    CAFODs mission is to promote social justice and to end poverty and we work in partnership with similarminded organisations. It is important that before submitting a proposal to CAFOD you consider how thisrelates to your work, so please refer to www.cafod.org.uk for more information on our strategic

    framework and related strategy papers. In short, our vision is that the world is a place where: the rights and dignity of every person is respected,

    all have access to basic needs in life,

    women and men share equally in shaping their societies and our worlds,

    the gifts of creation are nurtured and shared by all for the common good,

    the structures that shape peoples lives are just and enable peace.

    Although CAFOD does not have a specific proposal format, there is certain information which we dorequire in order to be able to make an informed decision about supporting your work. The informationCAFOD requires is outlined below. If you have submitted similar information to another organisation youmay submit this to CAFOD provided you ensure you have met our requirements.

    Upon receipt of a proposal, it will be reviewed by the relevant person at CAFOD who may follow up anyoutstanding pieces of information and wish to find out more about the organisation and the work youpropose. CAFOD also asks all partner organisations to adhere to certain standards, in particular aroundsafeguarding children, supply chain procedures and accountability to beneficiaries and others so pleasebe prepared to discuss this with us. CAFODs requirements of partner organisations e.g. aroundnarrative & financial reporting, will also be discussed with you. CAFOD is also happy to answer anyquestions you might have about our organisation and how we work.

    A decision will then be taken as to whether we are able to support you and you will be informed of theoutcome and an explanation provided.

    CAFOD will monitor the extent to which the work has achieved its goal therefore it is important that thisis clear from the beginning.Please let us know:

    What difference in impact will this have on men, women, boys and girls?

    Why does this situation need to change?

    Why this issue needs addressing?

    What existing evidence is there to back up the analysis you have completed?

    Given the potential world-wide threats of HIV and AIDS and the impact of climate change andenvironmental degradation, we would like to know how these do / might affect the work you areproposing and how are you responding to this.

    Who is to benefit from this work (beneficiaries)?CAFODs vision states that women and men share equally in shaping their societies and our missionthat we work with the poor and disadvantaged. We are therefore particularly interested in the workwhich we support contributes towards this.Please let usknow:

    Who the intended direct beneficiaries are and provide us with this information disaggregated bygender (the numbers of men, numbers of women, numbers of boys and number of girls who willdirectly benefit from this work).

    How the intended beneficiaries or target groups were identified and why?

    Whether you anticipate there being others who will benefit indirectly (indirect beneficiaries)?

    Whether there is any existing information that you will be able to use to demonstrate what

    difference the project has had on the lives of the people who the project is meant to benefit?

    Who else might be involved in this project or have an interest in what you are doing(stakeholders)?

    CAFODbelieves it is important to consider whether there are individuals or organisations that may helpor hinder the achievement of the work you are proposing.Please let us know:

    Who the other stakeholders are and what their potential role / influence is?

    How their potential involvement has been considered in the development of the project?

    How do you intend to achieve the change you identified?

    Please let us know: What specific changes you want to see happen when implementing this project (CAFOD refers to

    these as outcomes)?

    How will you know if those outcomes are being achieved (CAFOD refers to these as Indicators)?(It should be clear how the indicators relate to the outcomes).

    What are your strategies for achieving these changes?

    What activities will be done to achieve the changes you want to see happen?

    To help capture this information CAFOD uses an Outcome Matrix please see Annex 1 for a copy ofthis. Where possible, please also include a work plan.

    What risks are there to successfully making the intended changes?

    Please let us know:

    Whether you have identified any concerns which might influence your ability to implement thiswork?

    If so, how do you intend to minimise the likelihood of these happening and the potential impactthey might have if they occurred.

    How do you intend to make the intended changes sustainable?

    How will the progress being made by the project be monitored? How will you ensure the work will have a long-term impact?

    Do you anticipate there being a continued need for support after the current period has finished?If so, please outline the type of support you think might be required?

    Why is your organisation able to respond to the issue identified?

    What experience the organisation has in this area?

    What relevant strengths does the organisation have?

    Why else your organisation is able to respond to the issue identified?

    Whether there is anything youd like to be able to do which you cant at the moment?

    If so, what options have been considered to help overcome this?

    What resources and support do you think you need in order to manage and implement theintended work?

    One of CAFODs values is stewardship of the resources - financial, human and in-kind, entrusted to usby individuals and other donors. We need to make sure it reaches those it is intended to reach andbenefits those it intends to, in the way it is intended and agreed with us and will work with our partners to

    make sure we are able to do this.Please provide us with:

    A budget detailing the funding you need to achieve the work.

    Details of other financial contributions received and / or requested please include the name ofthe organisation, amount requested/received and in which currency)

    NB If CAFOD contributes over 30,000 towards the organisation in one year, an independent financialaudit is required. If this applies to you please ensure the costs of these are included in the budget for theorganisation.
