Part 1 – Preparation for Change over to LSFO Majority of all the vessels have already cleaned all the Bunker Tanks / Fuel Systems in preparation to receive the LSFO. The Ship Implementation plan (SIP) has been dispatch to vessels for specific attention and strict instructions to follow in the SIP including the Risk Assessment, MPA Guide Booklets and also the FONAR report if needed. Ensure that all BDN and Records of Chemical Dosage and Tank cleaning etc. is maintained in the SIP File that was sent in the required folders. Ensure that the New LSFO being supplied has a Sulphur content of below 0.47% S

IMO 2020 FACILITATE OF LOW SULPHUR FUEL OIL

DESCRIPTION

On 20 October 2019 during round check for

confirmation prior cargo discharging operation

commenced that was found drain plug for no.1

Manifold sampling point not fully inserted due to

damage of plug thread. Looks strong enough but risky

of course. Informed to deck duty personnel to

renewed plug and installed properly. This plug is as

second barrier to prevent leakage in case of drain valve

failed.

IMMEDIATE / CORRECTIVE ACTION

Immediately replaced old plug and installed new plug.

SUPERINTENDENT COMMENT

Thanks for reporting. It is the Act/Behaviour of the

person who put a defective plug. Appreciated for the

inspection prior cargo operation and found the unsafe

condition due to someone’s wrong act.

Thanks also for immediate corrective actions. Please

discuss the PI in the next safety meeting and reiterate

the consequence could have happened if not timely

DESCRIPTION

Chief Engineer found that Bus-bar B, serving the No.2 Main

Generator (for propulsion), 440V low insulation alarm was ‘ON’.

The low insulation monitoring device for 440V was indicating

0.02 meg ohm during routine inspection.

After investigated and found that some water come into the

connection of cable terminal of pump room exhaust fan.

IMMEDIATE / CORRECTIVE ACTION

Investigation, repair and fixed the problem.

Part 2 – Operation of the M/E and A/E (As applicable) when using Low Sulphur Fuel Oil (LSFO < 0.5% S) Compatibility Issues

Co-Mingling is STRICTLY PROHIBITED to avoid Compatibility Issues

Ensure that the Bunker Tanks are fully drained and stripped out as much as possible, prior bunkering LSFO in the Bunker Tanks

Prior bunkering carry on the dosage of the chemicals (Refer to the Product Data Sheet for Specific Instructions)

Stability Issues

There is a possibility of stability issues occurring, due to the fact that there is a lot of Blending of Fuel going on in the market, in order to achieve the Low Sulphur below 0.5%

Stability issues can occur within as low as 1 ~ 2 Days after bunkering, however to avoid this the below mitigation measures will help

Filter Plugging/Clogging

Ensure that your FO Purifiers are fully operational 24/7 which will assist

Please keep eye on the Filters and if there is evidence of Pressure Differential across the filter, please clean same regularly, more often if needed

Fuel Rail Pressure and Fuel Filters Pressure Drop should be closely monitored in order to ensure that immediate action can be taken to switch over to a better quality fuel such as MGO if needed

This will avoid potential issues with Loss of Power, due to drop in fuel supply/pressure Fuel Ignition Delays

There is also a possibility that Fuel may be unable to Burn due to the Ignition Characteristics of this LSFO (i.e. delayed Ignition)

Please be aware of same and bear same in mind, we will be supplying a Different Chemical for the same.

M/E Fuel Oil Viscosity

Ensure that M/E Viscosity is maintained between 12~14 cst at Fuel Oil Inlet to the Engine at the Fuel Rail

The Previous Fuel Oil Viscosity may not be 180 cst, but could be less

Hence please use the HFO Temperature/Viscosity Curves to ensure that the Fuel Oil Temp is sufficient to heat the fuel to maintain 12~14 cst at the M/E Inlet

M/E Performance Readings

Ensure that a set of M/E Performance now on existing HSFO and keep this as a Template to observe Engine Performance

Ensure that a complete set of M/E Performance readings, after changing to LSFO, so if there is any drop in performance, you can observe it instantly.

Ship staff to report and share any issues they are facing.

