PUBLIC HEARING PROCEEDINGS

As per the provision of notification S.O. 1533 dated 14th September, 2006 and its

subsequent amendments S.O. 3067(E) dated 1st December, 2009, Issued by the Ministry

of Environment and Forests & Climate Change, Government of India, New Delhi, Public

Hearing was conducted for the proposed Expansion Project of Pharmaceutical products

unit (Total Capacity of 3.25 MTPM to 138.0 MTPM), located at Block No. 155/1, 159,

Village: Dhanot, Ta. Kalol, Dist. Gandhinagar (Gujarat) by M/s. ORBIT PHARMA

LABORATORIES, which is covered under “Category A” of the schedule 5(f) of the above

referred notification.

A copy of the draft Environment Impact Assessment Report and the Summary of

Environment Impact Assessment Report ware sent to the following authorities or offices to

make available the draft EIA report for inspection to the public during normal office hours,

till the Public Hearing is over.

An advertisement in English was published in “DNA” dated 12/09/2017 and in Gujarati

our observation/comments/questions regarding project and draft EIA report.

1. Whether company has been issued show cause notice / closure order / notice under water act 1974 or Air act 1981 or Environmental Protection Act 1986 since starting of existing unit? If Yes, then please give copy. What remedies had been

taken for restarting operations?

2. Whether company has valid consolidated consent and authorization of GPCB under various acts for its existing unit? Please give CCA and compliance report of consent and authorization.

3. What was the previous land use of the land for proposed project? Has Industry

obtained NA permission for the land? Please provide the document. 4. Please give copy of the GPCB visit report and air / water / solid waste sample

analysis report for the existing unit in last three years.

5. Whether unit has submitted Environmental Audit reports regularly to GPCB for existing plant?

6. Is there any cost-benefit analysis carried out for proposed projects benefits vs loss of ecosystem including flora, fauna and vegetation?

7. What is the regular monitoring plan that shall be carried out for odor control by

the project proponent? 8. How will the project proponent plan to get coal / wood waste / agro waste as a

fuel in regular basis? Please provide any agreement made with the supplier

During visit ETP and APCM were found in operation. OPerate regularly.Dispose of stored hazardous solid waste from the solid waste storage area to TSDF site and submit details to the board.

