    Guidelines on the appointment, function, tasks and rights of CDP-Coordinators inareas without existing CDP District Structures

    A. Functions and appointment procedures

    1. Coordinators shall be appointed for congressional districts, cities, provinces or entire regions where a relevant number of dues-paying core members of CDPhave been recruited during the year 2012 but no formal CDP districts or clustereddistricts have been established after the amendment of the CDP Constitution andBy Laws in July 2012.

    2. Coordinators are formally appointed by the National Party Chairman after consultation with the Vice-President in charge of the respective area(Luzon/Visayas/ Mindanao). The appointment shall specify the area of responsibility of the coordinator (congressional district or clustered district city

    or province or region).3. Coordinators work in close cooperation with and under the direct supervision of

    the respective area Vice-Presidents.

    4. The task of the coordinator expires upon the establishment of a formal CDPlocal/regional structure in his area of responsibility. A formal handover to the newofficers, with the concurrence of the respective Vice-President, is required.

    B. Tasks and rights

    1. The tasks of the coordinator shall be

    a. to communicate with the CDP core members in his area of responsibilitywho have been inactive,

    b. reconnect them with the party andc. coordinate with the respective Vice-President the re-establishment of a

    formal CDP district or clustered district structure.

    2. The coordinator is authorized to write mails and e-mails and to call former CDPcore members in the respective area on behalf of the Party Chairman.

    3. The coordinator shall collect CDP membership dues payments from former CDPcore members in the area and from interested new members who haveundergone a BOS and the formal membership procedure. These payments incash/checks shall be deposited in an account established for that purpose.

    4. The coordinator shall call and involve former core members in planning meetingsin coordination with the respective vice-presidents and recruit new members andconduct BOS. The latter must have the express approval of the Party Chairman.

    5. The coordinator shall be allowed funds for his travel, communication costs andother expenditures from the National Secretariat after approval of each travel bythe respective Vice-President.

    C. Obligations

    1. The coordinator must register all CDP members in the respective area former

    CDP core members or new members after being formally admitted within oneweek in the wave account system.

    2. The coordinator must transfer 40% of the membership dues each month to theNational Secretariat and retain 60% as share of the local structure in an accountdesignated for such purpose.

    3. The coordinator shall enter in a simple cash book

    a. each revenue (membership dues), funds received from NationalSecretariat and

    b. each expenditure (travel/communication and other costs including transfer of membership dues of regional and national share ) and send a monthlyreport with the original docum ents (bills, receipts) to the NationalSecretariat.

    D. Others

    1. The invitations for a meeting for establishment of a new CDP district or clustereddistrict shall be signed by the respective Vice President and the Coordinator.Either of the two or one designated for such purpose shall chair the meeting.

    2. The coordinator is eligible for any position in the elections of the officers of newCDP districts or clustered districts, voted upon by the legitimate registered votersof the respective areas.
