Introduction

Hampshire Constabulary invites you to the 2019 PSUK National Sea Angling Boat Championships.

Venue for this event will be Hayling Island Sailing Club, Sandy Point, Hayling Island, PO11 9SL. The sailing club is an internationally renowned venue with over 50 years’ experience of hosting

National, International and Olympic events. It is located at the most South Easterly point of Hayling Island, at the mouth of Chichester Harbour.

There will be plenty of parking and a dedicated pontoon for all boats to load and unload at the venue on the day of the competition that the sailing club are allowing us to use for the day. Hayling

Island Sailing Club is also being used as the venue for the 2019 Hampshire Police Boat Fishing Open in June so we can test the facilities.

Accommodation

We have chosen not to organise accommodation this year to help with saving costs for anglers/clubs. There are however a large number of Hotels, Airbnb, B&B’s, Holiday villages and Campsites on Hayling Island, and on the mainland, available for you to book yourselves. If you type “where to stay Hayling Island” into Google this will show multiple booking sites for you to

view. There is very limited and very basic accommodation at the sailing club which can be booked by

contacting the sailing club directly via their website www.hisc.co.uk

Meet and Greet Tuesday 3rd September 2019

This will be held at the Hayling Island Sailing Club, Sandy Point, Hayling Island, PO11 9SL, from 16:00 hrs. There will be a carvery being served from 18:00 hrs, please inform the organising

committee of any dietary requirements. The team captains meeting will commence at 20:00 hrs. The bar will be open for both soft and alcoholic beverage at very reasonable prices.

Presentation Evening Wednesday 4th September 2019

This will be held at Hayling Island Sailing Club, Sandy Point, Hayling Island, PO11 9SL. 3 course meal, please inform the organising committee of any dietary requirements.

Trophies will be awarded to 1st, 2nd, and 3rd placed individuals and teams. Dress code: Lounge suite with tie, or blazer/jacket and trousers with tie or cocktail dress.

The bar will be open for both soft and alcoholic beverage at very reasonable prices. If taxis are required for your return to accommodation after the presentation evening, you are advised to book

these in advance due to the remote location of the venue.

Self-funding prize table

There will be a separate self-funding prize table consisting of cash prizes to be won by those wishing to enter at a cost of £10 per individual angler and £20 per team. If there is enough support

for this, and we can generate a decent prize fund, then the prizes will be awarded to the 1st, 2nd

and 3rd placed individual winners, and to the 1st, 2nd and 3rd placed team winners, if the team or individual has paid to enter.

If the 1st, 2nd and 3rd placed individual and team winners have not entered, then the prizes will be awarded to the highest placed entrants who have entered. Entry and payment into this prize table must be made prior to the competition date, either at the time of entry or at a later date but no later than 30th June. After this date the prize fund generated will be assessed and a decision taken on prize allocation. If insufficient funds are generated by then any monies paid in will be returned.

Entrants will be updated of any decisions taken.

Parking

There is ample parking at the sailing club. If taxis are required for your return to accommodation after the presentation evening, you are advised to book these in advance due to the remote

location of the venue.

Raffle

A raffle will take place at the presentation evening with tickets being available to be purchased from the meet and greet and at the presentation evening. All proceeds from this raffle will be

donated to “Wetwheels Solent” a local charity that take disabled people boat fishing.

Costing

The entry fee is £540.00 per team of 4, £135.00 for individuals. This includes:

Meet and greet buffet Tuesday 3rd Sept @ £42 per team (1 course carvery)

Charter boats @ £230 per team

Bait Pack @ £80 per team

Trophies and admin costs @ £80

Presentation Dinner on the Wednesday 4th September @ £108 per team

A deposit of £200 for each team of 4 £50 for each individual to be paid asap please. Full payment to be paid by 30th June 2019

Bait

Bait packs are to be used and will consist of 1/2 lb Ragworm, 1lb pack of squid, 1 pack of frozen mackerel, 1 pack of frozen sand eel, 5 frozen peeler crabs.

