ScopeA Master ofArts/Science (120 credits) is awarded after the student has completed the courses required to gain 120credits with a defined specialisation determined by each higher education institution itself, of which at least 60credits are for spe cialise d study in the principal field (main field of study) of the study programme. In addition theprior award ofa Bachelor's degree, Bachelor's degree in fine arts, professional or vocational qualification ofat least180 credits or a corresponding qualification from abroad is required.The requirement of the prior award of a qualification may be waived for a student admitted ro the programmewithout the basic entry requirement in the form of a qualification. This does not, however, apply if a waiver wasgranted during admission pursuant to the second paragraph of Section 28 of the Chapter 7 of the HigherEducation Ordinance (1993:100) on the grounds that the qualification had not yet been issued.

OutcomesKnowledge and understandingFor a Master of ArtsiScience (120 credits) the student shall have:demonstrated knowledge and understanding in the main field of study, including both broad knowledge of thefield and a considerable degree of specialised knowledge in certain areas of the field as well as insight into currentresearch and development work, anddemonstrated specialised methodological knowledge in the main field of study.

Competence and skillsFor a Master ofArts/Science (120 credits) the student shall have:demonstrated the abiliry to critically and systematically integrate knowledge and analyse, assess and deal withcomplex phenomena, issues and situations even with limited informationdemonstrated the abiliry to identif' and formulate issues critically, autonomously and crearively as well as to planand, using appropriate methods, undertake advanced tasks within predetermined time frames and so contribute tothe formation of knowledge as well as the abiliry ro evaluare this workdemonstrated the abiliry in speech and writing both nationally and internationally to report clearly and discuss hisor her conclusions and the knowledge and arguments on which they are based in dialogue with differentaudiences, anddemonstrated the skills required for participation in research and development work or autonomous employmentin some other qualified capacity.

Judgement and approachFor a Master of Arts/Science (120 credits) the student shall have:demonstrated the abiliry to make assessments in the main field of study informed by relevant disciplinary, socialand ethical issues and also to demonstrate awareness of ethical aspects of research and development workdemonstrated insight into the possibilities and limitations of research, its role in sociery and the responsibiliry ofthe individual for how it is used, anddemonstrated the abiliry to identif' the personal need for further knowledge and take responsibiliry for his or herongoing learning.

Independent project (degree project)A requirement for the award of a Master of Arts/Science (120 credits) is completion by the student of anindependent project (degree project) for at least 30 credits in the main field of study. The degree project maycomprise less than 30 credits, however no less than 15 credits, if the student has already completed anindependent project in the second cycle for at least 15 credits in the main field of study or the equivalenr from aprogramme of study outside Sweden.

The Swedish Higher Education System(The following description is approved by the Swedish National Agency for Higher Education)

GeneralHigher education institutions have great

autonomy in the organization of studies,

use of resources and general administra-

tion. The Government may award the status

of uniuersitet to higher educarion institu-

tions that meet certain criteria. Indepen-

dent higher education providers may apply

for recognition by the Government, obtain

degree awarding powers and receive state

subsidies. Qualifications from all higher

education institutions that are recognized

by the Government have equal offi cial value.

The same law governs all state higher edu-

cation institutions. All Swedish degrees are

issued in accordance with the same qualifi-

cations ordinance.

Quality assuranceThe Swedish National Agency for Higher

Education is responsible for quality as-

surance system for higher education. All

study programmes have been evaluated sin-

ce 200r.

The Swedish National Agency for Higher

Education has also completed two rounds

ofquality audits ofhigher education insti-

tutions. Evaluation reports are public.

Access and admission tohigher educationHigher education within all cycles has two

strata of entry requirements: general and

(additional) specific requiremenrs. General

eligibility to the first cycle is the same for

all higher education.

General eligibility is attained either by

completing an upper-secondary school

programme, coltrpleted adult education at

upper secondary school level or having the

potential to benefit from the education, by

virtue of orher education, pracrical expe-

rience or other circumstances. The speci-

fic requirements vary according to the field

ofhigher education and are in general ex-

pressed in terms ofupper-secondary school

qualifications in specific subjects. Restrict-

ed admission is used for all study program-

mes and courses.

Degree awarding powersUniversities have the right to award gene-

ral qualifications at firsr, second and third

cycle. A small number of universiry colle-

ges have been awarded the general right to

award first and second cycle qualificarions,

as well as the right to award third cycle qua-

lifications in specific domain/s. Other state

university colleges have the right to award

first cycle qualifications and magister-

exAmen but must apply to the Swedish

National Agency for Higher Education

for the right to award masterexamen and

third cycle qualifications.

