3.2 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

3.2.1 Identification of the project & project proponent: The possession of the plot No. GH- 04, Sector -16C, Noida Extension, Greater Noida, U.P.

has been given for the development of Group housing “Mahagun Mywoods” by GREATER

NOIDA INDUSTRIAL DEVELOPMENT AUTHORITY to M/s Mahagun India Pvt. Ltd. The

project shall be developed by M/s Mahagun India Pvt. Ltd. The development work of Group

housing “Mahagun Mywoods” has already been started on land area of 133690 sqm, with

total built-up area 663509180 m2 for which 710/726/SEAC/2011/AA(S) dated 31 march, 2012

by SEIAA (Uttar Pradesh) to M/s Mahagun India pvt. Ltd under category 8(b) of EIA

Notification,2006. There will be change in land use, the additional vacant land 12047.8 sqm

will used to construct Group housing. Hence, Plot area will change from 133690 sqm to

145737.8 sqm.

Total built up area will increase from 663509.180 sqm to 853653.39 sqm. The built up area

of the project will be 853653.39 sq m. Hence, it falls under category 8 (b) of EIA

notification, 2006

3.2.2 Brief Description of the Nature of the Project: The project Group Housing “Mahagun Mywoods” offers well-furnished Dwelling Units

along with certain amenities such as, commercial area (Shops, etc.), etc. The project has

already been granted Environmental Clearance vide letter no. 710/726/SEAC/2011/AA(S)

dated 31 march, 2012 by SEIAA (Uttar Pradesh) for existing plot area of 133690 sqm and

built-up area 663509180 m2 to M/s Mahagun India Pvt. Ltd under category 8(b) of EIA

Notification,2006. Status of construction is enclosed as Enclosure no.-9

Now the project is proposed on a plot area of 145737.8 sqm (35.97 acres) and built up area

of 853653.39 sqm sqm. It will provide houses to 27711 persons in the form of dwelling Units

and servant units. Green area 51820.64 sqm is proposed which includes shelter belt,

avenue plantation, herbs & shrubs, landscape/water bodies etc. Need for the Project & its

importance to the country or the region:

It will increase Infrastructure of the area.

It will provide healthy, green & safe premises.

It will provide a better living to the people along with amenities like commercial

area, Community building and school.

3.2.3 Need for the Project & its Importance to the Country or the region:

It will increase Infrastructure of the area & will provide better life style.

The residential area will provide sustainable living to the people with all

required amenities.

The project will promote sustainability & will provide healthy environment to

the people at the site & nearby.

3.2.4 Demand & Supply Gap: In today’s world, there is a strong need of systematic & sustainable living so as to save

resources for future generations and to provide them a better place to live by providing

them a healthy environment.

This Group Housing “Mahagun My woods” having a systematic land use planning for

residential, and commercial area will provide a better living, working & educational

environment. Sustainability in terms of Transport, Energy, Water & Waste is proposed in

the project which will lead to a healthy present & future.

3.2.5 Import vs. Indigenous production: As this is a construction of Group Housing Complex so this section is not applicable

3.2.6 Export Possibilities: As this is a construction of Group Housing Complex so this section is not applicable

3.2.7 Domestic/Expert Markets: As this is a construction of Group Housing Complex so this section is not applicable

3.2.8 Employment Generation (Direct & Indirect) due to the Project: The Expansion of Group Housing “Mahagun My woods” is providing employment of

around 150 labourers during construction phase and employment to 303 personnel as staff

during operation phase. Staff will be required for Shops and other staff for miscellaneous

purposes.

3.3 PROJECT DESCRIPTION

3.3.1 Type of Project including interlinked & interdependent Projects, if any:

This project is a construction project which comes under category 8 (b) of EIA Notification,

2006 and it is not an interlinked project.

3.3.7 Selection of Site:

3.3.7.1 Details of alternate sites considered:

It is expansion of already under construction complex, hence no alternate or

interlinked site is being considered in this project.

