolio of solutions will be defined and optimized for each country or socio-economic environment.

Pilot Testing: By testing the pilots in practice the specific and diverse integration challenges of the respective test sites can be considered and included in the final model.

LEAD: SPES GMBH

For more than 30 years SPES has been working on projects for sustainable development and sustainable future scenarios. Its activities are aimed at the benefit of both today’s society and future generations. In Austria the association is well-known as pioneer of regional and local development. More than 150 local development processes have been assisted by SPES focusing on citizen’s participation and ownership. SPES has developed and carried out many projects concerning local development and life-quality in rural areas and has profound knowledge in training people for sustainability and entrepreneurial thinking. SPES also owns a hotel/adult education centre that received the award “Hotel der Zukunft” (“Hotel of the Future”) 2013 and 2014 and was awarded Upper Austrian winner of the “Genusswirte” competition in 2015 (category “Hotel Restaurant”). SPES Future Academy has a lot of experience and expertise in processes of interconnectedness and participation and has organized and conducted many successful conferences and lectures. Thus SPES is offering the implementation of Agenda 21 processes on local community level.

In the projects „Gesunde Nachbarschaft mit Familienpaten“ (2015–2017; FGÖ – Fund Healthy Austria, Federal Ministry for Family Affairs, Senior Citizens, Women and Youth, Upper Austrian Unit for Families) and „Couragierte Gemeinde” (2015–2017; this youth project was funded in the Austrian Security Research Programme KIRAS by the Austrian Ministry for Transport, Innovation and Technology) an emphasis was laid on networking and the development of social networks and common responsibility. In response to the migration movements of 2015, SPES Future Academy has set up a time bank network called “Conclusio”, which was anchored in 20 municipalities. The aim of the system is to offer asylum seekers meaningful voluntary employment possibilities during the usually very long waiting periods within asylum procedures (Access to the regular labour market in Austria during this period is virtually closed). The members of Conclusio (Austrians and asylum seekers) help each other in everyday activities and get to know each other better. In addition to mutual support and help, important networks and trust are established. In the event of a positive asylum decision, these networks considerably facilitate the access to the regular labour market. SPES Future Academy has its own office accomodation, seminar and conference rooms. Office infrastructure (computers, printers, server etc.) is state-of-the-art. The adjacent seminar hotel offers 2 large rooms for events and several seminar rooms. SPES is certified with the ISO 9001:2001 system.