University colleges that are self-

governing and independent, as well as the

Swedish University ofAgricultural Scienc-

es (SLU) and the Swedish National Defence

College, must apply to the Government

for the entitlement to award all qualifi-

cations.'S/ith regard to vocational or profes-

sionalqualificationsat6rstandsecondcycle,

both state universities and university col-

leges must apply to the Swedish National

Agency for Higher Education for degree

awarding powers.

QualificationsAll courses and study programmes are

placed within one of three cycles: the

first, second or third cycle. All qualifica-

tions are placed within one of the three

cycles. Higher education within the first

and second cycles is provided in the form

of courses. Courses may be grouped to'

gether into programmes with varying le-

vels of individual choice. Students them-

selves are also able to combine different

courses towards a degree. A course sylla-

bus is required for each course within the

first and second cycle and a programme

syllabus for each study programme. Edu-

cational cycle and intended learning out-

comes have to be specified for each course.

Sweden has a system of credits (htigskole-

poting); a normal 4o-week academic year

corresponds to 6o credits. The system is

compatible with ECTS credits.

In the qualificarions ordinance, the

Government has laid down which quali-

fications may be awarded and the objecti-

ves as well as intended learning outcomes

for these qualifications. In the Swedish

higher education system there are gene-

rally no inrermediate qualifications. All

qualifications are regarded as final, even

if there is a possibility to continue stud-

ying. There are three categories of quali-

fications: qualifications in the arrs, social

science and sciences, in fine, applied and

performing arts and professional quali-

fications. Translations into English of all

titles of qualifications are regulated at

the national level. An institution of hig,

her education may decide that a discipline

z. Masterexarnen (Master of Arrs (rzo

credits)/Master of Science (rzo cre-

dits)) requires a defined main 6eld of

studies. At least 6o credits have to be

completed in the main 6eld of study

including a thesis of 3o credits. In ad-

dition, in general, the student musr

hold either a handidatexamen or a

professional degree ofat least r8o

credits or an equivalent foreign de-

gree. Konstniirlig masterexamen (Mas-

ter of Fine Arts (rzo credits)) is awar-

ded in fine, applied and performing

arts. The most advanced courses for

Masterexamen may be accepted as

partial fulfilment of the requiremenrs

for a doctoral programme.

General admission requirements to quali-

fication within the second cycle are: quali-

fication within the first cycle of at least r8o

credits or a corresponding foreign quali-

6cation. In addition, admission may be

granted to an applicant who has the po-

tential to benefit from the education, by

virtue of other educational achievements,

Professional qualificationsThere are about 4o professional degrees.

Professional qualifications are awarded in

the fields of engineering, health carc, agri-

culture, law, education, etc. Professional

qualifications may be placed within either

the first or the second cycle. 'W'ith

a few

exceptions, general entry requirements to

professional degrees are the same as to rhe

first cycle. Programmes leading to profes-

sional qualifications may vary in length

depending on their conrenr and may

stretch over two cycles.

Third cycle:The Faculty Board decides which subjects

may be offered within the third cycle. For

every subject, a general study plan should

be drawn up and approved by the Faculty

Board. The study plan must srare the prin-

cipal organisation ofthe studies, the spe-

cific admission requirements, rhe exami-

nations required towards the degree and

whether the study programme may end

with the award of a licentiatexamen or ^

Two qualifications are offered within rhe

third cycle:

r. Licentiatexamen (Licentrate) requires

at least rzo credits including a thesis

decide that a licentiatexamen canbe

awarded as an intermediate degree

z. Dohtorsexamen (Doctor of Philoso-

Rules for admission to rhe third cycle were

changed from r July zoo7. A person who

met general requirements for admission be-

fore r July zooT should be considered as eli-

gible for admission until 3o June zor5. The

general entry requirements before r JulyzooT were a compleced undergraduate pro-

gramme of at least rzo credits (equivalent

to r8o higher education credits) or largely

equivalent knowledge acquired in some

other system in this country or abroad.

GradingThe Higher Education Ordinance states

that the following grades may be awarded:

Pass with Distinction (util godkrind), Pass(godktind) or Fatl (underhiinl) unless the

institution decides to grade on some other

scale. A number of courses use only two

grades: Pass or Fail. Others, for example

in Law and Engineering, traditionally use

scales with several levels - expressed as

letters ornumbers. ECTS gradinghavebeen

introduced at several Higher education

institutions. No overall grade is given for a