3.3.7.2 Basis for site selection and the environmental considerations:

The land has been allotted by GREATER NOIDA INDUSTRIAL DEVELOPMENT AUTHORITY

for the development of Group Housing Complex “Mahagun My woods” at GH- 04, Sector

-16C, Noida Extension, Greater Noida, U.P.

The surrounded area is moderately developed area. Area is well connected by road

network and has power supply with all necessary amenities.

3.3.8 Size or Magnitude of Operation: After expansion, the total plot area of the project will be 145737.8 sq m & the total built-

up area will be 853653.39 sq m.

3.3.11 Marketing area of final products:

As this is a construction of Group Housing so this section is not applicable

3.3.12 Mode of transport of raw materials and finished products:

The raw materials during construction will be transported by trucks and trolleys.

Ambulances, cars, two wheelers etc. will be used during operational phase.

3.3.13 Resource optimization and reuse and recycling in project resources: The concept of reduce, recycle and reuse will be taken into consideration at every step of

this project. The excavated soil/ rock will be properly stacked within the site under

tarpaulin cover and will be reused for backfilling purpose. The top soil shall be preserved

separately and will be used for landscaping purpose and the excess excavated soil will be

disposed off to approve Municipal Filling Ground.

The treated water from STP will be reused in gardening and flushing purpose and same

shall be followed in future. The quantification of the same is given later in Pre-Feasibility

report.

The municipal solid waste will be segregated and sent to organic waste converter. The

Organic waste from group housing complex can be used as manure for landscaping. The

quantification of the same is given later in Pre-Feasibility report.

3.3.14 Management of Resources: 3.3.14.1 Water source and quantity:

The total quantity of water required in the project will be 2508 KLD out of which fresh

water requirement will be 799 KLD which will be met by public supply (Noida Authority).

3.3.14.2 Energy Source and requirement:

The total power requirement will be 16516 kVA which will be met by UPPCL.

DG sets of 9 X 1010 KVA, 4X 750 KVA, 1 x 500KVA, 2 x 250 KVA will be installed for power

back-up in common area of the sites. Proper stack height of 6 m above roof level will be

proposed.

3.3.15 Waste Management: 3.3.15.1 Amount of wastewater generated and STP capacity:

The amount of waste water of 2100 KLD will be generated from the Complex, which will

be treatment in STP of 3300 KLD (1650 x 2 KLD) capacity.

3.3.15.2 Solid waste Management:

Total 12958 kg/day solid waste will be generated from the complex which will be properly

managed and send to organic waste converter & approved vendors/recyclers.

The hazardous waste in the form of used oil will be 139 litres/month which will be given to

approved vender of CPCB and E-waste of 1-2 kg/month will be handled as per e-waste

management handling rules.

Battery waste generated from inverters & UPS. It will be properly managed as per

Batteries (Management and Handling) Rules 2001.

Details of Solid Waste Management are given later in Pre-Feasibility Report.

NOIDA INDUSTRIAL DEVELOPMENT AUTHORITY Authority for setting up Group Housing

“Mahagun My woods” seeing viability of the project. Construction has been done as per

Earlier Environmental Clearance grated. There will be change in landuse additional land will

3.5 Planning Brief:

3.5.1 Planning concept: The project Group Housing “Mahagun My woods” offers well-furnished Dwelling Units

along with certain amenities such commercial area (Shops, etc.), etc. The project has

already been granted Environmental Clearance vide letter no. 710/726/SEAC/2011/AA(S)

dated 31 march, 2012 for plot area of 133690 sqm and built-up area for Group Housing –

663509.180 sqm & for Commercial area – 2756 sq m to M/s Mahagun India Pvt. Ltd. Now it

is expansion of existing Group Housing (under construction). Construction status is given

below:

3.5.4 Assessment of infrastructure Demand (Physical and social): As the physical infrastructure already exists in the area there is no need for development

of new infrastructure.