Baitfish caught prior to the competition start must be shared equally amongst competitors on the boat. Bait fish caught during the competition by an angler can be kept for their sole

use if above minimum size limits. Baitfish will include Mackerel, Scad, Garfish, Herring, crustaceans and squid/cuttlefish.

Anybody found to be using any other bait will be disqualified.

POLICE SPORT UK SEA ANGLING (BOAT) RULES

Competitions will be fished under the following Rules. Amended April 2010.

PLEASE NOTE THESES RULES ARE DUE TO BE UPDATED

1. The competition shall be held annually and in accordance with the Angling Trust (Marine division) Guidelines and others decided by the Committee, copies of which are held by the National committee.

2. Competition shall be confined to members of affiliated clubs, who have been sworn in as paid constables, paid police support staff, paid Cadets, retired police officers and retired members of police support staff, as defined in Rule 39 of the Police Sport UK Constitution

3. Each Police Sport UK Region may enter four teams of four anglers per team. However, if the holders of the Kent Shield, or the host Force, fail to qualify in regional competitions, they will each be entitled as a matter of right to enter one team in addition to the four teams representing the Region. In the event that the holders of the Kent Shield are also the host Force this automatic right of entry is restricted to one team only. The Kent Shield will be presented to the team, which has accumulated the least number of boat points.

4. Competitors to use no more than three hooks. Triple or triangular hooks count as three Double hooks as two.

5. Fishing by rod and line only. No hand lining except where unavoidable due to the breakage of rod or reel.

6. Competitors to have no more than three rods assembled with line through rings but trace only attached to one.

7. Bait (See local rules)

8. Percentage scoring was introduced at the 2019 PSUK National Committee AGM. Introduction to Percentage Scoring. Competitors will continue to score points in the usual way in terms of the species points, or size of fish caught, with the Boat winner being awarded one point, 2nd two points, 3rd three points, etc. The point’s score will be used to determine the respective individual positions of competitors on that particular boat. In determining the respective positions of the teams competing, the team with the highest aggregate percentage score after combining the percentage (not points) scores of their members will be considered to be the winning team. The individual who scores the most points in his or her boat will be awarded 100 percentage points. All other competitors in that boat would be scored on their individual score in terms of a percentage of the winning individuals points score. The Kent shield will be decided on the highest percentage score obtained by the winning team. In case of a tie then count back via number of fish, if still level then by number of species, if still level then the trophy to be shared. Trophies will be awarded to teams finishing in 1st, 2nd and 3rd place.

9. With regards the individual trophy the competitor with the greatest number of fish points will win, if two or more anglers have the same points, there will be a count back via number of fish if still then by number of species, if still equal then the trophy to be shared. Trophies will be awarded to 1st, 2nd, and 3, place.

10. Angling trust specifications regarding the minimum sizes of fish will be adhered to at all times. (See Rule 17).

11. Boats will be permitted to fish at anchor or drift. At the discretion of the skipper.

12. Where two or more anglers hook and land the same fish, unless one by the mouth fairly and the other(s) by foul hooking, the fish shall be disqualified.

13. The Police Sport UK Sea Angling Committee shall have in place a procedure for dealing with matters of complaint, discipline or grievance arising out of the activities of the Sea Angling Section. Such matters will always be notified in writing at the earliest opportunity. An aggrieved person shall have a right of personal hearing before a panel comprising not less than three members of the committee before any final decisions are made. In all cases the Rules of natural justice shall apply.

14. Any breach of the rules may render a competitor liable to disqualification at the discretion of the Committee.

15. Prior to the presentation the organising committee will have the scores/results ratified by the national committee.

16. Any variations of the rules to meet local requirements may be made by the organisers for approval by the PSUK National Committee and before publication. Such changes will be known as local rules.

17. In the case of cancellation due to unforeseen circumstances a competition will be deemed to have been held, if any fish have been caught after the start. If prior to the start the competition can be replaced by a shore competition.

