The meeting was attended by senior officers including S S Prasad, ACS (Home); B S Sandhu, the DGP; Mohd. Akil, ADGP (law and order) and Anil K. Rao IGP, CID. The chief minister expressed concern over incidents of crime against women and directed the police department to take all possible steps to prevent them, the government said in a release. He also directed them to conduct special campaign against those indulging in such crimes.A six- year-old girl was murdered allegedly after being raped in Uklana, 45 km from Hisar in Haryana. Her body was found in a deserted street near the Telephone Exchange building in Uklana on December 9. Following the directions of the chief minister, the state police launched a month-long special campaign today to prevent crime against women, detect narcotics smuggling and track wanted criminals. Senior officers have also been asked to follow up on main points of women safety action plan on a daily basis. They have been told that all educational institutions must be visited by senior police officers over three months and assistance of NGOs may be taken to organise sensitisation programs for ensuring safety of women in districts. Apart from educational institutions, factories and business establishments, where a large number of women employees are working shall also be visited. Assistance of civil officers may also be sought through DCs to cover all the educational institutions and business establishments, it said. Girl students will be encouraged to use women's helpline (1091) and report incidents of eve-teasing and other harassment without fear, the release said. Decoys should be used on sensitive routes where frequent incidents of eve- teasing are reported. All such sensitive schools and colleges must be visited by senior police officers along with NGOs for administering oath for safety of girl students, it said.(PTI) NEW DELHI, DEC 15 /--/ The Supreme Court today asked the Centre and Uttar Pradesh government to expeditiously complete proceedings to declare a businesswoman proclaimed offender and attach her properties in India. Ritika Awasty, a promoter of Bush Foods Overseas Pvt Ltd, is facing criminal trial in Uttar Pradesh on charges of cheating, forgery and criminal breach of trust but is evading arrest after she was allowed to go to London. A bench of justices Arun Mishra and M M Shantanagoudar said that since her bail has been cancelled by the court after she failed to return to India from United Kingdom, the proceedings to declare her proclaimed offender should be completed expeditiously. The bench said that the proceedings shall also be initiated for attaching the properties in her name or in her husband's name. The court also deprecated the counsel for the woman for saying that Awasty is getting threats from lenders that she will be molested or raped when she lands at Delhi airport "Don't make such statements in court. These types of statements are not appreciated in court. Be responsible or we will refer you to the Bar Council of India. Since when lawyers are becoming spokesperson of their client," the bench said. At the outset, Attorney General K K Venugopal said that necessary steps are being undertaken for her extradition from London. The bench then asked Additional Advocate General Aishwarya Bhati of Uttar Pradesh as to whether her husband has been declared proclaimed offender or not. Bhati replied that the woman's husband has already been declared proclaimed offender and necessary steps are being taken expeditiously to also declare her proclaimed offender in the case lodged against her. The bench then asked as to what is the status of her properties in the state. Bhati said that efforts are also being taken to attach the businesswoman's properties in the state. The bench said that process should be completed expeditiously and posted the matter for further hearing on last week of January. Earlier, this week on December 12, the apex court had pulled up the Centre for "not even bothering about" its orders on extradition matters and questioned the government's will in getting persons evading law back from foreign countries. Awasty was allowed by the apex court to travel to London to see her husband and daughter on January 2016 after giving an undertaking that she will return by March 31, 2016. However, the time was later extended till May 31, 2016, but she did not return from London which compelled the apex court to forfeit her security of Rs 86 lakh, cancellation of bail and initiation of contempt proceedings. Awasty had challenged the Allahabad High Court order refusing to quash the FIR lodged against her but was granted bail and allowed to travel abroad by the apex court on an undertaking for looking after her husband and daughter in London. The court had also revoked her passport after she failed to return to India by May 31, 2016. It was a cold and windy day in Delhi as the maximum temperature for the first 14 days of December was the lowest today in the last six years. The maximum was at 19.1 degrees Celsius, four notches below the season's average, a Meteorological (MeT) official said. Shallow foggy conditions were witnessed this morning as visibility dropped to poor levels at several places. The minimum settled at 11.2 degrees Celsius, three notches above the normal. In a major respite for residents in Kashmir, authorities today opened the Sringar- Jammu National Highway restoring the surface link between the valley and the rest of the country after two days. One-way traffic has been allowed on the 300-km highway, the only all- weather road connecting the valley to the rest of the country, officials in Srinagar said.The road was closed