The development of Group Housing Complex in the project area will result in the increase

in the social infrastructure as the population related to complex in form of staff, residents,

visitors will increase.

Since tree trunks are devoid of foliage, scrub should form there to give coverage to the

trunks. The trees maintain the regional ecological balance and conform to soil and

hydrological conditions. Indigenous species would be preferred.

Green belt/greenery will be developed along most of the periphery of the project area as

well as along roads. Area under plantation/greenery after expansion will be 12587.706 sq

m with trees and plants. The trees planted will be of adequate height. Any trees that do

not survive will be replaced. The plantation/greenery programme will be completed,

simultaneously along with the project.

3.6.5 Drinking Water Management: 3.6.5.1 Source & Supply of Water:

As per earlier EC total waste water generation was 1438 KLD. The generated sewage was

planned to be treated in in-house Sewage Treatment Plant capacity 800 KLD. The treated

water generated 1438 KLD out of which 601 KLD was planned to be utilized for flushing,

gardening purposes & the rest 837 KLD excess treated water shall be discharge in sewer.

Total quantity of wastewater generation after expansion will be 2100 KLD. The generated

sewage will be treated in in-house Sewage Treatment Plant capacity 3300 KLD (1650 X 2

KLD). The treated water generated 1995 KLD out of which 799 KLD shall be utilized for

flushing, DG Cooling and gardening purposes & the rest 1196 KLD excess treated water

shall be discharge in sewer.

Water Balance After Expansion

3.6.6 Sewage system: Total quantity of wastewater generation will be 2100 KLD. The treated water 799 KLD shall

be utilized for flushing, gardening & DG Cooling. Excess treated water of 1196 KLD shall be

discharge in sewer line. After expansion, the waste water generated will be treated in in-

house Sewage Treatment Plant capacity 3300 KLD (1650 x 2 KLD). The STPs shall be based

on Moving Bed Biofilm Reactor (MBBR) process.

TREATMENT PROCESS:

It is proposed to treat the complete wastewater in a scientific manner through a properly

planned treatment plant. The objective is to stabilize the decomposable organic matters

present in sewage so as to get an effluent and sludge having characteristics which are

within safe limits. To have an efficient treatment system, this aeration system is proposed

consisting of MBBR Technology. The sewerage treatment plant can be constructed in such

a way that it becomes viable by providing Treated water and sludge that can be used as

for manure for further use.

Following are the benefits of providing the Sewage Treatment Plant in the present

circumstances:

It is mandatory as per the latest requirements to provide the Sewage Treatment

Plant.

Reduced net daily fresh water requirements from various sources, by utilizing the

treated water.

Reduced dependence on the public utilities for water supply and sewerage

systems.

Solid waste generated from the Sewage Treatment Plant shall be rich in organic

materials and is an excellent fertilizer for horticultural purposes.

PROCESS DESCRIPTION

a) Raw sewage from main sewer line should be collected through gravity pipes into the

screen chamber. This manually cleaned screen should be provided to remove floating

and big size particles which may otherwise choke the pumps and pipe lines.

b) After screening, the waste water should be allowed to pass through a grit chamber to

remove the grit material. The screens and grit chambers shall be accessible so that they

may be manually cleaned from time to time.

c) The screened waste water from the Grit chamber should then pass into the

equalization tank to homogenize the waste water quality and also even out flow

fluctuations and feed waste water of uniform quality at constant rate to subsequent

treatment units.

Air mixing should be provided to mix the contents of the equalization tank. A coarse

bubble aeration grid should be provided to mix the contents of the equalization tank

and also to avoid septic conditions in the tank. From the equalization tank the

wastewater will be pumped into an MBBR Tank.

d) The MBBR process uses small plastic carrier elements to provide growth sites for

bacteria attachment in a suspended growth medium. The carrier elements shall allow

a higher biomass concentration to be maintained in the reactor. This shall increase the

biological treatment capacity for the given reactor volume.

e) The carrier elements shall be continuously kept in suspension by the aeration system.