18. Double patting is permitted, however fish caught must be dealt with prior to the competitor’s next drop. Either returned to the sea or if being retained they must meet relevant size limits and be placed in a bucket or box, not left on the deck.

19. Boat Casting Rules. It is the responsibility of competitors to show consideration to other competitors on the boat and not put them unnecessarily at risk through their actions. Casting from within a boat puts other competitors at risk of being struck by a lead or caught by hooks particularly when up-tiding. To minimise risks associated with boat casting, competitors in PSUK events are not permitted to cast their rod when the lead or terminal tackle are within the confines of the boat. Casting when the lead and terminal tackle remain outside the boat at all times is permitted. Any competitor who persistently casts within the confines of the boat after being advised to the contrary will be disqualified. If the behaviour continues in subsequent competitions the matter will be referred to the National Committee who can consider banning the competitor from all PSUK fishing events for any timescale deemed appropriate in the circumstances.

20. The Council of the Police Sport UK has taken a limited liability Personal Injury Policy of Insurance to cover any Competitor, Official or Committee Member of Police Sport UK aged between 16 and 75 years, who is participating or officiating at any Championships organised on behalf of the Police Sport UK, and who as a result of receiving serious bodily injury, dies or is permanently disabled resulting in their being retired from their Force. A condition of the Insurance Policy is that notice must be given to the Insurance Company of any Injury which might give rise to any claim, as soon as reasonably practicable and in any case within 21 days of the occurrence. In order to comply with requirements both the organisers of the National Championships and the Police Sport UK Office must be informed of any such incident immediately. These conditions must be brought to the attention of all Competitors by their inclusion in Entry forms for the Championships

Local Rules

1. This competition is open to all teams representing police forces across the UK, there is no requirement to qualify as in rule 3 above.

2. Individual anglers are welcome and will be placed with other individuals into teams of 4 or into teams with spaces available at the discretion of the PSUK National Committee.

3. The competition will be of 6 hour duration, starting from first lines down which is to be called by each individual boat skipper.

4. Boats will fish within a 20 mile radius of the entrance to Chichester Harbour.

5. Fish will be scored on a point’s basis and returned alive unless being kept for the table or for bait, then must reach minimum size limits.

6. Scoring will be as follows.The first fish of each species is awarded 35 points, the second fish of that species is awarded 10 points, the third fish of that species is awarded 10 points and the fourth fish of that species is awarded 45 points. After the fourth fish, all other fish of that species will receive one point each, and be marked down in the extras section. Mackerel will not be awarded any extra points after the fourth fish. There are no size limits for scoring purposes.

7. Any fish caught that is not listed on the score sheet will count as unclassified

8. Each anglers fishing position on the boat will be drawn on the day as follows. Angler drawing no 1 will pick their position first, followed by angler drawing number 2 who will pick their position, and so on. Best practice will be to nominate the boat positions and how many positions are available to fish from on the stern of the boat, in consultation with the boat skipper. At the skipper’s discretion, anglers fishing on catamarans will utilise all 4 fishing positions across the stern. Anglers fishing aboard a mono hull will utilise 2 or 3 positions across the stern if there is enough room.

9. Baitfish caught prior to the competition start must be shared equally amongst competitors on the boat. Bait fish caught during the competition by an angler can be kept for that angler’s sole use if above minimum size limits. Baitfish will include Mackerel, Scad, Garfish, Herring, crustaceans and squid/cuttlefish.

10.All fish caught only require the angler to touch the trace, which must be witnessed by another angler from another force or the skipper of the vessel.

11. If there are doubts then all fish to be identified by the skipper whose word is final.

12.Uptiding is permitted as in rule 19 above. Casting shall be from outside of the boat, not from inside or across the boat.

13.All fish shall be unhooked and despatched or returned before fishing is resumed.

14.Anyone found deliberately littering, even bait wrappings, will be disqualified.

15.The organising committee has the power to abandon or limit the days angling should circumstances dictate this.
