The Hinsdale Chamber of Commerce is celebrating its 90th anniversaryserving the Hinsdale business community. Founded May 27, 1924 theHinsdale Chamber represents over 260 merchants, business profession-als, companies and small business owners in Hinsdale and the surround-ing area. It is a not for profit organization financed solely by membershipdues and fund raising events. Our mission is to provide community lead-ership and to achieve economic growth in business by promoting andrepresenting the interests and advancement of our members.
Best known for our community events the Hinsdale Chamber hostsseveral activities throughout the year including the colorful summer longFarmers Market, our renowned Fine Arts Festival, the popular JulySidewalk Sale, the September Garage Sale, the Hinsdale Fall Festival inOctober and finally, everyone’s favorite, the wonderful Christmas Walk,held in December to kick off the holiday season. Our most popular sum-mertime favorite, Uniquely Thursdays, held every Thursday evening fromJune to August, features live entertainment, food, drink and local mer-chant participation.
Also, all community members, visitors and shoppers are invited to visitthe Chamber website (www.hinsdalechamber.com) to sign up to receiveweekly discounts, coupons and certificates from area Chamber business-es via email (called Hot Deals).
In addition the Chamber works in partnership with the villageEconomic Development Commission to maintain develop and promotethe entire Hinsdale business community. Fresh-cut greenery decoratingthe village during the holiday season, and American flags displayedthroughout village streets on Memorial Day, Independence Day andLabor Day are provided by the Hinsdale Chamber of Commerce, whichserves our community in other innumerable ways. Our accomplishmentsare made possible through the cooperation and support of our local busi-nesses, commercial and professional people, village and communityworking together.

A chamber representative mak-ing home visits delivers a package containinga community directory, a map and literaturefrom chamber members participating in theWelcome Service Program.
Chamber Website: The Hinsdale Chamber ofCommerce offers a website that will enhancethe promotion of chamber members, theirbusinesses and the community overall.Enhanced business listing and marketingopportunities are also available.

The Village of Hinsdale isgoverned by its village presi-dent and a board of trustees.The president and the board, composed of six members,are elected officers. Each ofthese serves without pay-ment. Their terms are forfour years. Also, their termsare staggered so that an important continuity is
maintained. The village officers are: President: Thomas Cauley, Jr. Trustees: J. Kimberley Angelo, GeraldHughes, Laura LaPlaca, Bob Saigh, ChrisElder, Bill Haarlow.
The board employs a village manager, whosupervises approximately 115 village employ-ees in their performance of village services.

Zoning andPublic Safety Committee
This committee generally handles anyissues that relate to zoning, police and firedepartment operations, and parking concerns.The committee reviews plan commission rec-ommendations and forwards them to the fullvillage board.
From time to time, the village presidentappoints, with the consent of the villageboard, volunteers to serve the community onvarious boards and commissions.
Board of Fire and Police CommissionersThe three-member board is responsible for
hiring, promoting and disciplining police offi-cers and firefighters.
Economic Development Commission The nine-member commission recommends
plans and actions to expand the village's taxbase and increase the village's sales tax rev-enues.
Electrical Commission The five-member commission is responsible
for reviewing the village’s electrical code andmaking recommendations for possiblechanges to that code.
Finance Commission The seven-member commission recom-
mends plans and actions with regards to thevillage's annual budget and other financialmatters and recommends long-term strategicplans on financial matters.
Firefighters’ Pension Fund Board The five-member board has control of the
management of all funds belonging to or des-ignated by law as part of the firefighters’ pen-sion fund.
Foreign Fire Insurance Board The four-member board manages and
administers the money in the Foreign FireInsurance Fund. Pursuant to state law, thefund receives its monies from a state taximposed on fire insurance policies written byinsurance companies domiciled outside of the
state of Illinois.
Historic Preservation Commission The five-member commission works to
assist the village board in the preservation,protection, enhancement, rehabilitation,reconstruction or use of historic structures,sites, or areas in the village, and to educatethe residents regarding the importance of his-toric preservation.
Park and Recreation Commission The seven-member commission advises the
village board on matters relating to plans andprograms for village parks; reviews the acqui-sition, maintenance and development ofparks; and reviews the budget for all parkactivities.
Plan Commission The nine-member commission reviews all
applications for planned unit developments,zoning code amendments, special use permitsand lot subdivisions and forwards recommen-dations to the village board. The commissionalso reviews the exterior appearance and site
plan for all nonresidential development andrenders decisions on all sign permit applica-tions.
Police Pension Fund Board The five-member board deals with the
investment of pension funds, making determi-nations as to an officer’s ability to qualify forthe fund, and rules or questions of disabilitypay.
Zoning Board of Appeals The seven-member board reviews and ren-
ders decisions on all variations to the regula-tions of the zoning code. In addition, theboard reviews appeals on matters where theapplicant believes staff has misinterpreted thecode. The only appeal an individual hasbeyond the board is to the Circuit CourtSystem.

Solid Waste: Kitchen and householdrefuse in the amount of one 34-gallon bag or can will be carried out by the haulerfrom the rear door. Any additional 34-gallon cans or bags of solid waste willbe carried out, however, each additional bag or can must have a Villageof Hinsdale sticker on it. If you have a largeitem for pickup (washer, dryer, stove,couch, water heater, mattress, etc.), it mustbe placed on the curb with one sticker oneach item. Bags, cans or large items inexcess of the one-can service withoutstickers will not be picked up. No garbagecans are to be placed on the curb.
Landscape Waste: All grass, leaves,shrubbery, vine trimmings and the like must be contained in 34-gallonbiodegradable paper bags and placed onthe curb for pickup on the primary collec-tion day. One sticker must be placed oneach 34-gallon biodegradable paper bag.Plastic bags or cans containing yard wastewill be left uncollected even if there is asticker on them. You may not mix solidwaste and landscape waste. Landscapewaste will be picked up between April 1and December 1 of each year.
Brush: Brush will be picked up in bun-dles when placed at the curb for collection on your primary pickup day andeach bundle must have a sticker on it. A bundle size must be no longer than4 feet, 18 inches in diameter, weigh no more than 50 pounds, and besecurely tied with biodegradable string (no wire or plastic ties). Limbs cannot belarger than 2 inches in diameter. Bundles tied in any other manner will beleft at the curb. Brush will be picked up between April 1 and December 1.
Recycling: Recyclables will be pickedup on the primary pickup day. Items that are included in the village’s curbsiderecycling program are computer paper,packing paper, white paper, glass bottlesand jars, colored paper, aluminum cans,foil, trays and junk mail.
Plastic No. 1-7: magazines, aerosol cans (empty), phone books, paint cans(empty and dried), paper grocery bags, milk/juice cartons, chipboard/paperboard,drink boxes, newspapers. Please separate the paper products from the non-paper items.
A sewer use charge of 15% of the netwater bill is made for all homes and busi-nesses connected to the village sanitarysewer system. These funds are used tokeep sanitary sewers in good working orderthrough a program of cleaning, mainte-nance and repair. Some homes in Hinsdalenear 55th Street are served by sewersowned and maintained by the Flagg CreekWater Reclamation District (a separate gov-ernmental agency). (630) 323-3299. TheFlagg Creek Water Reclamation Districtalso levies a sewer use charge that is billedto each home in Hinsdale served by thedistrict. That sewer use charge is used topay the cost of collection and treatment ofsewer wastes. (630) 323-3299
Hinsdale’s zoning ordinance is strictlyenforced. The zoning ordinance regulatesland use, setbacks, side yards, rear yards,heights, intensity of use and off-street park-ing. Appeals for variations from the zoningordinances may be filed with the ZoningBoard of Appeals.