due to snowfall and landslides at several places, shooting stones at Panthyal and accumulation of snow at the Qazigund-Jawahar and Banihal- Jawahar tunnel sectors. Night temperature across the Kashmir division, including the Ladakh region, dipped with Pahalgam and Gulmarg registering their coldest nights of the season, the MeT department said. The ski resort of Gulmarg recorded minus 9.8 degrees Celsius while Pahalgam, one of the base camps for the annual Amarnath Yatra, minus 6.5 degrees Celsius. In Himachal Pradesh, biting cold wave conditions swept the hills as minimum temperatures dropped in the state due to snowfall and rains. Keylong, Kalpa and Manali recorded minus 6.3 degrees Celsius, minus 3 degrees Celsius and zero degrees Celsius respectively. Snowfall occurred at Keylong and Bharmaur. Presiding over the Upper House proceedings on the opening day of the winter session of Parliament, Naidu said no one should use the word "I beg to" while laying papers on the table. "Just say I raise to lay on the table" the listed papers, he said. "No need to beg... this is independent India." He made the observation after the ministers called to lay the listed papers on the table, began their sentences by saying "I beg to lay on the table the papers listed against my name in today's revised list of business." Naidu was however quick to clarify that this was only a suggestion and not an order. This was not only the change that Naidu brought in on the first day as the presiding officer of the House. He also stood up while reading out obituary references. His predecessors Hamid Ansari and Bhairon Singh Shekhawat used to read the obituary references while being seated. (PTI) NEW DELHI, DEC 15 /--/ The Supreme Court today dismissed the pleas of activist Teesta Setalvad, her husband and her two NGOs challenging the Gujarat High Court order rejecting their pleas for de-freezing of their personal bank accounts. A bench headed by Chief Justice Dipak Misra said the pleas are dismissed. Setalvad, her husband Javed Anand and their two NGOs -- Sabrang Trust and Citizens for Justice and Peace -- had challenged the October 7, 2015 verdict of the high court in the alleged misappropriation of funds received by their NGOs for Gujarat riot victims of 2002. The apex court had reserved its verdict on July 5 this year. Earlier the top court had questioned the source of money in the bank accounts of Setalvad and others which were frozen by the Ahmedabad Police in 2015 after the allegations of misappropriation had surfaced. One of the residents of Gulberg society, Firoz Khan Pathan, had filed a complaint against Setalvad and others alleging that money was raised to make a museum at Gulberg Society in the memory of 69 people killed in the 2002 Gujarat riots, but it had not been utilised for the purpose. The freezing of the accounts by Ahmedabad Police had come soon after its crime branch had started probing a case in which Setalvad and others were accused of embezzling Rs 1.51 crore collected to convert Gulbarg Society into a museum. The high court had upheld the verdict of a lower court in this regard observing that the probe was at a serious point in the alleged case of Gulbarg society fund embezzlement. In the embezzlement case lodged by the Gujarat Police, the couple had challenged the cancellation of bail in the apex court, while in the alleged FCRA violation case, CBI has challenged the anticipatory bail granted to them by the Bombay High Court. Both matters are pending before the apex court. Justice Bilal Nazki, chairperson of the commission took serious note of a news item and directed the director, school education of the state and principal of the Muslim Educational Institute, Pampore, to file a report on Monday, a SHRC spokesperson said. "Besides, principal of the institute is directed to be present in person on the said date (Monday)," he added. Tariq Bhat and Sumaya Bashir, residents of Tral town in Pulwama, were employed at Pampore Muslim Educational Institute for the past several years. They alleged their services were abruptly terminated by the school management on November 30, the day they got married. While the principal did not respond to calls for a comment on the sacking, chairman of the school Bashir Masoodi said the duo were relieved from their services as they were in a "romantic relationship" before getting married. "They were having a romance and it is not good for the 2,000 students of the school and 200 staff members working there. This can adversely affect the students," Masoodi said. The couple, however, claimed that they had an arranged marriage. "Ours was an arranged marriage. We got engaged a few months ago and the entire school management knew about it as Sumaya hosted a party for the staff members soon after the engagement ceremony," Bhat said. Naidu to ministersNEW DELHI, DEC 15 /--/Vice President MVenkaiah Naidu broughtminor changes in theconduct of the RajyaSabha on the first daytoday after taking over asits Chairman, askingministers and membersnot to use colonial termswhile laying papers onthe table. Presiding overthe Upper Houseproceedings on theopening day of the wintersession of Parliament,Naidu said no one shoulduse the word "I beg to"while laying papers onthe table. "Just say I raiseto lay on the table" thelisted papers, he said. "Noneed to beg... this isindependent India." NEW DELHI, DEC 15 /--/ The SupremeCourt today dismissed the pleas of activistTeesta Setalvad, her husband and her twoNGOs challenging the Gujarat High Courtorder rejecting their pleas for de-freezing oftheir personal bank accounts. A benchheaded by Chief Justice Dipak Misra saidthe pleas are dismissed.

