198/2 Minutes of previous meetings The minutes of the 197th meeting held on 16th December 2015 were approved and signed subject to the following amendment: Minute 197/5(a)(ii) - Appointment of a Review Panel in respect of the BSc (Hons) in Human Nutrition and Dietetics Joint with Trinity College Dublin. It was noted that it was agreed that Dr K. Lalor, School of Languages, Law and Social Sciences, should be named as the Institute’s Internal Facilitator to the above joint Panel, and not Dr K. Kelly, School of Multi-Disciplinary Technologies, as stated in the minute.

198/3 Matters Arising Minute 196/5 – Programme and Module Catalogue The Chairperson confirmed that a resource to update the Programme and Module Catalogue has been approved by HRC for a six month period. It was noted that Colleges have been requested to prepare the data for updating and that this exercise is ongoing.

It was noted the response to the Panel’s report from the School of Electrical and Electronic Engineering has been received.

O’Sullivan, Date: 11/12 January 2016) Academic Council noted and approved the Validation Panel’s report recommending approval, with conditions, with conditions now met, of the transnational delivery of the BSc (Hons) in Spatial Planning at BGD with classifications of First Class Honours, Second Class Honours, Upper Division, Second Class Honours, Lower Division, and Pass, at level 8 within the National Framework of Qualifications.

It was noted that the response from the School of Transport Engineering, Environment and Planning has been received and that the President has taken Chairman’s action to approve the transnational delivery of this programme.

It was noted that the deadline for the completion of the validation process by DIT, in order for BGD to apply to the Chinese Ministry of Education, was 7th February 2016. It was also noted that the 7th of February is the date of the commencement of the Spring holiday of the Chinese New Year. Mr P. O’Sullivan, College Director in the College of Business and Chairman of the Validation Panel, stated that the timeline for the completion of the Validation process was tight and that a more realistic timeframe should be available to facilitate the work of such Validation Panels. Mr O’Sullivan also thanked the members of the Validation Panel and Ms J. Cairns, Quality Assurance Officer, for their contribution to the validation process.

(v) Oman Tourism College Parchments Academic Council noted the memorandum from Dr D. Dillane, Head of the School of Hospitality Management and Tourism, to Mr J. O’Connor, College Director in the College of Arts and Tourism, including associated documentation, outlining a proposal that the parchments for the graduating students from Oman Tourism College receiving the Diploma or BSc (Hons) in Tourism and Hospitality Management award include the phrase ‘This programme has been delivered by Oman Tourism College, Oman, and validated by the Dublin Institute of Technology, Ireland’. It was noted that DIT has been offering two programmes at Oman Tourism College, the two year Diploma in Tourism and Hospitality Management and the four year BSc (Hons) in Tourism and Hospitality Management and that both programmes were validated by DIT in January 2013 and an agreement was signed and approved by Academic Council.

It was also noted that Oman Tourism College have informed DIT that the Omani Ministry for Higher Education have a requirement that all award parchments for franchised programmes must include a line stating that the programmes were studied at the local college/university in Oman. It was noted that clarification has be received from Ms J. Farrell, Head of Student Administration that a statement could be included on the relevant DIT parchments. It was noted that the current contract does not allow for any change to the parchment specification and layout however DIT does have flexibility in relation to the award title that appears on the parchment. It was also noted that it is possible to include variations on the title and the field can be extended to include a stream and that it would be possible to include an extended programme title on the parchment to include the proposed wording.

The Chairman stated that Institute policy in relation to the wording of parchments is to minimize variations to the standard DIT parchment to ensure authenticity from an historical viewpoint. It was noted that a similar arrangement exists with DIT parchments with Pharos University, Alexandria, Egypt, and that reference to Pharos University is included as a footnote on the parchment. Academic Council adopted the proposal submitted to allow a derogation to DIT policy on the wording of parchments and to add an

addendum to the original agreement to state that the award parchments will contain the proposed additional wording in line with Omani legal requirements until the existing agreement ends in August 2017.

(vi) Annual Monitoring

Update in relation to Annual Monitoring and College Action Plans The Heads of Learning Development in each College confirmed that work is in progress in the Colleges and that Q5 Annual Monitoring forms are being submitted. It was agreed that Colleges should seek to obtain the outstanding Q5 forms and that all College Action Plans should be submitted to the Committee for its meeting on 29th February. It was also agreed that if there are still outstanding Q5 forms at this stage, this should be highlighted to the Committee.

QQI It was noted that the QQI has opened a consultation process for quality assurance guidelines. In this regard it was noted that a series of draft quality assurance guidelines (white papers) for public consultation is available http://www.qqi.ie/Pages/Current-consultations.aspx It was noted that statutory quality assurance guidelines set out those

elements which providers will have regard to when establishing, or updating their own QA procedures in order to have such procedures approved by QQI. It was also noted that the QQI requested that feedback on the proposed policies contained in these white papers should be submitted by Friday 5 February 2016. It was noted that the QQI has not yet issued a request for the submission of the Institute’s Annual Institutional Quality Report (AIQR) to the QQI as it is currently developing an electronic template for the Report. It was noted that the QQI has indicated that the request for the Institute’s AIQR will be issued in February with a 6 week completion date by DIT. It was also noted that the Institute’s AIQR to the QQI will be brought forward to the March/April meeting of Governing Body before its submission to the QQI.