Hinsdale’s air pollution control ordinanceprohibits all open burning, including backyardincineration in a container of any type or burn-ing leaves or any other materials on private orpublic property.
Fires for the purpose of barbecuing or firesin indoor, private fireplaces are permitted pro-vided the smoke coming from these fires doesnot exceed the limits of white or very lightgray smoke as set forth in the ordinance.Smokestack and chimney emissions fromstores, institutions, apartment buildings andone or two-family residences are also regulat-ed by the ordinance. To report a violation ofthe air pollution control ordinance, call the AirPollution Control officer at (630) 789-7030.
Building permits are required for buildingconstruction, alterations, repairs and demoli-tion. Separate permits are required for electri-cal work, plumbing, driveways, water-freon-cooled air-conditioning units, fences, decksand porches. Permit fees vary with the natureand scope of the work. Permits are issued atthe village office in the Building Department.Detailed plans must accompany permit appli-cations. Commercial construction requiresapproval of the Plan Commission and VillageBoard prior to issuance of permit. Commercialsigns require Plan
Commission approval and a permit. A separate permit for sewers is required fromthe Flagg Creek Water Reclamation Districtbefore a building permit is issued by the vil-lage.
Because the Village of Hinsdale receiveswater from Lake Michigan, water conservationmeasures are required by the IllinoisDepartment of Natural Resources, Office ofWater Resources, to restrict outdoor wateruse and to encourage conservation. Lawnsprinkling restrictions go into effect on May 15and remain in effect through September 15.
During this period lawn sprinkling is allowed between 6 a.m. and 10 a.m. and 6p.m. and 10:00 p.m. Even numbered streetaddresses and even number days. Odd num-bered street addresses, odd number days. Atemporary permit is available to water newlyseeded or sodded grass. Contact the villageat (630) 789-7030 if you have questions. If
necessary, these restrictions can be expandedby the village managers; residents would benotified of any changes.
Vehicle stickers and animal licenses may bepurchased at the village office, 19 E. ChicagoAve., Hinsdale, Illinois. Renewal applicationsare mailed each year.
Automobile — annual fee
Vehicle license stickers go on sale March 1at the village office. Vehicle stickers have anannual fee of $30. Trucks under 8,000 lbs are$45 and over 8,000 lbs are $60. Stickersmust be displayed by May 1.

Bicycle License
A permanent bicycle license is available andmay be obtained free at the police depart-ment. All bicycle riders are required to obey
the same traffic regulations as motorists.Warnings will be issued by the police depart-ment to all bicyclists not complying with trafficregulations and records of warnings given willbe kept.
Assignments may be made to special bicy-cle safety education classes and traffic ticketsmay be issued to habitual violators over age16. Bicycle “Rules of the Road” may beobtained from the police department.

Neutered male and female dogs and cats$5. Unneutered male or female dogs and cats$20.
Animal licenses are due April 30 each year.A valid rabies certificate is required prior toissuance of an animal license. NOTE: Dogsand cats are not permitted to run at large inthe village.
Dogs are neither allowed to run at large noron a leash in village parks or public placesexcept KLM Park during the days and timeswhich are posted. Pet owners are required toremove their pet’s excrement from public orprivate property.

4. It is required that every motor vehiclewhose status is in the Village of Hinsdale, dis-play a vehicle license in addition to the Statelicense registration. Fire protection services are provided by adepartment that has highly efficient, up-to-date equipment including emergency para-medic ambulance service.
A continuing facet of the department's workis providing classes in cardiopulmonary resus-citation (CPR) which are open to the public,home inspections, fire prevention informationwith safety recommendations, all of which canbe arranged by calling (630) 789-7060.
Potholes and routine repairs are made bythe Public Service Department. Major resur-facing work is done on streets previously con-structed to village standards with state motorfuel tax funds allocated to the village. Newstreet construction is done through a specialassessment or special service area financingof property owners whose property is benefit-ed from the improvement.
Traffic and parking ordinances are strictlyenforced for the safety of Hinsdale motorists.Speed limits are 25 MPH on most streetsexcept in the business district and schoolzones where the limit is 20 MPH or otherwiseas posted. Overnight parking on public streetsand parkways is not allowed from 2 a.m. to 6a.m. All permit parking spaces are free onSaturday.
Tree planting, trimming and removal on pub-lic grounds, including parkways, is done on ascheduled basis by the village tree crew.Report diseased elm trees to the PublicServices Department for prompt inspection.Homeowners are required to remove diseasedelms on their property within 10 days afternotice to protect against the spread of the dis-ease to another tree. The village removes dis-eased elms from the parkway.
Tree Policy — The village replacement treeshave trunks 2 inches in diameter.

