12-13 January 2012: LED Workshopo IEC 62717 - Performance standard for LED modules: The workshop discussion

focused on various comments provided to the proposed CD draft, PRESCO(RTK)166B. Major discussions were as follows.

Uli Mathis (AT) presented comments, PRESCO(UM)003. An extended discussion over the meaning of tpmax and consensus to

use tp rated with additional explanation was reached. AT14 proposed removal of the section on recommended values for

displacement factor. Although the US delegates agreed, the workshop leaders elected to retain the clause in the next CD draft to solicit national comments.

Wei Zhang (CN) proposed clauses for testing dimming and color uniformity within directed beams. China was encouraged to submit these comments through their NC to the next CD draft.

Guy Vandermeersch (BE) proposed to develop a standard for luminous efficacy during dimmed operation. US delegates considered this unnecessary.

Guy Vandermeersch (BE) introduced his letter PRESCO(GV)014 proposing modifications to the stabilization procedure during photometry. After lengthy discussion, the workshop agreed to use a stabilization criterion rather than a fixed time for stabilization. GV will propose new text based on the workshop discussion.

Geert Vanlier (NL) reviewed his comments regarding a proposal to express power quality requirements in terms of displacement and distortion factors. Japan remains opposed to this change citing the well-established standards utilizing power factor and harmonic content measurements. Eurelectric, a trade association of European utilities, has

also stated opposition to proposals of this type. A face to face meeting is proposed with COMEX leadership. Norbert Wittig (DE) will arrange.

o IEC 62707-1 LED binning — Part 1: General requirements and white grid A preview copy of the comments collected for 34A/1520/CD was reviewed. The US comment recommending discontinuing all work on this proposal,

abandoning the white grid concept and utilizing existing ISO 11664-5 CIE S 014-5/E coordinate specifications in any proposals for future LED color binning applications was rejected. The following written rationale was requested since the rejection involves ignoring the ISO/CIE specifications: “The ISO standard provides a continuous space which is reduced to a necessary amount of grid points in the drafted standard. The ISO document also provides no code.”

A new annex to 34A/1520/CD was circulated which replaces figures 2, 3, and 4 of the CD as well as the Annex A table. The proposed changes are for clarification purposes.

Workshop recommendation was to proceed with drafting a CDV that includes the disposition of the comments and the modifications proposed in the CD “Annex”.

o IEC/TR XXXXX Method of translating binning structures to IEC 62707 1 A reballot of C78.377 was in progress to correct a clerical error. USA delegates have committed to author a DTR providing translation of

ANSI C78.377 into the white grid coordinates after completion of amendments to the ANSLG document.

o IEC 62612 - Performance standard for self-ballasted LED lamps by voltage >50 V

Voting on 34A/1515/CDV closes 30-Mar-2012 was noted. Comments received in PRESCO(GJV)013A were considered.

Pre-stabilization: The stabilization criteria will be aligned with the IEC 62717 document discussed earlier. Guy Vandermeersch (BE) will prepare a proposal. The proposal will be formally introduced by the convener of this working group, Richard Kotschenreuther (DE).

Test voltages: When a range of voltages are declared by the manufacturer, a proposal was made to measure with the test voltage set at the mid-point of the range. Additionally, testing at both 50 Hz and 60 Hz when the products are declared suitable for either was recommended. Japan objects and agrees to offer a counterproposal. Dual voltage 120/230 V lamps were recommended to be tested at both conditions. Discussion ensued over the large number of measurements required by this proposal.

A discussion of the method for measuring beam characteristics resulted in some modifications to Annex A. Geert Vanlier (NL) offered to create a flow chart of the testing sequence.

o IEC 62663-2 - Non-self-ballasted LED lamps – Part 2: Performance requirements The positive voting result (34A/1378/RVN) of 34A/1353/NP was noted.

The project convener is Mr. Kyeong-Ho Noh (KR). Mr. Vanlier (NL) will replace Mr. Bouman (NL) in the WG.

A manuscript, PRESCO(RTK)177A – Attachment 03, for a CD was circulated and reviewed. The document will be issued as a CD with modifications agreed during the workshop.

o IEC 62722-2-1 – LED-luminaire performance requirements Ted Glenny (UK) mentions efforts to use component reliability for a

system approach to this standard.

Documents 34D/996/NP and 34D/1022/RVN were noted. A CD is planned.

o IEC 62031 – Safety standard for LED modules Documents 34A/1416/CDV and 34A/1461/RVC were noted. Richard Kotschenreuther (DE) explained the plan to merge the

photobiological safety project with the running CDV and CO’s request to continue with separate projects. He announced quick circulation of FDIS, RR and CD.

