WORKERS under DOH - Human Resource for Health Program thru the CREATION OF PLANTILLA POSITIONS Dear Tatay Digong: Greetings of peace and good health to you and to the entire nation! We, the undersigned, Registered Nurses and the Human Resource for Health under

Deployment Program of the Department of Health (DOH) believe that CHANGE is Coming. As a means of eradicating poverty and contributing to economic growth, we fervently hold onto your development plan to STOP ENDO! STOP CONTRACTUALIZATION! We, the nurses in the public sector, have been used and abused by the government

for decades for the many past administrations. The Department of Health (DOH) – Nurse Deployment Program together with the allied health team is the operative tool of the DOH to provide health care services, specially in the Geographically Isolated and Disadvantaged (GIDA) areas, to the poorest areas, families, individuals and indigent people in the community. We are advocators, defaulter trackers, coordinators, encoders, leaders, health care

providers, educators, documenters, recorders and team members. We obediently and diligently abide to the Implementing Rules and Regulations of the Philippine Health Care Delivery System as implemented by Local Government Unit and DOH as its lead agency promoting Health for all. As part of the public health team, we ensure to improve the general health status of the population, reduce morbidity and mortality of communicable and non-communicable diseases, promote healthy lifestyle and environmental health, and protect vulnerable groups with special health and nutritional needs. Our current status is categorized as WITHOUT employer-employee relationship

under various rhetoric such as job order, contract of service, or contractual workers. Our contract with the DOH is for one year, subject to evaluation every six (6) months based on the following health indicators accomplishment: Safe Motherhood Program, National Immunization Program, Nutrition and Integrated Health Control Program, Adolescent Health Program, Family Planning Program, National Tuberculosis Control Program, National HIV/AIDS/STI Prevention and Control, Rabies Prevention and

Control Program, Health Emergency Preparedness Program, Lifestyle Related Diseases, Health Wellness Program, National Tobacco Control Program, National Voluntary Blood Services Program, Primary Eye Care Program, Local Health Systems Development and Philippine Health Agenda Implementation.

Recently, we were mandated to focus on one barangay to promote maternal and child health and nutrition, tracking women of reproductive age (WRA) with unmet needs, provision of family planning services and commodities, conducting benchmark conferences like Usapan series, Family Development Sessions (FDS), Katropa sessions, adherence of mothers to breastfeeding, reduction of TB cases and prevention and management of reproductive tract infection including Sexually Transmitted Infections and HIV/AIDS, Dental Health among pregnant women and children, implementation of adolescent reproductive health, mental health and provision of maintenance medications for hypertensive and diabetic patients and maintaining its potency and storage. We also assist in the coordination and planning of the needs of additional health resources from government and non-governmental organizations to support each barangay and far-flung areas, for continuity of quality health services.

As part of our roles and responsibilities, we communicate and coordinate with Barangay Captain, Barangay Council, parent leaders, zona leaders, Barangay Health workers (BHWs), barangay nutrition scholars (BNSs), Barangay kagawads for the creation of health board team to ensure that all of the tasks assigned to us be properly implemented and sustained in grassroots level. At the same time, we are also a referral unit from Barangay to RHU level to provincial and/or tertiary hospitals - we seek to build the bridge that can adhere to the health needs of individuals, families and communities protecting their rights regardless of cultural diversity, tradition and gender preferences. Sadly, the current situations of NDP and allied health team under the HRH-DOH-are the following:

We are under the ENDO scheme;

We have no security of tenure because our contract ends yearly, subject to re-application and qualifying process;

Most of the areas are hazardous and yet we have no hazard pay;

We are exposed to various kind of diseases, such as tuberculosis, without any protective gear an still without hazard pay;

Most of us are open to abuses from other personnel and beholden to higher officials, otherwise our performance report will be compromised that results in the termination of contract;

Rampant practice of backer/ palakasan system;

Our Salaries are delayed;

No 13th month pay, no basic benefits;

We have no payslip, that is why we don’t know what deductions are made from our salaries;

Only selected and favored HRH were sponsored for trainings and seminars;