The agitation pattern in the reactor shall be designed to provide an upward movement

of the carriers across the surface of the retention screen which creates a scrubbing

effect to prevent clogging. Combination of fine & coarse bubbles may be provided to

provide oxygen as per detailing.

f) From the MBBR tank mixed liquor shall flow by gravity into the Tube settler. The solids

will settle in the tank. The sludge that settles down shall be transferred to sludge

holding tank via sludge loading pumps, with provision of sludge return to the

bioreactor if necessary.

g) From the tube settler, treated wastewater will be fed by means of filter/softener feed

pump sets to pass through dual media filters, activated carbon filters and softeners

and stored in the filtered water and soft water storage tanks. The activated carbon

filters shall ensure removal of all coloration and odours present in the treated effluent.

h) The filtered, clean and odourless water from filtered water tank is then fed through a

variable frequency drive hydro-pneumatic system to the external treated effluent rings

as per the master plan, from where connections are taken to the garden hydrant

system and to each unit for flushing water as per detailing.

i) Excess sludge from the tube settler will be taken periodically into sludge holding tank.

In this tank sludge will be aerated for self-stabilization. Air will be shut off periodically

and superannuate water will be transferred to the aeration tank creating stabilized

sludge. The final sludge shall be de-watered through a centrifuge mechanism. Sludge

loading arrangements shall also be provided for direct disposal of sludge to sludge

tankers / trolleys.

3.6.8 Rain water harvesting:

The main source of ground water recharging in the study area is rainwater, which

infiltrates into the ground through various lithological units present in the study area. 18

number of rainwater harvesting pits are proposed within the housing complex 12 pits are

already installed. The runoff from the rooftop and storm water shall go to the recharge

pits.

Scheme for ground water recharging

The rainwater will be diverted from the rooftop using rain water pipes to the

surface/underground drainage network.

The rainwater is diverted into the de-silting tank to remove inorganic impurities and

the outflow of the de-silting tank is taken into the recharge well.

De-silting tank

The de-silting are used to remove silt and other floating impurities from rainwater.

De-silting tank is like an ordinary container having provision for the inflow, outflow,

and overflow. Apart from removing silt it holds the excess amount of water till it is

soaked up by the recharge structure. The bottom of tank will have unpaved surface

(layers of coarse sand) to allow standing water to percolate into soil. The rainwater

collected in these de-silting chambers shall be utilized for horticulture.

Recharge well

The recharge well consists of percolation pits with 3.2 mm dia boreholes in the

middle of the pits. UPVC pipe of 160 mm dia perforated will be lowered in the

middle of the boreholes and the pit will be filled with gravel and pebbles in three

layers of 400 mm each consisting of boulders, gravel and coarse sand. The mouth

of the UPVC pipe shall be protected to avoid silt getting into it. The depth of the

bore will depend on the soil condition/water strata. The schematic diagram is

enclosed.

It should be therefore concluded that there is no significant impact on surface water

quality & hydrology of the area. The proposed rainwater-harvesting scheme will

stabilize the groundwater table in the area.

3.6.9 INDUSTRIAL WASTE MANAGEMENT: As this is a construction of Group Housing so this section is not applicable

3.6.10 SOLID WASTE MANAGEMENT:

For 30964 persons around 12958 kg/day of municipal solid waste will be generated for

proposed site.

HAZARDOUS WASTE MANAGEMENT:

Hazardous waste is a waste with properties that make it dangerous or potentially harmful

to human health or the environment. The universe of hazardous wastes is large and

diverse. Hazardous wastes can be liquids, solids, contained gases, or sludge. They can be

the by-products of manufacturing processes or simply discarded commercial products, like

cleaning fluids or pesticides. All hazardous wastes are required to be treated and disposed

off in the prescribed manner.

The main objective is to promote safe management and use of hazardous substances

including hazardous chemicals and hazardous wastes, in order to avoid damage to health

and environment.