Heat management: Andy Hughes (UK) introduced his objections, PRESCO(ADH)010, to the tc limits proposed in this standard. His comments were supported in principle, however, it was suggested to progress the ideas as a separate CD to run in parallel with the photobiological safety. These two fragments will then be considered for a combined amendment to the standard.

o IEC 62560 – Self-ballasted LED lamps for general lighting services by voltage >50V – Safety specifications

A preprint of the comments received to 34A/1525/DC was reviewed. Discussion ensued over providing an exemption for rim-mounted lamps

from the mass and bending moment requirements of Table 2. The discussion identified a need for a new annex, “information for luminaire design”, that would include a portion on rim-mounted lamps.

o IEC 62776 – Double-capped LED lamps – safety requirements Much discussion over the safety of “misapplied” fluorescent lamps into

mains voltage G13 sockets. Strong sentiment from Germany that the use of G13 fits for LED linear lamps should be permitted. Opposition was noted from Japan, Australia, etc… this WG needs to meet urgently and often.

It was noted there are many comments and most countries and the IEC Central Office recommended a CD, instead of a CDV, as the next stage.

Scope discussion: Retrofit (no change in ballast) or conversion (mains voltage to sockets; luminaire modification).

The document only covers retrofit at this time. Wattage limit was increased to 125 W to cover 8-ft LFL

replacement units. Voltage limit was kept at 250 V since the mains (277 V or 347 V)

is not applied to the sockets in retrofit units.o IEC/PAS 6xxxx — LED Testing and prediction of lumen maintenance

The approval of IES to allow the IEC TC34 to cite TM-21-11 was noted. An outline, PRESCO(MED)030, of how this new standard could be

drafted was discussed. Citation of TM-21-11 was challenged by Philip Plathner (DE) who preferred to rely on border functions introduced at the June 2011 workshops for standardization. Several actions were requested of the US delegates:

A letter to the IESNA requesting access to the datasets used in the development of TM-21-11

A letter requesting permission from the IESNA to permit the IEC TC34 to reference LM-80 in standards

Due to the challenge of dual approaches to lumen maintenance conformance in this standard, the workshop agreed to continue the discussion at the planned workshop meetings in June 2012.

o Added new clause for Creepage distances and clearances: “The requirements of IEC 61347-1 apply except that for conductive accessible parts IEC 60598-1 is applicable”.

o Added new clause specifying test conditions for dimmable and 3 way lamps 16 January 2012: IEC 60969: Self-ballasted lamps for general lighting services -

performance requirements o Comments to 34A/1524/DC were reviewed by the working group.o Run-up time: Workshop consensus to use the time to 60% of initial (stable)

lumens from data collected during photometry warm-up.o Beam angle and center beam intensity: Cite IEC/TR 61341o Power quality (Displacement and distortion): Japan continues its objection to the

proposals for change to displacement and distortion measures. Harmonization with IEC 61612 is proposed for this document. The following observations were contributed to the discussion between pf and harmonics versus displacement and distortion. Power factor is regulated by EC Regulation 244/2009. The harmonized standard is: EN 61000-3-2:2006. Although this EN does not mention “power factor” it uses the same mathematics.

o Equivalency with incandescent lamps: Use US Energy Star requirementso Table 3 Performance requirements: US delegates offer to recommend tolerances

on the mean values of power and luminous flux based on industry consensus long term production variation, a 99% confidence level and N=10 sample size.

o Table 3 Lifetime requirement: There is a significant risk of errant validation conclusions with small sample size and the proposed requirement that the sample median exceed 90% of the rated life. A counterproposal of 70% of rated life can be perceived by non-experts as very low limit allowing underperforming products be on the market. The workshop delegates agreed to allow using advanced statistical toolset instead (Weibull analysis, confidence intervals) and continue the discussion at the next meeting.

o Mercury requirement: The quantity of mercury is not a performance parameter unless too little is dosed in the lamp. Workshop delegates agree to remove the mercury requirement from this standard. Nevertheless, it was noted the chair, Owen Manley (AU) still objects to the exclusion.

17 January 2012: IEC 62504 LED Terms and Definitions – Project Team meetingo The workshop delegates continued development of a CD.o Invited experts from the CIE, Peter Zwick and Yoshi Ohno, were present to

assist in the harmonization of terms used in the standards of both organizations.o LED Light Engine: Harmonization with the Zhaga Consortium is proposed.o Complete harmonization of IEC 62504 with IES RP-16 and Energy Star for

terms such as LED module, LED array, LED lamp, etc… was not possible. A consensus to allow flexibility in LED module was needed to move forward.

o Follow up teleconferences are planned to complete the CD drafting work.2c. Was there any discussion for which the United States was unprepared? (e.g., late document distribution, addition of new items, etc.) No