(vii) Student Feedback Review Group The Committee noted the notes of a meeting of the Student Feedback Review Group which was recently convened to scope the issue of whether the current Q6 (Student Feedback) processes are fit for purpose. It was noted that the Group discussed the matter of Student Feedback with particular reference to the issue of feedback on individual modules for lectures. It was also noted that the purpose of the Group is the broad scoping of what needs to be taken into account with regard to developing a new approach to module feedback and that the approach should take account of its relationship to other current feedback sources. It was noted that the Group identified concerns of Students and Staff in relation to Student Feedback and also identified a number of actions. The Committee adopted the recommendations for actions as follows:

To liaise with Mr M. Russell on potential overlap of questions in the Q6c/Q6a and the Irish Survey of Student Engagement (ISSE)

DITSU has agreed to survey students on their preferred method of giving feedback and Mr M. Russell’s support is required to send out requests to Student mailing lists

To engage with Programme Chairpersons, Heads of School and Assistant Heads of School to determine what feedback they want to know and how they would like to receive this information.

It was agreed that this Committee should be the steering group to move the above recommendations forward and monitor progress at its monthly meetings. It was also agreed that a timeframe for the completion of tasks should be drawn up and brought back to the

(viii) Role of the Year Tutor (See item 198/5 below for Academic Council decision) The Committee noted the minute of the meeting of Senior Leadership Team from its meeting on 17th December 2015 in relation to the Role of the Year Tutor as outlined in Chapter 4 of the Handbook for Academic Quality Enhancement as follows: ‘Dr Mulvey spoke to this item, referring to the paper circulated and sought clarification in respect of a number of items. The following was agreed:- (a) no cap on the number of students to be assigned to a tutor; (b) no change in the title of the role; (c) position of ‘Year Coordinator’ not approved, and (d) Chapter 4 in the QE Handbook to be updated appropriately.’ It was noted that Senior Leadership Team agreed that the tasks to be assigned by the Head of School to the Assistant Head of School (or Head of Department), Programme Chair, Year Tutors and other staff as appropriate should be clearly identified in Chapter 4 of the Handbook for Academic Quality Enhancement. The Committee noted and approved the amendments to Chapter 4 Programme Management comprising an amended list of duties that could be assigned to the Year Tutor. The Committee agreed that the amended list of duties to be assigned to the Year Tutor should, for the purpose of clarity, be listed separately in Chapter 4 Programme Management and that the revised Chapter 4 should be forwarded to Academic Council for adoption (See item 198/5 below).

198/5 Handbook for Academic Quality Enhancement - Revised Chapter 4 – Programme Management Academic Council noted the revised Chapter 4 Programme Management of the Handbook for Academic Quality Enhancement. It was noted that the revised Chapter 4 includes a clear list of duties that could be assigned to the Year Tutor. It was clarified that the list of duties that could be assigned to the Year Tutor can also be assigned to other Staff (Assistant Head of School (or Head of Department), Programme Chair and other staff as appropriate). The Chairman clarified that duties from the proposed list of Year Tutor duties will only be assigned with the agreement of the individual concerned and that it is not suggested that all duties included in the list will be assigned to a Year Tutor. It was noted that the list of duties has been approved by Senior Leadership Team following negotiations with the TUI. There was some concern expressed that College Boards, including Heads of School, have not been consulted on the proposed revisions to the role of the Year Tutor including their practical impact on the ground. In this regard it was agreed that the revised Chapter 4 should be forwarded to College Boards for consideration before being brought back to Academic Council for adoption.

198/6 Postgraduate Research Regulations – Minor amendment Academic Council noted the proposed minor amendments to the Graduate Research Regulations (7th Edition) in relation to the Introduction and Section 5.3 regarding PhD based on Prior Publication, as outlined by Prof M. McNamara, Head of the Graduate Research School. There was some discussion in relation to the lack of reference to publication ranking and the role of the External Reviewer in the proposed amendments. Prof McNamara stated that further information on publication requirements including the type of journals are detailed in the relevant Chapter of the Graduate Research Regulations (7th Edition) and that the current proposal relates to additional information in the Introduction and Section 5.3. It was noted that the purpose of the amendment is to bring the criteria for external reviewers of applications for PhD based on Prior Publications in line with the criteria for external examiners of final theses and to ensure that the external reviewer for applications for PhD based on Prior Publications has experience in examining and/or supervising such theses and to elaborate on the description of the PhD based on Prior Publication. It was agreed that the proposal should be brought back to the next meeting of Academic Council and that the relevant Chapter setting out the full procedure regarding PhD based on Prior Publication should be included in the revised proposal. It was also agreed that the revised proposal should incorporate comments made by Academic Council members, where it is considered appropriate.