Part 3 - Mitigation Measures aa) Use of Purification Plant

Ensure that HFO Purifier are working well and kept in operation at all times 24/7

Ensure Purifiers are opened and cleaned more often and also spares on board for purifiers overhauls

bb) Use of Chemicals Additives 1st Chemical

Fuel Dispersant such as Innospec Octamar BT-25 (Or similar product – UNITOR FUEL POWER CONDITIONER – This is an Additive for Improved Fuel Stability and Compatibility)

Please carry on using the Innospec Octamar BT -25 or other similar product on board. (Please advise your ROB of the below Chemicals on board, so that we can raise orders for more stock)

We intend to carry on the use of the above Chemicals either Octamar BT-25 or Unitor Fuel Power Conditioner for an approx. period of 4~ 6 months for this transition period (Until the LSFO Quality of Fuel stabilizes in the market)

The above two Chemicals either from Innospec or Unitor both act as Fuel Dispersants and keeps the Sludge and Asphaltenes in Suspension

2nd Chemical

Unitor Fuel Power Ash Free (Combined Ash Modifier and Combustion Catalyst) or Innospec Octamar HF 10 Plus

Please check your chemical stock on board and follow the instructions for dosage as per the PDS (Product Data Sheet)

cc) Monitor Fuel Pressure and M/E Parameters

Fuel Rail Pressure and Fuel Filters Pressure Drop should be closely monitored in order to ensure that immediate action

M/E Performance Measurements should be taken before and after switching to LSFO (i.e. Before when using HSFO and Immediately after for 4~5 days when using LSFO)

Immediate Action to be taken is to Clean Filters more often as needed and if there is No Real Improvement, then the Engine should be switched over to a better quality fuel such as MGO if needed (Please maintain sufficient stock of MGO on board to avoid any issues).

Any change in Parameters such as Peak Pressures, High or Low Exhaust Temperatures or Power Drop, can then be immediately detected and remedial action taken

Please change to a Good Fuel such as MGO if needed to prevent any issues with Loss of Power/Loss of Propulsion/Blackout etc.

Good News

Our Fleet of OG vessels, normally change over to MGO during Maneuvering/River Passages etc., which is GOOD

There should not be any issues with M/E Operation during Port Arrival/Port Departure and River Passages.

o ENSURE that sufficient Key Critical Spares such as M/E Injector Nozzles (Fuel Set), Pump Plunger Barrels (50%) and Delivery Valves (50%) are kept onboard

Ensure that adequate stock of FO/LO Filter Elements are on board

Introduction From the 1st of January 2020 in accordance with MARPOL Annex VI, the Sulphur content of fuel used on board commercial ships trading outside Sulphur Emission Control Areas (ECA's) must not exceed 0.5% m/m. This will may also apply to all Emergency Equipment listed below, but may not be limited to:

Lifeboat Engine (Free Fall Lifeboat) Rescue Boat Engine Bow Thruster Engine (if Engine driven) Emergency Diesel Generator Engine Harbour Diesel Generator Engine Emergency Fire Pump Engine (If Engine Driven) Emergency Air Compressor (If Engine Driven)

The 0.5% m/m Sulphur content limit will be strictly enforced globally by Port State Control authorities, whose task will be assisted by the prohibition of the carriage of non-compliant fuels. In line with our Company policy, all our vessels will have to change over our fuel to a compliant Fuel, which is either LSFO < 0.5% or MGO (Mainly for the Harbour fleet), this includes all the equipment stated above. Hong Lam Marine Plan Complying with the emission regulation is more than just switching over to new compliant fuel. Preparing our vessel’s bunker tanks for the fuel switch-over marks the first step of this journey towards complying with the regulation. In order to achieve this, all Chief Engineers to please check and carry out the following

Please drain out the Old Fuel from the Fuel Tanks for the above equipment and transfer same to the Settling or Service Tanks

Please then take new MGO < 0.5% Sulphur in the respective Fuel service Tanks for the above mentioned equipment and also ensure that the BDN clearly states that the Sulphur content is less than 0.5% Sulphur

Please file same in the Ship Implementation File (SIP) in the Last Subfolder for all these Aux Equipment

For the HG Fleet

Please also follow the same and keep the records of the Fuel Tank Cleaning and changeover of MGO < 0.5% Sulphur for all Equipment in one Folder on board.

The same also applies to the Main Engines and Main Diesel Generator Engines, which are already in operation on MGO, please maintain Records of the BDN and Bunker Records etc. in one Folder

With this supporting records we should be in a position to demonstrate that the ship’s crew has carried out due diligence and can show the authorities that everything within reason has been done to achieve full compliance. Please discuss same with your Technical Superintendent if in doubt.
