Partnership ProgramsDOWNTOWN DEBRIEFING SERIES Features eight
breakfast events annually, focusing on important development issues
that impact Downtown Tampa, including topics such as commercial
and residential development, urban planning, arts & culture,
transportation initiatives, City of Tampa updates, and other timely
downtown related issues.
ANNUAL DOWNTOWN DEVELOPMENT FORUM A half-day event that explores innovative ideas in urban development
and serves as a catalyst for discussion and problem solving for major
urban issues. Participants hear from private and public leaders, and
industry specialists who offer insight into local, regional, and national
trends in their fields of expertise.
ANNUAL MEETING & LUNCHEON The Partnership’s
signature event celebrates accomplishments, and inducts the

MembershipTampa Downtown Partnership membership represents over 200
diverse stakeholders, including national corporations, locally owned
businesses, civic organizations, government agencies, downtown

member businesses, build relationships, and a platform to voice key
issues. Additionally, the Partnership provides up-to-date downtown

Who We AreThe Tampa Downtown Partnership is a private, not-for-profit
501(c)(6) organization. It is a membership organization comprised
of companies, organizations and individuals with a common goal of
advancing Downtown Tampa.
Through an annual contract with the City of Tampa, the Tampa
Downtown Partnership administers the Special Services District. In
addition to Tampa’s Downtown Guides and Clean Team, the Tampa
Downtown Partnership works to promote downtown through
marketing, communication, marketplace development, planning,
transportation coordination, beautification, and placemaking.

MISSIONThe strategic mission of the Tampa Downtown Partnership is to be

About the Special Services DistrictThe Special Services District (SSD) is the longest operating Business
Improvement District in the State of Florida. It encompasses 760
acres and 220 blocks. Since its inception in 1994, the SSD has
provided services above and beyond the standard services provided
by the City of Tampa.
Funding for the SSD comes from a non ad valorem special
assessment placed on property owners. This assessment is $1.10 per
$1,000 in assessed value from the Hillsborough County Property
Appraiser’s office. In FY 2016, the SSD budget was $2,012,425.59

Clean & Safe Formed in 1994, the clean and safe programs were developed to provide supplemental services to public areas located within the Downtown Special
Services District. Many cities around the world have implemented clean and safe programs to augment services already being provided within their own
Business Improvement District (BID). Tampa’s programs have been used as exemplary standards by other downtowns as far away as the United Kingdom.
The mission is simple… provide a cleaner, safer, and more friendly environment for workers, residents, and visitors to the area.

TAMPA’S DOWNTOWN GUIDES help provide a safe and inviting downtown
environment through their role as on-street ambassadors. They help deter suspicious activity
as downtown’s additional eyes and ears, and offer a friendly “concierge” type service. The
Downtown Guides are unarmed public safety ambassadors, First Aid Certified, and work
closely with the Tampa Police Department through the Downtown Security Network and
Downtown Business Watch programs. They patrol the Special Services District (SSD) on
foot and in the service vehicle. Helping to keep things “green” in downtown, the Downtown
Guides patrol in an electric vehicle called a GEM Car. This mode of transportation replaces
a traditional vehicle, which costs the SSD only 70¢ per day to operate, and reduces the
Downtown Guides’ carbon footprint.
On-going training is an essential element to the Guides’ performance, and they receive
some of the best available from organizations like Busch Gardens Tampa Bay, the American
Automobile Association (AAA), Tampa Fire Rescue, Tampa Police Department, Visit Tampa
Bay, and more.

TAMPA’S DOWNTOWN CLEAN TEAM provides supplemental litter
and debris removal, minor landscaping, and maintenance to the sidewalks, curbs, and
other public areas located within the Downtown Special Services District, to maintain
a clean and safe downtown experience. Team members also observe and report code
enforcement issues, trip hazards, streetlight outages, and other relevant concerns
related to the look and safety of downtown.
BEAUTIFICATION initiatives improve the aesthetics of downtown’s streetscape
through such programs as potted plant installation and special trash collection.
SPECIAL EVENT ASSISTANCE Tampa’s Downtown Clean Team and Tampa’s
Downtown Guides are available for hire to meet and greet event goers, hand out
valuable literature, give directions, and provide maintenance at special events through
trash removal, disposal, set-up, take-down, and more.

