Department of Roads and Transport hosts the UATP 3rd Congress in Johannesburg

The African Association of

Public Transport (UATP), in

collaboration with the

Gauteng Department of

Roads and Transport, the

Gautrain Management

Agency and the

International Association

of Public Transport (UITP)

will host the 3rd UATP

Congress and Exhibition of African Public Transport,

in October 2014, in Johannesburg.

The theme of the congress is ‘Growing Africa Through

An Effective Public Transport System’.

Urban transport plays a major role in the organisation

and management of land use. Therefore, an effective

urban transport system is necessary for the daily activities

of citizens and for the economic growth of cities. There is

a need for planning, regulating, control and organisation

of the public transport sector, illustrating the contribution

that public transport makes to the affluence of cities. The

3rd Congress brings the ‘second Johannesburg

Declaration’ to the attention of African policy-makers and

institutions, highlighting their significant roles in the

implementation of excellent and effective public

transport policies.

The event will showcase global public transport best

practices, enabling key role-players, professionals and

decision makers, from around the world, to exchange

knowledge and skills within a single, neutral and

hospitable environment.

UATP: AFRICAN DIVISION OF UITP

BACKGROUND:The African Union of Public Transport includes professionals from Sub-Saharan Africa in the industry of public transport of people and goods by road, rail and water.

It was established on 15 November 2002 in Lomé (Togo) and its headquarters is in Abidjan in the Ivory Coast.:

• An African network of professionals in public transport

• A reference for the public transport sector

• The spokesperson of public transport in Africa

• A platform for knowledge exchange

• A business and partnership opportunity

The members include:

• Transport authorities;

• Public transport companies (urban, inter-urban and inter-state);

• Freight transport companies;

• Representatives of the regulated ‘informal’ public transport sector;

• Suppliers of systems and services;

• Research and consultancy firms;

• Financing bodies;

• Academic institutes; and

• International and regional institutions;

UATP/UITP works to enhance the quality of life & economic wellbeing by supporting and promoting sustainable transport in urban areas world-wide.

ENSURING QUALITYAll papers submitted will be put through an approval process duly selected to be presented at the Congress.

CALL FOR PAPERS

Growing Africa through an effective public transport systemOctober 2014Johannesburg, South Africa

SESSION 1: Urbanisation and public transport policy: why and how

to integrate urban planning and implementation of a

public transport system?

In this session, we will try to show in a concrete way the

necessity to have consistency and synergy between land

use plan and transport policies, to build and develop an

integrated efficient urban public transport system.

SESSION 2: The urban public transport market in Africa: which kind

of organisation, contracting, funding and pricing for

efficient operation of urban public transport services?

This session will address specific issues : (i) the contract

between organising authorities and operators for access

to the market, ( ii) the issues of organisation / financing of

public transport, (iii) better management of para transit

sector, (iv) financing experiences of public transport, (V)

the issue of taxation in transport, (vi) tariffs issue of public

transport services (social tariffs or commercial pricing).

SESSION 3: Taxi Industry (taxis and minibuses) and mass public

transport BRT: which integration policies for an

efficiency of the global urban transport system?

Through this session, the 3rd Congress is an opportunity

to look more closely at this sector in order to highlight, on

the basis of its strengths and weaknesses, organisational

formats that enable it to achieve sustainable

development and is an ideal complement to mass

transport system of the city.

SESSION 4: Green Transport and electric bus industry development:

Which challenges for the African urban public

transport?

Congress, offers the opportunity to take into account the

latest developments and technological changes taking

place in the sector, and highlight the issues for the African

public transport, especially regarding electric bus.

SESSION 5: UITP Session: Initiatives "PTx2" and "Grow with public transport": what implications or expectations for urban transport in Africa?This session gives an opportunity to UITP to present and

share his new vision and its lessons learned on public

transport in the coming decades and to situate the

implications and challenges in particular for Africa.

SESSION 6: Rail transport and urban mobilityThis session focuses exclusively rail transport, and its main

objective is to show the advantages of the railway as a

credible and sustainable solution to the problems of

movements in megacities in Africa, in a context marked

by financial constraints of governments less economically

viable and a transport demand more and more growing.

PARALLEL SESSION: EXHIBITORS FORUM This forum provides an opportunity for manufacturers

and operators to share technological innovations in

rolling materials, equipment, ICT designed for service

operations and passenger information.

PAPERSPapers will focus on one or more topics as detailed in the

sub-themes and make concrete proposals to help answer

the central question.

The abstract of the paper to be transmitted must:• Be of 300 to 400 words (about one page)

• integrate a rough plan of presentation

• include a short biography and a photo of the author.

Paper proposals are expected no later than 31 May, 2014,

to the secretary’s office of the Scientific Committee at the

following address: [email protected]. Those selected by the

scientific committee will be notified by 30 June 2014.

Each speaker will have 15 minutes for their presentation,

which will be in power point format ( (template will be

made available).
