Module 01 – Overview - 14

Unlike the land use designations, the constraints

to development are not mutually exclusive!

The constraints to development apply across the

Region. In many cases, a single parcel of land

will have multiple constraints.

What Applies, Where?

• Map 1A shows the

location of Provincial

Plans effecting Halton for

reference purposes only.

• The Greenbelt NHS is

depicted differently on

Map 1. It is not applied

in urban contexts

because the Region’s

policies take precedence.

Going Beyond / Conflicts

• Sections 36, 64, and 180

of the ROP refer to the

relationship between the

ROP and Provincial

Plans and policies.

• These sections were

modified through the

Hearing to reflect

Provincial wording.

• In the event of conflict

with a Local Plan, the

ROP prevails (s. 47).

Module 01 – Overview - 22

Halton proceeds on the premise that Halton can

adopt positions and policies more restrictive

than the Province, unless doing so would

conflict with Provincial Plans and policies.
