Overall purpose of job:

Protect, improve and promote the health, safety and welfare of the people of North Lincolnshire by ensuring that risks to food safety and health & safety are controlled or eliminated by influencing the behaviour of individuals and organisations.

Ensure that the council’s statutory obligations are met in accordance with the council’s visions and ambition for North Lincolnshire with a continuing focus on outcomes. Use a risk based intelligence led approach.

Post holders will be expected to be flexible in undertaking the duties and responsibilities attached to their post and may be asked to perform other duties, which reasonably correspond to the general character of the post and are commensurate with its level of responsibility.

Main responsibilities

All duties will be performed in accordance with both statutory requirements and the council’s agreed priorities and strategies.

Lower Grade

Provide technical support and assistance to the Food and Safety Team in the practical implementation of:

Organise and undertake the food hygiene interventions for Category D and E Premises, ensuring that surveys are sent out and chase up returns.

ensuring that all samples are organised for collection by the laboratories and that the results are logged and responded to appropriately.

Carry out under supervision, a programme of inspections at a range of low risk premises to secure compliance with legislation and to promote improvements in compliance through personal contact.

Assist with revisits to check on compliance with formal notices, the preliminary investigation of complaints and assist with general duties in relation to regulated premises.

Assist with PACE interviews and the preparation of prosecution files. Interpretation of robust data including comparison against relevant objectives and

standards for consideration by Food and Safety Team members. Assist in the organisation of partnerships and meetings between regulators and

event organisers/sports grounds to encourage good practice and knowledge sharing to protect people attending events in North Lincolnshire.

Use information and communications technology, and other methods as directed, to maintain records and databases and to assist with the preparation and submission of statistical returns and other performance indicators, the compilation of management information and reports.

Act as a full member of the Team by assisting colleagues and contributing to team briefings. Contributing to the planning and preparation of team objectives, progressing policy, service plans and procedural documents.

Middle Grade

At the middle grade, the post holder will maintain and have a greater responsibility for the above duties and will have the necessary knowledge, skills, experience and qualifications to operate with a greater degree of autonomy under the general direction of an Environmental Health Officer.

Carry out a programme of food, potable water and swimming pool water sampling and monitor compliance with various bacteriological and chemical guidelines by analysing the results obtained. Respond to those programme outcomes with appropriate and relevant action.

Carry out Category C Interventions at food premises to secure compliance with legislation and to promote improvements in compliance through personal contact.

Assist with “During match inspections” under the direction of Chairperson of the Safety Advisory Group.

Carrying out investigations, finding resolutions to complaints by members of the public and businesses and working in conflict/enforcement situations.

Review and respond to Event Safety Advisory Group (ESAG) notifications and under the direction of the team leader collate replies from members and draft correspondence to the organiser.

Higher Grade (Higher Risk Premises)

At the higher grade, the post holder will maintain and have a greater responsibility for the above duties and will have the necessary knowledge, skills, experience and qualifications to operate with greater degree of autonomy and independence under the general direction of an Environmental Health Officer.

Plan, coordinate and carry out inspections of a range of high risk premises to enforce food safety, food standards and health and safety regulations, auditing relevant documentation, investigating and resolving complaints, service requests and other incidents and generally assessing and ensuring compliance with statutory obligations and good practice.

Carrying out category A and B Interventions at high risk food premises, approved premises and factories to secure compliance with legislation and to promote improvements in compliance through personal contact.

Review and authorise export/import certificates. Carrying out revisits to check on compliance with formal and informal notices,

receive and investigate accident reports and complaints and assist with general public health duties in relation to commercial premises.

Make independent decisions to secure compliance with statutory requirements using a range of techniques from advice, education and persuasion, influencing skills, inspection reports, statements, the use of statutory notices, and prosecution.

Develop and maintain expertise, professional and scientific knowledge including awareness of legislative, technical, sociological and economic changes relevant to the work of the Team by undertaking Continuous Professional Development.

Investigate notifiable infectious diseases to establish the source and control the spread of communicable diseases by education and if necessary exclusion of cases from work or school.

Attend court or industrial tribunals as a witness for the Council where necessary. Deputise for the Food and Safety Team Leader on appeals relating to food hygiene

interventions. Lead on reviewing and responding to Event Safety Advisory Group (ESAG)

notifications and collate replies from members and send correspondence to the organiser.

Work demands:

Lower Grade

An individual must prioritise their own workload, which will fluctuate. There is pressure to meet deadlines and time limits in which the proactive aspects of the job are carried out. Routine duties are always liable to be interrupted by unforeseen demands on the service and the post holder is responsible for rearranging work patterns in order to meet emergency situations where these arise.

Middle GradeIn addition to all of the above:-

The individual will be required to manage a workload, some of which will include statutory deadlines. Tasks will involve dealing with a wider range of contacts placing a higher level of demand upon them albeit it in respect of low to medium risk inspections and complaints.

The external environment and its impact on service users and the public and the competing demands of commercial organisations will dictate priorities and consequently the post holder will be required to balance complex and conflicting priorities. The individual will need to continually risk assess their workload to ensure they are assigned the appropriate response. Balancing the need to achieve inspection targets with the carrying out of fair and thorough investigation in accordance with judicial rules.

The post holder is required to carry out enforcement activities, which involves visiting commercial and manufacturing premises, and members of the public in their own homes or other locations. The post holder will be required to seize items. These may be heavy, bulky or hazardous in nature.

Appropriate personal protective equipment will be provided.

Working conditions:

The post holder will work in an agile way, requiring them to be away from the office. This involves working indoors or outdoors and can encounter various different working environments, which may involve;

Noise, dust, fumes, litter, drug paraphernalia and fly tipped rubbish during site visits (occasionally)

Offensive odours (animal carcasses, animal by-products etc.) (occasionally) Upsetting and distressing situations e.g. human fatalities (rarely) Working with large equipment and heavy machinery where there is a risk to

Work context:

The work of the post holder can involve;

Lower & Middle Grade The job involves lone working when visiting a range of domestic and commercial

premises. Some sites can be in remote locations where personal safety may be an issue. Lone working procedures are in place.

Exposure to risks from working in confined spaces and often at height, exposure to litter and fly tipped rubbish, noise, dust, strong odours.

Premises may pose a risk of physical injury e.g. building works in progress, work place site traffic, hazardous processes or equipment, variable ground conditions and hazardous substances such as asbestos. Monitoring of environmental pollutants may involve contact with the same.

Higher Grade:
