Advocacy and Policy Concern

Hong Kong Rehabilitation Programme Plan (RPP) Review

Regarding the “Rehabilitation Programme Plan” (RPP), we had collected the voices of our Associations’ members and

parents by a series of forums since last July, and now we have integrated our viewpoints on a paper to government

and presented it at Welfare Panel of Legislative Council (LegCo) on 8th January 2018. Our paper (Chinese version only)

is now posted on the website of LegCo (http://www.legco.gov.hk/yr17-18/chinese/panels/ws/agenda/ws20180108-

ag-app.htm#attend) and you are welcome to know more by reading it or joining us to discuss further. In coming year,

we will invite members of LegCo or government’s representatives to present again our viewpoints in order to persuade

them our stands as below:

1. Adopt “Down Syndrome” as one of the categories of disability;

2. Implement thoroughly the “UN Convention on Rights of Persons with Disabilities” (CRPD) to ensure the people

with disabilities can enjoy human rights and be equally treated in Hong Kong;

3. Establish an effective tool to assess and define the adaptive skills and physical functioning of ageing of people

with intellectual disabilities;

4. Review the renewal mechanism of Disability Allowance;

5. Medical services

5.1 Request for a regular health check

5.2 Introduce specialist clinic and health care voucher for people with intellectual disability

5.3 Waive or reduce fee of medical equipment

5.4 Simplify the procedure of authorizing doctors to do small scale medical surgery for people with intellectual

disability

5.5 Enhance education for the workers on knowledge of working with people with special needs

6. Early Education and Training

6.1 Provide Pre-school early intervention and therapies

6.2 Plan a path for people with intellectual disability to receive tertiary education

6.3 Review the curriculum of special education and provide a wide variety of chance for learning

6.4 Enhance the support for Integrated Education

7. Provide case management service for recipients of Special Needs Trusts

8. Review the Vocational Rehabilitation Services

9.1 Set up mixed-mode hostel for the “double-aged” (people with intellectual disability and their caregivers)

In 2017, we had ‘Morning Coffee’ and ‘Lunch Gathering’, we found parents love this kind of

gathering as they can share worries, happiness and useful information.

Come and get emotional support and information from other parents who have overcome

similar difficulties and challenges. Please feel free to share your experience and feelings to

us because we can understand your situation.

A. Activity register process of DS Centre

For activity registration, please e-mail to [email protected] . We will draw lots to decide the application if

the registered members are more than the quota. The deadline of registration is on 11th March, 2018

(Sunday) 5:30pm. The draw’s result will be publicized at on DS Centre on 16th March, 2018 (Friday). We

will distribute the receipt during 23rd to 31st March, 2018. You can collect the receipt at reception desk

during that period.

DS.6/Spo/2018-01 Wing Chun (One of the Chinese Martial Art/Kung-Fu)

The course focuses on the basic of Wing Chun technique. “Siu Nim Tao” is the first and most

important in Wing Chun. Due to the emphasis on the center line, the straight punch is the most

common strike in Wing Chun. The course emphasizes body’s reaction especially. It can help you

strengthen your muscles and reduce the risk of osteoporosis.

Adding the elements of Modern Dance into Jazz, the course consists of the exuberant and fast-moving of

Jazz and floor movements of Modern Dance. It emphasizes a whole-body approach including flexibility,

sliding, body’s reaction and body awareness to allow freedom of expression.