Water is supplied to the village of Hinsdalethrough the DuPage Water Commission,which purchases water from the City ofChicago. The village is one of 23 CharterCustomers of the Commission who receivetheir water from Lake Michigan. The centralpumping and pressure adjusting facility for thevillage is located at 217 Symonds Drive. Waterquality is monitored daily to ensure uniformquality and purity. The water is very low insodium, total dissolved solids and a hardnessof approximately eight grains. Water bills arebased on the amount of water used and arecomputed at a rate of $3.62 per 100 cubicfeet or 48 cents per 100 gallons.

Hinsdale is fortunate to have a total of132 acres of park land for use. Our parksprovide facilities for tennis, baseball, soft-ball, basketball, football, soccer, swimming,picnicking, children's activities and justplain sitting or walking in scenic, openspaces. The village is committed to maintaining each of its parksin good condition and to providing a highlevel of recreational services to the commu-nity.

Pool Open —Late May through early September Special early openings —First week of season
Features of the Hinsdale communityswimming pool include a 50 meter poolwith 25 yard “L” shape design with depthfrom 3.5' to 5'; diving pool with drop slideand 2 one meter boards and 1 three meterboard; zero edge walk-in wading pool withwater play features and playground area;separate sunbathing area, bathhouse withconcession; locker rooms with coin oper-ated lockers.
Season passes are available starting inMay. Fees in 2010 were: resident family$275, resident individuals $165 and resi-dent Senior Citizens $85. Early birdreduced fees are available in May.
Hinsdale has a total of 16 courts at fivelocations, all of which are equipped withracqueting boards. The racqueting proce-
dure is used to control court usage andplay and is in effect all year.
General Rules & Regulations1. Persons playing on the courts are not
permitted to racquet for further court usageuntil they come off the court at the end oftheir hour.
2. During school vacation the followingcourt priorities will be in effect: Senior play-ers (16 years and over) have priority overJunior players (15 years and under) onSaturdays, Sundays, and holidays from 1 to 5 p.m. and weekdays after 5.
(This rule does not prohibit parents play-
ing with their children, however).3. Tennis players should be aware that
there are times when courts are reservedfor specific programs such as lessons.
4. Tennis shoes are required on court sur-face.
5. Players using profanity or unsports-manlike conduct will be asked to leavecourts.

The Hinsdale Historical Society was estab-lished in 1973, the same year the village wasofficially 100 years old. The purpose of thesociety is to collect, preserve and promote thehistory of Hinsdale. Its archives are theresponsibility of Hinsdale’s history, and avail-able to the public. The Society has three sites.
The Hinsdale History Museum, constructedin 1874, was donated to the Society bySchool District 181. It was moved in 1981 toits present park site location made availableby the village board. With private funding andvolunteer efforts, the building was restored tohouse a museum illustrating life in earlyHinsdale. The museum also contains thearchives of Hinsdale’s history and a small giftshop of Hinsdale memorabilia. The museum isopen to the public every Friday and Saturdayfrom 10 a.m. through 2 p.m. or by appoint-ment.
In 1999, the society, in cooperative effortwith the village of Hinsdale and grant assis-tance from the state of Illinois, saved the for-mer 100 year old Immanuel Church at 302 S.Grant St. from demolition. RenamedImmanuel Hall, the property was deeded to
the Historical Society in March 2001. TheRoger and Ruth Anderson Architecture Centerand Immanuel Hall renovations are now com-plete and are available for public use.
In 2005, the society saved a Cotswold-stylecottage designed by Hinsdale architect R.Harold Zook for his family. It was moved toKatherine Legge Memorial Park, adjacent tothe Zook designed lodge, where it will beopen to the public after restoration.
The society offers rotating exhibits and pro-grams on a variety of topics for adults andchildren throughout the year.

