4.4 Address urban safety concerns by increasing policy presence and visibility in crime hot spots and facilitating the climate change adaptive process and disaster risk reduction and preparedness.
4.5 Enhance social inclusion through a more innovative placemaking and public space design in urban planning and implementation, particularly involving the vulnerable and disadvantaged group.
4.6 Reinforce metropolitan governance to encourage efficient spatial and functional interrelations between cities, settlements and their surrounding areas.