Battery waste will be generated from inverters & UPS, which shall be treated as per the

Batteries (Management & Handling) Rule

3.6.11 POWER REQUIREMENT: 3.6.11.1.1 SOURCE:

The total electric load after expansion for the group housing complex will

be 16516 kVA which will be sourced through UPPCL.

3.6.11.1.2 BACK-UP:

In case of power failure, power backup will be provided through DG sets 9 X

1010 KVA, 4 X 750, 1 x 500 & 2X 250 KVA with proper stack height.

3.7 REHABILITATION AND RESETTLEMENT (R&R) PLAN:

3.7.9 Details on Project Affected person: The land is allotted by GREATER NOIDA INDUSTRIAL DEVELOPMENT AUTHORITY to M/s

Mahagun India Pvt. Ltd. for development of Group Housing “Mahagun My Woods”. As

the land is devoid of any habitation and it does not have anybody staying there at present

so the development of this project will not cause or need rehabilitation of the people.

3.8 PROJECT SCHEDULE & COST ESTIMATION:

MITIGATION MEASURES FOR HANDLING OF CONSTRUCTION MATERIALS:

Sand is stacked nearby under tarpaulin cover.

To minimize the occupational health hazard, proper mask has been provided

to the workers who are engaged in dust generation activity.

During Operational Period:

1. Measures shall be taken to identify the Electrical Environment Impacts (Hazards)

arising during the land preparation for use, building construction operation, and

the entire cycle activities of the project and proper mitigation measures shall be

adopted. The location of transformers, earth pits, electric panels, boards and

distribution of power from power house or generator house/switch room, cable

network shall be carefully monitored. All the standards, codes or legal requirements

required to be adopted during the installation of electrical equipment, appliances,

electric/ battery heating/ cooling appliances/ plant distribution lines/ cables

network, switch boards, circuits, earthling/ bounding, earth pits, lightning arrestors

and protective equipment and clothing shall be carefully fulfilled.

2. All Fire and Explosion Hazards in the entire cycle activities of the project and all

possible sources of fire hazards and fire mitigation measures shall be noted. All the

standards, codes & legal requirements of line diagram for fire protection systems

including fire water supply, storage of water, overhead water tanks, underground

water tanks and their capacity, water sprinkling system (moveable, stationary) shall

be fulfilled. Emergency exits, fire ladders, fire protective clothing and equipments

like helmets, safety belts, safety ladders, safety boots and goggles, fire suits, cranes

used for fire-fighting and for the rescue of the people in case of fire in multi-storied

buildings and others shall be provided.

Proper Coordination with Local Municipal Fire Brigade, police, health surveillances

(To treat the effected person in fire) shall be maintained. Proper Fire Management

System shall be installed with time schedule giving how far is the fire station and

how long it takes to reach the building. Provision of Training programme & mock

drill shall be made at regular intervals.

3. Environment Management Plan shall be prepared with Emergency Procedures

(Emergency Plan) to deal with localized fire and electrical hazards and hazards due

to natural calamities at the entire cycle of the activities of the project. Provision of

the communication systems to call to help and assistance from nearby building

complexes bodies and other external authorities like district authority, fire services,

police services, medical services, civil and defense services etc shall be provided.

4. Provision of Health and Welfare Facilities will be provided to the labours engaged

in land preparation and building construction at the entire cycle activities of the

project such as:

I. Provision of drinking water from an approved source.

II. Provision of latrines and urinals and accommodation as per the rules and their

drainage and disposal treatment.

III. Provision of medical and first aid treatment.

IV. Facilities for sitting, shelters, rest rooms and lunch rooms, crèches, canteen etc.

V. Provision of working in shifts.

5. Provision of mitigation measures regarding the Health and Safety will be made to

the workers employed or proposed to be employed in the entire cycle activities of

the project.

Noise, vibrations, generated by lifting appliances, gears, earthmovers and

transport.

Fencing of moving parts of the transmission machinery.

Restriction of lifting and excessive weight material.