We are hopeless to secure permanent positions. We don’t know where to seek refuge anymore. We, through our Representative Leah S.Paquiz, wrote a letter1 dated 14 October 2016 to the DOH bringing into light the ten main issues of exploitation in the HRH. We received a letter-response from the DOH dated 13 February 20172 and 16 February 20173 consecutively. It appears from the DOH response letter that they are not aware of the exploitations, hardships, and poverty the ENDO is giving to us. Although we find it difficult to find our voices, we are again writing and desperately bringing our pleas to you, through our Representative Leah. Tatay Digong, ayaw na namin ng ENDO sa HRH(kami pong lahat na manggagawa ng kalusugan) ng DOH. Taon-taon hindi kami makapag celebrate ng Christmas at New Year dahil nakabitin ang isang paa namin sa hukay tuwing panahon ng December hanggang January, dahil termination po ng kontrata namin at application ng bago, at kung wala kaming “backer” tiyak na wala na din kaming tranaho. Tatay Digong, ayaw na po namin na tuwing pagkatapos ng isang taong tapat na pagseserbisyo ay para na lang kaming basura na itatapon sa kawalan. Maawa naman po kayo kahit huwag na po sa amin, para na lang po sa mga pamilya, anak at matatandang magulang namin na sa amin lang umaasa. Ngayon pong 2018 napakalaki po ng bawas sa HRH at almost 40% po ang wala ng trabaho.

Tatay Digong, hindi namin maintindihan kung bakit ang mga ahensya ng gobyerno ang numero unong taga sulong ng ENDO at ang protector ng KONTRAKTUALISASYON. Nauubos na po ang mga nars sa ating bansa. Napipilitan pong makipagsapalaran sa ibang bansa upang magkaroon lang ng disenteng trabaho at suweldo. Tandaan po nating “WALANG KALUSUGANG PANGKALAHATAN KUNG WALANG MANGANGALAGA SA KALUSUGAN NG BAYAN”.

Tatay Digong, gusto po namin ng permanenteng trabaho sa HRH-DOH! Gusto po naming makapag bigay ng de-kalidad na serbisyong pangkalusugan; pero paano

naman po naming magagampanan iyon kung kahit kaming mga healthworkers ay nagkakasakit dahil wala kaming makain at kung nagkasakit ay walang maipambili ng gamot at pampa-ospital. Tatay Digong maasahan nyo po kami sa pagsulong ng ating bansa tungo sa pagbabago, kung mapapagkalooban nyo lang po kami ng pagkakataon na mabuhay ng matiwasay at may dignidad sa pamamagitan ng pagkakaroon ng permanenteng trabaho, patas na pagkilala at sapat na benepisyo.

Lubos po kaming naniniwala at nabubuhayan ng loob sa development plan mo na “STOP ENDO! Stop Contractualization!” at ito lang po ang aming tanging pag-asa. Tatay Digong, ituloy nyo po ang pag-asang aming pinanghahawakan bilang mabuting mga mamayan ng ating bansa. Nagtratrabaho po kami ng marangal at may pagmamahal sa bayan at sa kapwa sa kabila ng lahat ng pang-aabusong aming tinatanggap. Sana po ay mabigyan ninyo kami ng pagkakataon at kaunting panahon na kayo ay makapulong o makausap man lamang upang inyong maging katuwang sa pag resolba ng problema sa HRH-DOH, na tila ay hindi binibigyang pansin ng nasabing kagawaran. Sustainable human development through decent and permanent jobs toward economic growth. Bilang marangal na mga health workers ng ating bayan, tanging ito lang po ang aming kailangan at hinihiling. At sa pagkakataon po na ito ay maipagkaloob sa amin ang plantilla positions. Naniniwala, sumusuporta, at kaisa nyo po kami sa inyong adhikain na mapabuti ang buhay at kalusugan ng bawat Pilipino! Asahan nyo po Tatay Digong, na kami ay magiging malakas ninyong katuwang sa pagbuo ng isang matatag at malusog na bayan.