Setalvad, her husband Javed Anandand their two NGOs -- Sabrang Trust andCitizens for Justice and Peace -- hadchallenged the October 7, 2015 verdict ofthe high court in the allegedmisappropriation of funds received bytheir NGOs for Gujarat riot victims of 2002.The apex court had reserved its verdict onJuly 5 this year.

Earlier the top court had questioned thesource of money in the bank accounts ofSetalvad and others which were frozen bythe Ahmedabad Police in 2015 after theallegations of misappropriation hadsurfaced.

One of the residents of Gulberg society,

Firoz Khan Pathan, had filed a complaintagainst Setalvad and others alleging thatmoney was raised to make a museum atGulberg Society in the memory of 69people killed in the 2002 Gujarat riots, butit had not been utilised for the purpose.

The freezing of the accounts byAhmedabad Police had come soon after itscrime branch had started probing a case inwhich Setalvad and others were accused ofembezzling Rs 1.51 crore collected to convertGulbarg Society into a museum.

The high court had upheld the verdictof a lower court in this regard observing thatthe probe was at a serious point in thealleged case of Gulbarg society fundembezzlement. In the embezzlement caselodged by the Gujarat Police, the couplehad challenged the cancellation of bail inthe apex court, while in the alleged FCRAviolation case, CBI has challenged theanticipatory bail granted to them by theBombay High Court. SRINAGAR, DEC 15 /--/ The Jammuand Kashmir State Human RightsCommission (SHRC) today tookcognisance of a news report about ateacher couple's sacking by a privateschool on their wedding day and askedthe principal to appear before it onMonday.

Justice Bilal Nazki, chairperson of thecommission took serious note of a newsitem and directed the director, schooleducation of the state and principal ofthe Muslim Educational Institute,Pampore, to file a report on Monday, aSHRC spokesperson said. "Besides,principal of the institute is directed to bepresent in person on the said date(Monday)," he added.

Tariq Bhat and Sumaya Bashir,residents of Tral town in Pulwama, wereemployed at Pampore MuslimEducational Institute for the past several

years. They alleged their services wereabruptly terminated by the schoolmanagement on November 30, the day theygot married.

While the principal did not respond tocalls for a comment on the sacking,chairman of the school Bashir Masoodisaid the duo were relieved from theirservices as they were in a "romanticrelationship" before getting married. "Theywere having a romance and it is not good forthe 2,000 students of the school and 200staff members working there. This canadversely affect the students," Masoodisaid.

The couple, however, claimed that theyhad an arranged marriage. "Ours was anarranged marriage. We got engaged a fewmonths ago and the entire schoolmanagement knew about it as Sumayahosted a party for the staff members soonafter the engagement ceremony," Bhat said.