198/7 Tracking of failed/carried Modules in EGB Academic Council noted the memorandum from Dr N. O’Connor, Director of Student Services, in relation to the the tracking of failed/carried modules in EGB. It was noted that the issue arose at the last meeting of Academic Council on 16 December in the context of a discussion in relation to the College Review Report & Response in respect of the College Review in the College of Arts and Tourism. Academic Council requested that the Directorate of Student Services should provide a response in relation to the tracking of failed/carried modules in EGB. It was noted that the current requirement within the General Assessment Regulations is for students to complete 60 ECTS credits to complete a stage on a programme and that if a student does not pass a module of 5 ECTS credits in a stage of a programme then this is recorded in EGB as a student having passed all modules instead of passing 55 ECTS credits one year and 65 credits the next. It was also noted that it is from this viewpoint that the current issues have arisen. It was noted that it is the information recorded in Banner that drives the functionality of EGB and that, at present, when a student is allowed to carry a module from one academic year to the next, the module and its component record in Banner does not automatically follow. It was also noted that the current practice is to leave the module within the year/term it was first attempted and update accordingly when the student re-attempts the components they have failed. It was noted that these updates are entered directly into Banner by the Examinations offices/School offices. It was noted that there is a risk involved in this manual process as the data could be transposed incorrectly leading to students receiving the wrong final grade in a module. It was agreed that the possibility of copying a module and its component marks across stages within Banner should be considered. It was noted that this would mean a deviation in the current understanding that a transcript should have 60 ECTS credits passed per year but would allow accurate tracking of modules from year to year with a minimal risk of incorrect data being used. There was some discussion in relation to the broader technical issues relating to Banner and it was suggested that adequate technical systems are not in place to support Modularisation. The Chairman stated that this latter issue should be submitted as a separate item for a future meeting of Academic Council. The College of Sciences and Health noted that issues in relation to EGB have been continuously raised with Information Services and have not been dealt with. It was noted that Ms J. Farrell, Head of Student Administration, is Chairperson of an Examination Scoping Group and that the issues could be

brought forward to this Group and also onto Campus Development Committee. Dr O’Connor stated that the process is currently being reviewed and that he intends to bring forward recommendations in relation to greater flexibility of EGB to remove the necessity for manual adjustments of Banner by Examinations Officers and thereby reduce the opportunity for error.

198/8 External Examiners Academic Council noted and approved appointment of External Examiners for 2015/16 in respect of the College of Arts and Tourism, College of Business and the College of Engineering and Built Environment (See Appendix 3).

(a) HEA Working Group to develop Guidelines for Student Engagement in Irish Higher Education Institutions – Consultation Document Academic Council noted the correspondence from Prof T. Collins, Chairperson of the HEA Working Group to develop Guidelines for Student Engagement in Irish Higher Education Institutions. The Working Group’s Consultation Document was also noted. It was noted that the purpose of the Consultation Document is to develop a set of guidelines to enhance student engagement in the governance and management of higher education institutions. It was also noted that the Working Group now proposes to consult directly with the institutions concerned in finalising these guidelines and in this regard it was agreed that the Consultation Document should be referred to the Student Experience Committee, Learning, Teaching and Assessment Strategy Committee, and the Academic Quality Assurance Committee for discussion. It was noted that the Directorate of Academic Affairs and Registrar will co-ordinate the response to the Consultation Document.

(b) Response to Student Feedback See: http://tinyurl.com/hctyo5t Academic Council noted the information contained on the DIT Student Update Ezine in relation to the ISSE survey and the DIT Student Satisfaction Survey. The section on the Ezine in relation to the improvements and outputs as a result of the feedback received from previous surveys was also noted. It was noted that the intention of the Ezine was to provide a response in relation to the issues raised with regard to Student Feedback. The Chairman stated that the ISSE survey 2016 opened for DIT students on Monday 15th February and that the initial response of DIT students is lower than the same period last year. It was agreed

The Chairperson stated that he has forwarded both documents to the Registrars of ITB and ITT, and Dr M. Murphy, TU4Dublin Implementation Team, with a request that they should be further circulated to relevant Staff for their comments, observations and inputs to these drafts. It was noted that the documents are structured with a view to arriving at a document that sets out a route to identifying the principal areas that of necessity require teasing out and a resolution in order to achieve a unitary system as quickly as possible. (a) Releasing of Examination Results – payment of Student Capitation Fee Mr G. Walker-Ayers, VP Education, DITSU, stated that a policy in relation to examination results not being released until the payment of the second instalment of the Student Capitation Fee is adversely affecting students. He also stated that the payment of the Student Capitation Fee should not be related to the releasing of examination results. The following statement was added at the meeting of Academic Council on 16 March 2016: ‘The view expressed at the meeting was that the payment of the Student Capitation Fee should not be related to the release of examination results and that examination results should be released as soon as possible following the correction of assessments.’ The Chairman stated that he intends to refer the matter to the Director of Student Services to respond to the matter.