Graue Mill, located off York Road, ? milenorth of Ogden Avenue, is the only operatingwater-wheel gristmill in the greater Chicagoarea. Fred Graue built the mill in 1852 to servethe surrounding countryside of Brush Hill(Hinsdale), and it served the community untilthe turn of the century when modern millingmethods rendered the old mill obsolete.
Graue Mill and Museum is a not-for-profitvolunteer organization supported entirely byadmissions, memberships, and donations. Thebuildings and grounds are owned and main-tained by the Forest Preserve District ofDuPage County.
Today, thousands of visitors annually viewthe basic milling process, explained by a millerin a white apron, and purchase fresh stone-ground cornmeal in old-fashioned cloth bags.After browsing the museum store on theground floor, they may also stroll the muse-um’s upper stories, which contain an old-fash-ioned barn, a nostalgic child’s room, aVictorian drawing room, an early Americankitchen and sitting room and an old country

FREDERICK GRAUE HOUSE
The Frederick Graue House, built in 1859,stands next to Graue Mill. Restored andopened to the public in 2002, the house is afine example of Italianate architecture. Theinterior of the house has been converted intoa multi-use facility and is used for special pro-grams and exhibits by Graue Mill.
The house is also available for rental forweddings, showers, birthday, anniversary par-ties and meetings. Occupancy of the house islimited to seventy people, but the surroundinggrounds are also available for rental.

Food pantry service
HCS offers two food pantry options. Our“Client Choice” Food Pantry operates like agrocery store, in which our clients can selectnutritious food and household items based ontheir individual preferences and needs. Our“Mobile” Food Pantry is a traveling foodpantry that delivers nutritious food to anunderserved area in our community.
Housing assistanceHCS provides emergency rental or mortgage
assistance and supportive services to individ-uals and families who are in danger of evic-tion, foreclosure or homelessness, due to aneconomic crisis that is beyond their control.
Emergency utility assistance Along with the collaboration of the Salvation
Army, HCS provides assistance with the pay-ment of utility bills to avoid shut-off or restoreutility services.

For more than 60 years Hinsdale HumaneSociety has been finding forever families forhomeless dogs and cats throughout our areawhile also offering enrichment programs forthe entire community. What started as sixlocal women wanting to make a difference in1953 has grown into a well-respected shelterwith more than 300 volunteers and 850 adop-tions annually.
Whether you’re looking to add a furry friendto your family or you need help preparing your
pet for the arrival of a new baby, HinsdaleHumane Society is here to assist. Located justacross the street from Adventist HinsdaleHospital, the animals that stay at HHS are wellfed, exercised and cared for until they’rematched with their forever family.
Nine police departments from throughout theWestern Suburbs bring us lost animals, andour doors are always open for pets that canno longer stay with their families due to finan-cial restraints, allergies or other reasons. Aftercareful health screenings and temperamenttesting, they’re ready for adoption. We alsotake additional dogs and cats from other ani-mal welfare agencies and relocate them toHHS for adoption. This helps relieve crowdingin other Illinois shelters and saves these ani-mals from possible euthanasia. It’s a win-winfor everyone.
In addition to adoption services, HHS offersa wide variety of outreach programs. If yourpet has some behavioral problems, call ourhotline or enroll them in one of our obedienceclasses to work on good canine manners.
And if you have young children, chances arethey’ve had experience with our HumaneEducator, who brings programs such as DogBite Safety, Caring for Your Pet and CharacterEducation into the local public schools andpreschools. Those youngsters with a stronglove of animals can participate in one of ourthree week-long camps during the summerwhere they get first-hand experience with ani-mals. The shelter is also open for tours withscout groups, community service organiza-tions and more.

RCC educators help students understandthese changes and learn to make healthydecisions, avoiding risky behaviors that willaffect them into adulthood.In response to the suburban heroin crisis,RCC developed a groundbreaking heroin pre-vention initiative.
This program teaches students, school staffand parents why students might turn to drugsincluding heroin, how these substances affectthe brain and body, and how to avoid the dan-gers of substance abuse.