Downtown Security Network
The DOWNTOWN SECURITY NETWORK (DSN) was formed in 1994 by the Downtown Partnership, in close collaboration with the
Tampa Police Department. This program developed a close working relationship with downtown businesses, companies, property owners, employees,
and residents to make Downtown Tampa a safer and more inviting place for workers, residents, and visitors. One of the most important roles of the DSN
is to disseminate vital information to the network’s 4,000+ members. During hurricane season, the Partnership works closely with Hillsborough County
Emergency Management (EOC) to distribute emergency alerts to the downtown community.
EMERGENCY ACCESS CARDS The emergency access card program was developed to assist emergency and rescue crews to identify key
individuals authorized to initially enter the downtown area following a disaster or emergency.
WEATHER, TRAFFIC AND SECURITY ALERTS Working with local government officials, the Partnership disseminates timely alerts on
security, weather, and traffic conditions.

PROVIDE FREE SERVICES: Placemaking & Public Space DevelopmentThe Tampa Downtown Partnership’s Placemaking initiatives advance our
public spaces into highly programmed and attractive places. Placemaking
is a multifaceted approach to the planning, design, and management of
public spaces. Recurring initiatives include events such as Rock the Park,
Yoga in the Park, Zumba in the Park, and Mayor’s Food Truck Fiesta.
Public activation and storefront and sidewalk grant programs are offered
to ground floor downtown business and property owners to incentivize
public realm activation and physical improvements.
Marketplace DevelopmentMarketplace development focuses on retail business recruitment and
retention. This is achieved through prospective business engagement
and existing business support. Other initiatives include collaborative
promotions coordination, merchant forums, and the facilitation of the
Growth and Commerce Committee.
Transportation & PlanningThe Partnership’s Transportation Management Organization looks for
ways to improve downtown commuting and parking options, and works
to implement a transportation vision for downtown. Its goal is to provide
maximum accessibility and mobility to and within the urban core, and to
reduce congestion by offering mobility options that are fast, convenient,
and green.
By focusing on good urban design and development regulations, the
Partnership helps guide the conversation and direction of open space
use, redevelopment projects and public art projects. The Partnership’s
Transportation Committee and Urban Design Committee keep
downtown stakeholders engaged and provide a voice for transportation
and planning issues.
Marketing & Communications
The Partnership’s communications efforts promote the downtown, brand
the experience, and engage and inform stakeholders, the community-at-
large, visitors, and potential investors.
WEBSITE The Partnership updates www.TampasDowntown.com with
current information on downtown businesses, development projects,
trends, destinations, parking, a special events calendar, and more.
PRINT MARKETING The Guidebook, Dining & Entertainment
Guide, and the Special Service District Brochure are just some of the
promotional materials distributed to keep people in the know. Co-op
advertisements and promotions are used to market individual downtown
entities collectively under the downtown brand.
NEWSLETTERS “Monday Morning Memo” and “Downtown After
Hours” are weekly publications disseminated for up-to-date business,
development, transportation, and program and event news.
SOCIAL MEDIA The Partnership gets social with Facebook,
Twitter, YouTube, and Instagram, keeping the followers engaged and
informed about downtown issues and events.
MEDIA RELATIONS The Partnership promotes newsworthy
downtown stories to the local media for airing and publication.
COMMUNITY RELATIONS Partnership staff members
participate in various community boards and committees, and work on
collaborative initiatives with a variety of organizations.
MARKET RESEARCH Demographic data and trends are collected
and analyzed, and downtown development is tracked to help guide
the Partnership’s programs, and to provide valuable information to
community partners, stakeholders, and investors.
