CRUISE TERMINAL RENNOVATIONS & ENHANCEMENTS CONSULTANT SCOPE OF SERVICES
Keys to Project Success• Ensuring flexible terminal layout that can support the next
generation of cruise vessels, • Ensuring that the basic infrastructure at the terminal is modernized
to ensure longevity, • Ensuring dockside infrastructure is capable of supporting supply,
luggage, and passenger boarding operations, as well as vessel arrival, departure, and berthing forces,
• Ensuring sufficient space for luggage handling operations at the terminal,
• Ensuring sufficient streetside space for transport to and from the terminal,
• Ensuring sufficient signage for terminal operations,• Ensuring sufficient space for Maritime operations at the facility.
Renovations and Enhancements
• Expand third floor building space to allow the Main homeport terminal to serve 4,000+ passenger vessels;
• Updates to the substructure and foundation of the buildings and the adjacent decking that supports cruise operations,
• Updates to building façade, windows and roof, where necessary;• Updates to internal building structure, • Updates to building signage; • Upgrade HVAC system to allow the terminal to operate in the
shoulder seasons and possible year round• Expansion and/or renovation of existing electrical system,• Addition of, or rehabilitation of elevators, escalators and stair
systems, as necessary,• Rehabilitation and/or installation of new flooring systems,• Assessment of existing berthing systems, including fendering systems
and bollard and cleat systems for suitability with anticipated future vessels;
• Renovation and enhancement of luggage handling facilities at the terminal;

CONSULTANT SELECTION EVALUATION CRITERIA1. Current level of experience and knowledge of the team for similar projects,
particularly the Project Manager, 2. Geographic location and availability of the Project Manager, resident inspectors and
other key personnel to be assigned to the project, 3. Experience and expertise of subconsultants in analysis of key drivers of the cruise
business and successful design of modifications and renovations to terminals supporting cruise operations,
4. Development of a BIM Model and management of a BIMxP (BIM Execution Plan) in support of Design and Construction.
5. Demonstrated experience in Lean Planning, Lean Construction and long‐term experience working collaboratively with CMs selected early in the design phase.
6. Demonstrated ability to perform work with minimal disruption to cruise terminal operations,
7. Familiarity with MGL, including filed sub‐bid experience, 8. Cost management and scheduling capabilities; in particular, ability to design to
available budget and construction restrictions, 9. M/WBE and affirmative action efforts, please indicate the proposed % of M/WBE
participation 10. Current level of work with the Authority, and past performance for the Authority, if
any, 11. Experience with sustainable design and resiliency, and 12. Project understanding and technical approach to this project.
