Field Training for Paint Technicians
HAPs Regulation
In January 2008, the US EPA published the National Emissions Standards for Hazardous Air
Pollutants: Paint Stripping and Miscellaneous Surface Coatings Operations at Area Sources.
In the Industry, the Rule is commonly referred to as Area Source Rule HHHHHH or the
Refinisher Rule. This rule was established to reduce emissions of the following target HAPs:
Chromium compounds, Cadmium, Lead, Nickel, Manganese.
While new facilities must comply with the requirements of the final rule upon start-up, existing
shops are required to comply no later than January 2011. The general requirements of the rule
have been published by EPA in a concise and easy to read brochure, which you can read by

1. What is the purpose of this Rule?
• EPA established this Rule to control the emissions of target HAPs in the
shop environment and surrounding community.
2. To whom does this Rule apply?
• You, if you use chemical strippers that contain methylene chloride to remove
dried paint.
• You, if you spray apply coatings to motor vehicles or mobile equipment
• You, if you spray apply coatings that contain the Target HAPs to plastic or
metal parts and products other than motor vehicles and mobile equipment.

3. When do I need to comply with the Rule?
• New sources must comply with the Rule upon start-up. A new source is one
that began spray operation after September 17, 2007.
• Existing sources must comply by January 10, 2011. An existing source is one
that began spray operations prior to September 17, 2007.
4. What reporting is required?
• Initial notification and notification of compliance are required. A sample
Notification Form can be downloaded from
http://www.epa.gov/ttn/atw/area/paint_strip_example.doc Individual states
may have developed a state specific form. BE SURE TO CONTACT YOUR
STATE FOR DETAILS.
5. What is EPA doing to assist affected sources?
• Outside the context of the requirements in the Rule, until the initial
notification process is complete, EPA is conducting an initiative called the
Collision Repair Campaign (CRC). The CRC is an outreach initiative
designed to provide free training and technical support to shop owners.

Description
EPA Rule 40 CFR Part 63 subpart HHHHHH Field Training for Paint Technicians is
a field delivered training offering which addresses the training requirements of
the EPA Rule. This training offering is intended for Paint Technicians who
spray target HAPs containing materials at Collision Repair Centers required to
comply with the EPA regulations. Paint Technicians successfully completing
this training will receive documentation acknowledging completion which must
be certified by the Collision Repair Center owner and kept by the Collision
Repair Center as a record of Training. Recertification is required every 5
years.

o Upon completion of steps 8 – 11, Paint Technician Certification is valid for 5
years

subject to the rule
• Notification of compliance status to EPA or delegated state agency
9. Recordkeeping by the Collision Center:
• Training records of certification for painters

• Gun cleaning procedures
10. Submission of annual compliance reports