Unit was visited with respect to CCA Renewal along with amendment application to manufacture (1) Diclofenac Sodium IP / BP = 2.5 MT/Month, (2) Diclofenac Potassium = 0.5 MT/Month and (3) Diclofenac Diethyl Ammonium = 0.25 MT/Month and found in operation during visit. Flow meter reading was noted 14710 KL provided on own bore well line for source of fresh water supply. Industrial water consumption was 10150 lpd and industrial wastewater generation was 3450 lpd. Domestic water consumption was 950 lpd and domestic wastewater generation was 650 lpd. Domestic wastewater was disposed of throuogh septic tank and soak pit system. It had provided Collection tank, Lime solution preparation tank, Neutralization tank, Zigzag chamber, Primary settling tank, Secondary collection tank (earlier aeration tank), Secondary settling tank with Hydrodynamic Cavitational treatment, Filter press, treated waste water holding tank. It had also provided single stage steam jacketed evaporator (capacity @ 4.5 KL/12 hrs) with condenser and condensate w/w collection tank. ETP with evaporator were found in operation during visit. No wastewater discharge was observed during visit. It had one HAG with stack which was found not in operation. During visit wood fired IBR Boiler (1TPH capacity) and its APCM (Multi cyclone) was found in operation. CTE amendment for IBR boiler was obtained and now applied for CCA amendment. Unit has provided two stage water scrubber followed by alkali ventury Scrubber for control of process emission from reaction vessel. During visit process reaction was going on and provided APCM was found in operation, hence one process gas emission sample was collected for HCl parameter during visit. pH of scrub liquor was found alkaline (9 to 10) on pH strip. Unit has one DG set of 100 KVA as a standby. During visit approx 32 MT ETP sludge was observed stored in a hazardous waste storage area. It is a member of TSDF – SEPPL and the person contacted informed that they were in contact with the TSDF and would send stored hazardous waste to TSDF at the earliest and would submit details to the board for the same. ETP sludge (24 MT/Year), Used Oil (0.025 MT/Year), Discarded Containers 300 No./year, Date Expired discarded and Off-specification medicines (0.5 MT/Year) and spent catalyst (0.2 MT/Year) are hazardous waste generated from the industry. General housekeeping was found fair. This unit is visited with reference to notice of direction issued by board. Unit is engaged in manufacturing of Diclofenac Sodium, Diclofenac Potassium and Diclofenac Diethyl Ammonium. During visit unit is found in operation. Water is source through their own bore well and flow meter reading noted during visit is 13460KL. During visit one water sample is collected from bore well of unit. Unit has provided Collection tank, Lime solution preparation tank, Neutralization tank, Zigzag chamber, Primary settling tank, Secondary collection tank (earlier aeration tank), Secondary settling tank with Hydrodynamic Cavitational treatment, Filter press, treated waste water holding tank. Unit has provided single stage steam jacketed evaporator (capacity @ 4.5 KL/12 hrs) with condenser and condensate w/w collection tank. During visit ETP is found in operation. Unit is using Aluminum Chloride Anhydrous in process and separated Aluminum Chloride collected into HDPE tank of capacity 10KL. Unit is having one HAG with stack which is found not in operation. During visit wood fired IBR Boiler (1TPH capacity) and its APCM (Multi cyclone) is found in operation. SMF of stack attached IBR boiler is not adequate. Unit has obtained CTE amendment for IBR boiler and CCA amendment is still pending hence contacted person is instructed to apply for same. Unit has provided two stage water scrubber followed by alkali ventury Scrubber for control of process emission from reaction vessel. During visit reaction is found over and only distillation process is going on. Scrubbing media pH found @6 on pH strip hence contacted person is instructed to maintained alkaline pH of scrubbing media. Unit has one DG set of 100KVA as a standby. During visit @30MT ETP sludge observed stored in a hazardous waste storage area. Written instructions are given to contacted person. [655]-21/10/2016

During visit unit is found in operation. Water is sourced through their own bore well and flow meter reading noted during visit is 10285 KL. Unit is using Aluminum Chloride Anhydrous in process. Now unit has started separating of Aluminum Chloride stream and they have provided one HDPE tank 10 KL capacity for collection of Aluminum Chloride solution. Unit has provided Collection tank, Lime solution preparation tank, Neutralization tank, Zig zag chamber, Primary settling tank, Secondary collection tank (earlier aeration tank), Secondary settling tank with Hydrodynamic Cavitational treatment, Filter press, treated waste water holding tank. Unit has provided single stage steam jacketed evaporator (capacity @ 4.5 KL/12 hrs) with condensor and condensate w/w collection tank. During visit all ETP units are found in operation and evaporator is also found in operation. No any wastewater discharge is observed at the time of visit. Unit is having one HAG with stack height of @ 8 meter & SMF. During visit new Boiler (1 TPH capacity) and its APCM (Multi cyclone) are found not in operation upon asking person contacted replied that due to waiting of boiler inspection some maintenance are taken. Unit has provided two nos. water scrubbers in series followed by Alkali Venturi Scrubber for control of process emission. This unit is also having one DG set of 100 KVA as a standby facility. Unit has yet not applied for CCA - Amendment for new Boiler (1 TPH capacity) and DG set of 100 KVA. During visit @ 17 MT ETP sludge observed stored in a hazardous waste storage area. CTE – Amendment for selling of Byproduct ALCL3 & HCL was rejected by Board. [387]-19/01/2016

Water is sourced through their own bore well and flow meter reading noted during visit is 08304 KL. Unit is using Aluminum Chloride Anhydrous in process. Now unit has started separating of Aluminum Chloride stream and they have provided one HDPE tank 10 KL capacity for collection of Aluminum Chloride solution. Unit has provided Collection tank, Lime solution preparation tank, Neutralization tank, Zig zag chamber, Primary settling tank, Secondary collection tank (earlier aeration tank), Secondary settling tank with Hydrodynamic Cavitational treatment, Filter press, treated waste water holding tank. Unit is having one HAG with stack height of @ 8 meter & SMF. During visit new Boiler (1 TPH capacity) and its APCM (Multi cyclone) are found not in operation upon asking person contacted replied that due to waiting of boiler inspection some maintenance are taken. Water is sourced through their own bore well and flow meter reading noted 7724 KL. Unit is using Aluminum Chloride Anhydrous in process. Now unit has started separating of Aluminum Chloride solution and they have provided one HDPE tank 10 KL capacity for collection of Aluminum Chloride solution. No spent acid is sold outside during visit. Unit has provided Collection tank, Lime solution preparation tank, Neutralization tank, Zig zag chamber, Primary settling tank, Secondary collection tank (earlier aeration tank), Secondary settling tank with Hydrodynamic Cavitational treatment, treated waste water holding tank. Unit has provided single stage steam jacketed evaporator(capacity @ 4.5 KL/12 hrs) instead of MEE with condensor and condensate w/w collection tank. Evaporator inlet flow meter (Old meter provided) reading noted 01014 KL. During visit all ETP units are found in operation and evaporator is also found in operation and condensate w/w being collected in final collection tank and one condensate water sample collected to know the quality. No any wastewater discharge is observed at the time of visit. Unit has procured one filter press for ETP but yet not commissioned. During visit new Boiler (1 TPH capacity) and its APCM are found in operation upon asking person contacted replied that they have old boiler by new boiler as par direction given by Boiler Inspectior. Unit has provided two nos. water scrubbers in series followed by Alkali Venturi Scrubber for control of process emission. This unit is visited as a part of a drive to visit spent acid generating in Chhatral / Kalol region in view of acidic wastewater accumulated in natural drain / open land behind the Karan Paper Mills. Unit is found in operation at the time of visit. Unit is engaged in manufacturing of Diclofenac Sodium, Diclofenac Potessium, Diclofenac Diethyl Ammonium. Water is sourced through their own bore well. Unit is using Aluminum Chloride Anhydrous in process. Unit is not separating and selling Aluminium Chloride solution and it is drained to the ETP along with other process effluent. No spent acid is sold outside During visit, ETP units are found idle and aeration is not going on in Aeration Tank. They have stopped secondary treatment of effluent and they have started Hydrodynamic Cavitational treatment with help of chlorine instead of secondary treatment. Hydrodynamic Cavitational treatment is carried out in the Secondary Settling Tank (SST); however, SST is found empty at the time of visit. Construction of two sheds is going on near the ETP. It is learnt that these sheds are constructed for the MEE Plant to be set up to achieve zero liquid discharge. Presently, industrial effluent is reused for plantation / gardening within the premises after its primary and hydrodynamic cavitational treatment. They have provided a fixed line with flow meter for reuse of treated effluent for plantation / gardening but the flow meter and line have got buried beneath the soil due to construction of MEE Plant Sheds. No any wastewater discharge is observed at the time of visit, hence sample of treated wastewater could not be collected. During visit existing old wood based Boiler is found in operation. Unit has installed new Boiler (1 TPH capacity) along with APCM but it is not found in operation. Unit has provided two nos. water scrubbers in series followed by Alkali Venturi Scrubber for control of process emission. During visit process stages leading to emission of HCl, Cl2 & SO2 are not going on. This unit is also having one DG set of 100 KVA as a standby facility. This unit was visited w.r.to monsoon monitoring and found in operation. It was engaged in manufacturing of Diclofenac Sodium IP / BP , Diclofenac Potassium and Diclofenac Diethyl Ammonium. During visit, production of Diclofenac Sodium was going on. During visit, dehydration and addition stages were going on. It had provided Collection tank, Lime solution preparation tank, Neutralization tank, Zigzag chamber, Primary settling tank, Secondary collection tank (earlier aeration tank), Secondary settling tank with Hydrodynamic Cavitational treatment, Filter press, treated waste water holding tank and single stage steam jacketed evaporator with condenser and condensate w/w collection tank as ETP units. It had covered ETP tanks with metallic sheet to avoid contamination of rainy water with effluent. Provided ETP units were found in operation.
